FOR SECURITY SERVICES FOR PARKING STRUCTURES PER THE BID INVITATION AND
ANY REFERENCED SPECIFICATIONS:
The City of Fort Collins Parking Services Department is requesting bids for Security Guard Services
in two parking structures located in downtown Fort Collins. The Old Town Parking Structure located
at 102 Remington St. and the Civic Center Parking Structure at 120 North Mason St.
A pre -bid meeting to review the structures will be held on November 7, 2002 at 10:00 am at 215 N
Mason room 2D. Awarded contractor must sign the attached Service Agreement and provide
insurance per Exhibit "B". This is a one year contract and may be renewed up to three more years.

and insurance management applications. In
addition to our in-house resources, we
maintain partnering relationships with
several professional service companies for
electronic security design and installation
services and for certain professional
investigative and consultative services.
Summary of Financial Capabilities
We believe in putting as much of your
money into the operation of your security
needs as possible. At the same time, we
maintain very tight control over our overhead
costs.
The resulting margins are low. However,
you get the best possible price in relation to
the direct cost of providing your service, and
we still realize a profit.
In 2002 we are positioned to realize our best
year ever in terms of operating revenue,
currently annualized at just over
$16,000,000. More importantly, we maintain
an asset to liability ratio of 1.5 and a credit
balance on our outstanding line of credit at
nearly zero.
Historically, we have carried major
operational start-ups with costs in excess of
$350,000 a month without additional
borrowing. Our current program capabilities
exceed $6,000,000 single project, and with
the exception of several mega -project start-
ups that include the year 2000 State of
Colorado project and 2001's Transportation
Security Administration project, we usually
manage new job starts using current cash
on hand.

Insurance
We keep a general liability minimum
coverage in force in an amount of
$1,000,000. With excess liability protection,
that limit goes to $10,000,000. Our program
can also offer professional service liability
protection and, employee fidelity protection
against employee theft.
Workers' Compensation insurance is
maintained in force with the statutory
requirements of the individual jurisdictions
where we employ.
Automobile protection covers liability
incurred as a result of our employees driving
in the performance of their duties.

Armed Security Guard Services for Parking Structures
Summary
Expert in the development and
implementation of routine to complex
security guard projects, our management
sets the pace for technical excellence,
placing the responsibility for the
identification and satisfaction of project
requirements at all levels of the application
with us. Well-defined quality assurance
methods contribute to satisfactory formal
and informal communications between our
operating management and our customers'
representatives, so that our customers know
what is going on at every step of the project
beginning with the initialization of our
detailed transition plan and ending with a
post -project completion debriefing after the
last service hour has been provided.
Project Specific Technical Requirements
Armed Security Personnel
We will select and assign only P.O.S.T.
certified personnel who possess a working
understanding of the expectations for
complete protection of the parking properties
and the safety of customers and employees.
Personnel will be recruited within the
existing Ft. Collins labor market using
routine to Am -Gard recruitment and hiring
practices.
Assigned personnel will be physically
capable to conduct nearly continuous patrol
of the facilities both on foot and by motor
vehicle (Civic Center Parking Structure).
The officers will be trained and
knowledgeable in the areas of public
relations and customer service and will
place emphasis on personal courtesy and
assistance to the public.
Naturally, the officers on duty will be
cognizant of security threats within the
structures and of the need to assure the
safety of on -duty cashiers (attendants).
Our minimum qualifications for uniformed
guard personnel already exceed the
specified requirements and include the
following key elements.
• High school diploma or equivalency.
• Previous experience demonstrating the
ability to meet and deal successfully with
the general public under stressful
conditions.
• U.S. citizen (work visa permissible where
indicated).
• Speak and read English.
• The ability to maintain poise and self-
control under stress.
• The ability to construct and write clear,
concise and accurate reports.
• Physically in good health and able to
successfully pass a medical evaluation.
• Drug -free and able to successfully pass a
standard drug -screen examination.
• Height proportionate to weight.
• Twenty-one years of age.
• Current state of residence/employment
driver's license.
• Successfully complete 10 year criminal
background investigation and personal /
employment reference verification.

Assigned uniformed personnel will also
possess current American Red Cross First
Aid / C.P.R. training certification and, will
firearms qualify twice annually in
accordance with local regulations.
Staffing Plan
Project requirements specify a working
schedule of eight hours per day for each of
two officers, seven days per week, with the
possibility of temporary additional service
during special events. We build all of our
staffing patterns with a basis of 5% to 20%
over -hiring. This provides certain flexibilities
in scheduling and labor utilization that most
companies wish they had, but seldom do.
Since we already employ a significant armed
work force in Ft. Collins, we selected an
105% labor load for this project. What that
means is that the requirement for 2.8 full-
time equivalent personnel with the 105%
load factor applied will result in a total of
three regular personnel who will be assigned
to the project. Of course, we will
supplement with local supervision and
productive personnel as the need warrants.
Equipment Plan
Equipment includes a street legal motor
vehicle with appropriate insignia and
accessories, cellular telephones, side -arms
and personal equipment.
The choice of vehicles is a front -wheel drive
compact coupe, however, a different model
may be used depending upon local
availability and costs. We will finalize the
purchase of the selected motor vehicle upon
notification of award. The purchase process
routinely takes less than three days using
our network of dealers in Colorado.
We use both the Nextel system and Cricket
Communications cellular in Colorado,
depending on location and application. Your
operation may be best served by either
source. Regardless of the final decision,
cellular service will be provided from local
retail sources.
Management Plan
Our management plan for this project is
based on our extensive and solidly
grounded project management plan. This
management plan is described in some
detail at the next section "Key Management
Personnel & Contract Management
Organization".
Under the operating jurisdiction of our
Colorado Operations Group, your project will
be managed by our Program Manager in
Denver and supervised by our Fort Collins
Area Supervisor. Their resumes are

Key Management Personnel
Am -Gard places operational accountability
in the hands of our very capable Contract
Managers. These professionals are
assigned to the general management of one
or more major accounts and report through
the Vice President of Administration to the
President of the Company. Resumes of our
Contract Management staff are available for
review upon request.
The general operation and administration of
Am -Gard rests with the President, Mr.
Edward Boczar, and the Vice -President
Administration, Mr. David Duncan.
Together, Mr. Boczar and Mr. Duncan bring
over fifty years of experience in the security
guard business. Both gentlemen began
their careers as uniformed security officers
and moved up the organizational ladder as
guard supervisors and as project managers
on major accounts. They possess unique
insight into the administration and operation
of a security guard force that is seldom
matched by other contract security
providers.

management team that serves expressly to
support our contract service organizations.

Our project organizations are structured to
ensure compliance with all contract
requirements. We allow our
Contract/Project Manager, Assistant
Managers, Quality Control Inspectors,
Facility, and Shift Supervisors the necessary
autonomy to provide superior contract
performance, while maintaining a
centralized, corporate administrative and
technical support capability. This allows us
to maximize our operational capabilities
while reducing overhead and frees our
supervisory personnel to concentrate on
matters of operational importance.
In addition to our management processes,
our personnel policies are similarly directed
by this philosophy. Salaries and benefits at
all levels are fair, competitive, and aimed at
attracting and retaining quality, experienced
personnel. We seek to avoid turnover, thus
maximizing our ability to maintain peak
performance across all project lines. Every
Am -Gard contract employee is charged with

To Am -Gard, a successfully delivered
contract is one that meets or exceeds all
contract requirements in a timely and
professional manner. Our organizational
structure provides for successful contract
delivery by the local Contract Manager but
also builds in a system of corporate
oversight controls. Our on -site Project
Manager or Facility Supervisor has complete
autonomy to schedule shift assignments and
inspections, and to formulate operating
policy and work processes in response to
special Client requests.

Function of Contract Management
Our Contract Managers provide on -site
corporate guidance during the critical initial
transition period at the outset of every major
job start and remain on -site until all program
policies and procedures are in place and
operating smoothly.
On going, the Contract Manager will monitor
all program activities from our corporate
headquarters in Pittsburgh Pennsylvania. He
will monitor contract performance and
provide management oversight as needed to
ensure cost-effective performance
commensurate with contract requirements.
In addition, he will conduct regular personnel
evaluations to ensure that technical
performance meets and exceeds the goals
and objectives of our Client and Am -Gard,
Inc.
As deemed appropriate, Am -Gard will
establish a project office within the Client's
facility to provide administrative, payroll,
training, and other resource and
management support. These project offices
are typically staffed by our Contract
Manager and our QC/Training Officer
(Assistant Project Manager).
Project office personnel will maintain and
continually monitor all required contract
documents, training records, and personnel
licenses and permits, and will develop
schedules to maintain their currency. All
records will be available during working
hours for review by the Client
Representatives.
Corporate Human Resources personnel will
maintain and continually update resume files
on potential security personnel. They will
conduct interviews on a regular basis to
ensure that Am -Gard maintains a constant
reserve pool of fully -trained and qualified
personnel who can be mobilized quickly to
replace guards lost to long-term illness,
termination, resignation, or other cause. We
will make every effort to anticipate personnel
changes so that we can hire, train, and
mobilize replacements within 48-hours
notice.
In those instances where there is no
advance notice, our Project Manager will be
instructed to schedule additional overtime,
but not more that 12 hours -per -shift, to cover
any temporary lapse in full staff capability.
Pre -qualified replacements immediately will
be called -up and training personnel will
prepare them quickly to assume the vacated
post.
For each assignment, Am -Gard develops an
organization and management plan that
provides complete coverage and control of
guard operations throughout the Client's
facilities. The plan provides constant
technical oversight and quality management
on -site, augmented and supported by our
full complement of corporate resources.
This centralized organizational structure
provides our project team with the
autonomy, flexibility, and independence
necessary for critical schedule and
workload -based decisions at the project
level, ensuring the highest degree of
responsiveness and control.
Our Project Managers who are well qualified
for manning these critical positions lead our
project organizations. The Project Manager
directs the Assistant Project Manager, Site,
and Shift Supervisors. Our Project Manager
is the point -of -contact with the Client
Representative on all security matters. He
is responsible for the performance of all
personnel assigned to the project.
Our Project Manager will conduct random
inspections of the operations of each shift.
He has the authority to direct resources
quickly and decisively to meet contractual
obligations and contingencies. He has full
authority to take independent project level
action with regard to personnel. He will
meet daily with the Client Representative to
ensure that all special instructions are
received and implemented into daily
operations.
Due to the importance placed on every
project by Am -Gard, our Project Managers
report directly to Mr. Boczar, President of
Am -Gard concerning all pertinent operating
matters.

KEY PERSONNEL RESUMES
David F. Duncan, Vice President, Administration
Dave Duncan joined our predecessor
company in 1977 as a security officer
assigned to Shadyside Hospital. In 1978,
Dave took the operating lead at Shadyside
as the on -site project manager. From that
position, Dave's responsibilities expanded to
other projects and in 1980 he was promoted
to Program Manager for the company's
Pittsburgh area operations. Between 1980
and 1984, Dave served various customers
as a senior operating manager. In 1984 with
the reorganization of the Company, Dave
was promoted to Director of Operations and
later to Vice President. With the
development of Am -Gard as a regional
provider, Dave assumed his present role as
the Vice President, Administration in 1991.
During these twenty-five years, Dave has
worked with all levels of our customers'
organizations with the singular purpose of
providing a quality service result.
Currently, Dave continues as the
administrative officer for our operation at the
Pittsburgh International Airport and various
other US Airways, Inc. facilities that are
located throughout Allegheny County.
At the discretion of the President, Dave also
provides support and guidance to numerous
small to mid -sized commercial accounts
throughout our service areas.
In the role of our senior administrative
officer, he is directly responsible to the
functions of accounting, human resources,
payroll, and information technology. In that
capacity, Dave provides on -going guidance
to our field service personnel at all levels of
the operating organization.
Dave has performed in the role of contractor
officer for numerous federal and state
government contracts and currently provides
his resources as the CO for local
government contracts in Pittsburgh and
Allegheny County Pennsylvania.
Prior to joining us in 1977, Dave worked as
a research assistant at the old
Westinghouse Research in Pittsburgh.
Dave attended the United States Naval
Academy and is a graduate of the
Pennsylvania State University. Dave is
married and has two children.
J. Elaine Alker, Vice President, Government Contract Services
Coming to Am -Gard as a sales
representative in 1992, Elaine Alker quickly
evidenced an affinity for the administrative
side of the business. Her abilities in areas
like customer service and focus on
operations led to assignments as our
Pittsburgh Operations Manager in 1993, as
the contract officer for major federal
operations in Washington D.C. in 1995, and
to her current position as the chief contractor
resource for government service contracting.
During her tenure with Am -Gard, Elaine has
been integrally involved in the
implementation and transition of new and
existing security services in several states
including Pennsylvania, on contracts that
range from a few uniformed guards to multi -
location state-wide applications involving
hundreds of productive & supervisory
personnel.
Before joining Am -Gard, Elaine was an
outside sales person in the chemical and
health care supply industries.
Elaine resides in Allegheny County
Pennsylvania where she is raising her infant
son, Liam.
Sandra Seader, Program Manager, Colorado Operations Group
Sandy joined Am -Gard in 2000 when we
entered the Colorado service area as the
prime contractor for U.S. General Services
Administration / Federal Protective Service
statewide. Initially, Sandy worked as our
Assistant Project Manager responsible for
quality control and monitoring. In 2002
Sandy was promoted to Project Manager
with complete responsibility for this $5M
annual, approximately 185 personnel project
that encompasses all of the State of
Colorado with primary operations in Denver
(Denver Federal Center, et al), Colorado
Springs, Ft. Collins, and the western slope.
Also in 2002, Sandy's position was elevated
to Program Manager for the Colorado
Operations Group which is now responsible
for several additional accounts throughout
the state.
Prior to joining us, Sandy was a patrol
sergeant with the City of Brighton Colorado
police for twenty-two years.
Sandy is Colorado P.O.S.T certified and
holds current additional certificates for
American Red Cross First Aid / CPR
Instructor, OC-Pepper Spray Instructor. She
was a fully qualified EMT I. Sandy attended
the Metropolitan State College in Denver
where she majored in Criminology and
Sociology. Sandy is a trained investigator in
multiple disciplines including crime scene
investigation and homicide. She is a
qualified G.S.A. security officer and
possesses numerous awards and citations
for professional excellence.
Donald D. Dayton, Lead Supervisor, Northern Area, Colorado Operations Group
Don served our federal contract as the lead
officer for our sub -contractor in Ft. Collins.
In this capacity, Don was the principal on -
site representative at the Center for Disease
Control project and worked as a security
officer at the Greeley Social Security
Administration office. In may 2002, Don
joined Am -Gard as the northern area
supervisor with overall line responsibility for
northern tier operations encompassing
approximately 1,000 service hours per
week.
Previously, Don served as the head of
security and bar manager for a major
hospitality establishment, co -owned a family
operated thrift store, and managed a family
owned automobile dealership.
Don was an NCO with the 101 t Airborne
Division, U.S. Army where he had
responsibility as the nuclear, biological, and
chemical NCO. He was trained as a combat
lifesaver and service as the battalion
security officer and as a squad leader.
Don is a fully qualified contract security
officer and supervisor under the Federal
Protective Service guidelines and is
Colorado P.O.S.T. certified.
Kevin M. Richards, Supervisor, Northern Area, Colorado Operations Group
Kevin joined Am -Gard in Fort Collins during
May 2002, bringing with him over ten years
of supervisory and team leader experience.
As the on -site supervisor, Kevin has
responsibility for day-to-day activity at the
Center for Disease Control where he
oversees approximately 25 uniformed
personnel. Kevin is a fully qualified
GSA/FPS supervisor & productive security
guard and is Colorado P.O.S.T. certified.
Previously, Kevin worked as a team leader
for several PC and network support
organizations.
Kevin attended the University of Northern
Colorado where he studied criminal justice
and Aims Community College.

Summary
With corporate and regional headquarters
located in Pittsburgh Pennsylvania, Am -
Gard has provided professional security
services to commercial and government
customers throughout the Mid -Atlantic
States. Organized as a local company with
national capabilities, and utilizing a well -
structured project management
organization, we provide support to a wide
range of customers. Currently, we operate
project centers in Lancaster County
Pennsylvania, in several western PA
locations, and in the State of Colorado.
Because we operate without excess
administrative overhead, we are able to
maintain an extraordinarily competitive edge
in our pricing. Because we are very
experienced in a wide range of security
operations and business practices, we are
able to bring to our customers the same
operating support that our national
competitors profess. The benefit to our
customers is that they get the best service in
terms of uniformed guards and corporate
administrative support at great prices.
Company History
Since 1983 Am -Gard has provided security
services on facilities located throughout
Pennsylvania, in several other states, and in
the District of Columbia. Our service area
presently includes the Atlantic Central
States Region and the State of Colorado.
We are constantly developing new business
relationships with commercial and
government entities in other geographic
service areas. In the year 2002, we employ
about 800 contract security personnel. We
provide a full range of professional and
technical services including investigations
and security consulting. Am -Gard is
incorporated in the Commonwealth of
Pennsylvania and is currently a licensed
private detective and security guard agency
in the Commonwealth of Pennsylvania and
the State of Colorado. The Company's
majority owner is Lorraine E. Boczar. The
minority interest is owned by her son
Edward M. Boczar and her granddaughter
Jennifer L. Boczar. The owners are citizens
of the United States of America. We are a
self -certified woman -owned business
enterprise outside of Allegheny County
Pennsylvania and are certified by Allegheny
County Pennsylvania as a Woman Owned
Business Enterprise. Am -Gard is based in
Pittsburgh Allegheny County Pennsylvania
with corporate and local operating offices at
600 Main Street, Pittsburgh, 15215. We
currently support program offices in several
locations in Pennsylvania and in Denver
Colorado.
Work Experience
We have provided security services to
commercial and government users for over
30 years (includes our predecessor
company). Our experience includes work in
a broad array of industries and with large
and small concerns, including professional
security officers working in corporate
campus environments and multi -tenant
commercial office buildings. Our recent
experience includes responses to federal
requirements on high -security alert
installations in Colorado that are the Denver
Federal Center and the Mt. Albert Hydro-
electric facility in Leadville. We have also
provided security support services to the
Federal Emergency Management Agency,
most recently as a result of the wildfires in
Colorado. Am -Gard, Inc. and its employees
are the recipients of several letters of
commendation and plaques for outstanding
performance on government installations
and in commercial operations. A partial list

Our mission is to provide the best possible
service for the best possible value to our
customers. We support price advantages
that are available due to our tight control of
overhead costs. Unlike most of our
competitors, however, our business
practices do not begin or end with the lowest
price. Our practices are strategically
oriented to identify the best solution for our
customers' individual requirements.
Our industry experience and strategic
partnering with our customers and our
support network serves us well in identifying
and eliminating wasted efforts and the
resulting wasted expense.
By conducting a thorough evaluation of
needs and incorporating the conclusions into
a Performance Based Statement of Work,
we can assure that our customers receive
the productive results they want — without
paying for unnecessary and undesired fluff.
The resulting customization of the individual
security projects, sometimes to the level of
individual guard posts, and the incorporation
of appropriate levels of management
support that then draws from our own and
industry -wide best practices assures the
most effective operation possible.
That operational excellence is provided as a
matter of routine, but even then there are
occasional systems failures. When that
happens, our customers need only call our
company President who is organizationally
responsible for the correct conduct of all
uniformed guard services — assuring a quick
and often instantaneous fix to whatever the
problem.

Am -Gard, Inc. is a small, privately owned
and operated company specializing in
security personnel services to government
and commercial business concerns. At the
Corporate level, a small team of very
experienced administrators provides support
to our Operations Division. The Operations
Division employs experienced security
professionals who provide for program level
management of major accounts and for the
general management of smaller accounts
geographically arranged within our service

relationship to the President who serves as
