I told him that we were impressed with his firm, but that David Lookingbill just wasn't the right style to communicate this process in our fair city. I framed it as more of a "fit" or "match", rather than a shortcoming on David's part. Henri said that he understood, and that he will pursue two options, and call me back: 1. he will be the project director; 2. he will assign some other staff member as the project director, whom we will need to interview like we did David. Henri said that he is willing to come out and do a couple hour presentation and discussion with the ELT on the merits, issues, consequences, etc. of job evaluation, answer questions, build commitment, etc. He is not able to come out on May 9, so I need another date to give him (do we really want to wait until June for the next extendo ELT? - I suggest we schedule a special meeting with the ELT just on this issue). A Request for Proposal (RFP) was sent out on February 1, 2001 to 32 vendors with a response return date of February 22, 2001. Also attached to this email is a copy of the Job Evaluation RFP. The City Manager and members of the Executive Leadership Team have approved a formal Job Evaluation System and would like to have the system in place in 2001. It was presented to them by Human Resources that the City would benefit from having a system in place to provide a systematic and uniform method to evaluate jobs. The job evaluation system will compare non - benchmark jobs to marketed benchmark jobs. Using a combination of both the market analysis and job evaluation system can be the most efficient method of appropriately aligning all jobs within the organization, provide consistent documentation, and help to promote internal equity. The purpose of this memo is to request your assistance in the evaluation, review, and interview process for the returned RFPs. The process will be as follows: 1) Purchasing will receive all returned RFPs no later than Thursday, February 22, 2001. 2) Purchasing will make up a packet for each team member to include a copy of all returned RFPs and instructions for evaluating/reviewing the RFP — to be sent out to each team member no later than end of the day Friday, February 231. 3) Team members will review their packet. 4) Team members will meet as a group on or around (depending on schedules) Friday, March 2nd to discuss the RFPs previously reviewed. 5) At the March 2nd meeting we will decide as a team whom to interview and set up dates for interviews with the vendors. is ens ey - va nation- ewew earn. oc age 6) Each team member needs to be involved in the interviews — I anticipate having 3 vendors to interview. 7) After the interviews are complete, we will meet again as a team to decide on a vendor or to decide to interview other vendors. Hopefully the above process has given you a good idea of the amount of time I am requesting from you. I would like to set a tentative deadline - end of March - to make the final decision on a vendor for the Job Evaluation System. I realize that this date depends on all of our schedules and the vendor schedules. After a vendor has been chosen, your participation on this team will no longer be requested.
