We appreciate the opportunity that the City of Fort Collins has provided to us in order to
participate in the bid process.
Computer Consulting Services of America (CCSA) has considered and fully understood all
articles of the RFP. CCSA understands that by submitting this proposal we will be under a
contractual obligation when our proposal is accepted. We will provide the certificate of insurance
as soon as you request them; usually we are able to get the copy of certificates within 48 hours.
We have reviewed the contract agreement and terms of City of Fort Collins and Federal
requirement and agreeable to the set terms.
CCSA acknowledges that it had reviewed the "Addendum" that was provided by the City of
Fort Collins.
Our bid price for the programmer is $45/hr.

Summary
Over eight years of experience in entire application life cycle within information technology. The
core strength has been in business process analysis and developing information technology
solutions to address user needs through robust and flexible application architecture. In the most
recent years, has been primarily accountable for analysis, design, development and
implementation of projects on a deliverable basis. Experience encompass diversified operating

CCSA's Proposal for NFR
Background
NFRT/AQPC needs assistant of a vendor who can facilitate the following identified
tasks:
1. To enhance the existing VanGo database application;
2. Create necessary interfaces to other system;
3. Test the application;
4. Deploy the application in production;
5. User-friendly system that is reliable and easy to maintain;
6. A User's guide;
7. An Administration Guide (ER -Model, and any special coding).
Assumptions
1. Client will provide necessary resources to complete the tasks. Access to system
and software privileges will be granted to CCSA's employee on an as -needed
basis. Most of the work (design and development) will be done at vendor's site.
2. Client will provide us with direction — priorities, deadlines and authorization for
the task(s) that have to be accomplished.
3. CCSA has a complete development environment — CCSA's Solution Center is
here in Denver.
4. Developer will be provided with minimum of one full day's to understand the
existing application and database design. There will be a person assigned who can
clarify any questions and will spend some time to provide necessary "quick"
knowledge transfer to the vendor team member.
5. Client will provide CCSA with documentation such as data dictionary or existing
system documentation to the consultant assigned on this project, if any. We
understand from the RFP VanGo does not have any such documents currently.

1.3 Company History
Computer Consulting Services of America, Inc. (CCSA) is an Information
Technology (IT) focused professional services fine with proven abilities in cutting
edge technologies. CCSA has strategic alliances with key vendors like Microsoft,
COGNOS, Oracle and BEA. CCSA provides services to both the public and
private sectors and our clients vary in size. CCSA is a Colorado headquartered firm
formed and operated since 1993.
CCSA is a WMBE firm that is certified by Federal Government SBA's office as an
SDB/8a firm. We have been in business for the last 9 years with a unified goal of
sustainable profit and profit reinvestment for our growth.
CCSA's success hinges on its "core" values of delivering what is promised on a
timely basis with quality service that is cost-effective.
Whether it is a 2-hour, 2-week, 2-month or 2-year assignment CCSA has
consistently proven its ability to provide superior solutions to customers like
AT&T, Qwest, CDOT (Colorado Department of Transportation), CDOPH
(Colorado Department of Public Health), Kaiser, etc. Repetitive business from our
clients makes us believe that our obsession with quality work and meeting
deadlines is what endears us to our clients. We bring in team synergy and the
ability to create solutions that address our customer's issues.
CCSA has a strong work history with the Government sector and
Private/Commercial sector in providing "fixed deliverables" solutions and "Time &
Material" based engagements. In the private sector, we have worked with large
Fortune 500 companies to mid size companies. With the Government we have
experience with various agencies for the past four years.
1.4 CCSA's Approach
We strongly believe that CCSA has the experience to complete the above tasks in a
reasonable amount of time with the required cost-effectiveness. We have handled
database application of this size and much larger for many government agencies.
The largest database that we have handled is over 600 entities and relationship for a
large Telecommunication firm. Our approach provided here is to demonstrate a
comprehensive approach and a complete solution. However, the VanGo project
manager can assign "selective" tasks that are suggested here to the vendor to keep
the overall cost down.
Our steps would be as follows:
1. Gap Analysis - Get the current Access database application, review the
application as a "whole" and then compare it to the required fields and report
fields provided in the SOW.
2. Discussion with Users — With key users, have a JAD (Joint Application
Design) session to disseminate the limitation in terms of their business needs.

Also, understand and document Users' feedback on the "current" system in its
present condition.
3. Identify production security requirements.
4. Review "Gap Analysis, Discussion with Users and Security" to identify
alternatives (if available/necessary) and a preliminary project plan to
accomplish the tasks.
5. Based on the alternative approved by NFRT/AQPC, CCSA will conduct its
development.
6. CCSA will test the application for functionality, user -friendliness and
reliability.
7. CCSA will provide "training" for users on using the enhanced application.
8. CCSA will work with users on their "acceptance testing".
9. CCSA will convert/migrate necessary data to production.
10. CCSA will implement the application to production.
1.5 Free Preliminary Analysis for Planning
Assuming the contract is awarded to CCSA, CCSA's engagement manager will
meet with the "Client's team" to discuss the details and collect information on the
existing system (paper and electronic format). CCSA during this facilitated meeting
will try to identify priority tasks and deadline. The outcome of the meeting will
allow the engagement manager to prepare a preliminary project plan and provide it
to the City Project manager.
1.6 Quality Assurance
CCSA's engagement manager will ensure that the development progresses as per
the envisioned direction and also act as a "virtual project manager". City's Project
Manager will have the direct control of the project and scope. The time spent by the
virtual project manager/solution architect for monitoring the progress and ensuring
deliverables will not be billed to the client. This will be another value-added
service that CCSA offers the client with this "unified goal" — Success of the
Project.
1.7 Project Reporting
CCSA's programmer will provide weekly status report to the City project manager
on project progress and any issues/risks associated with the project.
1.8 Company Representative & Sub -Employees
CCSA's engagement manager Shekar Jayaraman will be responsible for quality
product delivery within the time frame committed. Shekar has been a CCSA
employee for the last eight (8) years. Shekar has a Master's Degree with Computer
Science emphasis from Louisiana State University.

1.8.1 Assigned personnel
Balaji is a senior programmer and analyst who has over 8 years of IT
experience in various tools such as Visual Basic, PowerBuilder, Access, SQL
Server, Oracle, Informix, Sybase, C, Brio and Cognos. Balaji has been
working with CCSA for the last 5.5 years as a full-time employee. Through
out his tenure at CCSA he has developed an excellent rapport with the clients
with whom he's worked. He is a person with strong faith in his decision and
is extremely passionate about building the "Right Solution" for his clients.
Balaji has worked extensively on both public sector and commercial sector
projects. Balaji has worked on projects that are client -server and web based
technologies.

1.10 Firm Capability/Qualification
• One of the key areas that we will demonstrate our capability will be our client
reference. In fact, we do get 100% of referral from our clients and repeat business.
• We have included in the "Appendix", screen shots of some of our Access
application that will demonstrate to you on how we have created GUI and also
provide you with a preview on complexity of the application that is developed in
Access, Visual Basic, SQL.
• We have included in the "Appendix", Visio data models that we have created. We
believe in building normalized database irrespective of the "number entities" — we
have had small 8 entities and have built complex over 300 entities and
relationships for large telecommunication firms.
• Our consultant's qualification. Please review his full qualification from his
resume in Appendix.
• Our firm's previous delivery capability in various projects that can be verified
through various references provided in this proposal.

1.11 CCSA's Public Sector/Access Database Experience
We have worked on many database applications using Access, SQL Server,
Sybase, Oracle, D132, and Informix in the last nine years at various
companies/agencies. Our selective recent government agencies experience is with
Department of Transportation, Department of Public Health, Department of
Regulatory Agencies, and Department of Revenue.
1.12 Timeline
CCSA has the resources available for this project. If there is a need for "crunching"
due to time limitation we can add more resources to the project. We will be able to
begin work within 3 business days of the award of the project. Assuming, the
award will be in September/October (by the end of September or mid of October)
we should not have any problem in meeting the November 30`h deadline.
Also, we have enough resources in the firm that should a need arise to work on
tasks in parallel we can accomplish them without any resources constraints in our
side.
1.13 Billing
CCSA will bill the City of Fort Collins for the work in this engagement by
December 15, 2002. In fact, we normally bill on a bi-weekly billing, however,
based on the RFP, CCSA will bill on a monthly basis. Our consultant(s) will get
weekly "Time Sheet" approved by authorized person(s) assigned to the project by
the "City of Fort Collins". Our invoice will provide the necessary documentation as
requested in the RFP.
1.14 Availability
CCSA commits that resources will be available for this project and will be
dedicated to this project once it is awarded to CCSA. If and when required to have
any additional resources for the project in order to meet the dead -line CCSA has
enough skilled resources in the area of Microsoft technologies that we can handle it
without any risk to the project.
1.15 Deliverables
• User-friendly system that is reliable and easy to maintain in production.
• A User guide.
• An administration guide.
CCSA guarantees that its consultant will deliver the above deliverables upon
assignment of each task. This is with the assumption that the users will provide
their time when the programmer needs to analyze the system and would be
available to validate the design approach.
1.16 Cost a r
Our hourly Rate is 45/hr for the Programmer/designer. The engagement
manager's activities associated with the project are not billable to the client. The
engagement manager's role and time spent on this project is a value-added services
