An accurate gauge of community attitudes on potential expansion of the urban growth
area and other key issues is essential to the success of the City Plan update. For this
reason, we propose to conduct a community -wide survey that will be integrated with
input from the CAC, public meetings and other forums to provide a coherent sense of,
the community's desired future direction key aspects of the survey approach are

• The survey will be conducted using a ma0out/mail-back format. Although
a phone survey offers certain advantages, the need to include maps and
other graphics to illustrate key issues strongly favors use of a mail -out
approach:
As we envision the survey, it will be limited in scope. Rather than a
comprehensive look at multiple issues, many of which have been addressed
in prior surveys, we envision the survey focusing on a few key issues such
as UGA expansion, i.e. the scenarios, and other selected issues such as the
importance of encouraging infiwredevelopo=t, regional commercial
center, community separators and others that will bejoinfly identified
• We will work with a survey fmtu to design and implement a statistically
valid study. For purposes of initial cost estimation, we anticipate mailing
out approximately 2,000 surveys with a goat of receiving a minimum of 4o0
responses.
• Survey results will be fully documented and presented in summary and
detailed report formats.
if authorized to initiate this effort immediately, survey results will be available by
early to mid -December. This schedule assumes mail -out by November 9, a return
date of November 27 and results compilation by December 11,

experience and does not reflect a specific estimate from a survey firm_ We will obtain

ready to move ahead. As noted, a survey firm will assist in developing the survey
instrument and take a lead role in implementing the survey, including sample design
and results compilation. EDAW Will take a lead role in developing survey content
and reporting results.
