SCOPE OF WORK
for
OLD TOWN BASIN
SELECTED PLAN OF IMPROVEMENTS
I. GENERAL
A. Background
The Old Town Basin is located in north -central Fort Collins, Colorado, and is characterized as the
area between the Cache la Poudre River on the northeast, the West Vine Basin on the northwest,
the Spring Creek Basin on the southeast and south, and the Canal Importation Basin and Larimer
County Canal (LCC) No. 2 to the west. The basin encompasses 2,120 acres, including
approximately 400 acres on the Colorado State University campus. For all practical purposes, the
basin is entirely urbanized with primarily residential and commercial development; however, land
use also includes the main CSU campus, parks, open space along the Poudre River, parks, and
isolated areas of industrial development.
B. Purpose
Recent hydrologic and hydraulic modeling of the basin, including floodplain mapping, was
completed by Anderson Consulting Engineers, Inc. as documented in the May 2002 reports, "Old
Town Basin Master Drainage Plan, Baseline Hydrology and Baseline Hydraulics." The Problem
Identification phase of the Old Town Creek Basin Master Drainage Plan was completed in May
2002. Conceptual alternatives were formulated and evaluated for the basin as documented in the
July 2002 report. A detailed feasibility evaluation of specific conceptual alternatives was
completed and documented in a draft report dated December 2002. The current phase of the
master planning effort includes the documentation of the selected plan of drainage improvements
for the Old Town Basin, and formulation and evaluation of an alternative system of
improvements within the basin based on the 50-year event.
II. TECHNICAL EVALUATION OF THE SELECTED PLAN
Alternative No. 3 from the alternatives feasibility analysis will be modified to create the Selected
Plan of Improvements. These modifications will include: (a) revisions to the Oak Street Outfall
extension to accommodate the addition of a storm sewer lateral along Shields Street from
Mountain Avenue to Laporte Avenue; (b) replacement of the Maple Street Lateral with a storm
sewer along Cherry Street from the Howes Street Outfall west to Grant Avenue, including laterals
to serve Maple Street; and (c) identification of an alternative to the currently proposed storm
sewer in the vicinity of Mulberry Street and Riverside Avenue.
In addition to the conceptual design of the improvements/modifications identified above, all
technical analyses conducted as part of the alternatives feasibility analysis will be completed for
the Selected Plan of Improvements. These analyses will include: (1) hydrologic modeling of the

basin with the Selected Plan of Improvements; (2) hydraulic analyses of the affected flow paths;
(3) evaluation of flood damage reduction; (4) preparation of project costs; and (5) a benefit -cost
analysis.
III. SELECTED PLAN OF IMPROVEMENTS
A. Written Summary
A written summary will be provided which will clearly describe the following:
1. The components of the selected alternative including:
(a) structural improvements (approximate sizes and types of improvements);
(b) water quality/habitat enhancement and groundwater issues;
(c) development criteria for undeveloped and redeveloping land (i.e., on -site detention
requirements, water quality requirements); and
(d) floodplain criteria, if unique to the basin;
2. A discussion of issues associated with impacts to compensatory storage in the basin;
3. A discussion of issues associated with operation and maintenance aspects of the selected
plan of improvements;
4. Recommendations for the installation of additional flood warning gages, either in
proposed project areas of other locations within the basin;
5. A discussion of any deviations from City criteria or requirements;
6. A description of any required phasing of improvements in the basin as well as any
isolated improvements (major or local improvements) that could be implemented
independent of other improvements;
7. A summary of costs associated with the selected alternative by improvement areas
divided into the following:
(a) construction costs;
(b) right-of-way costs;
(c) design and administration costs; and
(d) contingency costs;
8. An explanation of the benefit -cost analysis, including project life and interest rates used;
and
9. An explanation of which indirect and/or intangible benefits/costs were considered and
how or if dollar values were assigned;

B. Tabular Presentation of Results
Tables will be provided in the documentation to summarize the following information:
1. Estimated capacity of proposed storm sewers; and
2. Existing street flows versus estimated street flows assuming improvements are in place.
C. Maps, Drawings, and Illustrations
Maps, drawings, and illustrations will be provided in support of the written summary. The maps,
drawings, and illustrations will be presented such that they are legible when reproduced in a black
and white, 11" x 17" format. The drawings will be prepared in AutoCAD per the Master
Planning map standards. It is noted that for this phase the maps, drawings, and illustrations will
not be converted to a GIS format. The maps, drawings, and illustration will provide, at a
minimum, the following information:
1. The selected plan's components and the extent of existing condition flooding for the 100-
year event flows;
2. Approximate locations where the existing floodplain will be reduced when projects are
built (not residual floodplain mapping), while damages will likely be reduced in these
areas damages will not necessarily be eliminated; and
3. Typical cross sectional information and details (e.g. street cross sections with proposed
storm sewers and existing sanitary sewers.
D. Submittal of Documents
1. The summary will be submitted in a three-ring binder(s). Two (2) draft copies of the
Selected Plan Summary will be submitted to the City of Fort Collins for review.
2. After review and acceptance of the draft submittal of the Selected Plan Summary, two (2)
copies of the completed final submittal of the Selected Plan Summary will be provided to
the City for further distribution.
3. All text, tables, maps figures, etc. will be included on CD-R and will be submitted along
with the final submittal of the Selected Plan Summary.
E. Technical and Backup Documentation
1. All technical and backup information similar to that prepared during the Feasibility
Alternatives phase of this study will be prepared for the selected alternative and provided
with the Selected Plan Summary.
2. All documents, drawings, plans, reports, studies, surveys, maps, photographs,
photographic negatives, specifications, work notes, worksheets, data and other materials

prepared, made, compiled or used by the Professional hereunder, whether finished and
completed or not, shall be the property of the City and may be reproduced, distributed
and published in whole or in part without permission or any additional payments or fees
to the professional or others. Upon completion of services provided for hereunder, or
upon termination of this Agreement, said documents, drawings, plans, reports, studies,
surveys, maps, photographs, photographic negatives, specifications, work notes,
worksheets, data and other materials, whether finished and completed or not, shall be
delivered to the City by the Professional, and organized in such a manner as to permit it
to be easily identified.
F. Schedule
1. The schedule for the completion of the work is indicated below; tasks are referenced to
the project budget (Exhibit B):

• Task 2 50-Year Plan of Improvements 04/17/2003
2. The Professional shall submit work called for to the City for written approval by the City.
The City will provide approval or the reason for the lack thereof, within forty-five (45)
days after each submittal.
3. The Professional shall provide a progress report on budget and schedule on a weekly
basis.
4. Prior to the City furnishing such approval to the Professional, the City will obtain as
applicable, comments from any other parties to this Agreement.
G. Documentation
The City will appoint a Project Manager who shall represent the City in matters related to the
work under this Agreement. The Professional shall identify key staff for the Agreement. It shall
be the Professional's responsibility to document all meetings and telephone conversations
between the Professional and any representatives of the City and, within three (3) days, deliver
documentation to the City Project Manager.
H. Quality Control
It is understood and agreed that all work performed under this Agreement shall be subject to
inspection and approval by the Stormwater Division of the City of Fort Collins, and any maps or
data not meeting the specifications set forth in the Agreement will be replaced or corrected at the
sole expense of the Professional. The Professional will meet with the City staff monthly and will
be available for public hearings and/or presentations.

IV. 50-YEAR PLAN OF IMPROVEMENTS
Analyses will be performed to develop a plan of improvements based on the 50-year event
utilizing improvement components similar to those described in the Selected Plan Summary.
Since the Selected Plan of Improvements does not provide 100-year protection for the basin, this
analysis will focus on leaving approximately the same discharge in the street during the 50-year
event as would be left in the street during the 100-year event with implementation of the Selected
Plan of Improvements.
A. Formulation of the 50-Year Plan of Improvements
A plan of improvements will be formulated based on the 50-year event within the Old Town
Basin. This plan will parallel, to the extent possible and applicable, the selected plan of
improvements. This analysis will focus on leaving approximately the same discharge in the street
during the 50-year event as would be left in the street during the 100-year event with
implementation of the Selected Plan of Improvements.
B. Hydrologic and Hydraulic Analyses
Hydrologic models will be prepared for the 10-, 50- and 100-year events assuming fully
developed conditions and implementation of the 50-year drainage improvement plan, with
upstream Master Plan improvements. The hydrologic models will be used to evaluate the
operation of the 50-year improvement plan for a range of rainfall events. Hydrologic conditions
will be defined for the 10-, 50- and 100-year events, including discharge profiles within the Old
Town Basin.
The 10- and 100-year hydraulic analyses will be revised to reflect the 50-year plan of
improvements. Water surface profiles will be defined for the two return periods.
C. Benefit/Cost Analysis
A benefit/cost analysis for the 50-year plan of improvements will be conducted. Residual
damages will be determined for the 10- and 100-year events using the depth -damage spreadsheets
developed as part of the Problem Identification Phase. The analysis will include the following:
Benefits (Direct and Indirect) — Flood damages will be prepared for each frequency storm
event after the proposed project utilizing the damage spreadsheets. Indirect damages for
each frequency storm event after the proposed project will also be determined. Expected
annual damages will be calculated and a present worth determined. Project benefits will
be calculated by subtracting the "Post -Project' direct and indirect damages from the
existing direct and indirect damages calculated in the Problem Identification Phase.
2. Costs — The costs for the 50-year plan of improvements will be determined. All
calculations, quantities, and unit costs will be documented and included in the technical
appendix. The format of the cost estimate will be identical to that used in the alternatives
feasibility analysis.

3. Benefit/Cost Ratio — The benefit/cost ratio will be computed based on only the projects
that reduced damage to structures. All other costs will be listed by not included in the
benefit/cost ratio.
D. Documentation of the 50-Year Plan of Improvements
A written description of the 50-year plan of improvements will be provided in a report including
pertinent documentation associated with the hydrologic, hydraulic, and benefit/cost analyses. The
report will be submitted separately from that of the Selected Plan Summary.
