Please refer to appendix for firm outlines, resumes and project experience from our sub -
consultant team.
In order to effectively coordinate the team's efforts, there are various project management procedures
that will maximize the control of quality for each contract.
• A design team kick-off meeting will familiarize all parties with all facets of each work order so that
each member has an understanding of the issues faced by other sub consultants. During this
meeting, the project delivery schedule and cost constraints will be discussed and the contract
reviewed.
• Design Development meetings with appropriate permitting officials.
• Consulting estimator to review Design Development.
• We recommend weekly or bi-weekly meetings, depending on the complexity of a given contract,
with representatives from your agency during the design development and construction document
phases. Varying members of the design team will attend based on need.
• A 90% meeting to address concerns of all involved parties is held and the comments implemented
before the Construction Documents are sealed.
• The Project Manager will perform a detailed redlining of the drawings and all suggested
modifications of the design are communicated with the entire design team and sub -consultant
team.
• And finally, a Pre -construction meeting will be held with the Client's Project Manager /
Representative, the Contractor and his superintendent and the Architect's project manager to
review the contract documents page by page and identify potential problems, identify special
requirements and establish critical dates and submittals. This meeting has proven to be one of the
most effective tools in risk management that we have utilized. The detailed review of the drawings
confirms the scope of the project with the contractor and provides the Client with the knowledge
that the project scope is properly identified in the documents and understood by the Contractor.
Following these guidelines for team coordination, all parties involved will be informed of their expected
production requirements, deadlines, status, and progress of the project, thus clearly defining each
participant's role in the project.

Deer Creek Family Aquatic Center
Littleton, Colorado
Lyman Davidson Dooley, Inc. worked in conjunc-
tion with Water Technology to produce this seasonal
family aquatic center. The zero entry beach, playful
water features, multiple slide towers and lap pool
work together to attract users of all ages. The sup-
port facilities house the bathhouse, admissions
office, first -aid center, concessions, and the mechan-
ical equipment. The rural setting of Deer Creek
inspired the bam-like imagery. The General
Contractor was selected early in the design phase
and worked with the design team to ensure that the
final product met not only Foothills Parks and
Recreation Districts functional requirements, but
their financial goals as well.

Metro Nashville Levee
Nashville, Tennessee
The Metro Nashville Levee is a major
redesign and upgrade of 2.8 miles of
existing Levee on the Cumberland
River. The existing levee was to be
repaired and raised to increase flood
protection for the city of Nashville.
Secondly, the levee was to be devel-
oped into a scenic greenway with i
river outlooks and public artwork for
the local citizens. A local public artist - --
worked jointly with the landscape _
architects, structural engineers, and _ _=
architects to incorporate art as an
integral part of the design, from 30 tall _
rip -rap waves, to the moire effect pro- - -
duced by the handrails. Our firm
worked closely with the Engineers
and the Army Corps of Engineers to
masterplan the site and strategically
place the common areas to increase_
public use. IgPIEl1

Fort Collins Civic Center Office Building d c s i n
BHA Design teamed with OZ Architects and The Neenan
Company won a design competition for the City of Fort
Collins new office building. The City program was a new
70,000SF office building to be constructed in the Down Town
Fort Collins. The project was significant because it was to
occur in an area called "The Civic Center", designated by the
City as the future heart of government administration for both
the City and Larimer County. In addition, the project was
significant because it was to be designed as a demonstration
project resulting in significant savings through use of `green'
technologies. The proposed building design will result in 35%
energy savings over traditional designs.
BHA's concept continues the themes established within the
Civic Center District. Wide tree lined sidewalks inset with
ornamental paving, ornamental lights and custom seat walls
provide a distinct urban character and pedestrian friendly
environment. Several "Best Management Practices" were
utilized within this project including water quality treatment
using special underground water filtration techniques, use of
indigenous plant materials where possible, and use of locally
available sandstone.

Fort Collins Downtown Transit Center cl C s i
BHA worked with Aller-Lingle
Architects and the City of Fort
Collins to develop a multi -modal
Transit Facility within Downtown
Fort Collins. The site design was
driven by the aesthetics of the
restored C&S freight depot that is the
hub of this new transit center. The
depot's historic character and
materials were drawn into the site
through a brick colonnade and bus
shelters along with ornamental
pavers. To break up the formalism,
BHA introduced plantings to accent
the unique patterns created by the
undulating bus stalls as well as
introducing contemporary custom
signage with a whimsical transit
theme.

Fort Collins office was established in 2000 with the good of expanding our business to the Rocky
Mountain Region. Collectively, we are a creative, aggressive and responsive team with a 14-year
history of providing unique solutions for individual client needs.
We believe strongly in our public responsibility as architects to offer buildings and spaces that are
evocative, forward thinking, and environmentally sensitive. It is our desire to create memorable and
lasting places that positively influence the interaction of those people who occupy them. Measured in
terms of design and management, we meet and exceed our client's expectations and effect successful
solutions to architectural problems. The following resources, capabilities, and techniques are utilized
in the approach each project we undertake.
II. FIRM CAPABILITIES
Governmental Agency and Public Facility Experience: In recent years LDDi has had the
opportunity to work with governmental and public facility agencies, such as the Department of Human
Resources, Department of Administrative Services, Department of Natural Resources, Board of
Regents, General Services Administration, Department of Family and Children Services, and various
Parks and Recreation Departments across the United States. The services provided for these agencies
include land planning, building site planning, feasibility studies, architectural design, interior design,
space planning, tenant design, and construction contract administration. While each municipality is
unique, LDDi is comfortable and familiar with the appropriate processes, regulations, ordinances, and
laws that govern city, state, and federal land planning and development.
Master Planning Projects: Successful Master Planning addresses the building's demand for both
short-term (I to 7 years) and long-term (8 to 20 years) goals and establishes a clear relationship
between each phase and each building. LDDi produces Master Plans that directly align with the space
and needs analysis determined in Programming and Design Workshops. Successful Master Planning
projects that LDDi has completed include Komatsu Park, Athens Retirement Community, StoneCrest
Medical Center, Northbrook United Methodist Church, Grace Lutheran Church, Gateway Office Park,
Mansell Overlook Office Park, Bluegrass Office Park, and Founders Office Park.
Programming Proiects: Programming is one of the key processes in the design of any facility.
Comprehension of the "project needs" establishes a road map for the entire design process. The project
team will utilize a very unique "On -Site Programming Workshop" process as a means to totally
immerse the project team, the City of Fort Collins, and the user groups into the programming process.
All key issues for the project including programmatic and budgeting requirements, site parameters,
architectural character of the facility(ies), and staffing requirements will be identified and documented
for the City of Fort Collins. Each workshop will integrate these two entities with the project
development. The decision making process during the planning of a facility must be interactive and
should involve the owner, the design team, and the project consultants.

Design Services: From the initiation of the design phase, LDDi will evaluate City of Fort Collins's
expressed goals in comparison to the program and anticipated construction budget. This is done to
assure quality of the final product and adherence to the established budget. We will then develop
Design and Construction documents which will reflect, in escalating detail, the goals of the evaluation
process. The City of Fort Collins's involvement, as well as that of the user groups, will be maintained
through signed approvals at the end of each phase. The documents will be complete when the client
has approved the permit ready construction set.
Construction Administration: The Contract Administration phase will begin with a Pre -construction
team meeting to reconfirm the client priorities with the contractor and to outline the construction
process. Our role in this phase will be to represent City of Fort Collins and interpret the construction
documents effectively. We view field decisions as part of the overall design process and take our role
in construction administration as critical to the final outcome.
Scheduline: LDDi uses the Wind2 project management software system to establish a phase -by -phase
man-hour schedule to budget and track the labor needed to hit key deadline dates. This system is tied
directly to our time sheet and payroll software modules to give the Director -in -Charge and Project
Manager a weekly report on the project schedule. Our firm has a proven track record hitting our
project deadlines including the three hundred twenty two thousand (322,000) square foot Mansell
Overlook 100 and 200 and the programming of the Computing Classrooms Center at Kennesaw State
University.
Ability to Meet ADA Requirements: LDDi has on staff an ADA Specialist that works in
collaboration with our design team to generate the most effective design for the specific needs of each
project. Specialized skills in accessible design include knowledge of multiple accessibility codes
including DAAG, and ANSI. Our ADA Specialist is also experienced in surveying facilities for
accessibility, preparing reports based on field survey information, and preparing contract/permit
documents for correction of non -accessible elements of a facility.
Information and Communications Technology LDDi uses the most up to date computer technology
and communication services to correspond and share information between all staff at our four offices.
Our current technology systems enable us to share vital project information, create and transfer graphic
files quickly. Three -Dimensional computer fly -through models may also highlight the progress of the
project by visually demonstratin.a design developments. This service is optional and may provide the
City of Fort Collins the benefit of observing a representation of the finished product. Document
sharing is done through electronic exchange via the Internet, and we are currently addressing security
issues and evaluating the need for Portable Document File (.pdf) software that will allow for more
secure document exchange.

Professional Land Surveying has been the backbone of JR since the
company's inception. Our survey staff takes great pride in the reputation they
have earned for providing the highest level of quality and efficiency while
maintaining the flexibility required to provide customized service. As is the
case with many facets of the service industry, technology continues to provide
new avenues for collecting and distributing site data. Our challenge is to
monitor advancements in technology and select tools that we determine will
enhance our cost effectiveness while preserving our reputation for quality
services.
JR's survey equipment includes state-of-the-art TrimbleTm GPS receivers that
work with total stations and electronic data collectors. Surveyors use HP-
48SX calculators to perform field computations. This technology secures
accurate and reliable field data storage and retrieval for design, construction,
and other field applications. Data gathered on -site is electronically
transferred to our technical staff. Experienced surveyors evaluate the data,
existing field monumentation, and field traverses as they relate to property
lines. Field data and office calculations are performed on Pentium computer
stations. AutoCAD Release 2002, SoftDesk Version 8.0, and Cogo or
PacSoft's CivilMaster software packages are employed to prepare field data
for engineering applications. This information is compiled for subsequent
engineering design or survey platting. Final engineering and surveying data,
in a project specific format, is electronically transferred for construction and
other field surveying services.
JR also offers Global Positioning System (GPS) services in addition to our
other client services. With our TrimbleTm 4000SSE, 9 channel, dual
frequency, P-code receivers and GPS survey data reduction software
including Trimnet, a 3D adjustment package, JR is able to meet a variety of
customer requirements. The GPS units are capable of performing various
survey duties depending on project specifications including Real Time
Differential GPS (DGPS), Static, Fast Static, Kinematic, and Real Time
Kinematic (RTK).

With these units, we can rapidly bring in horizontal and vertical control into
the project area to establish a framework of control in order to reduce or
eliminate long traverses and time consuming level loops. GPS techniques are
especially useful when remote points caused by trees, mountains, or sub-
divisions are present. Section breakdowns are efficiently and quickly
performed through the use of GPS technology. Other applications of this
technology include establishing control points for photogrammetric data,
pipeline record drawings, or creating a control base for GIS projects.
Depending on the client requirements, JR can provide data in geodetic or state
plane coordinates (NAD83 or NAD27), vertical positions in NGVD29 or
NAVD88, or a site specific datum if desired. A project report can be
generated identifying such items as personnel, equipment, chronology,
methodologies, control information, data analysis, adjustments, final
coordinates, and a network map.

Letter of Reference for JR Engineering
JR Engineering is under contract with the City of Fort Collins, Engineering Department,
to perform various engineering design and drafting functions on an as needed basis. For
me, they completed construction plans for improvements required for the street widening
and construction of two new railroad crossings for a project titled "Railroad
Consolidation Project, Phase 3." The survey data was provided by the City in
Autocadd/Softdesk electronic format. JR received the data and work with it to prepare
their design. The plans, 25 sheets, were completed to Colorado Department of
Transportation format. Additional items required were an engineer's estimate and special
provisions.
JR Engineering's staff performed well on the project. They were accessible when
needed, receptive to comments and changes, and completed the plans within the
requested time frame. One item we expected could be a problem, was when the JR
project manager left their firm. This happened about midway through the project.
However, it was not a problem. The new project manager was able to pickup the project
and complete it without any apparent delays or misunderstanding. Everything worked
just fine.
We are satisfied with the work and would have them do work for us again.
Sincerely,
Michael R. Herzig, P.E.

Reference Letter for JR Engineering
I am the project manager for Federal -Aid Local Agency Projects at the Colorado Department of
Transportation (CDOT). I have worked with JR Engineering, through the City of Ft. Collins, over
the past 5 years on the following projects:
Harmony Rd. Bike Lanes — the addition of bike lanes to an existing road and concrete
intersection improvements.
Timberline Rd. Bike Lanes — the addition of bike lanes to an existing road.
Railroad Consolidation Project — the removal of railroad tracks, installation of new
railroad tracks and railroad signals, concrete curb and sidewalk, and roadway improvements.
JR Engineering was responsible for gathering data, designing and producing a set of plans for the
projects. We require the plans to be in the CDOT format and designed according to FHWA and
CDOT specifications. They are capable of using CDOT web pages and design manuals to meet these
requirements with minimum guidance.
They have always been very easy and pleasant to work with, seeking information when needed, and
willingly making any changes as requested. They work hard to insure the plans and specifications
are accurate, complete, workable, and easy to follow.
When JR Engineering is designing a project, I feel confident the process will be efficient, enjoyable,
and quality plans will be the result.
Sincerely,
LJ..Tn
