We would like to respectfully request the removal of one bid item prior to bid opening or acceptance for this contract. The bid item is Type IV Barrier. Our concerns with including this item with your Traffic Control contract are detailed below. 1. Only one Traffic control company to the best of my knowledge that owns concrete barrier is United Rentals. This creates a disadvantage for all other Traffic control companies invited to bid on this contract. The reason only one contractor carries this item is due to the high costs it creates to provide this item. Concrete barrier is the only item that requires Semi Tractor trailers and forklifts to deliver and pick-up from the work area. 2. This item is extremely difficult to bid per day per unit without some form of mobilization charge. It would cost a supplier in the range of $ 1000.00 to $ 1500.00 to deliver 500 if of barrier, including labor, trucks, and forklift time. 3. If 500' of barrier was only rented for one day the contractor would indeed lose money unless the daily unit price was so overinflated to reduce this risk of loss to the contractor. If prices are inflated to reduce the risk to us and the barrier was rented for 30 days the City would be paying far to much for this item. 4. The use of barrier according to the MUTCD would require Impact Attenuators Sandfilled to be placed in conjunction with the barrier in most cases and this item has not been listed as a bid item or addressed at this time. 5. I am confident that the City will require Concrete Barrier on less than 5% of Work Areas. I think this item will unbalance the bid to the degree that the total contract will not be performed by the true lowest bidder if this item were removed.
