We are requesting Change Order #2 for Purchase Order #22104769 for the City Plan Update project in
the amount of $75,000 for:
What: Implementation, Land Use Code, and Additional Services required from the Contractor (EDAW)
per the attached Scope of Work.
Cost: $75,000, subdivided into three parts; Part 1 $46,500; Part 2 $7,000, and part 3 $21,500. These
funds were appropriated in the 2002 Budget and are available for this project.
Why: The additional tasks have been identified as policy and code changes needed during the City Plan
Update and Transportation Master Plan Update projects process and are not sufficiently covered under
the original contract. The additional tasks are based on information gathered at public meetings,
stakeholder interviews, and Citizen Advisory Committee meetings and require additional services of the
Contractor to complete the updates.
EXCEPTION TO THE COMPETITIVE BIDDING PROCESS RATIONAL:
Under Section 8-160(d)(1) j . The material, professional service or service is the subject of a change
order.
Upon receipt of your approval, we will proceed with issuance of a purchase order to Mars Company.

We are requesting Change Order #2 for Purchase Order #22104769 for the City Plan
Update project in the amount of $75,000 for:

Implementation, Land Use Code and Additional Services
Scope of Work
The following scope of work outlines additional task items requested to date for
the completion and implementation of City Plan.
Pant L Land Use Code Revisions
The EDAW team will assist the City with modifications to the Land Use Code
resulting from recommendations from Part 1 (Size and Character vision) and
Part If (Policy Recommendations) of the City Plan update process.
Task 1. Summary of City Plan Modifications
EDAW will provide a brief report outlining all policy and direction changes arising
from the City Plan update process, and will highlight necessary steps to
implement the recommended policy changes. In addition, EDAW will outline
policies in which existing implementation strategies need further enhancement in
order to obtain the desired intent according to the objectives outlined in the
process. A summary portion of the report will highlight policy changes that would
most likely require changes in the Land Use Code.

Task 2. Review Land Use Code
The EDAW team will review the current Land Use Code. Base on previous
public meetings, stakeholder interviews, CAC suggestions and the City and
Transportation Master Plan update process, EDAW will highlight Land Use Code
policies that should be reviewed and possibly modified.

Scope of Services
Task 3. Workshop
A workshop will be held with City staff to review potential modifications and
additions to the Land Use Code. EDAW will also verify if other policies should be
reviewed that have been identified through other processes.

Task 4. Land Use Code Modification Recommendations
The EDAW team will summarize the list of Land Use Code modifications and
potential changes to the Land Use Code.

Task S. Workshop
A workshop will be held to identify participants in the Land Use Code update.
The update teams will consist of staff EDAW and City staff.
Task 6. Update Land Use Code
The Land Use Code will be updated by City staff and the EDAW team. The
result will be a draft updated Land Use Code,

Task 7. City Council/Planning and Zoning Work Session
Two work sessions will be held to review changes, one with the Planning and
Zoning Commission and one with City Council.

Task 8. Final Land Use Code
A final Land Use Code will be developed, ready for adoption.

Pad 11. Case Study Research
The EDAW team, including the Growth.Management Institute, will provide case
Studies for key characteristics being reviewed as part of the City Plan update
process. The project team wtll provide case studies that highlight the choices
being evaluated for the key characteristics. A brief, case study description for
key characteristics will be provided that describes the details of the tradeoffs of
different approaches. The description will also highlight the differences between
Fort Collins and the case study cities, and will suggest other approaches that
could mitigate the negative consequences of some decisions. This approach will
provide "lessons learned° from other places. This task assumes a week of work
and several interviews with other communities.

The project team anticipates that the project may require other meetings beyond
the original scope. An allowance for additional meetings has been estimated and
