RESTAURANT/SNACKBAR CONCESSIONAIRE
PROPOSAL NO. P-869
The City of Fort Collins is hereby requesting proposals for a contractual food and
beverage concessionaire to operate the Restaurant/Snack Bar Concession at the
Collindale Golf Course, 1441 E. Horsetooth Road., Fort Collins, CO 80525 for the year
2003 with possible annual renewal options for the years 2004 through 2007; with a
possible extension of the original five-year term for up to five additional years if
performance is satisfactory and subject to City Council approval.
Sealed proposals (6 copies) will be received at the office of the Director of Purchasing
and Risk Management, 215 N. Mason Street, 2"a floor, Fort Collins, CO 80521, (P.O.
Box 580, Fort Collins, CO 80522 if mailed), until 2:00 p.m. (our clock), December 4,
2002. Proposal No. P-869.
Completion of our written proposal questionnaire and annual payment schedule statement
to the City shall accompany any proposal to be considered properly executed.
There will be a pre -proposal meeting on November 21, 2002, at 10:00 a.m. at the
Collindale Golf Course Temporary Pro Shop Trailer, 1441 E. Horsetooth Road, Fort
Collins, CO 80525 to inspect the premises and answer any questions which may arise.

The City of Fort Collins reserves the right to accept or reject any and all proposals and to
waive any irregularities or informalities.

SPECIFICATIONS
Included in the "Request for Proposals" package is a copy of a draft Agreement that the
Concessionaire and the City will sign. All of the elements of the agreement are
considered as part of the specifications for the proposals requested. This specification
sheet amplifies the major provisions of the Collindale Concession operation, as well as
defines and provides clarification of several specific points.
1. The concessionaire and the City shall sign an agreement which will grant to the
concessionaire the operation of the Collindale Golf Course Restaurant/Snack Bar
concession space area. The duration of the agreement will be for the calendar
year 2003 with four possible renewal options (if desired by both parties) for the
calendar years 2004, 2005, 2006, and 2007; with possible extensions of the
original five-year term for up to five additional years if performance is
satisfactory and subject to City Council approval.
2. The concession area must be opened for business from 6:30 a.m. to sundown
daily at a minimum for the months of April, May, June, July, August, and
September; and from 10:30 a.m. to 4:30 p.m. daily at a minimum during the
months of October, November, December, January, February, and March.
However, the concessionaire shall not be required to operate the concession when
the golf course is closed due to bad weather or other reasons. Any other hours of
operation will be mutually agreed upon between the concessionaire and the
Manager of Golf. Breakfast, lunch, and dinner services are all equally important.
3. The concessionaire operator must have been in this type of business for at least
two (2) years within the past five (5) years, or have sufficient other similar past
experience to satisfy in the judgement of the committee to meet this requirement.
4. The financial condition of the concessionaire must be of such standing that
adequate staffing, supplies, and appropriate operational permits as necessary can
be purchased/obtained in order to open the concession space area for full business
no later than April 1, 2003. The concessionaire must obtain and pay for all
licenses and taxes necessary for the operation, and must obtain a Hotel -Restaurant
with Optional Premises Liquor License for alcoholic beverage sale and
consumption. The premises is defined as the Golf Clubhouse and Patio, and the
Golf Course grounds of the Collindale Golf Course. The Concessionaire shall also
provide and pay for any Worker's Compensation, Social Security withholding,
payroll taxes, Possessory Interest Tax, and/or any other taxes that might be
required by government authorities. Tangible proof of financial ability will be
required if you are interviewed.
5. Insurance Requirements.
A. The concessionaire will provide from insurance companies, acceptable to
the City, the insurance coverage designated hereinafter and pay all costs.

The concessionaire also indemnifies the City. Before commencing work
under this Request for Proposal, the concessionaire shall furnish the City
with certificates of insurance showing the type, amount, class of
operations covered, effective dates and date of expiration of policies, and
containing substantially the following statement:
"The insurance covered by this certificate will not be canceled or
materially altered, except after ten (10) days written notice has been
received by the City."
In case of the breach of any provision of this requirement, the City, at their
option, may take out and maintain, at the expense of the concessionaire,
such insurance as the City may deem proper and may deduct the cost of
such insurance from any monies which may be due or become due to the
concessionaire under this agreement. The City, its officers, agents, and
employees shall be named as additional insured on the concessionaire
"general liability" insurance policy for any claims arising out of work
performed under this agreement.
B. Insurance coverages shall meet the following insurance limits:
1. $150,000 -- Liquor Liability
2. $1,000,000-- Commercial General Liability with
Combined Single Limit

3. Statutory -- Workers' Compensation Coverage A
4. $100,000/$500,000/$100,000 -- Workers' Compensation
Coverage B
5. $1,000,000 -- Products Liability
In the event any work under this agreement is performed by a sub-
contractor, the concessionaire shall be responsible for any liability directly
or indirectly arising out of the work performed under this agreement by a
sub -contractor, which liability is not covered by the subcontractor's
insurance.
6. The concessionaire shall control the conduct and demeanor of its agents and
employees. Upon objection from the City concerning conduct or demeanor of
any such person, the Concessionaire shall immediately take all lawful steps to
address or remove the cause of the objection. Also, if the City so requests, the
Concessionaire agrees to supply and require its employees to wear suitable attire

and to wear or carry badges or other suitable means of identification, the form for
which shall be subject to prior and continuing approval of the City.
7. The Concessionaire acknowledges and agrees that certain services provided by
the Concessionaire will require that employees, agents, and volunteers of the
Concessionaire act in positions of trust which will entail the handling of and
accounting for funds of the City and City property, or direct contact with youth
and other members of the general public. Accordingly, the Concessionaire agrees
that all employees, volunteers, and other representatives or agents of the
Concessionaire in positions of trust, as defined, shall be screened using the City's
contractual background screening procedure, with such costs associated with said
screenings to be fully paid by the Concessionaire.
8. The personal conduct of the Concessionaire and its staff has a direct impact on the
quality of performance. Unacceptable personal conduct/behavior by the
Concessionaire, as defined, can result in immediate or early termination of the
Agreement, as also defined.
9. The Concessionaire must maintain an adequate stock of supplies on hand for all
occasions as needed to supply the golfers' needs. The primary purpose of the
concession area is to provide a service to the golfers. Creative thinking people
who will be there, be open, and be ready are important to the success of this
operation. Also, cooperation with the Golf Professional is an essential element of
this operation.
10. The Concessionaire shall keep and maintain proper business records concerning
every aspect of the concession operation, and employee management, including
expenses and receipts. All records, including Income Tax Records are to be open
for inspection and audit by the City. Also, the concession operator must submit to
the City complete operation records at the close of each operating season showing
all expenses and gross income.
11. "Gross Sales" includes all revenues received by the concessionaire for performing
the concession service, except sales tax.
12. The City pays for all trash and recycling removal services, utilities, Clubhouse
security system, and telephones at the Collindale Golf Course. The City pays for
the telephone(s) installed in the restaurant/snack bar, as well as the monthly
operating bills. The concessionaire shall reimburse the City monthly for the cost
of all long distance and local calls made on the phone(s). The City shall provide
the concessionaire an itemized copy of said monthly long distance and local
phone bills.
13. The concessionaire shall submit to the City for review a list of all prices and items
which are to be sold at the concession area. Prices and items may be changed or

increased periodically, but any and all changes/increases must be reviewed by the
Manager of the Golf Division.
14. Smoking instruments and tobacco products of any kind will not be sold at the
restaurant/snack bar, clubhouse, or on the course. Smoking is not permitted in
any areas of the clubhouse.
15. The operation of the concession granted under the agreement shall, at all times,
conform with all applicable State and Federal laws and regulations, and municipal
ordinances, as well as all rules, regulations, policies, and procedures as adopted
by the City of Fort Collins, or any of its Boards, Services Areas, Departments, or
Divisions having jurisdiction over golf courses.

PROPOSAL QUESTIONNAIRE INFORMATION/RATING CRITERIA
Attached you will find the 'Proposal Questionnaire." You will need to answer all six questions
on one side of 8 1/2" x 11" paper only, per question. We have determined that you must answer
each question with no more than one page per answer per question. Please try to answer each
question in sufficient detail, noting that we are interested in the quality of your answers, not just
the quantity. In addition to the six pages, you may also provide one 8 1/2" xI V supplemental
page (one side only) to provide additional information or to further answer any of the six
questions which you could not do within the one page limitation.
You may also attach a copy of your resume if you desire which does not count against your page
limitations.
If you are selected for an oral interview, you will need to bring to the interview a copy of
tangible proof of your financial ability to perform as the Collindale Restaurant/Snack Bar
Concessionaire, as well as your ability to secure acceptable insurance coverage as required. You
will need to provide the Manager of Golf with at lease three (3) references prior to the interview
that we may contact regarding your qualifications. The City will also conduct a background
screening procedure on the finalists and you will need to provide a signed authorization form to
allow that screening to proceed.
Review and Assessment
Respondents will be evaluated on their written answers to the attached six questions. A rating
scale shall be from 1 to 5, with 1 being a poor rating, 3 being an average rating, and 5 being an
outstanding rating. Each of the six questions shall have a "weighting factor" of either 1.0, 2.0,
3.0, or 4.0 as we have determine, meaning that the maximum total of points to be achieved from
the six questions is 80 points. In addition, we have assigned a 4.0 "weighting factor" to the
Annual Payment Schedule Statement To the City, meaning it has a maximum total of 20 points
(also on a 1 to 5 scale) by itself. Therefore, the maximum grand total of points to be achieved is
100 per Rater.

SUBJECT: Policy Statement on Golf Staff Usages at City Golf Courses
PURPOSE: Establish and Revise Procedure and Guidelines for Eligible Golf Division Staff for Usage
of City Golf Courses and Golf Cars
EFFECTIVE DATE: July 1, 1995 (Amended January 1, 1998)
STATEiIgNT OF POLICY:
Cultural, Library, and Recreational Services staff who work within the Golf Division are eligible for
free or low-cost usage of City golf courses and City golf cars as follows:
I. All Golf employees, whether paid or unpaid volunteers, who currently work within the City
Golf Division, or are between work seasons, are covered by this policy. This includes both
permanent and hourly/seasonal City of Fort Collins Golf employees, employees who are
employed by the Golf Professionals, and employees employed by the Snack Bar
Concessionaires. These employees may play rounds of golf and may use City golf cars, and
either not pay fees, or pay discounted fees, as appropriate.

Golf Play Usage shall be as follows:
A Employees who nom>z11y work 30 hours or more per week have no restriction on the number
of frew rounds of golf played per week at the specific golf course where they work. Employees
who normally work 29 hours or less per week are limited to up to three (3) facet rounds of golf
played per week or up to 15 &Wrounds of golf per calendar month at the specific golf course
where they work, per specific site policies, or as approved by the Manager of the Golf Division
on a per site basis. All employees, however, will pay normal tournament fees to participate in
tournaments.
B. Employees may play one (1))jx Ground of golf per month at both of the other two City golf
courses where they do rot work. However, if practicing for a City sponsored or co -sponsored
tournament to be played at the other golf course(s), employees may play faze practice rounds
of golf at the other courses) within their regular number of rounds allowed per week one week -
prior to the tournament. The employee's supervisor is responsible for notifying the host Golf
Professional.
C. Employees are allowed to make advance tee time reservations or be a part of someone else's
reservation utilizing the same tee time reservation procedure approved for all golfers.
Employees will sign the Daily Registration form as "stab," noting 9 or 18 holes, and may also
as be ked to sign a log book provided by the Golf Professional for management purposes.
3. Golf car usage shall be as follows:
A. Full T:melPerniane^tfSupervisory employees, as defined by the Manager of the Golf

of golf cars are avaiiabie as per the jud=errent of the Golf Professional. For tournaments,
leagues, or at the other :wo courses where they do not work, golf cars maybe rented by Elie

available, per the judgement of the Golf Professional. Non -employees riding with an employee
may ride at no charge, but will pay their fu1150 percent share or the other one-half balance of
the appropriate golf car rental rate when the employee is charged.
B. Full Time/Seasonal employees, as defined by the Manager of the Golf Division, who
normally work 30 hours or more per week, may use golf cars at no charge at the course where
they work on weekdays only, if a reasonable number of golf cars are available as per the
judgement of the Golf Professional. For weekends, holidays, tournaments, leagues, or at the
other two courses where they do not work, golf cars may be rented by the employee at the 50
percent 9 or 18 hole discount rates, if a reasonable number of golf cars are available, per the
judgement of the Golf Professional. Non -employees riding with an employee will pay their full
50 percent share or the other one-half balance of the appropriate golf car rental rate at all times.
C. Part Time/Seasonal employees, as defined by the Manager of the Golf Division, who
normally work 29 hours or less per week, may rent golf can at the 50 percent 9 or 18 hole
discount rates at all times, if there are a reasonable number of golf cars available as per the
judgement of the Golf Professional. Non -employees riding with an employee will pay their full
50 percent share or the other one-half balance of the appropriate golf car rental rate at all time.
D. Two employees (in a group of three or four players) who get free or discounted golf cars,
should ride in one golf car together, as two free or discounted golf cars should not be taken with
the expectation of having non -employees or part time employees riding for free or discounts.
E. All employees may use a golf car free of charge at all times at the course where they work
if they are also policing the course, observing course conditions, rangering, or as per the
judgement of the Golf Professional. All employees who use a golf car free of charge or at a
discount rate will be expe` ed to pick up trash on the course, report any problems, and generally
"marshaE' while on the course.
The above policy statements are subject to change at any time and are not to be considered as
guarantees, nor are they to be considered as a form of direct or indirect compensation. Any abuse
of these privileges may result in the loss of future privileges.

** Effective January 1, 1998, all Golf employees will pay the appropriate City
Surcharge fees (currently $1.00 on each 9-Hale Round and $2.00 on each 18-
Hole Round) to play regular golf.
Effective in 2002 the Surcharge Fees are $2.00 on each 9-Hole Round and $4.00
on each 18-Hole Round .

BACKGROUND INFORMATION
The City of Fort Collins is the owner and operator of the Collindale Golf Course located
at 1441 E. Horsetooth Road, Fort Collins, Colorado 80525. The Cultural, Library, and
Recreational Services (CLRS) area Golf Division administers Collindale Golf Course for
the City.
In connection with the operation of Collindale Golf Course, the City is constructing a
new bi-level clubhouse building which includes as a food and beverage restaurant/snack
bar concession space a full -service kitchen, bar, and wait area. The Clubhouse will also
have a private dining room, main clubroom, restrooms, common hallways, lounge and an
outdoor patio deck on the main floor of the building.
The City CLRS Golf Division desires to grant to a contractual food and beverage
concessionaire the use of the concession space for the purpose of offering quality food,
non-alcoholic beverages, licensed alcoholic beverages, and related services primarily to
golfers using Collindale Golf Course and, incidentally, to the public.
The City will award to an independent contractor an agreement to operate the Collindale
Restaurant/Snack Bar Concession on behalf of the City for the year 2003 with possible
annual renewal options for the years 2004 through 2007; with a possible extension of the
original five-year term for up to five additional years if performance is satisfactory and
subject to City Council approval.
The main purpose of this concession space is to provide quality food and beverage
services to our customers, the golfers who use Collindale Golf Course and who are the
ones paying for the new clubhouse building with their fees. The concession space and
Clubhouse is not necessarily intended to be a full -service type restaurant to the general
public, even though additional services may be deemed appropriate for the annual
operation of this concession. During the months of April, May, June, July, August, and
September, our golfers are the primary customers and they will not be displaced by any
non -golfer related activities or fimctions unless approved by the Golf Division Manager.
During the "off-season" from October through March, the concession space and
Clubhouse may be used for general public use purposes, but golfers will always remain
as the primary customers.
The Course/History
Collindale Golf Course itself was constructed by the City of Fort Collins and was opened
for play in 1971. Collindale is a regulation -size 18-hole municipal golf course, situated
on 167 acres. Collindale has a Men's Par of 71, and plays 7,026 yards from the back blue
tees rated 72.3 with a 127 slope, 6,403 yards from the white tees rated 70.0 with a 123
slope, and 5,728 yards from the gold tees rated 67.5 with a 114 slope; and is a Ladies' Par
of 73 playing 5,423 yards from the forward red tees rated 70.4 with a 126 slope, 72.2

Golf Carts are discounted for those golfers age 62+ during Non -Peak hours only, as posted; Individuals

physical/medical limitations, etc., at all times except Tournaments (unless exempted).

All RESTRICTED Annual Passes entitle the cardholder to play golf at both City Park Nine or Collindale as often
as desired and as the courses are available during Non -Prime Times only; and at SouthRidge during SouthRidge
Non -Prime Times only.
All UNRESTRICTED Annual Passes entitle the cardholder to play golf at both City Park Nine or Collindale as
often as desired and as the courses are available; and at SouthRidge during SouthRidge Non -Prime Times only.
Prime Time and Non -Prime Time
PRIME TIME hours at City Park Nine and Collindale, as based upon reserved/scheduled tee times, shall be
considered to be in effect during the months of May, June, July, and August through Labor Day, from 12 Noon on
Friday, all day Saturday, all day Sunday, all day on Holidays (Memorial Day, 4th of July, and Labor Day) , and
all day on Weekends in April (based upon course conditions) and September. All other times at City Park Nine
and Collindale shall be considered NON -PRIME TIME hours.
SouthRidge NON -PRIME TIME, as based upon reserved/scheduled tee times, shall be applicable daily during the
months of October through March, on Monday, Tuesday, Wednesday, and Thursday only during the month of
April; and on Monday, Tuesday, Wednesday, and Thursday (except Holidays) from 10:30 a.m. until 2:30 p.m.
during the months of May through September. All other times shall be considered PRIME TIME hours at
SouthRidge.
Surcharge Fees
The total Surcharge Fees for 2003 are $2.00 on each 9-Hole Round and $4.00 on each 18-Hole Round, and are
already included in Daily Green Fee Rates and Annual Pass Per Play Fees. Surcharge Fee Revenues will be used
for Golf Division Capital Outlay and debt service payments purposes only.

with a 133 slope from gold, and 76.2 with a 140 slope from white. Facilities include a
driving range, the Golf Academy of Northern Colorado at Collindale building, a golf cart
storage building (which may be converted to other uses in the near future), a residential
house (which may be converted to other uses in the near future), maintenance buildings,
a practice chipping green, practice putting green, and a new $2.65 million Clubhouse
building and parking lot scheduled to open in January, 2003.
In May, 2002, the original 32-year old 7,700 square foot, single floor, pre -fabricated and
sub -standard clubhouse building was demolished, and construction began on the new
14,683 square foot bi-level, "Colorado Lodge look", modern clubhouse building, and an
attached 1,200 square foot patio deck, on the same site. The new clubhouse includes a
full -service kitchen, 8-stool bar and lounge, restaurant and dining area, with seating for
up to 142 people (62 in the main clubroom and 72 in the private dining room), and the
outdoor patio deck facing south towards the course with seating for up to 50 people, and
restrooms, all located on the upper level. In addition, there is a snack bar window access
to the kitchen on the east side of the building from outside for quick food and beverage
services "at the turn."
The Pro Shop, which is operated and managed by our contractual golf professional, Jim
Greer, PGA, is also on the upper level, and has great visual access/control of the 1st and
loth tees and the 9th and 18th greens. In the lower level we have storage for up to 50
golf carts, limited women's and men's day -use lockers and showers, restrooms, a women's
lounge, and long-term locker rentals; as well as several storage and repair rooms. The
new 170-space parking lot is designed for multi -modal access accommodations. The
quality of the golf course at Collindale has always been very high, and now the new
Collindale Clubhouse building will add to that positive image and provide a total,
modem, full -service municipal golfing facility that our customers seem to desire and
deserve.
As previously noted, Collindale is a regulation -length 18-hole golf course. Since 1998,
an average of 57,078 total rounds of golf at Collindale have been played annually, with
60 percent of the rounds being 9-hole rounds and 40 percent being 18-hole rounds. 65
percent of the total rounds played annually have been by daily green fee golfers and 35
percent of the rounds have been played by annual pass golfers. These play statistic ratios
have remained fairly consistent over the years, although the number of annual pass
cardholders and the number of annual pass rounds played annually has been slightly
declining in recent years. Historically as many as 60,000 total rounds of golf per year
have normally been played at Collindale, but due to the construction of a replacement
irrigation system in 2000, and with the construction of our new clubhouse building and
parking lot this year, our total rounds played for 2000 through 2002 have been down
roughly 10 percent of expectation. We believe with the opening of the new Collindale
Clubhouse building and parking lot that our total number of rounds played for 2003
should again approach the 58,000 to 60,000 rounds figure.
The Concession and Revenues

The original Collindale Clubhouse building, which was demolished in May 2002, opened
in 1971, and our contractual food and beverage service has essentially operated as a
snack bar since its inception. The menu in the Collindale snack bar over the years has
included food products such as breakfast eggs, bacon, ham, sausage, biscuits and gravy,
breakfast burritos, omelets, hash browns, donuts, bagels, waffles, pancakes, etc. Lunches
such as hot dogs, hamburgers, sub sandwiches, hot sandwiches, wraps, steaks, chicken,
bar-b-que, French fries, chili, nachos, fruit, salads, etc., with generally the same menu
during the dinner hour. Beverages included coffee, tea, milk, juices, soft drinks, power
drinks, 3.2 beer, 3.2 wine coolers, and non-alcoholic beer, etc. In recent years the
contractual vendors have also operated between one -to -three food and beverage carts on
the golf course to service our customers with basically the same limited menu.
The existing contractual food and beverage concessionaire at Collindale, Wilcox
Incorporated, dba the "Collindale Caddy Shack," has served in that capacity since 1996
when an agreement was awarded through an RFP process similar to this one. That
agreement has been amended and extended twice after public processes, and by following
the City Purchasing Codes, through the completion of the new clubhouse building and the
awarding of a new agreement through this competitive procurement process RFP. It is
very difficult to directly compare the concession services and the revenues using the data
from the old concession operation as the new clubhouse building offers a more expanded
setting, but as a point of reference, we provide the following:
- In 1996 there were gross sales of $115,195 and the concessionaire bid to pay $17,500 to
the City with $12,000 of that amount as in -kind improvements and $5,500 was credited
for janitorial work, as bid.
- In 1997 there were gross sales of $113,441.45 and the concessionaire bid to pay
$15,500 to the City with $5,500 of that amount credited for bidded janitorial work.
- hi 1998 there were gross sales of $115,000 and the concessionaire bid to pay $16,500 to
the City with the $5,500 janitorial bidded credit.
- In 1999 there were $118,054.97 in gross sales and the concessionaire paid $11,000 to
the City and received $6,000 in janitorial credit.
- In 2000 there were $114,000 in gross sales and the concessionaire paid $11,500 to the
City and received $6,500 in janitorial credit.
- In 2001 there were $110,000 in gross sales and the concessionaire paid $12,000 to the
City and received $7,000 in janitorial credit.
- In 2002 the concessionaire projects gross sales of between $70,000 to $75,000 totally
from outdoor carts, vending machines, and an outdoor stand set-up during construction of
the new Collindale Clubhouse building. The agreed upon concession fee paid to the City
in 2002 is $4,800 in cash or in -kind payment.

Even though our SouthRidge Golf Course, which is also owned and operated by the City
and also utilizes a contractual vendor for food and beverage concessions, is different from
our Collindale Golf Course, it is possible to make a generalized comparison of potential
revenues as our new food and beverage service at Collindale will be somewhat similar to
SouthRidge. Over the past five years the gross revenues at SouthRidge have been
between $220,000 to $300,000 annually, with that concessionaire paying the City
approximately 10 percent of the gross in either cash or in -kind fees. The seating capacity
at our new Collindale Clubhouse will be greater than we currently have at SouthRidge,
though we currently do over 80 tournament events annually at SouthRidge, whereas we
plan to do no more than 25 such events annually at Collindale which again makes the
comparison difficult.
The City makes no representations or guarantees as to the accuracy of the revenue figures
as provided to us by our concessionaires.
The New Concession
We would still like to see many of the historical menu items previously noted above to
continue at the new Collindale Clubhouse Restaurant/Snack Bar Concession. Again, this
is a municipal golf course and our primary customers are our golfers. The window "at
the turn" operation should probably only provide quick and packaged items (with no
glass containers for beverages) and the lunch menu could probably be expanded to
include more items. At this new facility a dinner menu will probably also be appropriate.
The Concessionaire must furnish at least two (2) of their own beverage carts in order to
provide food and beverage services on the grounds of the course. The City will not allow
the usage of City Golf Carts for this purpose.
The Concessionaire must also assume and perform all janitorial/busing duties and
functions in the Concession Space as defined, as well as in other designated locations in
the Clubhouse. This includes the kitchen, office, storage areas, bar, wait area, private
dining room, main clubroom and lounge, main floor restrooms, main floor common
entrances and hallways, and the entire outdoor patio area. The main floor restrooms need
to be continually maintained every day in a high quality manner.
Liquor License
As previously noted above, we have historically operated at Collindale since the 1970's
with a 3.2 percent beer license. At our SouthRidge Golf Course, an integral element of
our Restaurant/Snack Bar operations has been the sale of full -service alcoholic beverages
(a Hotel -Restaurant liquor license with Optional Premises) which makes up a
considerable portion of the SouthRidge Concession gross revenues generated. At
Collindale we are currently in the process of applying to change our license to a Hotel-

Restaurant liquor license with Optional Premises, similar to SouthRidge. For purposes of
the license, the "premises" shall be defined to include the Collindale Clubhouse building
and adjacent outdoor patio, and the entire golf course grounds of Collindale Golf Course.
If a new concessionaire is awarded the agreement, immediately after signing the
concession agreement document, the new concessionaire will make application for the
Hotel -Restaurant with Optional Premises liquor license to be transferred from the current
concessionaire into the name of the new concessionaire. Therefore, the new Collindale
Restaurant/Snack Bar Concessionaire must be able to fully qualify for this Hotel -
Restaurant with Optional Premises liquor license, and will be subject to investigation(s)
by the City of Fort Collins Police Services and/or the State of Colorado. It will probably
take between two -to -three months before a new concessionaire receives final approval
from the City Liquor authority for the transfer of the license to be completed. Liquor
cannot be sold during that period of time. Failure to qualify for said liquor license or
failure to obtain such license within ninety (90) days after execution of an agreement
shall constitute default.
With our new Hotel -Restaurant with Optional Premises liquor license at Collindale it will
be possible to sell all types of alcoholic beverages on the course. However, the City has
determined that only beer in cans or plastic bottles will be allowed outside of the
clubhouse building/patio on the course, however, the Manager of the Golf Division will
determine on an individual basis whether any mixed drinks, wine, or straight alcohol (in
non -glass containers) will be allowed for sale and consumption on the grounds of the
course. Generally only beer will normally be sold on the grounds of the course.

broker regarding liquor liability insurance, as well as other required insurance coverage
for this concession.

Included herein is an artist's sketch of the new clubhouse building and a copy of the floor
plan for the main floor of the new Collindale Clubhouse building, and a list of City -
Owned Equipment to be provided and a floor plan of the kitchen, bar, and wait area
concession space where this equipment is located. The concessionaire must provide all
other equipment/inventory in order to successfully operate this concession. Also
included is an aerial photograph of the grounds of Collindale Golf Course, a copy of the
current Collindale scorecard, the "Policy Statement on Golf Staff Usage at City Golf
Courses", the 2003 Golf Fees and Charges Schedule, and golf play statistics at Collindale
from 1998 to present for information and reference.

CRITERIA FOR PROPOSAL AWARD
The proposal will be evaluated as follows:
A Five -person Collindale Restaurant/Snack Bar Concessionaire RFP Review
Committee, composed of two members from the City of Fort Collins Golf Advisory
Board, one member from the City Golf Division staff, one member from the City of
Fort Collins Purchasing staff, and one outside person appointed by the Director of
Purchasing, will review all written proposals. Using a point evaluation system for
grading each proposal, the committee will rank each proposal in numerical order.
2. The top ranked proposers may be interviewed and the committee will rank the
interviews using criteria and potential questions regarding background and
experience of the Concessionaire and staff, the ability of the Concessionaire to
operate as per the scope of the proposal, and the financial circumstances of the
proposal including ability to perform and revenues to the City.
The Manager of the Golf Division will check the references and perform a
background screening of the top ranked individuals/firms. If the references and
background screening are acceptable, an Agreement will be awarded to the highest
ranked firm/individual subject to suitable contract negotiations.
PROPOSAL REQUIRFWNTS
A. Complete the "Proposal' form as provided.
B. No person, firm or corporation shall make or file more than one proposal for this
contract for services.
C. Proposals (6 copies) must be sealed, addressed, and deposited with the City at the
following location before the proposal opening:

D. A proposal may be withdrawn at any time prior to the proposal opening, but may not
be withdrawn for a period of sixty (60) days from the closing date for receiving
proposals.
E. Required Documents - The following shall be submitted with the proposal:

2. Proposal form/addendum acknowledgment page
3. Annual Payment Schedule Statement To the City
F. During the written portion of the RFP process, public input/citizen support is not
included, and will not be considered when the committee is evaluating the written
proposals. References will only be considered by the committee for the interview
portion of the process. As a public entity, citizens have a right to provide their
opinions to us, however, the RFP process clearly defines when such input will be
considered. Therefore, proposers shall not solicit nor encourage such citizen
support, nor provide references during the written portion of the process. Said
references and support can be a part of the interview phase of the process. All
letters, faxes, e-mails, etc. should be sent to the Manager of Golf for processing.
G. A list of all proposed prices for all items which are to be sold at the concession must
be provided by the successful applicant within sixty (60) days after the award of
Proposal.
PERMITS, LICENSES, FEES, AND TAXES
It shall be the responsibility of the Concessionaire to make application for the necessary
permits and licenses, and to pay for all fees and taxes in order to operate the Collindale
Restaurant/Snack Bar food and beverage concession, including the ability to obtain a
Hotel -Restaurant with Optional Premises liquor license for alcoholic beverage sales and
consumption.
COLLUSIVE OR SHAM BIDS
Any bid deemed to be collusive or a sham bid will be rejected and reported to authorities
as such. Your authorized signature of this proposal assures that such bid is genuine and
is not a collusive or sham bid.
PRE -PROPOSAL MEETING
We will hold a Pre -Proposal Meeting at the Collindale Golf Course Temporary Pro Shop
Trailer, 1441 E. Horsetooth Road, Fort Collins, CO 80525 on November 21, 2002 at
10:00 a.m. We will allow you to examine the premises at that time and answer any
questions pertaining to the proposal. The meeting is not mandatory, but suggested.
