SPECIFICATIONS AND CONTRACT DOCUMENTS
Description of Bid #5660 Asbestos Abatement At Nix Farm
OPENING DATE: January 11, 2002, 3:OOp.m. (Our Clock)
To all prospective bidders under the specifications and contract documents described above,
the following changes are hereby made.
NOTE: THE OPENING DATE HAS BEEN CHANGED FROM JANUARY 11, 2002 TO
JANUARY 17, 2002, 3:OOP.M. (Our Clock).
The following clarifications were requested by the attending potential bidders:
• Quantification of limited flooring removal from the living room area
• Quantification of the contaminated soils in the crawlspace
• Clarification of source of power
• Clarification of source of hot water
• Clarification of source of lighting
• Clarification or extension of length of project
• Clarification of which party to request variances
The following clarifications were requested by the City of Fort Collins:
• Contractor must use that attached bid schedule which includes price per cubic foot for
removal of soils
• Provisions for protection of wood surfaces
The General Contractor expressed a desire or need to remove the flooring in the living room as
part of their scope of work for the remodel. WALSH Project Manager Kevin M. Troyer advised
the City of Fort Collins that the abatement contractor be permitted to complete the last stage of
removal of this flooring material as the precise limit of contamination within the crawlspace has
not yet been determined due to limited access. Therefore, removal of this section of flooring
(approximately 320 square feet) is included in the abatement contractor's Summary of Work.
The quantification of the contaminated soils in the crawlspace was based upon the estimated
length of duct within the crawlspace, taking into account that some of this ductwork would be
buried as noted in the observable areas where the duct entered the crawlspace. Each section
of duct is approximately 12 — 16 inches in diameter, and may be partially buried in the soils of
the floor of the crawlspace. As such, the potential for contamination of the entire crawlspace

from occupation and disturbance of materials by maintenance/service personnel was
considered remote. Therefore, only those soils immediately surrounding the ductwork are
considered contaminated, and shall be addressed by the Abatement Contractor. During the
course of this removal, it is expected that some of the asbestos containing duct wrap shall
delaminate from the ductwork and create some minimal contamination of the soils underneath.
This is the reasoning for the removal of the 2" of soils under the ductwork.
The potential bidders requested clarification as to sources of power, light and heat. The
potential bidders were informed at the prebid meeting that a source of power would be provided,
and the City will provide a licensed electrician for installation to contractors power panel for
asbestos abatement activities. Also, the potential bidders were informed that heat and lighting
were unavailable and would be the responsibility of the Abatement Contractor.
The potential bidders also expressed concern about the short duration of the scheduled project,
and requested more time. Therefore, the project schedule is extended to ten working days.
The potential bidders requested clarification as to responsibility for variance requests. The
clarification places the responsibility for all variances on the Abatement Contractor, and requires
approval by the Owner or the Owner's Representative (WALSH) prior to submittal to the State of
Colorado.
A per cubic foot price for contaminated soils removal was requested by the City of Fort Collins
for add/deduct purposes upon determination of actual quantities of removed soils at the
conclusion of the project.
Provisions for protection of wood surfaces (from tape damage, water damage, etc.) were
included at the request of the City of Fort Collins.
State of Colorado Regulation No. 8 specifies that a project design must be prepared by a
properly trained and certified asbestos project designer. Due to the changes to the original
document, the finished bidding document does not now constitute a full project design, but a
Summary of Work. The asbestos abatement contractor can provide a simple plan for
abatement that can be utilized as the Project Design.

BID SCHEDULE
Our firm will remove asbestos containing materials by competent persons trained,
knowledgeable and qualified in the techniques of asbestos abatement. This includes the
handling and disposal of asbestos -containing and asbestos -contaminated materials and the
subsequent cleaning of contaminated areas. The Contractor must comply with all applicable
federal, state, and local regulations and be capable of performing the work specified in this
Contract.
1. Removal of asbestos -containing thermal system insulation (TSI) materials and contaminated
soils from the basement and crawlspaces areas below the main house level within full
containment.
