consideration for the Poudre Fire Authority projects. We hope that you find the included
information and proposal more then sufficient for your selection criteria.
These projects are a highly important and definitely very visible part of our community. Sinnett
Builders, Inc. would endeavor to provide the City of Fort Collins and Poudre Fire Authority with
our greatest efforts in the partnership of owner, design team, and contractor. We believe our
experience in these partnerships will be of great asset to the other partners involved in these
projects. Our proposed team of key individuals has the experience, knowledge and competence
to provide the full range of services required for these projects to be successful for both the City
of Fort Collins and Poudre Fire Authority. Furthermore, we would enjoy the opportunity to
work with you and Poudre Fire Authority. There are few public entities we have enjoyed

Mark has over 18 of years of experience in construction supervision and

Executive Summary

Construction Manager here in Northern Colorado. During those 29 years we have
developed a considerable number of repeat clients, and many good friends in the
business community. These are signs to us that we are performing our work to the
highest standards in the construction industry.
♦ Our experience ranges from medical facilities, office buildings, manufacturing
facilities, educational facilities, churches, shopping centers, athletic facilities,
warehouses, apartment complexes, municipal buildings and outdoor recreation
complexes.
♦ Of course, we could not provide this high level of product without a dedicated team
of construction professionals. Our construction team, including Project Managers,
has over 200 years of construction experience in the industry.
♦ Sinnett Builders, Inc. employs an average of fifty employees with a very low
turnover rate. The reason for this is that our company's philosophy is to treat our
employees as equals. We have a profit sharing program and a 401K program, which
has been funded for many years. We also provide full health insurance, paid

Responsibilities of Sinnett Builders Personnel:
♦ The Principal is responsible for contract administration, pre -qualifications of
subcontractors, and overall responsibility to see that the project runs
smoothly.
♦ The Project Manager is responsible for the bid process, budgeting,
scheduling, estimating, subcontract negotiation and administration, major
material procurements, cost control, change orders, and pay requests.
♦ The Project Superintendent is responsible for supervision of the work,
detailed scheduling, quality control, jobsite safety, minor materials
procurements, equipment procurements and direct labor in the employment
of Sinnett Builders, Inc.
♦ The Principal, Project Manager and Project Superintendent are authorized
agents for Sinnett Builders. As such, their decisions are mutually binding.
♦ In the case of general trades work performed by Sinnett Builders own forces,
care will be taken to assure that only qualified skilled labor will be used.
Estimating:
♦ We will provide detailed estimates based on completed plans and
specifications and will entertain trade subcontract bids and material supplier
quotations for the work specified.
♦ Bids will be solicited in one of several ways:
a. Advertisement in trade journals and periodicals;
b. Invitations to bid by mail and/or phone contact;
c. Plans sent to Denver and Northern Colorado plan rooms;
d. Bids solicited from firms referenced by owner or architect.
♦ Bidders will be required to submit written quotations.
♦ Bidders will be required to be prequalified and/or to submit bid bond with
bid.
♦ Bidders will be required to submit detailed schedule of values for work
proposed, upon request.
♦ Bidders will be bondable and may be required to furnish cost of bonds as an
add alternate to their proposals.

Prequalification of subcontractors and material suppliers:
♦ A substantial amount of the work is to be performed by subcontractors and
material suppliers. The importance of selecting or prequalifying these people
will receive our utmost attention.
Items of work performed with our own forces:
We normally perform some of the work with our own forces. Items performed
with our personnel include demolition, structural concrete, carpentry, doors,
hardware and miscellaneous specialty items.
Experience
♦ Utilizing knowledgeable, experienced supervision greatly reduces potential
problems during construction and helps minimize punch list items. Our
supervisors have a broad knowledge of all trades used during the
construction, and they are required to assure all work is completed to the
highest standards of quality.
♦ By maintaining these quality standards during the construction process, this
reduces any corrective work as the project progresses. Any potential
problems or quality issues during construction is addressed immediately and
corrected long before they can become an issue or punch -list item.
Construction Cost Controls:
♦ A control estimate will be prepared for the work based on the proposals
accepted for subcontracts and materials.
a. At this time, detailed schedule of values would be required of major
subcontractors.
b. The Project Superintendent and the Project Manager would compare
subcontractors' pay requests to actual work -in -place by physical site
inspection.
c. Materials payments would be based on goods received at the jobsite.
d. Provisions for payment on stored materials would be allowed, provided
evidence of suitable storage and insurance were supplied with the pay
requests.
♦ Internal accounting is done with current "American Contractor 2000", IBM
compatible Software.

♦ Progress Draws are submitted monthly.
a. Progress draw format is normally on standard AIA forms, unless other
formats are required.
b. The level of back-up information will be as reasonably required by the
Owner.
c. Payments are disbursed to subcontractors within ten days of receipt of
payment from the Owner.
d. Payments are disbursed to suppliers on the tenth day of the month
following the month when said materials are furnished.
e. Lien releases will be furnished as required by the Owner.
Quality Control
♦ Sinnett Builders, Inc. has always had a reputation for quality construction
and on -time completion. Part of the reason for this reputation is the methods
we employ during construction. It is very beneficial for both our clients and
Sinnett Builders, Inc. to complete any project with minimal punch -list items.
♦ Correcting punch -list items is costly in both time and money. Performing
our construction with the highest quality reduces our costs and costs to our
clients. For that reason, Sinnett Builders, Inc. has a vested interest in doing it
right the first time.
Project Close -Out
♦ Once we approach the completion of any project, Sinnett Builders has a list
of items we do so that the project close-out occurs as soon as we can turn the
building over to our client. Again, this benefits both Sinnett Builders, Inc. as
a contractor and the owner. By the time close-out occurs, all systems will be
totally operational from the heating and cooling down to the finish hardware
being keyed to your needs.
♦ We also provide an Owner's Operation and Maintenance Manual including
As -Built drawings. This manual includes a complete subcontractors listing,
warranty letters from Sinnett Builders and all the subcontractors who worked
on the project, material and manufacturer's warranties and maintenance and
operation information for all required items.
Scheduling Methods:
♦ A master schedule is developed initially to define in detail the scope of the
work and the interrelationships thereof. This allows a critical path to be
established for the construction portion of each phase of the work. This is for
the use of the Construction Team, and is updated as required. We are
currently using "Microsoft Project 98" scheduling software for our projects.

♦ A two -week time period detailed bar chart schedule, updated on a weekly
basis and prepared by the Project Superintendent, is furnished to the
Construction Team, all affected subcontractors and materialsmen. Minimum
level of detail is by Construction Specifications Institute division of work
classification.
♦ Job progress is to be monitored against scheduled progress by both the
Project Superintendent and the Project Manager. Corrective action is taken
as required and notification is made to the Construction Team of any major
conflicts, delays or problems in the progress of the work.
♦ Periodic job progress updates are given to the Construction Team.

County as a major benefactor, and

organization in our community. The new facility was built in
cooperation with Poudre School District who donated the land
adjacent to Lincoln Junior High School. Many of the subcontractors
donated time, materials, or money to the cause as well. The building
is 20,000 square feet, with conventional steel and masonry
construction. The exterior finishes include EIFS, stained split -face
block, colored standing seam roofing, and even precast concrete
bands with the Boys and Girls Club logo. The interior houses a large
open multi -purpose area, classrooms, vocational room, demonstration
kitchen, and full size gymnasium. Another unique aspect was the
highly colorful flooring, ceramic wall tile, doors, walls, and rubber
gym flooring which give the facility a truly cheerful and energetic
feel. This building is definitely worth a visit.

Harris Bilingual Elementary Addition and Remodel
The Project
Sinnett Builders was chosen as the project contractor by the school
district through an interview and fee proposal process. We also
provided design assistance, budgeting, and other pre -construction
services prior to starting in the Summer of 2001. This $4 million
venture had a very difficult scope of work to accomplish, considering
the original building was built in 1917 and the goal was to have the
addition match as close as possible. The building has several levels, and
consists of conventional steel and masonry structure with wood trusses
for the roofing system. The addition consists of many classrooms, new
kitchen, offices, library and a new gymnasium. The most challenging
aspect of this project was an especially small site for staging such a
large addition. To start the project, we had to remove their old modular
which was their kitchen. By the end of the first summer, a new small
addition housing a temporary kitchen was operational and new modulars
were in place for the school's other activities and classrooms.

The Project
This new 27,700 square foot dealership was the second
major project Sinnett Builders completed for Gerry
Pedersen (top). In 1994, we built the 29,500 square foot
Pedersen Toyota -Volvo -Saab Dealership, at 4455 South
College Avenue (left). The dealership expanded in 1998
to bring the Volvo Dealership to its new facility, which
included a new sales floor, office space, and a complete
service and body shop facility.
The structure is concrete block and steel construction with
a concrete twin -tee roofing system. The exterior finish is
EIFS and the interior is fully finished, including the
service bays. Complete site work and development
including utilities, asphalt sales lots, and street
improvements were also part of the work. This project
was a fast track project, with the facility operational in
less than seven months from the date construction began.

St. Wain Valley Elementary School #20
The Project
This new 50,000 SF elementary was won in a
competitive bid process through Saint Wain Valley
School District. The school has all the elements of a
first rate facility, including a gymnasium, media center,
cafeteria, and more than a dozen classrooms. The
project was challenging in that the school was
technically difficult to construct, as the design was
intensely detailed and extensively specified. The plans
for the school have been used more than 27 times, and
the school Sinnett Builders completed was both ahead
of schedule and the overall quality was better than the

Westgate Retail Center
This 20,000 square foot retail building was completed
in less than five months. With two 40 foot towers, this
330 foot long project can be seen for almost a mile at
the Windsor exit along Interstate 25. The entire
building is wood frame construction, with a variety of
exterior finishes and colors. Combinations of wood
siding, EIFS, stone and block veneers, metal and
asphalt shingle roofing, and rough sawn fir outriggers
give the building a complex and massive appearance.
It also encompasses a split fire protection system, part
"wet" and part "dry", utilized for unheated areas above
the tenant spaces. The center was core and shell
construction, with tenant spaces built for easy
adaptability for whatever tenant needs may be
required. This project included complete site
development with utilities, an asphalt parking lot, site
lighting, landscaping and a few amenities. Through
careful coordination, tenant finish projects were started
ahead of schedule while Sinnett Builders completed the
exterior finishes for the building, allowing one tenant
to open within days of substantial completion.

St. Mary's Catholic School K-8
The Project
Sinnett Builders was elected to build this 50,000 s.f.
school for the Archdiocese of Denver. Part of the
project requirements was to have an active role in the
design process, providing detailed cost analysis and
design assistance to maintain the established budget.
The school is three stories and a basement, with
facilities for a gymnasium, library, music room,
office staff, art and science rooms. The construction
of the school is a steel frame with bar joist and deck,
EPDM roofing, EIFS and brick exterior, with full
finishes inside. Some of the more unique features are
stringent sound transmission requirements,
accommodating donated items from the parish,
translucent roof and wall panels, and the use of
architectural "scallops" to break up the 200' width of
the building. This project was competitively bid to
all trades, and current costs are below the anticipated
budget.

The Great Colorado Marketplace
The Project
This massive 102,000 square foot building will have
a variety of uses including retail sales, a food court,
entertainment facilities, convention and collectible
shows, and even a petting zoo. It is a pre-engineered
metal building with an open ceiling and several
architectural features to highlight the Colorado
lifestyle. Peeled logs will accent the entry and all of
the vendor booths will be made from logs as well as
the life-size log house structure. The work also
includes full infrastructure improvements for the site,
parking lots, and the new Colorado Marketplace
Drive and upgrades to the I-25 frontage road.

Schrader's Country Store
The Project
Sinnett Builders was hired to build their latest store in
southwest Fort Collins, beginning a new relationship
with Schrader Oil Company. The project includes full
site development, the car wash building, new
convenience store, and portions of the fuel canopy.
Many items are coordinated with the owner including
fuel tanks, canopy erection, electrical conduit routing,
the walk-in cooler, merchandise vending items, and
owner supplied furnishings. One unique change
incorporated into this store is that the structure is steel
with bar joist and deck, making an open ceiling inside
the store. Previous stores were all wood framed
construction with lay -in ceilings. It was our
recommendation to try this concept, and the costs for
the project were lower than their previous store
building over a year earlier. The open space feeling
will provide for an unparalled look with the bright
neon banners and colorful interior.

Foothills Mall
Addition and Renovation
The Project
The original mall was constructed in 1972 and Sinnett
Builders did the first addition of 46,612 SF in 1980. The
new construction in 1988 of 134,989 SF included new
tenant spaces, offices, corridors and security offices. This
work was completed in 4 phases. Phases A, B and C
completed the addition and all of its finish work. Phase D
completed the Interior Renovation of the existing mass
which included all the tile and flooring, (in the new
addition and existing mall), planters, walk -ways, and the
central fountain. The total contract amount for this work
was in excess of $8.5 Million.
Sinnett Builders completed several more projects for the
mall over the next 3 years including the addition of the
Northwest Entry, a Security Upgrade, the main Vestibule
addition, and the Foothills East Renovation.

Heart of the Rockies Christian Church
The Project
Sinnett Builders, Inc. was hired on a CM/GC basis to
construct this 5,000 square foot church in southeast
Fort Collins. The church purchased more than three
acres for their site, and developed less than one acre.
The site had considerably poor soils, leading to
removal of more than 40,000 cubic yards of dirt and
import of fill materials. The building is on a caisson
and grade beam foundation, and is a block and steel
structure. The building includes a large open
sanctuary, offices, classrooms and a serving kitchen.
We completed this project ahead of schedule in less
than six months.

Mountain View High School Community Pool
The Project
Sinnett Builders was selected to build this unique project, a
collaboration between the City of Loveland and Thompson
School District R24. Pre -construction services were
provided during the design phase to carefully estimate the
project costs and assist with many design issues, including
the high water table in the area. The building is 33,000 SF,
with bleachers on a structural deck overlooking the pools.
The pools include an eight -lane Olympic size lap pool,
diving well, and descending entry play area. The building
also houses locker rooms, offices and a concession stand.
The project, with over $4 million in construction costs,
will be one of the finest facilities in the Rocky Mountain
Region.

Poudre Valley Plaza
The Project
Sinnett Builders has completed five separate buildings at
Poudre Valley Plaza, a high -end retail center and office
complex in southwest Fort Collins. The buildings are
steel frame, EIFS and masonry structures with membrane
and concrete tile roofing. They include a new restaurant
and pair of two-story office and retail buildings connected
with a pedestrian bridge. Full site development occurred
as the project progressed. The buildings were a core -and -
shell type of construction. Upon completion of the
buildings, Sinnett Builders performed many tenant
finishes.

Austin's American Grill
The Project
This American Bistro style restaurant is the second
opened in Fort Collins, with a unique and sometimes
hearty fare including buffalo meatloaf. Austin's is the
anchor tenant in the Stoner Building, which Sinnett
Builders constructed as a core and shell project. The
interior finishes are a combination of a brick hearth
feel with wood paneling and oak trim, giving the
atmosphere a warm and slightly rugged look. The
tenant finish included a full use kitchen, busing and
wait staff stations. We also coordinated many items
with the owner for installation including the kitchen
equipment, seating booths, and other furnishings for
the restaurant.

Platte Valley High School
The Project
This new high school is one of Sinnett Builders largest projects,
valued in excess of $9 Million. The school has many unique
construction characteristics, using a combination of masonry,
steel and pre-engineered metal buildings for the structure. The
school includes a new cafeteria / auditorium, full kitchen, library,
offices, lecture room, locker rooms, and complete gymnasium.
The classrooms include an agriculture / mechanical shop, music
room, computer labs, home economics rooms with kitchens,
science and biology labs, pottery and art rooms, and a host of
standard classrooms. The exterior is split face block, brick, EIFS
and colored metal wall panels. The interior has a variety of finish
levels, from painted open ceilings to tile and carpet flooring. The
project also included a large number of specialties from lockers
and marker boards to library shelving, stage curtains, gymnasium
equipment and bleachers. There was also a considerable amount
of site development. Two streets were brought into the site and
another adjoining street had to be reconstructed to accommodate
the Town of Kersey. The site development also included new
parking lots and drive areas adjacent to the school, and a new
football field. The project was completed on time and well within
the school district's budget.

New Apartment Complex
The Project
This project included 17 new apartment buildings, on -site
manager's residence and full site development. There
were multiple types of buildings, ranging from duplex,
three-plex and four-plex buildings, to two-story "carriage"
buildings, and two apartments were designed and
constructed as upscale living facilities for short-term
rental. The buildings are wood -frame construction with
asphalt shingle roofs, wood siding and full interior
finishes. Site development included concrete walks, curb
and gutter, plaza paving and asphalt drive and parking
areas. The interiors of many units are decorated in themes
such as Asian, Southwest and Safari.

SHowTIME VIDEO
Showtime Video
This 8,800 square foot building was won by Sinnett
Builders in a competitive bid process, from plans dated
more than three years old. Extensive work was needed
with city officials to bring the plans up to current
requirements, which also required assistance from
Sinnett Builders. Sinnett Builders also assisted with
management for a complete redesign of the floor plan
for Showtime Video.
The project included complete site work, while
avoiding the 27-inch water main running through the
site. There were also some problematic drainage issues
which took several attempts of redesign to correct.
The building is a split face block structure with a wood
truss roof, and EPDM roofing along with the metal
roofing accents for the canopies. Sinnett Builders
finished the interior to Showtime Video specifications,
including mirrors, neon tubing, high gloss white paint
and ceiling clearances designed for optimal lighting.
The owner also needed heavy security and data
systems work which Sinnett Builders coordinated.
This project also had a low cost per square foot ratio
compared to other buildings in the shopping center.

The Lofts at Campus West
Apartment Complex
The Project
This unique style of student housing is adjacent to the
Colorado State University campus, and includes three
apartment buildings with full site development. Each
building is a three story, six apartment wood framed
structure with a host of different finishes for the
exterior. Synthetic stone masonry, vinyl siding, wood
trim and siding, asphalt shingle roofing and veneer,
and treated timbers were all blended to create a highly
individual and upscale appearance for this complex.
The interior of the apartments are typical of any
student housing, but with added features such as
curved interior walls, a custom piano -shaped kitchen
island and spiral stair cases to an interior mezzanine on
the third floor units. Each apartment is a four bedroom
unit with two baths, central vanities, and is furnished
with all the necessary appliances.
Maintaining pedestrian and customer safety of the
neighboring apartment complexes and businesses was
a high priority during construction. This entire project
was also completed in a seven month time frame from
a winter start in March. Students began moving into
the buildings a couple of weeks before CSU began it's
fall semester.

Lory Student Center Remodel
at Colorado State University
The Project
Sinnett Builders has completed more than a dozen
projects in Lory Student Center in the past 20 years.
All the projects present a specifically unique challenge.
They had to be completed while the center remained
open, as special attention was required for the safety
awareness of the students, and staging / construction
areas are particularly small. We have done projects
including Norlarco Credit Union, Ramskeller Bar,
Cam's Corner Convenience Store, KCSU Sound
Studios, student government offices, a copy shop,
lounges, dining areas, and art lounges with highly
intricate finishes. Some of the projects were on a fast
track for completion following the floods of 1997.
Most projects included major renovations, controlled
demolition, electrical and mechanical retrofits, and
even asbestos removal.

Westfield Pool
The Project
Sinnett Builders, Inc. negotiated this project through a
proposal and interview process with a group of
homeowners for their new community pool and clubhouse.
The project includes a large combination use pool for
diving, lap exercise and leisure area. There is also a wader
pool for children in a separate fenced enclosure. The
remainder of the site included full development for utilities,
a parking lot, trash enclosure and concrete pool deck area.
The 1,620 square foot clubhouse has a set of changing
rooms / restrooms, guardroom, pool equipment room and
meeting room with a kitchenette. Sinnett Builders, Inc. also
made a concerted effort to assist the owner through
finishing the city plan review and project planning
processes so that construction could be started in time for
the pool to open in summer of 2002.

Homestead Park
Under Construction
The Project
This project was won on a competitive bid for the City of
Fort Collins Parks, Planning and Development
Department. The 5 acre site features a unique
combination restroom / picnic shelter building. The
structure is a cylindrical masonry restroom structure with
a large, triangle shaped steel roof spanning out to make
the covered picnic area. The roof structure is sloped to
the peak of one corner reminiscing a "plow". The project
includes a full soccer field, basketball court, in line
hockey court, playground equipment, benches, and many
concrete paths winding throughout the park. Another
interesting aspect is the other amenities utilitized for
asthetics. There are dozens of berms all over the park,
simulating "wind swept dunes". These had to be precisely
laid out to match the photographs used to design the
berms. Also, the park includes a piece from the Art in
Public Places program, this piece being a series of large
chimes that the public can play. The park also includes
an antique restored plow used by early settlers in the
region.

Harmony Marketplace
Pad 2 and Pad 6
These two projects were constructed on ready -to -build
sites at the vast Harmony Marketplace shopping center
on the Harmony Corridor in Fort Collins. The
buildings are unique in structural design, using a
combination of concrete block and structural through -
wall brick topped out with steel bar joist and deck, and
an EPDM roofing system. These buildings were
finished as core and shell projects and the tenants were
already on board before work began. Thus, both of
these projects had extremely tight time frames
requiring overtime efforts to ensure their delivery on
schedule. The exterior finishes also had to match the
adjacent buildings in the complex, right down to the
same colors, cornice details, site lighting fixtures and
additional site furnishings.

BACKGROUND
Mr. Sinnett is Principal in Charge of Sinnett Builders, Inc. which he
founded in 1973. He has worked in the construcion industry almost all
his life, combining over 15 years of field experience with almost three
decades of management knowledge.
RELATED EXPERIENCE:
A Principal in Charge, Mr. Sinnett's primary duty is the daily
administration of the company's employees and construction projects.
He oversees the general management of the office and performs other
business administration tasks.
Most of his time is committed to business development. Sinnett
Builders, Inc. has completed more than 800 major construction projects
under his supervision, with approximately half of those being negotiated
with new and repeat clients. Mr. Sinnett does conceptual and budget
estimating, along with project development through city, county and
state level processes. He many times establishes and coordinates design -
development teams for clients, depending on their individual needs. He
also has assisted in the financial side of the projects, working with
clients to create pro -forma estimates, loan qualifications, and tax
benefits.
Mr. Sinnett oversees the team of project managers and estimators, and
observes the progress and cost evaluations on each project. He also has
direct contact with all field supervisors, making on -site visits and
tending field coordination meetings on a weekly basis.
OTHER COMITMENTS
Outside the Sinnet Builders, Inc., he is also on the Board of Directors of
First National Bank of Longmont and has partnerships in land
development and buildings in the Northern Colorado Area.

♦ The proposed superintendents all have had zero reportable accidents on their
job sites in the last 3 years.

7. Subcontractors. M
♦ Sinnett Builders, Inc. employs hundreds of subcontractors throughout the
Northern Colorado area. Especially in the past few years, we have started to
find subcontractors able to perform many trades or tasks that traditionally we
have self -performed. Sinnett Builders, Inc. maintains a relatively small field
crew outside of our supervisory personnel. The vast majority of trades we
will hire subcontracting companies to perform. All major trades in
Construction Standards Institute (CSI) divisions 2 through 16 will be
performed by subcontractors unless the scope of work is so minimal it is not
pertinent to utilize a subcontractor. Tasks that Sinnett Builders, Inc. is able
to perform without utilization of a subcontractor include concrete, carpentry,
doors and hardware, and specialties. We may however utilize a
subcontractor for any of these divisions of work if appropriate to do so.

8. Design phase cost.
♦ Sinnett Builders, Inc. will absorb design phase costs as part of our overhead
and profit percentages if the project(s) are executed for construction under
our contract with Poudre Fire Authority / the City of Fort Collins. For
projects not executed with a construction value of $100,000.00 or less, a fee
of $62.50 per hour would be applied with a not -to -exceed cost of $1,000.00.
For projects not executed with a construction value of greater than
$100,000.00 a fee of $2,000.00 would be applied. Typical office expenses
including staff support, miscellaneous supplies, communications, office
liability insurance, office personnel health insurance, employee benefits and
estimating / project management are included in the overhead and profit
percentage proposals. Costs which can be directly attributed to a project
cost, i.e. printing / shipping of construction documents, builder's risk
insurance, field employee health insurance, bonds, permits and development
fees, and design -build consultant / engineering fees shall be included with
construction costs. The owner will not be charged for estimator / project
manager (project engineer) time above and beyond the overhead and profit
percentage fees whether in office or on site. Other considerations shall be
open for contract negotiations with Poudre Fire Authority and the City of
Fort Collins.

9. Construction cost factors.
♦ Sinnett Builders, Inc. will provide detailed analysis of all costs for any project
under the agreement. If a project will have a determined Guaranteed Maximum
Price as part of the contract, a detailed spreadsheet will be established to itemize
all costs under the CSI format. In essence, the breakdown will be for all aspects of
the costs for construction, and the Sinnett Builders, Inc. percentage fees for
overhead and profit will be calculated based on the construction value. The
proposal / construction cost factors commitments are as follows:
♦ 1-4, 6: Overhead and profit (combined) margin for general office activities,
field office activities, subcontractor mark up, materials / equipment mark up,
general conditions, supervision, and all other construction costs to arrive at a
base bid cost shall have a 5.5% fee for projects under $100,000.00 in
construction value, 5% for projects ranging from $100,000.00 to
$500,000.00, and 4% for projects with a construction value of greater than
$500,000.00. The same fees shall be applied to change order based on the
contract amount.
♦ 5. The additional factors applied to project labor or materials to determine
the base bid cost will include the following:
a. Field supervision shall be included as a construction cost, whether
part time or full time.
b. Field labor by Sinnett Builders, Inc. employees shall also include
labor burden, i.e. workmen's compensation insurance,
unemployment insurance, federal and state taxes on labor, FICA,
health insurance, project liability insurance, and vacation / holiday
pay.
c. Basic General Conditions (full time), to include supervision, SBI
vehicle, supervisor telephone, and temporary sanitary facilities shall
be based on $12,500.00 per month, for duration of the construction.
Projects requiring part time (approximately ''/z or 20 hours per week)
shall be $1,450.00 per week. Any project which requires minimal
supervision shall be billed out at $75.00 per hour for supervision
only plus materials, direct labor, subcontractor costs, etc.
d. Other CSI Division One General Conditions requirements (i.e. clean
up, testing, safety program / safety equipment, or temporary
utilities) shall be deemed as part of the construction work.
e. Overtime rates (above 40 hours per week) for SBI field labor or
subcontractors shall be an additional cost, if required.
f. All other additional factors relating to the individual projects or
those not listed above shall be open for negotiation.
g. A supervision allowance shall not be included unless the change
effects time duration for the project.
