Please accept Solomon Corporation's bid submission for your transformer requirements for the
year 2003/2004.
Per your bid requirements we are providing the following information:
Bid pricing will be honored for a 45 day period, freight terms: F.O.B destination, freight prepaid.
All discounts are reflected in the bid prices.
Testing procedures and equipment are described in the enclosed Remanufacturing and
Reconditioning procedures.
We are authorized to do warranty repair for the following manufacturers: Pauwels, ABB, GE,
Howard, UUS and Cooper. Others are case by case basis.
There is no extra charge for repair of CSP units, adding CSP to a conventional unit is not available
in either minor repair or rewind repair; the entire unit must be replaced with one that is equipped
originally.
We use only NEW PCB free (0 ppm) oil, rebuilt or repaired by Solomon Corporation. All oil must
pass a 32 KV dielectric test prior to use.
All units repaired by Solomon Corporation carry a two (2) year warranty; all rewound carry a three
(3) year warranty (see enclosures).
Transformer pickups will be made every five weeks, no minimums required.
Solomon Corporation lead times are based on availability and production schedules which vary
from three (3) weeks to six (6) weeks. Any emergency fee will be on a case by case basis.

Solomon Corporation warrants its transformers for a period of 24 months after delivery of
transformer as specified below.
First 12 months: If during the first year any such transformer should be proved to Solomon's
satisfaction to be faulty with regard to defects, materials and/or workmanship, then it shall be repaired
or replaced at Solomon's option. The obligation of Solomon shall be limited solely to repair and
replacement at its' factory of transformers that fall within the foregoing limitations.
Solomon Corporation will be responsible for freight charges for shipping transformers back to
Solomon, if sold as FOB: destination. Customer will be responsible for freight charges for shipping
transformers back to Solomon, if sold as FOB: Solomon, Kansa.s.
Second 12 Months: If during the second year of the warranty period, any such transformer
should be proved to Solomon's satisfaction to be a defective core and coil assembly, then the core and
coil assembly will be repaired or replaced at Solomon's option. The obligation of Solomon shall be
limited solely to the core and coil assembly repair or replacement at Solomon's factory. This warranty
does not include freight charges or loading of the transformer.
Warranty shall only be effective if Solomon receives written notice within the warranty
period of any defects. This warranty applies only to transformers proven defective under
normal use and does not apply to improper installation, alteration, or acts of God.
EXCLUSIVE WARRANTY
THE FOREGOING WARRANTY IS EXCLUSIVE AND IN LIEU OF ALL OTHER
ExPRESS AND IMPLIED WARRANTIES, INCLUDING, BUT NOT LIMITED TO IMPLIED
WARRANTIES OF MERCHANTABU-ITY AND FITNESS FOR A PARTICULAR PURPOSE.

Solomon shall not be liable for consequential or indirect damages including, but not limited to,
loss of profits, loss of use, replacement costs or claims of third parties. The remedies expressly set out
in this Warrant' are exclusive and Solomon's liability with respect to the sale, manufacture, delivery,
technical direction, repair or use of any transformer shall not exceed those remedies.
CONDITIONS
The date of shipment, or completion as specified in this proposal, is made in good faith, and we
will endeavor to meet this date to the best of our ability, but if, through circumstances beyond our
control, we are unable to meet the date of shipment of completion, we are not held responsible for the
delays or any expenses involved.
The title to the property furnished under this contract shall remain in the Seller until the full and
final payment in cash shall have been made according to the terms agreed upon.
It is further agreed that no asset furnished under this contract shall become a fixture by reason
of being attached to real estate and any part thereof may be separated from the real estate without any
liability on our part for such removal.
Prices contained herein include any Federal, State or Municipal Sales or Use Taxes, or any
other taxes that may be levied because of this transaction. Such taxes are for the buyer's account and
as such are to be paid by the buyer directly to the proper agency involved unless otherwise agreed
upon.

Solomon Corporation will accept transformers in exchange for any labor expended prior to
discovery of need to rewind as described in Schedule V.
Solomon Corporation repaired 17, 385 transformers in 2001 and repaired 18,067 in 2002.

Remanufacturing Procedures
Solomon Corporation transformers are designed and built to meet the highest quality
standards. Our testing standards meet or exceed the standards of the American National Standards
Institute (ANSI) as well as those of new manufacturers.
The remanufacturing process starts with the removal of the core and coil assembly from the
tank. The core steel is dismantled and the old coil is discarded. The core steel is cleaned and
inspected for damage caused by electrical stresses or general poor quality. If determined to be of
good quality, the design process begins.
The design process is initiated by careful measurement of the existing core steel. Based on
these measurements and loss criteria of the customer, a computer generated coil design is created.
This design is specific to the individual transformer based on voltage and KVA rating, keeping in
mind the original manufacturers specifications. A new coil is then wound to the specific design
criteria.
The winding process utilizes the highest quality materials. We use new Essex copper magnet
wire with a heavy Formvar (105EC) coating. We selected the heavy Formvar coating over the
lighter filmed wire because of the superior turn -to -turn short circuit capability. Essex heavy
Formvar wire is manufactured in Fort Wayne, Indiana exclusively for the transformer industry. The
insulation used is an epoxy coated kraft paper developed by Westinghouse for the transformer
industry. During the bake out process, the epoxy bonds the wire to the paper further increasing the
short circuit strength of each coil.
Following the winding process, the core steel is assembled around the new coil. The core
and coil assembly is then placed in our oven and baked at 250EF for a minimum of 12 hours to
insure proper bonding. The core and coil assembly is then removed from the oven hot and placed
directly into the transformer tank. The tank is then filled with oil to eliminate absorption of moisture
from the atmosphere as it cools. Only new PCB -Free (0 ppm) oil is used in transformers rebuilt by
Solomon Corporation. All oil must pass a 32 KV dielectric test prior to use. Transformers in
voltage classes above 15 KV will be filled under vacuum.
Solomon Corporation only remanufactures transformers less than 45 ppm PCB. This is
validated by testing the PCB content of the original oil in the unit, which was removed prior to
refilling with new oil. Solomon Corporation uses an independent lab that uses the gas
chromatograph electron capture method of PCB analysis.

During the rebuilding process any components (bushings, switches, etc.) found to be
defective will be, whenever possible, replaced with original manufacturers' components. If
replacement components are not available from the original manufacturer, we will utilize
components manufactured by the RTE Corporation of Pewaukee, Wisconsin and Warco, Inc. of
Marthasville, Missouri.
To insure proper sealing of the transformers, new Nitril Buna N-70 gaskets are used in the
reassembly process. New pressure relief valves, manufactured by Qualitrol Corporation of Fairport,
New York, are added to the transformers. Prior to electrical testing, the unit will be leak tested.

Reconditioning Procedures
Solomon Corporation transformers are repaired to meet the highest quality standards. Our testing
standards meet or exceed the standards of the American National Standards Institute (ANSI) as
well as those of new manufacturers.
The reconditioning process begins by determining the condition of the transformer to be repaired.
Two preliminary tests are run on the unit, Turn Ratio Test and Megohm Test. The first test checks
the ratio of primary to secondary turns and polarity. The Megohm Test measures the amount of
moisture in the coil. If the results of these tests are deemed satisfactory, the repair process begins.
Solomon Corporation only reconditions transformers less than 45 ppm PCB, by testing the PCB
content of the original oil in the unit, before removal and disposal. The repair process starts by
vacuum transferring the old oil to bulk storage facilities for ultimate disposal at the cement kilns in
S.E. Kansas
Solomon Corporation uses an independent lab that uses the gas chromatograph electron capture
method of PCB analysis. A visual inspection is then done to insure that the core and coil assembly
is intact, all switches are in good working order and all clearances to ground are up to
specifications.
All bushings and external switches are then removed and closely inspected for damage (cracks,
chips, carbon, etc.). Any components found to be defective will be, whenever possible, replaced
with original manufacturers' components. If replacement parts are not available from the original
manufacturer, we utilize components manufactured by the RTE Corporation of Pewaukee,
Wisconsin and Warco, Inc. of Marthasville, Missouri.

Prior to refilling the transformer, the core and coil assembly is flushed with new oil. This fluid is
removed and the unit is filled to the proper level with new PCB -Free oil. Transformers in voltage
classes above 15 KV will be filled under vacuum. The unit is leak tested following lid placement
and then proceeds to the test facility.

Power factor tests are run on all substation type transformers. This test determines the
condition of the insulation_ It also determines the condition of the transformer bushings.
OIL TEST PROCEDURES
Solomon Corporation uses only new PCB -Free (0 ppm) oil. All oil purchased is accompanied by
an authorized certificate of analysis from the mamufacturer. In addition, we test the acidity content
and the dielectric strength (32 KV minimum) to insure that it meets our specifications for moisture
content.
