Enclosed is our bid for Bid # 5699 TRAFFIC CONTROL SERVICES -
ANNUAL. We would like to respectfully request the removal of one
bid item prior to bid opening or acceptance for this contract.
The bid item is Type IV Barrier. Our concerns with including this
item with your Traffic Control contract are detailed below.
1. Only one Traffic control company to the best of my knowledge
that owns concrete barrier is United Rentals. This creates a
disadvantage for all other Traffic control companies invited to
bid on this contract.
The reason only one contractor carries this item is due to the
high costs it creates to provide this item. Concrete barrier
is the only item that requires Semi Tractor trailers and
forklifts to deliver and pick-up from the work area.
2. This item is extremely difficult to bid per day per unit
without some form of mobilization charge. It would cost a
supplier in the range of $ 1000.00 to $ 1500.00 to deliver
500 if of barrier, including labor, trucks, and forklift time.
3. If 500' of barrier was only rented for one day the contractor
would indeed lose money unless the daily unit price was so
overinflated to reduce this risk of loss to the contractor.
If prices are inflated to reduce the risk to us and the
barrier was rented for 30 days the City would be paying far to
much for this item.
4. The use of barrier according to the MUTCD would require Impact
Attenuators Sandfilled to be placed in conjunction with the
barrier in most cases and this item has not been listed as a
bid item or addressed at this time.
5. I am confident that the City will require Concrete Barrier on
less than 5% of Work Areas. I think this item will unbalance
the bid to the degree that the total contract will not be
performed by the true lowest bidder if this item were removed.
Thank you for your time and consideration of my concerns. I feel
my suggestion to remove this item is to the best interest of the
City of Fort Collins as well as the Bidding Contractors.

This company was founded in 1993. We are certified as an
Underutilized Disadvantages Business Enterprise with the Colorado
Department of Transportation. It is owned and operated by the
President, Trisha J. Moran.
We have been listed in the Colorado Business Magazine as the top
100 Women owned business in Colorado since 1998.
We currently have 40-45 full-time yearly employees. During our
peak season number of employees rise to over 100. Last year our
annual sales reached over 3.3 million.
We have performed projects as large as $600,000 each. We have had
numerous -early contracts with Private and Public Agencies.; We do
70 % of our sales .in CDOT contracts.
We have a vehicle/equipment fleet of 35 Trucks, 3 Uniform Traffic
Control Vehicles, 43 Arrow Panels, 7 Portable Message Sign Panels,
and 2 Speed Portable Speed Monitor Trailers.
Geographically we work from Colorado Spring to the Wyoming State

What do we want to put in the bid concerning how we define'used' for this equipment?
We could either go with year of manufacture or estimated hours of use.
I'm wondering if crushers usually have usage measured in hours, tons processed, or ???
In my discussions with suppliers, it seems to be fairly common to estimate hours of use. They know how
many months the machine has been out on rent. I imagine they then figure a set number of hours of use
per month, say, 140 - 160 hours, times the number of months rented.
Are we thinking the conveyors will be used or new? If used, how can we define how much use we'll
accept?
New or near -new would be appropriate. We would hope to run for sometime before worrying about the
belt or rollers. 24 months or newer, subject to our inspection.
In your Jaw Crusher spec, what does CCS stand for?
Oops, typo. It should be "CSS" which stands for Closed Side Setting or bottom opening of the jaw, as I
understand it. 13" is the maximum setting for that opening; 4"is the minimum again, peak to peak.

On the conveying equipment, we will need the Bend Side Discharge Conveyor with the "recycle" crusher
