(Our Clock) To all prospective bidders under the specifications and contract documents described above, the following changes are hereby made. General: The City of Fort Collins has the cab/chassis mentioned in this section already on order. The truck information was included so that bidders would have that information to use in their bid. 6.10 Automatic Water Pressure Control System: Sensing and control system designed to allow for constant water pressure within a vehicle speed range of 5 - 25 mph. See Controls. Amend to read: Sensing and control system designed to provide constant water pressure at the nozzles within the normal range of engine rpm used during flushing operations. Delivered water volume must automatically adjust to maintain such pressure as spray nozzles are turned on and off. See Controls. Delivery of equipment shall be made to: Equipment Services 835 Wood Street Fort Collins, CO 80521 3.2 The word "delivery', as used in this specification, encompasses delivery of the actual equipment, as specified, complete with all necessary papers such as Manufacturer's Statement of Origin, application for title, invoice, warranty, shop, operator's and technical manuals, parts books, etc., as applicable. 3.3 All equipment must be completely washed and serviced in accordance with standard new equipment "make ready", and the manufacturer's specifications and be ready for delivery in drive away condition. A forty-five (45) day permit is to be included. 3.4 All units to be new and of the manufacturer's latest model in production at the time of delivery and standard equipped, unless otherwise specified. Time is of the essence. The City shall be kept advised of any anticipated delay in delivery. In the event the successful bidder, hereinafter referred to as the Contractor, fails to properly perform delivery as specified above, within the specified time limit set forth by the Contractor in his bid proposal, the City shall sustain damages in an amount difficult to ascertain. Accordingly, after due allowance for any time extensions which are agreed by the City to be due to conditions beyond the Bidder's control, the Contractor shall be liable to the City, in the amount of Twenty-five ($25) dollars as liquidated damages, and not as a penalty, for each and every calendar day that delivery is delayed. Additionally, no payment shall be made by the City for any delivery of specified equipment until all aspects of the contract have been fulfilled, unless pre -arranged and approved jointly by the Director of Purchasing and Risk Management and the Director of Fleet Services. 4.0 WARRANTY 4.1 The manufacturer shall unconditionally warrant the entire vehicle and all component parts, but not accessory equipment, for a warranty period of specified usage that is currently being offered in open trade for that vehicle at the time of delivery. Additionally, the Contractor shall furnish the City a fully priced copy (parts and labor) of any warranty or commercial cost repair order which originates in his repair facility, subsequent to delivery, during the warranty period. No charge for service calls, travel time, travel expenses, mileage, or per diem will be allowed by the City in connection with the performance of any warranty repairs. 5.0 DEALER IDENTIFICATION 5.1 No dealer identification will be allowed on any vehicle sold to the City of Fort Collins. 6.0 SPECIFICATIONS: Street Flushing Unit 6.1 Equipment bid on this proposal must meet or exceed the following minimum requirements. Any exceptions must be noted and listed on a separate sheet. General: The following specifications describe a 4,000 gallon, low profile steel tank mounted on a cab/chassis and equipped for street flushing. All specifications shall be considered as minimum, and all bids equivalent or exceeding these specifications will be considered. The City may require on -site demonstrations and evaluations of proposed equivalent equipment before making a final award. Complete and up-to-date tank and flushing system specifications must accompany bid. Tank will be mounted on a new Freightliner Condor cab/chassis with a 144" CA dimension and measuring 109" after center of tandem axles. Truck will be equipped with an Allison HD4560 transmission and set up for an engine -driven PTO. Successful bidder will be responsible for delivering the completed unit to the City of Fort Collins. Installation of tank and flushing system are the responsibility of the successful bidder. The City will install a deicer system on the unit after delivery. Constructed of 7 gauge steel, ASTM 569, dished and flanged. Plates must have staggered access holes and drain cutouts which will allow tank to be completely emptied. Manhole: Minimum 22" diameter with gasket and 6.3 Water Tank: quick -release band clamp. Sump and suction lines: Sump with anti -vortex baffles, located in tank bottom. One 5" fitting and stainless steel pipe from sump to flusher system pump. One 2" pipe fitting with plug for later use as the suction line for a deicer system. Note: To allow unrestricted access to fittings and drains, sump must be located with at least 12" of clear space laterally and vertically from frame rails and crossmembers, driveline, suspension and other components. Sight gauges: Tube type sight gauges mounted on the front and rear tank bulkheads. 3 Overflow pipe: 3" minimum diameter, extending up into the manhole. Hydrant fill: 2-1/2" fill pipe with 5 — 6" anti -siphon air gap. Removable strainer at inlet end. Dome Rails: Dual safety rails, full length of tank. Epoxy coating: Interior of tank shall be properly prepared, cleaned and coated with an epoxy finish designed to withstand the corrosive action of liquid deicer compounds. Water Tank Steel rails welded to tank and spring -mounted to 6.4 Mounting: truck frame on hardwood cushion strips or other acceptable flexible mounting system. Hydrostatic, load sensing system, driven from crankshaft driven Rexroth A10VO (or equivalent) pump. Hydraulic oil cooler: Radiator mounted cooler designed to keep hydraulic oil under 160*F during full operation with an ambient air temperature of Hydraulic 100*F. Unit cooled by an electric fan is 6.6 Reservoir: acceptable, but must operate only when water system is functioning. Reservoir must be equipped with a thermometer and an oil level sight gauge. Provision for City -installed deicer system: - Extra 2" female bung with 100 micron mesh screen for deicer oil pump suction line. - 1" deicer oil pump return line plumbed at opposite end of tank from deicer suction. Return line must have a dip tube to avoid oil aeration. 0 Must be designed to produce 800 GPM at 150 psi at 1200 RPM engine speed. Water pressure measured at the nozzles. 6.7 Water Pump: Impeller and case must be of cast iron. Service or replacement of impeller shall not require disassembly of plumbing or removal of pump from chassis. Flusher nozzles — fan type, 3-piece fully adjustable bronze duckbill style. Sprinkler nozzles —180 degree upright adjustable fan spray nozzles. Nozzles must be equipped with electric over air valves controllable from the operator's station. 6.8 Nozzles: Plumbing to nozzles shall be 3" on manifolds and 2-1/2" to individual heads. Nozzle locations: - Below the front bumper, one flushing nozzle on each side. - Midships, one flushing nozzle on each side. - Rear, one sprinkler nozzle on each back comer of the tank. Automatic overspeed protection designed to 6.9 Overspeed prevent damage to system components when Protection: engine speed is outside the normal operating range. See Controls. Equipment: Hose reel: Electric rewind with manual backup, with 100' of 1-1/2" rubber hose and adjustable brass nozzle. Control valve must be mounted between hose reel and tank. Lighting must comply with applicable Federal and State regulations. 6.14 Lighting and Stop, tail, and clearance lights must be recessed Safety: into corner plates mounted on tank. Stop and tail lights furnished by truck manufacturer must be installed on the truck frame. All electrical wiring must be run in conduit. 6.15 Wiring & Wiring All wire connections must be made in waterproof Connections: fittings designed for that purpose or be soldered with shrink -type water proof covering. No crimp - on connections will be accepted. Water tank shall be painted white. Hydraulic oil 6.16 Paint: tank and rear fenders shall be painted black. Contact the City with any other paint and finish concerns and questions. Minimum one-year manufacturer's warranty on tank and flushing system. Buyer will be supplied with individual component warranties if those 6.17 Warranty: exceed one year. Epoxy coating on inside of tank must be warranted, in writing, not to peel, flake or otherwise fail to adhere to the inner tank surface for a period of five years from delivery date. Provision for City -installed deicer system: - Extra 2" female bung with 100 micron mesh screen for deicer oil pump suction line. - 1" deicer oil pump return line plumbed at opposite end of tank from deicer suction. Return line must have a dip tube to avoid oil aeration. 9 Must be designed to produce 800 GPM at 150 psi at 1200 RPM engine speed. Water pressure measured at the nozzles. 6.7 Water Pump: Impeller and case must be of cast iron. Service or replacement of impeller shall not require disassembly of plumbing or removal of pump from chassis. Flusher nozzles — fan type, 3-piece fully adjustable bronze duckbill style. Sprinkler nozzles — 180 degree upright adjustable fan spray nozzles. Nozzles must be equipped with electric over air valves controllable from the operator's station. 6.8 Nozzles: Plumbing to nozzles shall be 3" on manifolds and 2-1/2" to individual heads. Nozzle locations: - Below the front bumper, one flushing nozzle on each side. - Midships, one flushing nozzle on each side. - Rear, one sprinkler nozzle on each back corner of the tank. Automatic overspeed protection designed to 6.9 Overspeed prevent damage to system components when Protection: engine speed is outside the normal operating range. See Controls. Automatic Water Pressure Sensing and control system designed to allow for 6.10 Control constant water pressure within a vehicle speed System: range of 5 — 25 mph. See Controls. Low Water Shutoff system must warn operator when water 6.11 Shutoff level is low and then automatically stop flushing System: before water pump can be damaged. All controls and indicators shall be mounted in the cab, grouped logically and within easy reach of the operator. At a minimum the following devices shall be installed. Pressure control: dial -type controller, 20 — 150 psi 6.12 Controls: range. Pressure gauge: 0-300 psi Manual shut-off switch. Individual switches for each nozzle. Switches and controls for any other installed equipment. 7 Full -width fenders covering rear truck tires. Formed steel channel bumper at rear. 6.13 Other Ladder access to top of tank. Equipment: Hose reel: Electric rewind with manual backup, with 100' of 1-1/2" rubber hose and adjustable brass nozzle. Control valve must be mounted between hose reel and tank. Lighting must comply with applicable Federal and State regulations. 6.14 Lighting and Stop, tail, and clearance lights must be recessed Safety: into corner plates mounted on tank. Stop and tail lights furnished by truck manufacturer must be installed on the truck frame. All electrical wiring must be run in conduit. 6.15 Wiring & Wiring All wire connections must be made in waterproof Connections: fittings designed for that purpose or be soldered with shrink -type water proof covering. No crimp - on connections will be accepted. Water tank shall be painted white. Hydraulic oil 6.16 Paint: tank and rear fenders shall be painted black. Contact the City with any other paint and finish concerns and questions. Minimum one-year manufacturer's warranty on tank and flushing system. Buyer will be supplied with individual component warranties if those 6.17 Warranty: exceed one year. Epoxy coating on inside of tank must be warranted, in writing, not to peel, flake or otherwise fail to adhere to the inner tank surface for a period of five years from delivery date. Unit must be delivered with flusher operator's 6.18 Manuals: manual and operating and parts manuals for tank, pumps, motors, and control systems. A. Poly water tank. Tank must be baffled and meet the general specifications of a metal tank. Provide a complete description along with pricing for this option. B. Water cannon. 2-1/2", with minimum 60 deg up/down, 75 deg 6.19 Options: left/right motion, with adjustable nozzle. Remote controls mounted inside the cab.
