SCOPE OF WORK
for
ALTERNATIVE EVALUATION/PRELIMINARY DESIGN OF
LPATH BERM EROSION PROTECTION MEASURES
The purpose of this study is to evaluate up to three alternatives associated primarily with
stabilizing the berm that separates the Poudre River and the LPATH split flow path through the
Riverbend Ponds area from both channel bank erosion along the river and potential breaching due
to overtopping flows. Included in this study is the preparation of preliminary design drawings
necessary to depict and promote understanding of the alternative configurations, and support the
preparation of preliminary construction cost estimates.
Task 1. Field Reconnaissance, Surveying and Mapping
Field reconnaissance efforts will serve to familiarize project staff with the study area and
identify locations and mechanisms of bank erosion along the LPATH berm from Prospect
Road to Timberline Road. The field reconnaissance efforts will also serve to pre-screen
alternative protection measures with respect to both constructibility and potential adverse
impacts to existing habitat.
This task will also include a bathymetric survey to be conducted along the western fringe of
the Riverside Ponds (along the LPATH berm) and production of a subsurface topographic
map (at a one -foot contour interval) for a 150-foot corridor along the west side of the ponds.
This subsurface topography will be merged with the two -foot contours produced as part of
the Timberline Road floodplain mapping effort. Aero-Metric, Inc. will produce a digital
version ofthe Timberline Road base map, including the ortho-photo and topography, in State.
Plane coordinates. A single digital map will be produced that combines the Timberline Road
map and the bathymetric survey information.
Task 2. Formulation of Alternatives
Two primary alternatives will be formulated for protecting the LPATH berm from failure due
to both riverine erosion and breaching of the berm due to overtopping flows. The first
alternative will consider maintaining the existing magnitude and pattern of spills from the 1w w
Poudre River to LPATH. The second alternative will consider the possibility of spilling thet
entire LPATH flow over the portion of the berm located directly downstream of Timberline
Road. A third alternative will be formulated specifically for lowering berms within the
Riverbend Ponds area, with the intention of reducing flooding in the Countryside
Neighborhood. Potential beneficial and adverse impacts of each alternative will be identified
and qualitatively evaluated.

Task 3. Hydraulic Evaluation of Alternatives
Hydraulic analyses will be conducted for each of the three alternatives defined as part of
Task 2. These analyses will include hydrauli modeling along both the Poudre River and
LPATH, as well as specific analyses associated with flows overtopping the LPATH berm.
Based on these analyses, hydraulic design parameters associated with each alternative will
be defined to optimize the hydraulic function of each alternative while attempting to
minimize potential adverse impacts on channelibank stability and the existing floodplain.
A final hydraulic analysis will be conducted for each alternative to demonstrate that all local,
state and federal floodplain, floodway and product corridor regulations can be met.
Task 4. Preparation of Preliminary Design Drawings
Preliminary design drawings will be prepared for each alternative at a level of detail
necessary to complete preliminary estimates of construction costs. It is anticipated that these
drawings will include, plans and profiles of the LPATH berm, and typical sections of the
various stabilization measures. Consideration will be given to specific construction

techniques that may be required to implement the embankment protection measures.
This task will also include the identification of all permitting requirements for each
alternative. Preliminary construction cost estimates will be prepared that will include
expected costs associated with completion of final design drawings, additional survey data
needed to support the final design, acquisition of necessary permits, project administration,
and construction contingencies.
Task 5. Reporting and Documentation
An alternative evaluation and preliminary design report will be prepared that documents the
embankment stabilization alternatives and the analyses that support the preliminary design
configuration of each alternative. A recommended alternative will be identified. All
technical information necessary to document the analyses and design will be included with
the report. Preliminary design drawings for each alternative will be included.
Task 6. Meetings and Coordination
This task will include up to four meetings with City staff in order to discuss the formulation
and configuration of alternatives, to conduct a tour of the project site in an effort to promote
understanding of physical conditions within the project area, and to present the preliminary
design features of each alternative.
