• Public Meetinq — FHU will conduct one public meeting in an open house format to share
the details of the plans and the construction schedule.
• Miscellaneous Coordination Meetings — FHU will attend up to three other coordination
meetings with other vested interest groups such as the irrigation companies, property
owners, and utility companies.
• BNSF Coordination Meeting — FHU anticipates two additional coordination meetings with
the BNSF to discuss trail elements.
• FIR/FOR Review Meeting — FHU will submit up to 10 sets of plans and specifications for
review by the City and CDOT. One meeting will be conducted to discuss comments to
the plans. FHU will prepare graphics, facilitate the meeting, and prepare minutes.
3.7 Final Revisions and Bidding
FHU will incorporate the comments from the review meeting and will prepare a set of "for bid"
plans. These will be provided in 11 "xl7" format. The City will produce copies for advertising,
advertise the project, accept bids from the contractors, and award the contract. FHU will
support the bidding through our attendance at the pre -bid meeting with the contractors, by
responding to questions during the bidding process, and by assisting the City with review of the
bids.
3.8 Project Management
FHU will provide prudent and continuous management of FHU staff and subconsultants.
Monthly progress reports will be provided the City's Project Manager, and as -needed telephone
coordination meetings will be conducted to assure that work is progressing and to resolve
issues at the earliest possible time.

SUBCONSULTANT SCOPE OF SERVICES
EDAW, INC.
EDAW, Inc. will complete the following:
1. Alternatives Analysis Report
1.1 Open House. Prepare for and attend Open House May 7.
1.2 Design Issues Maps. Review exhibits and provide reduced versions of each for the
report. These will need to be z-folded to result in an 11 x17 finished size.
1.3 Summarize Ecological and Archaeological Resources. Review tree inventory and
prepare reproducible map. Provide final version of ecological and archaeological
resources inventory.
1.4 Station Design, Bicycle/Pedestrian Facilities and Urban Design. Edit content of
exhibits for accuracy (dimensions and locations on sections, and locations of bike/ped
path) based on comments from last round of neighborhood meetings and Action Team
meetings. Format station area design studies to 11 x1 7 sheets (combine vertical ones).
Prepare text that summarizes the issues and alternatives at each station and
underpass, preferred concepts and unresolved issues associated with each topic.
Provide information on unit costs to FHU associated with EDAW work items.
2. Preliminary Engineering Bicycle/Pedestrian Path
2.1 Bicycle/Pedestrian Path Alignment Refinement and Preliminary Grading. Assumes
length to be from the proposed Fossil Creek trail to the existing Spring Creek Trail.
Prepare CAD layers at 1 "=50' with contours and spot grades. Provide preliminary cross
section and plan detail for pattern between bike and ped area of path. FHU to provide
parameters for drainage crossings (e.g. Harmony Road Mail Creek and irrigation
canals).
2.2 Roadway Crossings. Prepare conceptual plans and details (signs, pavements, ramps,
medians, etc.) for Harmony, Horsetooth, Swallow and Drake, and along private road
adjacent to CSU south campus.
2.3 Trailhead. Prepare preliminary plan for trailhead access and parking lot at the future
south transit center property. Locate ID sign/information kiosk, area for portable toilets,
future drinking fountain, access control to trail, benches, trash receptacles, bike rack
and other trailhead amenities. Refine plan two times based on comments.

2.4 Trail Site Furnishings, Fencing And Rest Stop Conceptual Plans/Details. Assumes
that the rail fence designed in Phase IIA is the preferred concept and no other fencing
details need design (may use standard trail fence detail provided by City as alternate.)
Locate fencing on plans and provide refined sections/ elevations. Meet with Parks staff
to select benches and other furnishings, including access control features.
2.5 Underpass At Troutman Preliminary Grading and Layout and Wall/Headwall
Architectural Details. Prepare plan at 1 "=30'. Assemble examples of wall types and
relative costs. Prepare elevation of preferred wall type and headwall, and illustrative
plan of the underpass with landscape concept. Revise plans and elevations two times.
2.6 Bridge Approaches, Styles and Spans. Prepare design studies of crossings to
determine bridge spans and design of approaches. Assemble photos, cut -sheets on
bridge options (Troutman, Horsetooth) and select preferred manufacturer and style.
2.7 Identification, Regulatory and Wayfinding Signage Plan and Details. Locate signs
along the corridor with messages indicated. Prepare sketch of ID sign/information kiosk
at south trailhead.
2.8 Lighting. Work with lighting consultant to select poles and fixtures, and locate poles
along the path and at the Troutman underpass.
2.9 Landscape Concepts (for phased implementation as funds allow). Prepare an
illustrative overlay to the plan that shows landscape concepts.
2.10 Cost Estimates. Provide unit cost information to FHU for inclusion in cost estimate.
2.11 Graphics, Plans and Deliverables. Prepare one rendered illustrative overall plan of
corridor at 1"=100' for display purposes. Illustrative plan of Troutman underpass in 1.2
above. Provide one full-size, one reduced size and digital files of each graphic or
product prepared.
2.12 Team Meetings. 6 meetings with the design team / City staff.
2.13 Other Meetings. 3 meetings with other groups, boards or commissions.
3. Final Engineering (assumes entire corridor will be in CDOT format in case
additional federal/state funds are used)
3.1 Bicycle/Pedestrian Path. Review FHU plans and profiles for consistency with design
intent.
3.2 Roadway Crossings. Provide FHU with ramp, crosswalk and median pavement details.
3.3 Trailhead. Review FHU plans for consistency with design intent.

3.9 Landscaping. Prepare Revegetation Specification. Quantities by FHU. Troutman
landscaping in 2.5 above.
3.10 Cost Estimates. Provide unit cost information to FHU for inclusion in cost estimate.
3.11 Graphics, Plans and Deliverables. Provide one full-size, one reduced size and digital
files for each product produced. Assumes submittals at 60% (FIR), 95% (FOR) and
100% complete.
3.12 Team Meetings. 6 meetings with the design team / City staff.
3.13 Other Meetings. 3 meetings with other groups, boards or commissions.
4. BIOLOGICAL SERVICES FOR ENVIRONMENTAL CLEARANCES
4.1 Habitat Assessment for USFWS Concurrence. EDAW will prepare a letter report to
be sent to the U.S. Fish and Wildlife Service (USFWS) for their concurrence on Preble's
meadow jumping mouse (PMJM) and Ute ladies' -tresses (ULT) issues. The City,
CDOT, and CDOW will be copied on this letter. We believe that there may be enough
information available to warrant a conclusion from USFWS that neither species is likely
to occur within the project area along Mail Creek or the tributary to Fossil Creek. And,
for the purposes of maintaining the project schedule, an attempt at obtaining USFWS
concurrence now prior to conducting more detailed surveys (including PMJM trapping) is
warranted. The concurrence letter will include the history of PMJM and ULT occurrence
within the City and nearby areas, a summary of the proposed project, a description of
habitat types and conditions within the project boundaries (including photographs), and
preliminary conclusions regarding the likelihood of either species occurring. Note — if

USFWS does not concur, then one or both of the optional tasks below will need to be
completed prior to NEPA document finalization and project construction.
4.2 Nest Survey for MBTA-Protected Species. Over a two-day period, EDAW biologists
will survey all trees and ground vegetation within the project area for evidence of
previous or current nesting by raptors and other species protected by the Migratory Bird
Treaty Act (MBTA). Active nests will be field -marked and mapped, and measures will be
developed to try to avoid impacts to these nest sites during construction. A report
summarizing the results of this survey will be prepared and sent to the MBTA
Coordinator in USFWS Region 6, and to CDOT. If impacts to active nests can not be
avoided, then it may be necessary to obtain an MBTA "special purpose permit" for nest
depredation. If impacts to active nests can be avoided, but nest removal at the end of
the breeding season is necessary, then an MBTA "special purpose permit" for nest
salvage will also be needed.
4.3 Coyote and Fox Den Survey. EDAW biologists will conduct a two-day survey of all
dens within the project area to determine if any are being used by native species in the
family Canidae; that is, either coyotes or red fox. The dens of these two species are
considered a special feature warranting protection under the City's Resources Code.
The survey will be conducted in mid -summer when activity around natal den entrances
should be at its highest (with pups emerging), thus making the likelihood of detection
highest. All dens will be field marked and mapped, and mitigation measures to avoid
and preserve these sites will be developed. The results of this survey will be provided in
a letter report to the City.
4.4 Burrowing Owl Survey. The prairie dog colony located at the proposed maintenance
facility site will be surveyed by EDAW biologists for the presence of burrowing owls, a
state -listed Threatened species. The protocol developed by the Colorado Division of
Wildlife for surveying for burrowing owls will be followed, which requires viewing the
prairie dog colony for two consecutive mornings (from sunrise until two hours after
sunrise) using high-powered binoculars. Should owls be found, a mitigation plan for
avoiding impacts will be developed using state -endorsed standards. The results of the
burrowing owl survey, and any mitigation measures believed to be needed, will be
provided in a letter report to CDOW, the City, and CDOT.
4.5 Optional Tasks
Ute Ladies' -tresses Survey— If required by USFWS, a qualified botanist from EDAW
will conduct a presence/absence level of survey for ULT along Mail Creek and the
tributary to Fossil Creek within the project area. The results of this survey will be
summarized in a letter report to USFWS, the City, and CDOT.
Preble's Meadow Jumping Mouse Trapping Survey— If required by USFWS, a
permitted EDAW staff person (Kim Lanford) or a PMJM subconsultant will conduct a
protocol -level trapping survey of the Mail Creek and/or Fossil Creek tributary locations.
Both areas can be covered by one trapping effort. The results of this survey will be
summarized in a letter report to USFWS, CDOW, the City, and CDOT.

Carter & Burgess will complete the following:
FTA COORDINATION
Continue to provide support to the City by coordinating and attending meetings with FTA to
strategize on the project.
2. EXISTING CONDITIONS
Prepare description of the existing system of transportation facilities. The documentation
includes roadway, transit, bicycle, and railroad conditions in the study area. While general
roadway LOS information is described, detailed LOS at intersections and stations are not
included.
3. Station Alternatives Report/Chapter
This chapter/report will document the selection of preferred station locations at the site -level
(i.e., preferred platform locations). The chapter/report will identify selection criteria used,
application of those selection criteria, and the proposed level of amenities at each station. The
report will also document any proposed changes to the recommendations identified in the
corridor -level station analysis memorandum from December 31, 2002.
4. Ridership DOCUMENTATION
A description of the travel demand forecasting efforts and results. This will be a brief summary
of the work that was done, including a description of the baseline and build alternatives, (in
terms of routes, operating plan, etc.) the ridership forecasting results, and a summary of the
information that was prepared for FTA. This effort would incorporate the original work that Jim
Baker did regarding O&M costs, since the revised 2025 operating plan was never coded and
forecast.
5. Environmental Overview
The Environmental Overview will include finalization of write-ups (EJ, archaeological),
preparation of graphics, preparation of draft report — existing conditions, finalization of report
(30 copies), attendance at eight meetings, finalization of purpose and need, and review of
alternatives write-up.

6. Categorical Exclusion for Pedestrian/Bike Trail
(south of Harmony)
The tasks for Categorical Exclusion for Pedestrian/Bike Trail are preparation of wetland
report/wetland finding, review of wildlife/endangered species report (submit to USFWS),
preparation of water quality report (FHU), review of archaeological/historic resources report,
preparation of Section 4(f) report, survey of wetlands along east pond, preparation of Section
404 permit application, and review of hazardous materials technical report.
Environmental Studies for Pedestrian/Bike Trail
(Harmony to Prospect)
The Environmental Studies for the Pedestrian/Bike Trail will include reviewing the historic report
and the hazardous material report, and preparation of Section 404 permit application.
8. Trail Wetland Mitigation Design
Under data collection, there will be an internal Carter & Burgess project meeting, a review of the
wetland survey and trail design plans, and a one -day field review. To develop concept level
design, there will be base map preparation, development of one concept design for
earthwork/revegetation and costs, review of alternatives with the project team, preparation of a
concept plan graphic for Section 404 permit application, and review of client comments with the
Carter & Burgess team.
Developing the Final Design Plans, Specifications and Estimates, will include additional
mitigation grading design to trail plan, adding wetland planting design to erosion control plans,
preparation of plant and seed mix list and notes (one sheet), preparation of planting details (one
sheet), summary of wetland mitigation quantities and notes (one sheet), special provisions to
Section 207, 212 214 or 215, review of unit costs of construction cost estimate, attendance at
FOR review meeting, review of comments with Carter and Burgess team, and incorporation of
changes to the package.

1. ALTERNATIVES ANALYSIS REPORT
1.1 Update Master Plan to Reflect Recent Discussions
Felsburg Holt & Ullevig (FHU) will update the developing preferred alternative to reflect the
current design approach based on discussion at the April 23'tl team meeting and on further
input from other disciplines such as pedestrian facility and station designs.
1.2 Attend Coordination Meetings
FHU will attend the following meetings:
• May 7th — BNSF Coordination Meeting
May 7th — Public Meeting
• May 15th — FTA Quarterly Coordination Meeting
• Coordination Meetings with City Staff — we anticipate that one coordination meeting will
be required to complete this work task.
1.3 Produce Plans of the Preferred Alternative
FHU will produce plans in an 11" x 17" format for inclusion in the final report. Plans will include
typical sections, plan sheets, profiles for the Drake underpass, detail sheets for the McClelland/
Mason connection, details of the Mason/Howes two-way conversion, etc.. Notes will be added
to the plans regarding decisions made during the process and identifying where decisions are
still to be made.
1.4 Opinion of Probable Cost
FHU will quantify elements of the preferred alternative and develop an Opinion of Probable
Cost. Cost methodology will be developed and presented to FTA at the May 151h meeting. The
goal is to develop estimates consistent with FTA protocol so that, as the project develops,
backtracking would not be necessary. Elements left as unresolved in recent conversations
would be estimated with a placeholder so that subsequent efforts can address and update the
estimate.

1.5 Prepare Summary Report
FHU will summarize the work performed in an Alternatives Analysis Report. The report will
summarize the alternatives considered, the rationale for eliminating alternatives, the reason that
alternatives were advanced, and how the preferred alternative was selected. In addition, a
summary of unresolved issues will be provided with recommendations for further action.
2. PRELIMINARY AND FINAL DESIGN
MASON TRAIL - HARMONY TO FOSSIL CREEK TRAIL
A conceptual alignment for the trail has been developed through a recent work session with the
City and project team members. The alignment will be located on the east side of the railroad
from Harmony Road to the Fossil Creek Trail connection. It will parallel Harmony Road on the
south side to the west of the railroad and then will cross Harmony Road at -grade on the north
side of the street. This will require a pedestrian actuated signalized crossing and widening of
some sidewalk along Harmony Road.
Segments of the trail that will require further refinement include:
• The at -grade crossing of Harmony Road — Where is this to be located? What are the
urban amenity treatments at the crossing? How is the pedestrian signalization integrated
with others along Harmony? How is it signed?
• The trail crossing of the BNSF tracks along Harmony Road - Will the trail crossing along
Harmony require more concrete crossing material along the BNSF tracks? Will the trail
crossing require separate lights and gates from those for vehicular traffic on Harmony?
• The alignment around the Mail Creek and New Mercer Ditch segment to the south of
Harmony Road and to the east of the railroad — Is this enclosed? Are the existing pipes
extended? Are retaining walls and railing required? How will the hydraulics work? What
kind of coordination is required with the ditch company? Is this segment of the ditch
historic?
• The alignment around the development to the south of Fairway Lane — What and when
will the developer construct? Does this project provide a temporary connection in this
location?
• Environmental impacts — Are there impacts to wetlands? Are there mitigation sites
available? Are there other resource impacts?
FHU will perform the following work assignments to refine the details and resolve the issues
discussed above.

2.1 Preliminary and Final Design
Trail Alignment - EDAW will take the lead to establish the preliminary horizontal and
vertical alignments for the trail. Once the alignments are generally agreed upon, FHU
will establish geometric definition for these alignments using the Inroads software. Cross -
sectional elements will be added to these alignments to establish slope limits. These will
be compared to existing railroad and private rights -of -way. Slopes will be adjusted, as
possible, to remain inside the existing right-of-way. Refinements of the horizontal and
vertical alignments will be made to "best fit" the corridor. FHU will request review and
approval of the trail alignment by the BNSF where the trail is inside BNSF right-of-way.
Hydrology and Hydraulics — FHU will review the existing drainage patterns within the
corridor and will evaluate the impacts that the trail will have on the historic patterns.
Drainage systems will be designed to maintain the historic flow patterns. The likely
system will involve cross culverts and extensions of existing ones. A preliminary
drainage report will be prepared. FHU will analyze the open channel reaches of Mail
Creek and the New Mercer Ditch to confirm the hydraulics and to develop alternative
solutions for incorporating the trail.
Structural Design — The trail alignment will be established to best fit the existing
terrain. The narrowness of the corridor will likely require the use of minor retaining walls.
The current open channel segment south of Harmony Road will not accommodate the
trail without filling in the channel or rechannelizing it with walls or rock side slopes. FHU
will design these structures. We have assumed that three minor (less than 3' high)
retaining walls and one specialty drainage structure at the Mail Creek open channel will
be required.
Crossing Details — FHU, with assistance from EDAW, will develop details for the at -
grade crossing of Harmony Road. This will include establishing the alignment for the
crossing, materials to be placed in the crossing, handicapped ramp alignment, and
pedestrian actuated traffic signal design.
The trail crossing of the BNSF tracks along Harmony Road will be discussed with the
railroad if changes of the existing pedestrian crossing along Harmony Road are desired.
Trail Head Parking Lot at the South Transit Center — FHU will produce plans for this
parking lot. It is likely to be an aggregate surface parking lot with timber tie delineation of
parking locations. A signing plan will be provided.

2.3 Right-of-way Plans
FHU will assist the City Surveyor with production of right-of-way plans for this project. We have
assumed that right-of-way will be acquired using the City's standard procedures. This will
require production of an exhibit and a legal description for each parcel and for each type of
acquisition — fee simple, permanent easement, or temporary easement. FHU will provide the
City Surveyor with the AutoCAD file base information with toes of slope and approximate right-
of-way needs. The City Surveyor will produce the exhibits and legal descriptions. CDOT's more
rigorous right-of-way plans and review will not be followed with this project.
FHU will assist with coordination for use of BNSF right-of-way, as necessary. This will include:
• Preparation of a draft Construction and Maintenance (C&M) Agreement for review by
the BNSF.
• Phone/electronic coordination to determine the possible agreements and formats, along
with discussion of fee amounts and schedules. FHU will prepare the use application
and necessary attachments for BNSF and/or for BNSF's Real Estate Representative,
Staubach Global Services, Inc. — RR.
If requested, FHU will assist with preparation of a Memorandum of Agreement between the City
and BNSF for placement of the trail facility inside the BNSF right-of-way.

2.4 Project Specifications
FHU will prepare project specifications following the CDOT format and will incorporate the City's
General Conditions and Project General Requirements.
2.5 Opinion of Probable Cost
FHU will quantify elements of the preferred alternative and will develop an Opinion of Probable
Cost. Costs will complement methodologies as agreed upon in development of the alternatives
previously discussed.
2.6 Coordination and Reviews
FHU will conduct coordination meetings with the City, its subconsultants, the public, and CDOT.
The following meetings are anticipated:
Proiect Coordination Meetings — these meetings will be held monthly with CDOT and
City of Fort Collins staff to present the project progress and to resolve issues. FHU will
schedule, conduct, and prepare the meeting minutes. Three meetings are anticipated.
Public Meeting — FHU will conduct one public meeting in an open house format to share
the details of the plans and the construction schedule.
Miscellaneous Coordination Meetings — FHU will attend up to three other coordination
meetings with other vested interest groups such as the irrigation companies, property
owners, and utility companies.
BNSF Coordination Meeting — FHU anticipates one additional coordination meeting with
the BNSF to discuss trail elements.
FIR/FOR Review Meeting — FHU will submit up to 10 sets of plans and specifications for
review by the City and CDOT. One meeting will be conducted to discuss the comments
to the plans. FHU will prepare graphics, facilitate the meeting, and prepare minutes.
2.7 Final Revisions and Bidding
FHU will incorporate the comments from the review meeting and will prepare a set of "for bid"
plans. These will be provided in 11 "xl7" format. The City will produce copies for advertising,
advertise the project, accept bids from the contractors, and award the contract. FHU will
support the bidding through our attendance at the pre -bid meeting with the contractors, by
responding to questions during the bidding process, and by assisting the City with review of the
bids.

2.8 Project Management
FHU will provide prudent and continuous management of FHU staff and subconsultants.
Monthly progress reports will be provided to the City's Project Manager, and as -needed
telephone coordination meetings will be conducted to assure that work is progressing and to
resolve issues at the earliest possible time.
3. PRELIMINARY AND FINAL DESIGN
MASON TRAIL — PROSPECT TO HARMONY
A conceptual alignment for the trail has been developed through a recent work session with the
City and project team members. The alignment will be located on the west side of the railroad
from Prospect Road to Harmony Road. The alignment will cross Horsetooth Road and Drake
Road at currently signalized intersections and will cross Swallow with an enhanced crosswalk. It
will cross the New Mercer Ditch, the Larimer County Canal No. 2, or Spring Creek five times
and will require structures to do so. One grade -separated crossing of the railroad will be
designed at this time, but may not be constructed until funding is available.
Segments of the trail that will require further refinement include:
• The grade -separated crossing of the railroad at Troutman Parkway.
• Impacts to the existing detention pond at Troutman Parkway on the west side of the
railroad, with trail head parking and the new trail connection.
• Can the trail leave the railroad right-of-way south of the Carmike Cinema at Horsetooth
Road and between Horsetooth and Swallow Roads?
How and where should the trail cross the New Mercer Ditch between Horsetooth and
Harmony Roads?
Any further coordination with the Meadowlark neighborhood relative to the trail directly
behind their properties?
• Is Bay Road usable for the trail?
• How does the trail integrate with CSU's Master Plan from Drake Road to Prospect
Road?
• What is the northern terminus of the trail — the Spring Creek Trail or Prospect Road?
FHU will perform the following work assignments to refine the details and resolve the issues
discussed above.

3.1 Preliminary and Final Design
Trail Alignment - EDAW will take the lead to establish the preliminary horizontal and
vertical alignments for the trail. Once the alignments are generally agreed upon, FHU
will establish geometric definition for these alignments using the Inroads software. Cross -
sectional elements will be added to these alignments to establish slope limits. These will
be compared to existing railroad and private rights -of -way. Slopes will be adjusted, as
possible, to remain inside the existing right-of-way. Refinements of the horizontal and
vertical alignments will be made to "best fit" the corridor. FHU will request review and
approval of the trail alignment by the BNSF where the trail is inside BNSF right-of-way.
Hydrology and Hydraulics — FHU will review the existing drainage patterns within the
corridor and will evaluate the impacts that the trail will have on the historic patterns.
Drainage systems will be designed to maintain the historic flow patterns. The likely
system will involve cross culverts and extensions of existing ones. A preliminary
drainage report will be prepared. FHU will visit with the City's storm water department
and the irrigation ditch companies to confirm the hydraulics of the canals and the
detention ditches and to confirm the crossing or intrusion possibilities.
Structural Design — The trail alignment will be established to best fit the existing
terrain. FHU will design structures for five bridge crossings of the irrigation canals and
Spring Creek. These structures will either be precast structures that can be delivered to
the site and erected on foundations constructed by the contractor or box culverts with
wingwalls constructed on site. FHU will design the grade separation structure at
Troutman Parkway, building from the conceptual layout performed by EDAW.
Crossing Details — FHU will develop details for the at -grade crossings of Horsetooth,
Swallow, and Drake Road. This will include establishing the alignment for the crossing,
materials to be placed in the crossing, handicapped ramp alignment, and pedestrian
actuated traffic signal design.
3.2 Plan Production
FHU will prepare plans for review and comment. Plan sheets will include:

3.3 Right-of-way Plans
FHU will assist the City Surveyor with production of right-of-way plans for this project. We have
assumed that right-of-way will be acquired using the City's standard procedures. This will
require production of an exhibit and a legal description for each parcel and for each type of
acquisition — fee simple, permanent easement, or temporary easement. FHU will provide the
City Surveyor with the AutoCAD file base information with toes of slope and approximate right-
of-way needs. The City Surveyor will produce the exhibits and legal descriptions. CDOT's more
rigorous right-of-way plans and review will not be followed with this project.
FHU will assist with coordination for use of BNSF right-of-way, as necessary. This will include:
• Preparation of a draft Construction and Maintenance (C&M) Agreement for review by
the BNSF.
• Phone/electronic coordination to determine the possible agreements and formats, along
with discussion of fee amounts and schedules. FHU will prepare the use application
and necessary attachments for BNSF and/or for BNSF's Real Estate Representative,
Staubach Global Services, Inc. — RR.
If requested, FHU will assist with preparation of a Memorandum of Agreement between the City
and BNSF for placement of the trail facility inside the BNSF right-of-way.
3.4 Project Specifications
FHU will prepare project specifications following the CDOT format and will incorporate the City's
General Conditions and Project General Requirements.
3.5 Opinion of Probable Cost
FHU will quantify elements of the preferred alternative and will develop an Opinion of Probable
Cost. Costs will complement methodologies as agreed upon in development of the alternatives
previously discussed.
3.6 Coordination and Reviews
FHU will conduct coordination meetings with the City, its subconsultants, the public, and CDOT.
The following meetings are anticipated:
• Proiect Coordination Meetings — these meetings will be held monthly with CDOT and
City of Fort Collins staff to present the project progress and to resolve issues. FHU will
schedule, conduct, and prepare the meeting minutes. Three meetings are anticipated.
