Anderson Consulting (Anderson) was hired through the RFP process on the Building
Community Choices "East Prospect — Poudre River to Summitview" project. Their scope
of work was to perform a hydrologic evaluation of the Poudre River for this road project.
During this evaluation a remnant of land, along the East bank of the Poudre River near
the Timberline Road Bridge that separates the Poudre River from Riverbend Ponds
Natural Area, was identified as "about to fail" during the next sizable rain/runoff event.
For the sake of this memo we will call this remnant of land the "Timberline Berm". If the
Timberline Berm is allowed to fail, Riverbend Ponds and Prospect Road would be wiped
out as the Poudre River will have changed course from its existing path into this area.
This situation has been discussed with senior members of Engineering, Natural
Resources, and the Stormwater Utility. All three service areas agree in concept that we
need to find out how to strengthen and protect this berm from the 100 year storm event
and how much funding is needed. This is a difficult project because this area is where the
Poudre River (FEMA floodplain), the City's Product 6 corridor, and a Natural Area all
come together. Our group of Engineering, Natural Resources, and the Stormwater Utility
all requested that we have Anderson perform a Preliminary Design to assess this issue so
we will know the associated impacts and cost to protect this berm and keep the Poudre
River in its existing channel. The cost of this Preliminary Design is to be split three -ways
between the three service areas.
Anderson was the hydraulic consultant on the Timberline Extension project, and the East
Prospect Road Improvement project, and they have the best knowledge to perform this
work. Anderson has scoped this work at a cost of $59,331.00. Since this is beyond the
original scope of work, approval to authorize this change order and additional phase work
(final design and construction drawing) is requested. Those additional phases of work
will only be undertaken with the express approval and cost sharing of the three service
areas.

Engineering paid $3,765.70 for additional analysis associated with the "extreme event' evaluation. The
invoice should have been split 3 ways between Engineering - $1,255.24, Natural Resources - $1,255.23 &
Stormwater Utilities - $1,255.23.
The conceptual design associated with the "extreme event" evaluation is $59,331. The 3 way split
between the department would be $19,777 each.
However, in light that the 1st invoice should have been split, we are requesting that Natural Resources &
Stormwater pick up the amount at this time. The split for the conceptual design would be as follows:
Engineering - $19,777 - <2,510.46> = $17,266.54
Natural Resources - $19,777 + $1,255.23 = $21,032.23
Stormwater Utilities - $19,777 + $1,255.23 = $21,032.23

Anderson Consulting Engineers, Inc. is pleased to have the opportunity to provide engineering
services in support of the "Alternative Evaluation/Preliminary Design of LPATH Berm Protection
Measures." Attached is our Scope of Work proposed for the referenced project. Also attached is
our proposed budget for this project. We propose to complete this evaluation and preliminary design
effort by July 31, 2003
