Written proposals, five (5) will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. Proposals will be received before 3:00 p.m. (our clock), October 15, 2002. Proposal No. P-861. If delivered, they are to be sent to 215 North Mason Street, 2"d Floor, Fort Collins, Colorado 80524. If mailed, the address is P.O. Box 580, Fort Collins, 80522-0580. A pre -proposal meeting will be held on October 1, 2002 at 10:00 am at 215 N Mason, room 2 A, Ft Collins to discuss the scope of work and the City's expectations for the project. A copy of the Proposal may be obtained as follows: 1. Call the Purchasing Fax -line, 970-416-2033 and follow the verbal instruction to request document #30861. (The proposal number must be preceded by a 30 when using the Fax -line.) 2. Download the Proposal/Bid from the Purchasing Webpage, www.fcgov.com/purchasing. 3. Come by Purchasing at 215 North Mason St., 2"d floor, Fort Collins, and request a copy of the Bid. The successful firm/team will thoroughly address all of the tasks, issues, and products identified in their proposal, possess the requisite skills necessary to complete the project on time and within the established budget, and be motivated to work with City staff, citizens, and affected agencies to accomplish the goals and objectives associated with this project. The budget for this project is sufficient to cover the costs to perform the tasks necessary to complete this project. Tasks are outlined in the attached preliminary scope of work. The work program for the design and construction drawings for the improvements will be structured based upon annual local and state funding commitments. Should the anticipated local and/or state funding fluctuate or be delayed, the City reserves the right to adjust this scope of work. The successful firm/team will thoroughly address all of the tasks, issues, and products identified in their proposal, possess the requisite skills necessary to complete the project on time and within the established budget, and be motivated to work with staff, citizens, and governing bodies to accomplish the goals and objectives associated with this project. This project is partially funded by Federal sources. The contract goal for UDBE participation in this Contract will be met with certified DBE's who have been determined to be underutilized on professional services contracts. At this time, all DBE's are considered to be UDBE's. The UDBE goal for this project has been established as 10 percent. O'Neill II, CPPO, FNIGP E iW- ctor of Purchasing & Risk Management 2 Request for Proposals CITY OF FORT COLLINS WEST ELIZABETH STREET BIKE LANES & STREETSCAPE IMPROVEMENT PROJECT P-861 Introduction: The City of Fort Collins is seeking professional consulting services to conduct the design and engineered construction drawings for the W. Elizabeth Street bike lane and streetscape improvement project. The W. Elizabeth Street project is funded by the City's Building Community Choices'/4 cent sales tax (Pedestrian Plan funds) as well as Congestion Mitigation & Air Quality (CMAQ) funds provided by a grant through the North Front Range Transportation & Air Quality Planning Council (NFRT&AQPC) and the Colorado Department of Transportation (CDOT). All work associated with this project will need to meet City, and necessary CDOT requirements. Project Backqround: The concept of street improvements along West Elizabeth Street began as part of the Campus West Community Commercial District Planning Study Report, completed in December of 2001. This project involves bike and pedestrian improvements for W. Elizabeth Street between City Park Avenue and Shields Street. Many inadequacies were identified in the report regarding the street's existing conditions. Issues range from narrow bike lanes, substandard sidewalks and driveways, to stormwater runoff concerns. Currently, West Elizabeth Street is less than 60 feet from curb to curb in this stretch, with an 80- foot right-of-way — much smaller than current City Standards for arterial streets. The above mentioned report on Campus West identifies a special standard tailored to the area that calls for 67 feet from curb to curb in a 98-foot right-of-way (ROW). Currently, bike lane widths in this area vary from four to five feet, including the gutter and asphalt seam. This creates a marginal safety condition for the large number of cyclists going to and from the adjacent Colorado State University campus, local businesses, and nearby residences. Bicycle traffic counts on the street average 1,000 daily trips during the CSU school year. The report calls for the installation of seven -foot concrete bike lanes integrated with new curb and gutter. The report also recommends new sidewalks with street trees, streetlights, and related streetscape elements. The bike lane improvements for this project are to be funded by CMAQ funds and therefore must be designed per CDOT requirements. However, this project is being planned in conjunction with funds from the City's Pedestrian Planning budget, which will fund the sidewalk and streetscape improvements between City Park Avenue and Shields Street. The City of Fort Collins is committed to developing this stretch of W. Elizabeth Street as an aesthetically appealing public space. The project will require multi -agency coordination, including the Colorado Department of Transportation, North Front Range Transportation & Air Quality Planning Council, Colorado State University (CSU), and multiple City departments. 3 III. Consultant Selection Process & Project Schedule Project Design and engineered construction plans — September 2002 through April 2003 The successful consultant firm/team will need to work with the City and other agencies involved in this project to further refine the project schedule in order to meet strategic timelines and milestones associated with the local and state funding processes. If the project can be accelerated, that would be preferred. IV. Organization The City will have the following organizational structure for the W. Elizabeth Street Bike Lanes and Streetscape Improvement Project: Project Director: Randy Hensley, Transportation Planning & Parking Manager Project Manager: Thomas Reiff, Transportation Planner Active Key Staff: City staff representing Transportation Services Administration, Transportation Planning, Engineering, Community Planning & Environmental Services, and Stormwater will be actively involved throughout the project. Other Staff.- City staff representing Transfort, Traffic Operations, Streets, Utilities, Parks & Recreation, as well as from other City departments and agencies. Consultant firm/team: Key personnel from the selected firm/team will work collaboratively with the primary team(s). These teams will need to include both staff and public involvement members. Monthly progress reports will need to be provided by the consultant firm/team to the City throughout the project. Once the design project is complete, the City's Engineering Department will assume the lead role in the bid and construction phase of the improvements. V. Scope of Work The following is an outline of a general scope of work. The consultant firm/team should expand each of the tasks listed below. Additional tasks that the consultant firm/team determines necessary to assure a good product should be added to this list. Also, include examples of demonstrated experience by the firm/team for these items: 1. Mapping and data collection including complete survey data for areas impacted by bike lane and sidewalk improvements. 2. Analysis of the ROW and relevant area along W. Elizabeth Street from Shields Street to City Park Avenue, for potential opportunities and constraints that may affect the bike lane and sidewalk improvements. Items that need to be included are: ownership, easements, utilities, stormwater flows, existing development, and associated fixtures, such as signage and sprinkler systems. 3. Creation of a complete set of design plans, and renderings / photo simulations. These simulations need to show existing conditions and depict the area after the proposed bike lane and streetscape improvements. Consultants shall develop and evaluate alternatives 4 for urban design elements such as sidewalk treatments, street furnishings, and thematic architectural elements. The sidewalk and streetscape system will be flexible enough to allow incremental completion and adjustments related to future redevelopment on adjoining properties. All design work should be based upon the applicable requirements and guidelines found in the following reports: • City of Fort Collins "Campus West Community Commercial District Planning Study Report" December 2001. • City of Fort Collins "Larimer County Urban Area Street Standards" 2001 • City of Fort Collins "Pedestrian Plan" 1996 • City of Fort Collins "Bicycle Program Plan" 1995 • Elements of Fort Collins' Stormwater regulations for this area • Latest edition of the American Association of State Highway Transportation Officials (AASHTO) manual • Colorado State's Roadway and Bridge Design Manuals and Standard Specifications for Road and Bridge Construction 4. Provide two complete sets of engineered construction plans and bid documents. One set of drawings to address the on -street bike lane plans and specifications, including curb and gutter, which will be funded by CMAQ funds and needs to be completed to CDOT requirements. The second set of drawings shall address phase one of the sidewalk/streetscape plans and specifications to City requirements. These improvements will be funded with Pedestrian Plan funds. Construction plans will be reviewed at 50% and 90% completion. Final plans should to be finished by April 2003. Construction is anticipated to begin in conjunction with the City's street overlay project for W. Elizabeth Street. 5. Design will match existing development in line and grade so as not to create drainage or accessibility conflicts. 6. Particular design attention needs to be given to Americans with Disabilities Act requirements as it pertains to pedestrians and transit riders, the needs of the elderly, public safety and security. 7. Develop a project capital cost estimate for the bike lane, curb and gutter, and sidewalk/streetscape improvements that includes street furniture, landscaping, and a recommended phasing/prioritization plan. 8. Participate in the development and implementation of a public relations campaign and involvement process throughout the course of the project. This community outreach process will include a wide variety of potentially affected interests or interested parties, such as multiple City departments, City's Transportation Board, City Council, City's Planning and Zoning Board, Fort Collins' Commission on Disabilities, CDOT, North Front Range Transportation & Air Quality Planning Council, CSU, area residents, property/business owners, Chamber of Commerce, civic organizations, and the general public. This process needs to be supported, at a minimum, with graphics, photo/visual simulations, public mailings, presentation materials, press releases/media events, written materials, and attendance at numerous public meetings. Attendance by the consulting firm/team representative(s) should be anticipated at key public meetings/events, such as open houses. 5 The City will lead the public involvement and outreach element, provide aerial mapping, all necessary plat information, and all background data that was accumulated and developed during the previous planning efforts. These criteria will be the basis for review of the written proposals and interview session. The rating scale shall be from 1 to 5, with 1 being a poor rating, 3 being an average rating, and 5 being an outstanding rating.
