In December 2002, ISIS Public Relations & Marketing Inc. formally entered into a
contract with City of Fort Collins to provide services in support of Fort Collins Utilities'
"New Home Study." The formal contract was signed on Dec. 9, 2002 by Melissa
Katsimpalis, president, ISIS, and on Dec. 10, 2002 by James B. O'Neill, City of Fort
Collins director of purchasing and risk management.
Prior to Dec. 9, ISIS participated in two formal meetings (Nov. 12, Nov. 14, 2002) and
several phone calls related to the project. ISIS also conducted extensive research on
background material provided by Doug Swartz, engineer with the Energy Services
division of Utilities. Due to the project's timeline, set prior to the appointment of ISIS,
New Home Study project managers gave ISIS approval to initiate work prior to the
formal contract being signed. ISIS has faithfully carried out its duties on behalf of the
New Home Study Project even while the scope of the project has expanded
considerably.
ISIS has billed Fort Collins Utilities on a monthly basis, beginning Jan. 15, 2003. The first
invoice billed Utilities for 8 weeks of service from Nov. 12, 2002-Jan. 15, 2003. It and
subsequent invoices have included the ISIS monthly fee plus reimbursements. Those
reimbursements cover such things as: mileage to/from Utilities and project -related
interviews and meetings in Northern Colorado; copies; lunches; LD charges; Fed -Ex
charges; etc.
The contract duration is nine months. Having commenced work Nov. 12, 2002, ISIS
assumes the contract is complete as of Aug. 12, 2003.
