North Star Design, Inc. is please to provide this proposal for the City of Fort Collins -
Civil Engineering Design, Drafting and Surveying Services contract. Over the past
five years, North Star Design has grown and established itself as one of the premier civil
engineering consulting firms in Larimer and Weld Counties. We are a small company,
but extremely efficient. We strive to satisfy our clients by providing sound, economical
engineering designs meeting project schedules and design budgets.
King Surveyors, Inc. will act as a sub -consultant to North Star Design for any surveying
services required for this contract. King Surveyors has served northern Colorado for over
18 years and has an excellent reputation. They are consistently the preferred survey
company for North Star Design. The working relationship between the two companies is
excellent and the dedication to a superior product for the cost is mutual.
Mike Oberlander will serve as the Project Manager for this contract. While at JR
Engineering, Mike served as the lead engineer to the City of Fort Collins on the following
projects:

Expertise: Mr. Spraker has four years of experience in the civil engineering field and has been
responsible for the design and drafting of hydraulic systems on major transportation
projects, as well as other transportation, civil, structural, and architectural
assignments. Mr. Spraker has been responsible for engineering design including:
roadway plans, profiles, cross sections and striping plans, hydraulic modeling,
pipe/channel flow capacities, overland runoff, stream/channel routing, project
quantities, grading, and plan set review for internal quality control. Mr. Spraker also
serves as the lead engineer on construction observation and inspection projects for

GPS static calculations. He is also involved in Right -of -Way mapping, as well as
preparing legal descriptions and the assigning of field crews. Mr. Jones has been a
valuable and dedicated employee since January 1994 and has recently become a
partial owner of King Surveyors, Inc. He is a licensed surveyor in both Colorado and
Nebraska and has attended numerous seminars for GPS control surveys such as
Advanced Geomatics and Bluebooking.

Project manager responsible for providing the Weld County Engineering Department
with topographic survey for the design of roadway improvements. Existing right of
way for the project was determined and mapped and legal descriptions and exhibits
for additional right of way dedications were prepared.
North Weld Water District Projects, Weld County, Colorado
Project manager responsible for providing the North Weld Water District with
various topographic surveys for pipeline design as well as preparing easement and
right of way descriptions for pipelines.

Douglas Road Improvements, Fort Collins, Colorado
North Star Design, Inc. provided roadway widening plans for approximately 4,600 linear
feet of Douglas Road (immediately west of LCR 11). The plans provided for bike lanes and
auxiliary turn lanes that were required for a proposed development in the area. This project
included improvements to existing ditches and culverts. Plan and profiles of the road, as well
as cross section and signing and striping plans were provided. These plans have been
approved; a construction date has not yet been set.

Caribou Apartments — Timberline Road Improvements, Fort Collins, Colorado
North Star Design, Inc. provided grading, drainage, utility and private street design for a six
building, 196-unit apartment complex. Close coordination with the architect, site planner,
and City was required to meet density requirements for the Owner as well as meeting the
City's requirements for parking, water quality and detention facilities, and handicap access to
the buildings.
This project requires the design of approximately 1800 feet of Timberline Road (from
Caribou Road to the existing Harmony Road intersection improvements). Final design of a
4-lane configuration and preliminary design of a 6-lane configuration is required as a part of
this project. Plans include street plan and profiles, cross sections, grading plans, and
drainage plans. This project is expected to start construction in the spring of 2003.
King Surveyors, Inc. provided topographic survey, boundary survey, right of way
delineation and platting services on this project.

Summit View Subdivision — Weld County Roads 21 & 74Improvements, Severance, Colorado
North Star Design, Inc. provided the final grading, drainage, street and utility design of a 72-
acre single-family residential subdivision. This project had strict stormwater detention
requirements, and required the design of approximately one-half mile of off -site sewer.
Several design iterations were required to provide an earthwork balance for the site while
maintaining sewer service for all of the lots and required drainage paths.
This project included approximately 12,400 linear feet of new local and collector street
design and well as improvements to approximately 4,000 linear feet of existing county

roads (WCR 74 and WCR 21). The county roads were designed to be widened and or
completely reconstructed to provide curb and gutter, sidewalks, bike lanes and auxiliary turn
lanes. Portions of the improvements are presently built; the remaining portion of the project
will be constructed in the next year.
King Surveyors, Inc. provided topographic survey, boundary survey, right of way
delineation and platting services on this project.

Larimer County Road 10 improvements, Larimer County, Colorado
North Star Design, Inc. provided roadway improvement plans for one mile of Larimer
County Road 10 (between LCR 21 and LCR 23). The existing roadway is a narrow gravel
road and the improvements proposed will pave and widen the road, provide shoulders and
bring the road into compliance with the Larimer County Urban Area Street Standards.
Improvements to existing roadside ditches, drive accesses, and drainage culverts are included
in these plans. Construction of these improvements is expected later this year.

Thunder Mountain Harley Davidson — Crossroads Blvd. & Byrd Drive Improvements, Loveland
North Star Design, Inc. is in the process of preparing design plans for a future Harley
Davidson dealership with surrounding commercial pad sites at the northwest corner of
Crossroads Boulevard and Interstate 25. These plans include the drainage design for the
entire development, grading design and utility design for the proposed facility.
Adjacent roadway improvements that are being designed with this project include:
• Interim improvements adding auxiliary turn lanes to Crossroads Boulevard.
• A new Major Collector street (Byrd Drive) that will ultimately replace the existing
Interstate Frontage Road and will connect to the airport.
• An ultimate layout that shows a conceptual design of a new interchange at
Interstate 25, a four lane configuration of Crossroads Boulevard, and the connection
of Byrd Drive to the south.
This design is presently under review at the City of Loveland. King Surveyors, Inc. is
providing all surveying services on the project.

new interior Local and Collector streets within developments and provide reconstructive
street designs for the Arterial streets on the perimeters of the developments. Therefore,
we consider ourselves a transportation firm, as we do a large volume of street and
roadway design over the course of our projects.
Our recent projects have required that we follow the Larimer County Urban Area Street
Standards; as a group, we are quite familiar with the requirements, processes and
procedures set forth in the Standards. Through the course of this contract, if a set of
plans needs to be prepared for CDOT's review, both Mike and I are familiar with
CDOT's requirements and capable of producing plans in this format if necessary.
Our computer hardware and software are completely compatible with the City of Fort
Collins Engineering Department. Our offices presently utilize IBM compatible PC's
running AutoCAD 2000 and 2002 with Land Development Desktop 3.0 (LDD). We also
have the LDD Civil package, which is utilized in roadway design as well as various other
programs for hydraulic, hydrologic, utility and grading design.
Our Project Manager, Mike Oberlander, and staff, including surveying support, will be
able to commit to the City adequate time to meet the contract's requirements for the next
4 to 6 months.
Each assignment throughout the life of this contract will require the identification of
project scope and schedule. In general, our project approach and methodology will
consist of preparing conceptual design documents using field survey or City GIS data for
background. These documents will be suitable for staff review, preliminary cost
estimating, and public input (if required). After this phase of the project is completed,
final survey and design documents can be prepared. We have found that this approach is
the most cost effective and time efficient manner of preparing plans. Several iterations of
conceptual documents can be prepared at relatively little cost to the City. With the clear
direction that the conceptual phase provides, the preparation of final plans is simplified.
Internal checks for quality control are provided throughout all phases of design.

Expertise: Ms. Kroetch has over 14 years of experience in a wide variety of civil engineering

grading, construction and design cost estimating, legal descriptions, survey
coordination, and construction engineering and administration services. Ms. Kroetch

Project Manager responsible of the design of the public improvements for a 40-acre
single-family residential development. This project required that the design of all
public streets be in accordance with the Larimer County Urban Area Street
Standards. Coordination with adjacent development and street connections was
critical in this design. Approximately 1,400 linear feet of County Road 5 will be
upgraded to a Minor Arterial road with the construction of this project.
Douglas Road Improvements, Fort Collins, Colorado
Project Manager responsible for the design plans for the widening of 4,600 linear feet
of Douglas Road in north Fort Collins. These plans provide for roadway widening
sufficient for bike lanes and new auxiliary lanes needed by an adjacent development.
Diamond Valley Road, Windsor, Colorado
Project Manager responsible for the design of one-half mile of collector roadway
through a proposed industrial park in Windsor. Utility and drainage design for the
adjacent properties was required with the street design. Two City of Greeley water
transmission lines crossed the alignment of this roadway and coordination and
approval by the City of Greeley was required prior to construction.
Oakridge Block 4, Fort Collins, Colorado
Project Manager responsible for the design of a commercial development which
included five office buildings, a hotel expansion and a new public street.
Coordination with other consultants and the Owner was critical on this project to
optimize land uses.

Diamond Valley Tech Center, Lot 2, Block 1, Windsor, Colorado
Project Manager responsible for the design of a multi -building commercial park in
southeast Windsor. This project included intensive drainage design because of off -
site flows entering the property. The design of the widening of Eastman Park Drive
was included in the improvement plans for this site. Coordination of the roadway
plans with the neighboring property's improvements was a critical part of this design.
Windsor Tech Business Center, Filing No. 2, Windsor, Colorado
Engineer responsible of the design of a 40-acre industrial development in Windsor.
This project required the coordination of large sewer and storm system extensions
with the Town of Windsor.
Eastman Park, Diamond Park and Chimney Park, Windsor, Colorado
Engineer responsible for provided design -engineering services for the Town of
Windsor for three parks ranging in size from 1 to 90 acres. Services included parking
lot design, grading of soccer and baseball fields, stormwater and utility system design
and coordination with Town staff and other consultants. Eastman Park design plans
include roadway widening plans for adjacent portions of Eastman Park Drive.
Timber Ridge Subdivision, Severance, Colorado
Project Manger responsible for the preliminary design of this 174-acre residential
development. Final design plans for the subdivision have been completed for the
first two phases of construction. North Star Design is responsible for providing
construction inspection of utility installation on these projects.
Windsor Charter School, Windsor, Colorado
Engineer responsible for the site design for a new school building for the Windsor
Charter Academy included design of the adjacent street, storm facilities and water
and sewer mains.
Poudre River Ranch, Phase 3, Greeley, Colorado
Project Manager on this 115-acre development that includes single-family homes,
condominiums, patio homes and commercial property. This development is adjacent
to the Poudre River and issues related to the proposed regional trail, floodplain,
stormwater quality, and existing buffers and easements were coordinated throughout
the design. Approximately 3 miles of Arterial, Collector and Local street design was
included with this project.

Project Manager responsible for the grading, drainage, utility and street design for a
proposed apartment complex. Approximately 1800 feet of Timberline Road is

Thunder Mountain Harley Davidson, Loveland, Colorado
Project Manager responsible for the grading, drainage and utility design of a 14-acre
commercial development at I-25 and Crossroads Boulevard. The motorcycle
dealership and service facility will be constructed with this project. Three additional

includes the design of auxiliary lanes on existing Crossroads Boulevard, the design of
a new Major Collector street which will ultimately replace the interstate frontage
road, as well as a conceptual layout of the ultimate ramp and roadway configuration.
Eagle Cliffs Subdivision, Fort Collins, Colorado
Project Manager responsible for grading, drainage, public street and utility design of
a 10-acre residential subdivision (single family detached and attached).
Fort Collins Railroad Crossings, Fort Collins, Colorado
Project Engineer responsible for providing the City of Fort Collins Engineering
Department with preliminary horizontal design for five railroad crossings
throughout Fort Collins. Interim and ultimate roadway configurations were
considered at several sites. This information was then available for PUC permitting

and project budgeting. Assisted in the preparation of final construction drawings for
two of the crossings.
Harmony Road (SH 68) Corridor Projects, Fort Collins, Colorado
Project Engineer responsible for the design of the widening and median
improvements for several projects on Harmony Road. Two of these projects are
improvements related to adjacent commercial developments which include interim
and ultimate plans for widening and median design as well as coordination with
CDOT for Access Permits and Access Line revisions. Additionally, Project
Engineer responsible for design of bike lane improvements for the City of Fort
Collins for approximately 2.5 miles of Harmony Road which had no bicycle
facilities. Other responsibilities along the Harmony Road Corridor include the
construction staking setup for the Harmony Road and I-25 Interchange Project.
Timberline Bike Lanes, Fort Collins, Colorado
Project Engineer responsible for providing the City of Fort Collins with preliminary
and final design plans for the widening of Timberline Road for bicycle facilities
between Willow Springs and Trilby Road.
City of Fort Collins AutoCAD Training
Providing AutoCAD and related computer training to the City of Fort Collins
Engineering Department. Training included basic drafting for design and survey,
survey reduction, and roadway and utility design. In 2003, similar training was
provided to the Park Planning and Development Department.
North Boise Avenue Extension, Loveland, Colorado
Project Engineer responsible for providing alignment alternatives to the City of
Loveland for the extension of North Boise Avenue to County Road 11 C as well as its
intersection with East 371h Street. Preliminary horizontal and vertical design was
provided because of sensitive environmental areas adjacent to the proposed road.
Consideration was also provided for the adjacent property that will be developed as a
residential subdivision.
Eisenhower Blvd. (SH 34) Horizontal Layout, Loveland, Colorado
Project Engineer responsible for alignment and roadway configuration
alternatives for approximately 2 miles of Eisenhower Boulevard. Services were
provided to the City of Loveland for ultimate roadway planning purposes.
Walnut Street Reconstruction, Boulder, Colorado
Project Engineer responsible for roadway design plans for approximately 1000 feet
of unimproved collector street. Services were provided for the City of Boulder and
included preliminary layout, public meeting participation, final plan, profile and
cross section design, bike lane connections, and the resolution of drainage issues.
I-70 at Hidden Valley, East of Idaho Springs, Colorado
Project Engineer directly involved with the geometric design (horizontal and vertical)
of an interstate highway interchange. This project also included the design of
ramps, acceleration and deceleration lanes; grading; cross sections; construction
staging plans; and final signing, striping and barrier plans.
