On behalf of the team of researchers at Market Decisions I am pleased to
present the attached proposal in response to request # P-853.
We are first and foremost experienced and pragmatic researchers. Our clients
find that our research precisely meets their needs and obtains the information
they need to make effective decisions. Our blend of rigorous research methods
and insightful analysis and interpretation assures reliable, accurate and useful
research.
This project is of particular interest to us and we believe that we are especially
well qualified to provide the information needed for establishing a strategic
energy plan.
For over five years I sat where you sit, developing plans, creating incentive rates,
implementing energy conservation programs and evaluating opportunities for
green power. As Vice President of a major investor owned utility, many of the
issues you face now, I faced as a manager. Following this assignment, I
continued to conduct research for utility and non -utility clients as a research
consultant. Similarly, our Research Director, Dr. Brian Robertson, has extensive
experience conducting research for utilities.
This direct and practical experience means that you not only will get great
research, but that research is likely to be available to you faster, conducted with
less waste, and more useful. We see many thoughtful and complex studies that
take vast amounts of time and yet do not provide the clear yet objective blueprint
that utility executives need. These researchers simply do not have the practical
perspective that we bring because of our "real world" experience.
