Phase I Scope of Services
Task 3.7 - Interactive Project Web Site
The City's existing project website will be updated and used for Phase I. The City will be
responsible to update and maintain the site with limited assistance from the project
team. The project team will assist with graphics and text to be incorporated into the site.
TASK 4 - PURPOSE AND NEED DEFINITION
A carefully crafted and focused Purpose and Need statement is critical to the subsequent
alternatives definition and analysis. As the guiding principle for the study process, the Purpose
and Need Statement will:
Identify the regional transportation goals/objectives of specific importance to the corridor.
• Identify the transportation constraints that impede circulation and transit connectivity,
and that contribute to lengthy commutes.
• Identify the transportation and land use trends that are affecting transit demands.
• Clearly state and quantify the specific transportation and related needs in the corridor
such as the desire for enhancement of multi -modal connections, transit oriented
development, sensitive urban design, neighborhood preservation and eventual
connection to commuter rail line to Denver.
• Be defined in such a way that a strong relationship between the transportation
issues/needs and the alternatives is established.
• Reflect both the quantitative and qualitative issues that will be addressed as part of the
project.
The approach to this task will draw heavily upon information from the MSTC Master Plan. The
following data will be updated and analyzed:
• Existing and future land use (population and employment) in the corridor
• CSU Plans
• Existing and planned bus service
• Bus travel times
• Existing and future congestion on College Avenue
• Transit issues
• Pedestrian and bicycle facilities issues
• Regional issues/connection to commuter rail and long-range BNSF/CDOT relationship.
This information will be combined with applicable data from the Master Plan to prepare the
Purpose and Need Statement.
