Description of Proposal: #P841, Contractor for Digital Orthophotography and Planimetric
Data
OPENING DATE: 5:00 p.m. (our clock) June 18, 2002
Five (5) hard copies of the Proposal must be submitted to the Purchasing Department by
5:00 p.m. (our clock) June 18, 2002. Please do not submit electronic or fax copies..
Additional questions and answers:
Q. What version of AutoCAD are you using?
A. We are servicing several departments where they will be using anywhere from
14 to current version.
Q. Is the 1999 footprint data at ground or rooftop level? Is your requirement to
capture data at ground level a continuation of what was done before? What is
your intended purpose of this requirement?
A. The footprints were collected at ground level. We would like to collect the data
as closely to the original collection as possible.
Q. Do you have an existing database design that we can see?
A There are directions on how to download the sample data on one of the
addendums to the RFP.
Q. Do you want the new data constructed to the same database design or will it
change in any way?
A. Whatever we had before was good enough. There were numbered codes for
some of the attributes insted of them being spelled out. We'd rather have the
attributes spelled out.
Q. Does the City have the ability to support airborne GPS base stations (i.e.; do
receivers have enough memory to log GPS data at 0.5 sec)?
A. We have survey grade GPS receivers that we can use as base stations. We
have three Trimble 4800 receivers with oh -board memory capable of 8 hours at
5-second epocs. Two hand-held receivers with extended memory.
Q. In the RFP under "Planimetric Data" you specify that vendors are to collect all
pavement cover including parking lots. Does this mean that you want all
impervious services to be mapped?
A. Yes.

a seven (7) day period. Unacceptable photography, as determined by the City, shall be re -flown
when conditions are suitable. Individual exposures shall be shot with the proper amount of
overlap to collect 3-D points, breaklines, and other planimetric data. Each exposure shall be
labeled with flight -line, exposure number, and scale.
b. Orthophotography
Delivery of the orthophotography shall be in MrSid, and GeoTiff digital formats. Or a file format
that is usable in current ESRI product versions that is optimized for system performance. And
also a format that performs in AutoDesk (AutoCAD) products. The photos shall be scanned
and rectified with 3-D points and breaklines collected from the same photography. Image
quality shall be 0.5-foot pixel resolution. A price should be listed for a ground horizontal/vertical
accuracy of +/- 2 feet, as well as alternative pricing for between 3, and 5 feet accuracy should
be given. Edge -matching of the orthophotography should be consistent and as clean as
possible. The end -use should appear seamless. See software specifications below.
2) Digital Elevation Model and Digital Terrain Model
Mass points and breaklines shall be collected to a spacing interval and accuracy that would be
sufficient to orthorectify the imagery appropriate to National Map Accuracy Standards (NMAS) for
V = 100' or whichever WAS scale is appropriate for the horizontal/vertical accuracy of the
photography. The WAS should be noted in the quote. Mass points shall only be collected on the
ground surface and breaklines shall be collected that define major drainage ways or drainage
detention. A digital terrain model shall be generated from these mass points and breaklines.
Elevations shall be coded in the DEM. If available, mass points, and breakline files shall be
delivered in ESRI ascii format.
3) Planimetric Data
Optionally, the City may request that the following planimetric data shall be collected from this
photography. It is to be listed and priced separately:
1. Building footprints
2. Hydrology
3. Edge of pavement
4. Driveways and sidewalks.
This shall consist of collecting the outline of the building at ground level and all pavement cover
including parking lots. Hydrology shall consist of visible water on the ground. The horizontal
accuracy of these data sets shall be the same as the aerial photography. Any existing data from
the 1999 collection shall be used to build onto if it defrays the cost and does not compromise data
integrity or the time involved to collect it. These three data sets shall be delivered in separate
Arc/INFO coverages.

4) Hard / Soft Copy Deliverables
The DTM, DEM, contours, building footprints, hydrology, edge of pavement, and annotation shall
be delivered on CDROM in Arc/INFO format. The orthophotography shall be delivered in a TIF/TIFW
and SID format. Any data collected and film shall be available to the City of Fort Collins for future
use, and shall remain property of the City of Fort Collins unless it is more cost effective to have the
copyright remain with the vendor. The proposal shall be itemized and have prices for each
individual product (photography, orthorecification, DTM, DEM, buildings, edge of pavement and
hydrology plus any other costs).
5) Timeline
a. Flight portion must be completed prior to: leaf -of, no snow 2002
b. Final products, as outlined in the Scope of Work, shall be delivered no later than nine (9)
months after completion of the aerial flights.
Section 4.0: QUALITY CONTROL
1) Completeness of Attributes and Data Collection
The City will conduct quality control checks on the delivered data regarding positional accuracy and
completeness of features. The city will choose 20% of the delivered dataset area to check for
positional accuracy, attribute accuracy, and completeness of features. All deliverables will only be
accepted when less than 2% of the checked features show errors.
2) Post Flight Horizontal/Vertical Control Survey Check
The City surveyor will perform field spot checks of the completed work to verify accuracy.
3) Payment Requirements
It is the City's intent to pay a portion of the contracted fee at the time of contract execution and to
pay for the balance of services as they are completed and deliverables received.

Section 4.0: Pricing
In your written response to this proposal provide pricing as set forth below.
Pricing for the following services:
a. Digital terrain model
b. Digital orthophotos (see Orhtophotography Specifications below)
c. Edge of pavement
d. Hydrology
e. Building footprints
f. Sidewalks and Driveways
g. Any other services, as needed, for clarification of proposal pricing
h. Unit prices, where appropriate, to aid in contract change orders
Orthophotography Specifications:
Several criteria are to be handled differently for each orthophotography option to assess cost and
accuracy. First would be to weigh color and black and white photography. Traditionally black and
white film and processing has cost less than color film and processing. The quote should reflect a
price for each option. The next option would be horizontal and vertical accuracy. Generally higher
accuracy means higher cost. A price should be listed for a ground horizontal/vertical accuracy of
+/- 2 feet, as well as alternative pricing for between 3, and 5 feet accuracy should be given.
Planimetric Specifications:
The city would like to investigate if it is cost effective to collect a smaller area, or by performing a
change detection process. For example, the city could specify areas that have changed since the
original 1999 collection and only those areas would be collected. Or another method would be to
collect the listed planimetric features only inside of the developed areas of the whole 125 sq. mi.
area. Any similar method offered by the consultant would be considered that would reflect a cost
savings.
The purpose for listing different prices for othophotography is to get an accurate representation of
price vs. accuracy comparison to all the options. If there are options that can be considered other
than these to show a similar comparison, those can be submitted as well. Although it is still
important to follow the previous outline for a quote initially so that a comparison can be made
between quotes from other vendors.

Section 5.0: Evaluation
1) Evaluation and Assessment of Proposal
An evaluation committee shall rank the interested firms based on their written proposals using the
ranking system set forth below. Firms shall be evaluated on the following criteria. The rating scale
shall be from 1 to 5, with 1 being a poor rating, 3 an average rating, and 5 an outstanding rating.
Recommended weighing factors for the criteria are listed adjacent to the qualification.

Section 6.0: Proposal Acceptance
All proposals shall remain subject to initial acceptance 90 days after the day of submittal.

SERVICES AGREEMENT
THIS AGREEMENT made and entered into the day and year set forth below by and between THE
CITY OF FORT COLLINS, COLORADO, a Municipal Corporation, hereinafter referred to as the
"City" and , hereinafter referred to as "Service Provider".
WITNESSETH:
In consideration of the mutual covenants and obligations herein expressed, it is agreed by and
between the parties hereto as follows:
1. Scope of Services
The Service Provider agrees to provide Orthophotography and Planimetric Data services in
accordance with the scope of services attached hereto as Exhibit "A", consisting of
page[s], and incorporated herein by this reference.
2. The Work Schedule
The services to be performed pursuant to this Agreement shall be performed in accordance with the
Work Schedule attached hereto as Exhibit "B", consisting of _ (_) page[s], and incorporated
herein by this reference.
3. Time of Commencement and Completion of Services
The services to be performed pursuant to this Agreement shall be initiated within five (5) days
following execution of this Agreement. Services shall be completed no later than nine (9) months
after the initial flight takes place.. Time is of the essence. Any extensions of the time limit set forth
above must be agreed upon in a writing signed by the parties.
4. Contract Period
This Agreement shall commence upon the date of execution shown on the signature page of this
Agreement and shall continue in full force and effect for one (1) year, unless sooner terminated as
herein provided. In addition, at the option of the City, the Agreement may be extended for an
additional period of one (1) year at the rates provided with written notice to the Professional mailed
no later than ninety (90) days prior to contract end.
5. Delay
If either party is prevented in whole or in part from performing its obligations by unforeseeable
causes beyond its reasonable control and without its fault or negligence, then the party so prevented
shall be excused from whatever performance is prevented by such cause. To the extent that the
performance is actually prevented, the Service Provider must provide written notice to the City of
such condition within fifteen (15) days from the onset of such condition.
[Early Termination clause here as an option.
6. Early Termination by City/Notice
Notwithstanding the time periods contained herein, the City may terminate this Agreement at any
time without cause by providing written notice of termination to the Service Provider. Such notice
shall be delivered at least fifteen (15) days prior to the termination date contained in said notice

unless otherwise agreed in writing by the parties. All notices provided under this Agreement shall
be effective when mailed, postage prepaid and sent to the following addresses:

In the event of early termination by the City, the Service Provider shall be paid for services rendered
to the date of termination, subject only to the satisfactory performance of the Service Provider's
obligations under this Agreement. Such payment shall be the Service Provider's sole right and
remedy for such termination.
7. Contract Sum
The City shall pay the Service provider for the performance of this Contract, subject to additions and
deletions provided herein, the sum of Dollars
8. City Representative
The City will designate, prior to commencement of the work, its representative who shall make,
within the scope of his or her authority, all necessary and proper decisions with reference to the
services provided under this agreement. All requests concerning this agreement shall be directed
to the City Representative.
9. Independent Service provider
The services to be performed by Service Provider are those of an independent service provider and
not of an employee of the City of Fort Collins. The City shall not be responsible for withholding any
portion of Service Provider's compensation hereunder for the payment of FICA, Workmen's
Compensation or other taxes or benefits or for any other purpose.
10. Personal Services
It is understood that the City enters into the Agreement based on the special abilities of the Service
Provider and that this Agreement shall be considered as an agreement for personal services.
Accordingly, the Service Provider shall neither assign any responsibilities nor delegate any duties
arising under the Agreement without the prior written consent of the City.
11. Acceptance Not Waiver
The City's approval or acceptance of, or payment for any of the services shall not be construed to
operate as a waiver of any rights or benefits provided to the City under this Agreement or cause of
action arising out of performance of this Agreement.
12. Warranty
a. Service Provider warrants that all work performed hereunder shall be performed with
the highest degree of competence and care in accordance with accepted standards
for work of a similar nature.

b. Unless otherwise provided in the Agreement, all materials and equipment
incorporated into any work shall be new and, where not specified, of the most
suitable grade of their respective kinds for their intended use, and all workmanship
shall be acceptable to City.
C. Service Provider warrants all equipment, materials, labor and other work, provided
under this Agreement, except City -furnished materials, equipment and labor, against
defects and nonconformances in design, materials and
workmanship/workwomanship for a period beginning with the start of the work and
ending twelve (12) months from and after final acceptance under the Agreement,
regardless whether the same were furnished or performed by Service Provider or by
any of its subcontractors of any tier. Upon receipt of written notice from City of any
such defect or nonconformances, the affected item or part thereof shall be
redesigned, repaired or replaced by Service Provider in a manner and at a time
acceptable to City.
13. Default
Each and every term and condition hereof shall be deemed to be a material element of this
Agreement. In the event either party should fail or refuse to perform according to the terms of this
agreement, such party may be declared in default thereof.
14. Remedies
In the event a party has been declared in default, such defaulting party shall be allowed a period of
ten (10) days within which to cure said default. In the event the default remains uncorrected, the
party declaring default may elect to:
a. Terminate the Agreement and seek damages;
b. Treat the Agreement as continuing and require specific performance; or
C. Avail himself of any other remedy at law or equity. If the non -defaulting party
commences legal or equitable actions against the defaulting party, the defaulting
party shall be liable to the non -defaulting party for the non -defaulting party's
reasonable attorney fees and costs incurred because of the default.
15. Binding Effect
This writing, together with the exhibits hereto, constitutes the entire agreement between the parties
and shall be binding upon said parties, their officers, employees, agents and assigns and shall inure
to the benefit of the respective survivors, heirs, personal representatives, successors and assigns
of said parties.
16. Indemnity/Insurance
a. The Service Provider agrees to indemnify and save harmless the City, its officers,
agents and employees against and from any and all actions, suits, claims, demands
or liability of any character whatsoever brought or asserted for injuries to or death of
any person or persons, or damages to property arising out of, result from or
occurring in connection with the performance of any service hereunder.

CONTRACTOR for DIGITAL ORTHOPHOTOGRAPHY and PLANIMETRIC DATA
The City of Fort Collins is requesting proposals from a contractor to provide digital orthophotos. The
City may also elect to contract for a digital terrain model, topographic data, and selected planimetric
data and is seeking proposals that include these items as well. The City currently has these
previously listed features from a1999 flight project. Individual City departments will decide the type
of data collection and the types of additional data features to be collected after an itemized quote
as been submitted.
The City of Fort Collins is piloting an e-procurement system for the next 30 days. As a result
all of the City's solicitations will be available at www.slcomm.net, This service will be free
to you during this pilot program. To receive this solicitation please sign up at the website
www.sicomm.net, or call 1-800-575-9955, select option #2, and tell the Sicomm representative
you are a vendor and would like to sign up with the City of Fort Collins. Please make sure
you sign up for commodity number 905-04.
Written proposals, five (5) in number, will be received at the City of Fort Collins' Purchasing Division,
215 N. Mason, 2nd , Fort Collins, Colorado 80524. Proposals will be received before June 4, 2002,
Proposal No. P-841 Contractor for Digital Orthophotography and Planimetric Data.
Proposal Timeline:

Sales Prohibited/Conflict of Interest: No officer, employee, or member of City Council, shall have a
financial interest in the sale to the City of any real or personal property, equipment, material,
supplies or services where such officer or employee exercises directly or indirectly any decision -
making authority concerning such sale or any supervisory authority over the services to be rendered.
This rule also applies to subcontracts with the City. Soliciting or accepting any gift, gratuity favor,
entertainment, kickback or any items of monetary value from any person who has or is seeking to
do business with the City of Fort Collins is prohibited.
Collusive or sham proposals: Any proposal deemed to be collusive or a sham proposal will be
rejected and reported to authorities as such. Your authorized signature of this proposal assures that
such proposal is genuine and is not a collusive or sham proposal.
The City of Fort Collins reserves the right to reject any and all proposals and to waive any
irregularities or informalities.

b. The Service Provider shall take all necessary precautions in performing the work
hereunder to prevent injury to persons and property.
C. Without limiting any of the Service Provider's obligations hereunder, the Service
Provider shall provide and maintain insurance coverage naming the City as an
additional insured under this Agreement of the type and with the limits specified
within Exhibit C, consisting of one (1) page, attached hereto and incorporated herein
by this reference. The Service Provider before commencing services hereunder,
shall deliver to the City's Director of Purchasing and Risk Management, P. O Box
580, Fort Collins, Colorado, 80522, one copy of a certificate evidencing the
insurance coverage required from an insurance company acceptable to the City.
17. Entire Agreement
This Agreement, along with all Exhibits and other documents incorporated herein, shall constitute
the entire Agreement of the parties. Covenants or representations not contained in this Agreement
shall not be binding on the parties.
18. Law/Severability
The laws of the State of Colorado shall govern the construction interpretation, execution and
enforcement of this Agreement. In the event any provision of this Agreement shall be held invalid
or unenforceable by any court of competent jurisdiction, such holding shall not invalidate or render
unenforceable any other provision of this Agreement.
19. Special Provisions
Special provisions or conditions relating to the services to be performed pursuant to this Agreement
are set forth in Exhibit _, consisting of (_) page[s], attached hereto and incorporated
herein by this reference.

Exhibit C
INSURANCE REQUIREMENTS
The Service Provider will provide, from insurance companies acceptable to the City, the
insurance coverage designated hereinafter and pay all costs. Before commencing work
under this bid, the Service Provider shall furnish the City with certificates of insurance
showing the type, amount, class of operations covered, effective dates and date of
expiration of policies, and containing substantially the following statement"
"The insurance evidenced by this Certificate will not be cancelled or materially altered,
except after ten (10) days written notice has been received by the City of Fort Collins."
In case of the breach of any provision of the Insurance Requirements, the City, at its option,
may take out and maintain, at the expense of the Service Provider, such insurance as the
City may deem proper and may deduct the cost of such insurance from any monies which
may be due or become due the Service Provider under this Agreement. The City, its
officers, agents and employees shall be named as additional insureds on the Service
Provider's general liability and automobile liability insurance policies for any claims arising
out of work performed under this Agreement.
2. Insurance coverages shall be as follows:
A. Workers' Compensation & Employer's Liability. The Service Provider shall maintain
during the life of this Agreement for all of the Service Provider's employees engaged
in work performed under this agreement:
1. Workers' Compensation insurance with statutory limits as required by
Colorado law.
2. Employer's Liability insurance with limits of $100,000 per accident, $500,000
disease aggregate, and $100,000 disease each employee.
B. Commercial General & Vehicle Liability. The Service Provider shall maintain during
the life of this Agreement such commercial general liability and automobile liability
insurance as will provide coverage for damage claims of personal injury, including
accidental death, as well as for claims for property damage, which may arise directly
or indirectly from the performance of work under this Agreement. Coverage for
property damage shall be on a "broad form" basis. The amount of insurance for
each coverage, Commercial General and Vehicle, shall not be less than $500,000
combined single limits for bodily injury and property damage.
In the event any work is performed by a subcontractor, the Service Provider shall be
responsible for any liability directly or indirectly arising out of the work performed
under this Agreement by a subcontractor, which liability is not covered by the
subcontractor's insurance.

F.A.Q.'s for City of Fort Collins Fall 2002 Flight

The purpose of this list is to answer some of the more common questions. I will be out of the
office the week after Memorial Day and will return the following Monday. I can answer any other
questions you may have then.
Q: What is the scale of the original 1999 aerial photography?
A: 1" = 600' scale
Q: Does the City currently have driveways and sidewalks collected?
A: No.
Q: Will the City do the paneling and have base stations for the ABGPS ground control?
A: Probably, but we don't know for sure yet.
Q: What format of digital orthophotography do you need?
A: We currently have SID and TIF/TFW format. We need something that works in AutoCad
and something that works in ESRI products. If there were a better format that stores smaller file
sizes than TIF/TFW and works in AutoCad, we would want that. The SID format currently works
really well in ESRI products.
Q: Do you need a TIN re -generated for the whole city and new contours?
A: No. Primarily we need the orthophotography, secondarily we need our planimetric data
updated in changed areas, and thirdly we may want to update changed areas with TIN's and
topo, but that is least important at this time.
Q: Were the original 1999 aerials flown in color?
A: Yes.
Q: Why is the City asking for several scales or ground accuracy of photography?
A: The point of this is to be able to see the cost difference between each option. Our original
collection was accurate for V = 100' mapping and it is +/- 2 feet on the ground. Since this is an
update project, we are considering doing a less precise collection on this turn to fill in some of
the gaps. In a few more years it will become necessary to do this higher level of collection

again, but in the mean time we are investigating the possibility that we might be able to save
some money by doing a less precise collection.
Q: Do you have files you can send us that will show areas of change?
A: We have a sample set of data you can download off of our FTP site. Included in this are a
series of files that make up all of the building permits issued between 1999 and now. This is
only one indicator of change. There are other files that can be incorporated to create a better
indicator for change. For now, this is good enough.
Q: Do you have a sample of what was collected in 1999?
A: Yes. These are part of the files you will download off of our FTP site.
Q: How do I get to your FTP site?
A: There are directions for logging in on the first addendum to this RFP.

following changes are hereby made:

for DIGITAL ORTHOPHOTOGRAPHY and PLANIMETRIC DATA
The City of Fort Collins is requesting proposals from a contractor to provide digital orthophotos. The
City may also elect to contract for a digital terrain model, topographic data, and selected planimetric
data and is seeking proposals that include these items as well. The City currently has these
previously listed features from a1999 flight project. Individual City departments will decide the type of
data collection and the types of additional data features to be collected after an itemized quote as
been submitted.
The City of Fort Collins is piloting an e-procurement system for the next 30 days. As a result
all of the City's solicitations will be available at www.sicomm.net. This service will be free to
you during this pilot program. To receive this solicitation please sign up at the website
www.sicomm.net, or call 1-800-575-9955, select option #2, and tell the Sicomm representative
you are a vendor and would like to sign up with the City of Fort Collins. Please make sure you
sign up for commodity number 905-04.
Written proposals, five (5) in number, will be received at the City of Fort Collins' Purchasing Division,
215 N. Mason, 2nd Fort Collins, Colorado 80524. Proposals will be received before June 4, 2002,

Proposal Timeline:
a. Flight portion must be completed: leaf -off, no snow 2002
C. Final products, as outlined in the Scope of Work, shall be delivered no later than nine (9)
months after completion of the aerial flights.

GENERAL
Section 1.0: Proposal Requirements
1) General Description
The City of Fort Collins is soliciting proposals to find a qualified contractor to provide the city with
the following data outlined below in the Scope of Work.
2) Proposal Submittal
The City of Fort Collins shall not reimburse any firm for costs incurred in the preparation and
presentation of their proposal. Proposals must contain the following information:
a. Company history and experience in the activities described in the scope of work.
b. The name of the company representative responsible for coordinating with the City.
c. References from five or more organizations which have used your company for similar
services within the last two years.
d. A written description of the proposed services as required below.
e. Pricing, as requested.
The proposal must be signed by a duly authorized representative of the firm submitting the proposal.
The signature shall include the title of the individual signing the proposal.

Section 2.0: BACKGROUND
1) General Information
In 1999 the City of Fort Collins conducted an aerial photography collection that resulted in digital
orthophotog ra phy and plan imetric data collection. This consists of a DTM, SID format imagery of
the flight area, edge of pavement, hydrology, and building footprints. Two -foot contours were
created in house from the DTM. It is now time to update the orthophotography at a minimum.

2) Data to be Provided to the Consultant:
Any digital or hard copy information that the City has, which is needed to obtain the desired
products, will be provided. Any additional support functions by City staff, or other resources, will be
determined as part of the contract negotiations. Any of the data from the previous data collection
can be used by the vendor for this project in the interest of reducing cost or to increase or maintain
the current data accuracy or completeness. The quote should indicate instances where the original
data collection could be utilized for this project and the cost savings or accuracy improvements that
would incur.
3) Existing City Survey Control Network
The City has approximately 16 HARN (High Accuracy Reference Network) control monuments
scattered throughout the proposed area to be mapped. The published values for these points is in
NAD83/92 Latitude and Longitude, with Orthometric and Ellipsoidal heights published in NGVD88
Vertical Datum (meters). The City's vertical network is on NGVD29 Datum. The City has vertical
control approximately every one half mile throughout the existing city limits. The vertical control
network has no horizontal values. NGVD29 datum (feet) will be given for each HARN station. The
aerial mapping shall be delivered in NAD83 State Plane Coordinates and NGVD29 vertical datum.
In addition, the City has three Trimble 4800 GPS receivers, and two survey crews to assist (if
needed) in the collection of aerial data. Proposals must specify whether or not these receivers and
crews will be used during the project and, if used, must clearly indicate when and where such use
will occur.
Section 3.0: SCOPE OF WORK
1) Digital Orthophotography
a. Aerial Photography
The City Of Fort Collins would ideally like to obtain 1" = 100' minimum output scale color digital
orthophotography with .5ft. pixel resolution. Other minimum scale options will be considered
based on price. Also the photos shall be scanned and rectified with 3-D points and breaklines
collected from the same photography. The 3-D points and breaklines from the original 1999
collection can be used if it reduces the cost without compromising the data integrity. The area
of data collection is outlined in the map (Exhibit A, attached) titled City Of Fort Collins. Larimer
County, Colorado Aerial Photographv Flight Fall 2002. This area encompasses approximately
125 sq. miles. The flight should take place in the fall of 2002. More specifically, this would be
a time when the trees have no leaves, there is no snow on the ground, minimum cloud cover
and sufficient sunlight to collect good contrast photography, when there is not an excessive
amount of wind. The aircraft used in the flight should be equipped with and use Airborne
Global Positioning System (AGPS). Ground control procedures shall conform to this method
and will be negotiated with the contract. The flight lines should be started and finished within
