He served as Assistant County Administrative Officer and Planning and Building Official for the County of San Diego, California, one of the largest codes and planning organizations in the country. He also served as Planning Director for Brookline, Massachusetts; Marin County, California and Tucson, Arizona. He trains managers throughout the United States and Canada to run more effective and efficient codes and planning organizations. Bob Storchheim, CBO, the Chief Building Official for the City of Irvine from 1976 to 1998, is considered one of the country's leading building official and codes expert. He conducts seminars about building code functions and wrote, The Building Department Digest©, which specifically addresses how to run a building department. Tool, AICP, Zucker Systems Senior Planning Associate has extensive experience as a consultant and contract planner in many communities, as well as private sector experience in processes and documentation. She recently completed an audit for a mid -sized Oregon city planning department and has worked with Zucker Systems' analysis of San Jose, California; Merced County, California; Boulder County, Colorado and Monterey County, California. She is currently working on studies for Peoria, Arizona. Laurie Price, AICP, Zucker Systems' Planning Manager, has extensive experience in all aspects of the development and planning process and has worked for Zucker Systems since 1987. He has completed post -graduate work in management at the Main Event Management Institute in Houston, Texas, and at the University of Phoenix. Company Background 15 Zucker Systems ROBERT STORCHHEIM, CBO Zucker Systems, Senior Associate Robert Storchheim has been engaged in many facets of the construction industry since 1950. More than two thirds of his career has been in Building Department functions. He has worked in Building Departments in Los Angeles, Burbank, and Irvine California. He has functioned as chief Building Official for the City of Irvine from 1976 to 1999. Prior to service in building departments, Mr. Storchheim was a licensed contractor, estimator, superintendent, foreman, and tradesman working in Illinois and California. He has implemented several innovative approaches to streamline government services such as a comprehensive One Stop Permit Processing, Self Service Permit Services, Outsource Inspections, Project Coordination, Inspection check lists and field computer program, and many others. He has an accomplished history of Code Enforcement administration and enforcement from Property Maintenance programs to routine regulatory programs. He has a proven history of solving problems and perfecting friendly customer service. He has successfully worked with many attorneys and has extensive experience in legal enforcement procedures. During his tenure with the City of Irvine, he managed the Engineering Services operations. He created fee and administrative systems for engineering and appointed a City Engineer during this three-year period of time. His achievements in this area were recognized and commended by a City Blue Ribbon Committee and City management. He has also managed a successful and highly recognized Citywide Geographical Information System. Mr. Storchheim has managed both large and small organizations with budgets from 400,000 to 6.5 million dollars. During this time, he has successfully perfected development and operation of a core staff concept supplemented with outsource employees and use of qualified consultants during periods of excessive workload and need. He was the Project Manager for construction of a major park development consisting of seven acres, three swimming pools (used in the L.A. Olympic games) and three buildings of which the contract exceeded seven million dollars. Mr. Storchheim is certified by the Council of American Building Officials as a Certified Building Official. He is the author of the book Building Department Digest. He currently writes and publishes a quarterly subscription letter titled Building Department Administration Newsletter. He holds life credentials as an instructor in the California Community Colleges system and adult schools. He is certified as an instructor by the California State Department of Education. Mr. Storchheim has performed as an instructor in community colleges and adult schools for over 20 years. He lectures at local universities and to trade and community associations. He has had several papers and articles published on Building Department Administration. He currently is an adjunct faculty member, teaching building codes at the College of the Desert in Palm Desert, California. Mr. Storchheim served a five-year term as an appointed commissioner on the California State Building Standards Commission. He is a Past President of the California Building Officials. He created the California Building Codes Institute, now named California Building Officials Training Institute, and was a member of their Board of Governors. He served a five-year term on the International Conference of Building Officials Evaluation Service, and six years on their Evaluation Service Board of Directors. TOOL, AICP Zucker Systems, Senior Associate Experience Prior to working with Zucker Systems, Ms. Tool was a Principal with Campos Land Use Planning, as well as Tool Planning Associates. Projects included: City of Forest Grove, Oregon: Coordinated with local, regional, and legal staff and led the review and public hearing processes for adopting and implementing regional urban growth management measures and the City's new transportation system plan; led a comprehensive staff and legal review of a newly drafted development code and wrote amendments to prepare the draft for public review; planned and conducted a joint training session for the City Council, Planning Commission, and staff on land use application and hearings processes; planned and conducted a one -day retreat for department managers to analyze and improve upon the development review process; evaluated and made extensive recommendations for improving the City's land use applications and customer service processes; created and implemented new counter handouts and application tracking documents. Portland Development Commission (PDC): Assisted with land use processes necessary for development of major park and recreation facilities along the east bank of the Willamette River; conducted studies to determine development opportunities and constraints; analyzed regulatory framework and developed strategy for obtaining necessary permits; coordinated with PDC and City staff to prepare questions and apply for pre -application conferences; attended conferences as Lead Planner representing PDC; prepared and submitted land use applications to the City on behalf of PDC; sub -contracted and supervised the preparation and submittal of applications for Greenway review. She has a unique combination of public and private sector experiences in both long-range and regulatory fields. She now utilizes this extensive experience to perform management reviews and studies of planning and development organizations. Recent management studies include Santa Clara, California, Planning Division; Kent, Washington, Planning Division; Ventura, California, Planning Department; Chula Vista, California, Parks and Landscape Division of Planning; and Southern Ute Indian Tribe, Natural Resource Department. As Manager of the Land Planning Division of Zucker Systems, Ms. Price is responsible for all private development projects within the organization. She supervises the preparation of all regulatory documents and works with various public agencies and private individuals to facilitate the development process. Work tasks include; project feasibility analysis, preliminary design, environmental analysis, coordination of consulting teams, staff supervision, and public presentations to governmental authorities and citizen groups. The scope of projects range from designing small residential developments to specific development plans and general plan amendments. Clients include Price Club, Cuyamaca College, Westend Financial Corp., Alpine Ranch Estates and Chaparral Estates. In addition to private development projects, she has also participated in the preparation of public planning documents including: the City of Pismo Beach General Plan Update, Northside Specific Plan -City of Riverside, City of Imperial Beach General Plan and Local Coastal Plan Update and related EIR, and the City of Seal Beach Town Center Specific Plan. Her responsibilities ranged from field analysis and policy formulation to preparation of the Environmental Impact Reports and other environmental documents From 1982-1987, Ms. Price worked with Stevens Planning Group, Inc. as Principal Planner for a number of other projects, including Brookhollow, a General Plan amendment, Tentative Map and EIR for a commercial development, and a variety of housing types: Crestridge, a 3,500 acre master -planned community and the Villas at Camebria, an affordable -housing development in the coastal zone involving a General Plan amendment for additional density, a major use permit, open space easement vacation, and final map amendment. Between 1975 and 1982, Ms. Price worked at the San Diego County Planning Department in a variety of capacities. In Long -Range Planning, she prepared the Jamul/Dulzura Subregional Plan —a community plan for 168 square miles including planning for land use, recreation, circulation, and conservation. Ms. Price worked with the community group and various local citizen committees analyzing population growth, public facility availability, and future trends to develop appropriate goals and policies. This work included the use of seven focus groups, employee questionnaires, and process analysis. This was a multiple -agency study involving the City, County, and Metropolitan Sewer District. Client: Jefferson County DEVELOPMENT CODE — WASHOE COUNTY, NEVADA Washoe County adopted a new Comprehensive Development Code. However, the Code presented numerous administrative problems. Zucker Systems was hired to develop alternatives to the use and organization of the Code, procedures for processing applications, infrastructure planning, and compliance assessment. Zucker conducted seven focus groups for the City of San Jose, aimed at determining the business climate in the city. Based on these interviews and the resulting recommendations, the city undertook a variety of changes in relation to its development permitting activities. Client: Oxnard Housing Department COMMUNITY DEVELOPMENT DEPARTMENT REVIEW — EL DORADO COUNTY, CALIFORNIA The El Dorado County Board of Supervisors hired Zucker Systems to complete a full review of the County's Community Development Department. Functions included all aspects of planning and building. Special features of the contract included an analysis of the County's one million - dollar General Plan contract and an analysis of a new one -stop permitting center. Client: County Administrative Office PLANNING DEPARTMENT STUDY — LOS ANGELES, CALIFORNIA Zucker Systems conducted a comprehensive review of all aspects of the 350-person City of Los Angeles Planning Department. This review included Extensive internal and external interviews, and the use of a national peer panel that included the planning directors from New York City, Miami, Memphis, Minneapolis, Long Beach, and San Jose. Client: City Administrative Office PLANNING DEPARTMENT DEVELOPMENT PROCESS IMPROVEMENTS — SANTA CRUZ COUNTY, CALIFORNIA Zucker Systems completed a study of the County development process with the goal of speeding up the process and handling a substantial backlog of permit cases. The initial report resulted in 102 recommendations that were unanimously adopted by the Board of Supervisors for implementation. The first contract was followed by a supplementary contract aimed at implementing suggestions and management training. Processing times were cut in half. Client: Santa Cruz County Planning Department Company Background 33 Zucker Systems REVIEW OF ORGANIZATIONAL STRUCTURE — CITY OF KETTERING, OHIO Zucker Systems was hired to review the two departments of Community Development and Planning, as well as the Assistant City Manager functions. Modifications to the organization structure were recommended in this report. Client: Assistant City Manager GRADING SECTION STUDY — ORANGE COUNTY, CALIFORNIA Zucker Systems was hired to complete a comprehensive review of Orange County's grading function including plan check, inspection, and overall systems and management review. The 123- page report made 86 specific recommendations including changes in grading policy, procedures, staffing, and training. Client: Environmental Management Agency MANAGEMENT AND OPERATIONAL STUDY— ORANGE COUNTY DEVELOPMENT PROCESSING SYSTEMS, ORANGE COUNTY, CALIFORNIA Zucker Systems, in joint venture with Deloitte, Haskins & Sells, completed this extensive study of the Environmental Management Agency's development processing system. Units studied included Advance Planning, Current Planning, Coastal Planning, Subdivisions, Building Plan Check, and Building Inspections. Included were interviews and surveys of user groups such as large and small developers, and citizen groups. The 169-page report included 186 recommendations for improvements to the existing systems, or for the creation of new systems. Specific recommendations were made in the areas of clerical, training, job rotation, capital equipment, records management, information systems, and communications. Client: Environmental Management Agency Orange County, California DEVELOPMENT PROCESS REVIEW — CORONA, CALIFORNIA The Departments of Building, Planning, Public Works, and Utilities were included in this comprehensive study designed to update the functions and assure that they could handle an anticipated major increase in development activity. The study made 143 recommendations. Each Department was reviewed individually. Additionally, topics covering all the departments included automation, communications, training, records management, the overall development process, and policy manuals. Specific recommendations were reviewed in joint study session with the City Manager. Client: City Manager MANAGEMENT STUDY— SAN DIEGO HOUSING REHABILITATION PROGRAM The San Diego Housing Commission asked Zucker Systems to conduct this comprehensive review of its Housing Rehabilitation Program. The study included a review of customer satisfaction, clarification and refinement of program goals, and streamlining of procedures in the area of market, finance, and construction. The report made 72 specific recommendations and included a comprehensive policy and procedures manual, along with a comparison to other housing programs in California. Client: San Diego Housing Commission San Diego, California Company Background Zucker PLANNING DIVISION REVIEW — NAPA COUNTY PLANNING AND DEVELOPMENT DEPARTMENT This study was designed to examine the County's permit processing procedures and related planning activities. Zucker Systems completed this comprehensive study in a tight six -week period. The 121 recommendations contained in the 150-page report focused on policy, procedures, and organization. The report included a detailed action plan, setting priorities and completion dates for each recommendation. Development processing times were cut in half through the report's recommendations. Client: County Administrator SURFACE MINING AND RECLAMATION ACT— CONTRA COSTA COUNTY, CALIFORNIA Contra Costa County hired Zucker Systems to review its surface mining activities and prepare a comprehensive plan for meeting State mandates. Client: Contra Costa County GENERAL PLAN FORMAT— CITY OF CHINO, CALIFORNIA This study, prepared by Zucker Systems for the City of Chino, has received statewide and national interest and is being used in continuous education programs for planners. The study developed a clear, comprehensive format for the General Plan. Client: Community Development Department IMPROVING THE DEVELOPMENT REGULATORY PROCESS — AUSTIN, TEXAS Paul C. Zucker was hired to head a team of national experts to review the development regulatory process in Austin. This report, written by Zucker, contained 26 recommendations for improving the process and was implemented by Austin City officials. Client: City Manager GENERAL PLAN UPDATE AND STREAMLINING PROGRAM — LOS ANGELES COUNTY, CALIFORNIA Zucker Systems was hired to prepare a comprehensive approach to updating and streamlining the Los Angeles County General Plan. This 100-page report reviewed state-of-the-art plans from throughout the country and recommended an approach to create a "user-friendly" General Plan. An RFP was prepared and a consultant hired to implement the report's recommendations. Client: Department of Regional Planning WORK FLOW AND MANAGEMENT ANALYSIS — GAINESVILLE, FLORIDA PLANNING DEPARTMENT This was a comprehensive study of the planning functions with specific focus on policy manuals, information systems, development processing, organization and staff roles, records management, cost recovery, communications, tickler systems, equipment, and processing timing cycles. The 146-page report was accompanied by four inches of appendix material including many exam- ples. The report contained 150 recommendations, most of which have now been implemented. Review included consideration of office space, computerized permits, level of decision -making, plans and regulations, forms and formats, development targets, procedures, staff training, and organization. The study was conducted in close cooperation with the chairman of the Planning Commission and the Planning Director. Client: Office of Management Services ZONING ENFORCEMENT PROGRAM — SACRAMENTO COUNTY, CALIFORNIA This was a comprehensive study of the Planning Department's enforcement functions. It included all current procedures, forms, filing systems, and policies. Much of this study has been implemented. Client: Chula Vista Community Development Department ORGANIZATIONAL AND DEVELOPMENT PROCESS REVIEW — MARINA, CALIFORNIA This organizational review of Marina's Planning Department was based on extensive interview with policy makers and City staff along with other research activities. Client: Marina City Council CHARTING OF PERMIT PROCESSES — CHULA VISTA, CALIFORNIA Zucker Systems charted and described all the City's major development processes. This study was designed as a first step in overall process improvement. Key here would be to have flow chart and process documentation for key processes as well as time measurement. It may also be appropriate to elicit more staff comments and suggestions through a staff questionnaire. I would also tour the facilities and if schedules permit observe an inter -department review meeting and perhaps a Planning Commission meeting. The work program would now begin to evolve as a joint agreement with the various staff. Certain change procedures might be put in place on a trial basis early on. 2. Costs I understand that the preliminary budget for this effort is $25,000. While this is a modest budget for such work, with good staff efforts, good accomplishments should be possible. The City can decide later if there appears to be adequate payoff to justify supplementing the budget. My fees are $175/hour. Billing for travel and onsite work are set at a maximum of an eight -hour day even though onsite work may exceed those hours. Expenses are billed at normal rates. Current airfares to Denver are quite low at $264 round trip from San Diego. 3. Timing I am available to begin this work as the City may desire but generally need to set trips in advance, both for my own schedule and to reduce costs. If two -night stays were used the budget would provide four or five trips. I would arrive in Denver at 12:10 pm on day one and leave at 7:45 pm on day three. If one night -stays were used the budget would provide for six or seven trips. I would arrive in Denver at 12:10 pm on day one and leave at 7:45 on day two. To give staff adequate work time, I would suggest trips be spaced four to five weeks apart; however this could be determined at a later date. 4.
