One of these proactive measures will be conducting inspection tours of the FCPS on a
designated and sometimes random (based on conditions/circumstances) patrol schedule.
Prior to contract start, all Guards will receive complete training on all FCPS systems on
there individual patrol schedule. This training will include frequency of checks,
"punching -in" and proper handling of deviations and irregularities.
These inspection tours will also incorporate security rounds. These rounds will include
checks of all buildings, gates, locks, etc... These checks will also include ensuring
proper operation of heating units areas during the winter season.
Qualification of Personnel
Because of the nature of the work, WD understands that project staff must meet certain
minimum qualification requirements. In the narrative below we discuss these
qualifications and our proposed approach to satisfying them.
Physical Ability
To ensure that all employees have the physical ability to do their assigned work, all
employees will be given a complete physical examination at WD's expense. These
examinations will occur prior to assignment and once annually thereafter. Our Project
Manager will be responsible for furnishing the medical certificates with final results of
the examination to the Contracting Officer or his representative.
WD understands that these certificates, do not relieve us from the obligation of ensuring
that all assigned employees are physically able to do their assigned work. Therefore, we
will implement a notification policy requiring any employee to immediately notify their
immediate supervisor when they are physically unable to perform their assigned duties
and responsibilities. Depending
upon the circumstances, this may include requiring the employee to have their inability
validated by a physician.
When conducting the physical examination, our physician will pay particular attention to
the following:
• confirming/verifying that employee is in good general health without physical
defects or abnormalities which would interfere with the performance of duties
• ensure employee:
• possesses binocular vision correctable to 20/20 (Snellen)
is free of color blindness
is capable of hearing ordinary conversation at 15 feet with either ear
Pre -Employment Checks
Due to their nature (e.g., time consumptive) WD proposes to handle the comprehensive
pre -employment check of each person (includes current employees) by having our
Human Resource Manager perform them. Each completed check will include a
certificate attesting to the results. Each check/certificate will be furnished to the
Contracting officer. Additionally, all veterans' packets will include their record of prior
military service (DD214). Finally, results of all unsuitability determinations will also be
furnished.
Applicable Standards of Employee Competency, Conduct, Appearance and
Integrity
WD understands that it is solely responsible for maintaining satisfactory standards of
employee competency, conduct, appearance and integrity. To this end, we also
understand that we are responsible for taking any necessary disciplinary action with
respect to our employees. Alternatively, we will also implement an Employee
Recognition Program for instances/actions when employees exceed standards of
competency, conduct, appearance and integrity.
What is also important is the image our employees portray (e.g., professionalism).
Therefore, all employees will receive training (initial & ongoing) on the following topics:
• grooming/appearance standards
• uniform/dress requirements
• customer interface/interaction
To maintain a consistent standard (with no exceptions /includes current employees), each
employee shall meet the following minimum qualifications prior to being assigned to
duty:
Generally all employees)
(1) citizen of the U.S.A., and have reached the age of twenty-one at the time of
employment
(2) literate to the extent of reading and understanding printed regulations, detailed
written orders, training instructions and material and be able to compose reports
which convey complete information
SpeciftcallX
Guard/Security Officers:
(a) possess the capacity to acquire a good working knowledge of all aspects of
protection force position requirements
(b) established proficiency (as defined) at a minimum level of Marksman (225 out of
300) in the use and safe handling practices of .38 Special service type revolver
(c) undergo firing range training and obtain range officer certificates initially, and
every six months thereafter, qualify with a duty weapon
(d) P.O.S.T. Certified
(e) Train to use pepper spray and mace.
Manager/Supervisor:
(a) unquestionable charter/integrity
(b) extensive and successful protection experience
(c) capable of performing administrative duties inherent to position
(d) shall be available at all times to receive and implement orders or instructions from
the Government which affect the operation or the protection and security of
assigned areas
Instruction and Training
WD proposes to use , A well-known Fort Collins area based training academy . This
training will be incorporated into our overall Training Program. In formulating this
training, emphasis has and will be on the following:
• acceptability, e.g., completeness
• conducting this formalized training off -site so as to not interfere with ongoing
operations
• accounting for all costs associated with this training
To ensure completeness, this formalized training will be combined with on-the-job
training. Relatedly, to provide verification that the training has been successfully
completed, our corporate Administrative Assistant will submit certificates of satisfactory
completion to the Contracting Officer for his review and approval.
Considering WD proposes to maximize the use were feasible of the current workforce to
satisfy staffing requirements, our Training Program will include a separate component
addressing periodic in-service training (at a minimum of semi-annually). For these
employees this training will include (prior to contract start) a review of basic material to
ensure their continued ability to perform satisfactorily.
Licensing and Retaining Personnel
WD's proposed provision for maintaining an armed and uniformed Security Officer force
at all times who has been issued a current Municipal license and vested with authority,
commensurate with the Municipal license, to make arrests is discussed below.
WD understands that the Government retains the right to require us to remove a
Guard/Security Officer for a valid cause not meeting the revocation criteria of the
licensing agency. We also understand that each Guard/Security Officer's training must
include indoctrination on the proper access (e.g., authority) and denial of person(s) to the
buildings, grounds and appurtenant property.
Criminal Liability
WD understands the importance of and our potential liability for improper disclosure of
information relating to the services hereunder and/or failure to safeguard any classified
information. To drastically reduce the likelihood of this occurrence, WD will concentrate
its efforts on:
• through pre -employment checks
• recurring training
Security Officer Uniforms
As indicated previously, uniform/dress requirements will be an important of our Training
Program. This training includes requiring our employees to wear the full uniform at all
times while on duty. To ensure acceptability, we will submit samples of our
Guard/Security Officer and Fleet Watchman uniforms prior to contract start for
Contracting Officer approval
Supplies, Material and Equipment
WD will implement a Property Control Plan for all Government -furnished items. This
Plan includes an initial joint and annual reconciliation inventory. This Plan also includes
proper use/handling of all items. Finally, this Plan includes proper reporting/notification
procedures for potentially hazardous conditions and items in need of repair
As part of its proposed prices, WD has accounted for all other equipment, materials, and
supplies necessary for the performance under the Contract. These items will be furnished
in adequate quantities at contract start and replenished throughout the contract term as the
need arises.
Security Officer Authority and Jurisdiction
WD understands the significance of the duties required under any contract. Therefore, all
of our Guards/Security Officers will be vested with arrest authority commensurate with
the powers granted by the licensing agency. As indicated in other sections of this
capabilty statement, WD has already made the necessary arrangements for the requisite
number of Security Officers. We have done this by emphasizing the recruitment and
retention of existing Guards/Security Officers.
As with other contractor -furnished items, WD's proposed prices include all costs for any
official bonds required. These same prices includes all fees/costs associated with:
• Guard/Security Officer licenses
• Firearms licenses
WD will maintain liability insurance covering any acts/omissions of our employees in the
exercise of their Guard/Security Officer authority.
As part of our Training Program, all Guards/Security Officers will be instructed on the
proper use of force on a Government installation. Failure to comply with this
instruction/directive will be automatic grounds for termination.
Certification
As stated in other sections of this Technical Proposal, our corporate Administrative
Assistant will ensure (prior to contract start) that the Government has been provided with
copies of applicable licenses/certifications for all Guards/Security Officers. This same
individual will be responsible for maintaining valid copies of these documents as part of
each Guard/Security Officer's personnel file.
Failure to Perform
WD has implemented a comprehensive plan to eliminate the likelihood of failing to
perform. We have done this by:
• providing flexible, responsive scheduling, e.g., maintaining an "on -call roster" of
Guards/Security Officers that can be used to cover absences
• mandating a notification policy for all absences
Safety and Health
Our Project Manager/Security Supervisor will be WD's designated on -site safety
representative. This responsibility includes:
• ensuring compliance with all health, safety and fire protection regulations
including reporting requirements and the safety requirements.
• performing health and safety inspections as part of our Safety Program
• removing any employee who has contacted a communicable disease
Indemnification Agreement
WD will maintain liability insurance covering this contingency.
Payment to Contractor
Our corporate office in Wichita will handle all billing.
Hours of Contractor's Employees
To ensure that these hours are adhered to, WD will maintain an adequate number and mix
(full & part-time) personnel. This approach is abides by the Government's intent.
Contacts with other Agencies
Our Project Manager/Security Supervisor will be responsible for referring all contacts
with other agencies to the Chief, Service Base Section. These referrals will noted (e.g.,
name, date, agency, etc...) as part of the daily log.
Submittals
Our corporate Administrative Assistant will be responsible for assembling and submitting
all required deliverable items. She will also be responsible for ensuring that these items
are kept valid/current throughout the contract period.
Drug Free Workplace Program/Policy
In accordance with the contract clauses of Section I, we will submit our Drug Free
Workplace Program/Policy/Plan to the Contracting officer for approval. As required, this
document will implement the provisions of the referenced clauses. This document will
be submitted as a deliverable item in accordance with Section 25. above.
Personnel
In this section WD has clearly demonstrated that we have a trained staff (technical and
support) which is adequate to successfully perform the work described in this solicitation
(i.e., any fleeting background). As the current contractor, WD proposes to use our
existing workforce to perform the requirements of this contract. This workforce already
has the required licenses/certifications (e.g., firing range training certificates).
As also required, WD has provided a complete list of resumes/qualifications for key
employees proposed to be utilized in performing the work of supervisor and fleet
watchman. These resumes appear below. As further required, the resumes include
details of prior experience related to the kinds of activities called for in this solicitation.
WD has demonstrated its ability to get the necessary licenses required in performing the
work in two ways. First, we are aware of what type/kind of licenses are required.
Second, we have a sound approach to obtaining/maintaining each type/kind. Outlined
below is a list of the types/kinds of licenses required and our proposed approach to
obtaining/maintaining each.
Municipal c& Firearms Licenses - Because of their necessity, WD proposes to make
having these licenses a condition of employment. To properly do this, we will utilize our
current/existing workforce. This workforce already has all of the applicable
licenses/certifications. Consequently, emphasis will be on maintaining these
licenses/certifications (e.g., every six months qualify with a duty weapon). Prior to
contract start, each employee will submit a copy of his or her current applicable
Municipal Security Officer license. The applicable license will vest the Officer with
authority to make arrests. Each employee will also submit written certification that they
are licensed and authorized to carry firearms (e.g., Security Officer & supervisor firing
range officer training certificates).
City Business License & State Registration - Our corporate Administrative Assistant will
be responsible for ensuring that WD submits and maintains all Virginia and District of
Columbia Business License and registration that WD can do business in both States.
Evaluator's Note:
As part of the deliverable process, our Administrative Assistant will also be responsible
for submitting and maintaining the following licenses/certifications copies of
• medical certificates attesting to the final results of employee's physical
examinations (via Standard Form 88)
• insurance certificates
• results of pre -employment checks
0 certificate of prior military service (DD214) for employees who are veterans
This responsibility will also include maintaining project and employee -specific files with
copies of all required licenses/certifications.
Finally, due to the importance of these licenses/certificates, our corporate Administrative
Assistant will perform random, periodic checks at least semi-annually to ensure that all
licenses/certificates are current/valid.
Evaluator's Note:
Due to the need for/importance of flexibility and responsiveness to customer
needs/requirements, our Project Manager/Security Supervisor is authorized to bind WD
and has full/complete authority to act for us on all contract matters relating to the daily
operations of this contract. This authority includes the ability to commit WD resources
as necessary to perform the requirements of this contract and contractually bind us for
prompt action on matters pertaining to the execution of the contract.

FOR SECURITY SERVICES FOR PARKING STRUCTURES PER THE BID INVITATION AND

The City of Fort Collins Parking Services Department is requesting bids for Security Guard Services
in two parking structures located in downtown Fort Collins. The Old Town Parking Structure located
at 102 Remington St. and the Civic Center Parking Structure at 120 North Mason St.
A pre -bid meeting to review the structures will be held on November 7, 2002 at 10:00 am at 215 N
Mason room 2D. Awarded contractor must sign the attached Service Agreement and provide
insurance per Exhibit "B". This is a one year contract and may be renewed up to three more years.

Executive Summary
WD Enterprises (WD) is pleased to submit its Technical Proposal for providing Armed
Guard Services at Parking Structures in Fort Collins, CO WD is an experienced business
dedicated to providing outstanding Security/Guard Services to Fort Collins Parking
Structure (FCPS), state & local agencies/activities and private/commercial customers.
Who is WD? - WD was founded with "Quality, Innovation and Customer Service" as it's
creed. We were established with the express purpose of specializing in and providing a
broad range of critical facilities support/management services (including Security/Guard
Services). Our customers are agencies/activities, not unlike FCPS, who require quality
service and value. WD is proud to provide services to our customers that meet their
needs at the most affordable price. These services encompass all aspects of
Security/Guard Services.
The formula for WD's success is quite simple: listen to our customers, determine their
needs and deliver services that meet or exceed their expectations. While WD's purpose
is expansive, the focus is narrow - TOTAL QUALITY! From the outset, WD has
concentrated on achieving results that ensured "Total Quality" for services provided. WD
was founded on the cornerstones of Total Quality and value and has as its management
philosophy "Commitment to Excellence Through Teamwork".
WD keeps matters simple by employing exceptional people and providing them with the
best available means to determine, understand and fulfill our customers' needs. Other
service companies offer "management" and think that they are offering service. WD
manages and operates with full accountability - that is service!
WD is a privately owned, 8(a) certified - since 1997 small (sales under $9.0 million)
disadvantaged business incorporated in the state of Kansas (Wichita, KS SBA District).
WD also has 7381 as one of its approved SIC Codes. WD was founded in 1991 and is
owned and operated by our President, Mr. Darren Fields. WD was incorporated in 1995.
Over the past nine years, WD has realized steady, continual, controlled growth.
Concurrently, our current number of employees totals over 272 strong. WD is organized
for prompt expansion and can respond to any increase in demand for our services. Our
corporate/home office is located in Wichita, KS. We also have a regional office in the
DC/CO area in Marlow Heights, Maryland.
During our existence, WD has garnered several prestigious awards. They include the
Department of Commerce's Outstanding Business Award (1993, 1995 & 1996);
Wichita's Chamber of Commerce Small Business Award (1993) and PepsiCo's
Outstanding Vendor Award (1995). Div2000-Top 10 Diversity owned Business in
Kansas (2000,2001)
WD currently operates and manages multiple Security/Guard services contracts totaling
over 70 employees. The awards to WD of the contracts referenced in the past
performance section of this capabilty statement represent our successful attempts to
broaden our business base and increase sales. Our experience level has continued to
grow and now encompasses the total spectrum of Security Guard Services. WD firmly
believes that this experience managing diverse efforts is directly related and transferable
to the effort required here. With this background and our commitment to advanced and
innovative methods of performance and management, WD offers Fort Collins an
efficient, cost-effective approach to ensure that contract requirements are met and that the
Fort Collins facilities are safely and securely maintained.
WD's commitment to enhancing its capabilities and establishing innovative management
systems has enabled us to become one of the fastest growing 8(a) companies in the
facilities support/management services industry. WD has been recognized as a company
that is committed to providing quality services and experienced personnel to ensure that
our contracts are performed on time and at the lowest reasonable cost. Through this

In sum, what will be gained by choosing WD as your next contractor is an established

unique/distinguishing assets are: 1.) our on -site autonomous project management team
(Project Manager, On -Site Supervisor and Shift and Post Supervisors) resulting in

proper resource allocation including manpower, training, materials/supplies, equipment

Project Approach/Management Plan - Inherent in our project approach is a well -laid plan
to successfully perform the tasks/functions of this contract. This plan emphasizes certain
features and attendant benefits. These features are implemented at contract start and
continue to be developed throughout the life of the contract. Figure I highlights the
proposed features of our project approach and their benefits to the project and the
Government.

Center, Portsmouth, CO 2.) Pentagon Utility
Plant, Arlington, CO 3.) U.S. Coast Guard,
Housin Com lex, Miami, FL.
Guard and Supervisory Services
Our Project Manager will oversee this function. He will manage/supervise the other
Guard personnel assigned to the Fort Collins Parking Structure(FCPS) contract. He will
be assigned regular office hours. Our responsibility for the security at the FCPS is 8
hours a day, seven days a week and is reflected in our staffing/manning which ensures
adequate coverage
Emphasis will be on protection through proactive measures. As part of each Guard's
responsibility, they will receive training on the monitoring and operation of building fire
alarm systems, other protection devices and building equipment.
