HomeMy WebLinkAboutRFP - P830 TRANSPORTATION MASTER PLAN UPDATECity of Fort Collins Administrative Services Purchasing Division REQUEST FOR PROPOSAL CITY OF FORT COLLINS TRANSPORTATION MASTER PLAN UPDATE Proposal Number P-830 The City of Fort Collins is soliciting proposals from qualified consultants and teams of consultants, to assist the City staff in the update of the Transportation Master Plan. The successful applicant will address all of the tasks, issues, and products identified in their proposal, possess the requisite skills necessary to complete the project on time, and be motivated to work with staff, citizens and governing bodies to accomplish the goals and objectives associated with this project. The budget for this project is sufficient to cover the costs to perform the tasks necessary to complete this project. Tasks will include, but are not limited to; those outlined in this document. Proposers should note that cost will be an important element in selecting the successful firm/team to be awarded a contract through this RFP process. A Pre -Proposal meeting will be held April 8, 2002 at 2:00 p.m. in the Conference Room located in the Community Room located at 215 North Mason St. Written proposals, five (5) will be received at the City of Fort Collins' Purchasing Division, 215 North Mason St., 2nd floor, Fort Collins, Colorado 80524. These criteria will be the basis for review of the written proposals and interview session. The rating scale shall be from 1 to 5, with 1 being a poor rating, 3 being an average rating, and 5 being an outstanding rating. Were problems corrected quickly and effectively? 2/9/QO 2 PROFESSIONAL SERVICES AGREEMENT THIS AGREEMENT made and entered into the day and year set forth below, by and between THE CITY OF FORT COLLINS, COLORADO, a Municipal Corporation, hereinafter referred to as the "City" and , [insert either a corporation, a partnership or an individual, doing business as 1, hereinafter referred to as "Professional'. W ITNESSETH: In consideration of the mutual covenants and obligations herein expressed, it is agreed by and between the parties hereto as follows: 1. Scope of Services. The Professional agrees to provide services in accordance with the scope of services attached hereto as Exhibit "A", consisting of ( ) page[s], and incorporated herein by this reference. 2. The Work Schedule. [Optional] The services to be performed pursuant to this Agreement shall be performed in accordance with the Work Schedule attached hereto as Exhibit "B", consisting of ( ) page[s], and incorporated herein by this reference. 3. Time of Commencement and Completion of Services. The services to be performed pursuant to this Agreement shall be initiated within ( ) days following execution of this Agreement. Services shall be completed no later than . Time is of the essence. Any extensions of the time limit set forth above must be agreed upon in writing by the parties hereto. 4. Early Termination by City. Notwithstanding the time periods contained herein, the City may terminate this Agreement at any time without cause by providing written notice of termination to the Professional. Such notice shall be delivered at least fifteen (15) days prior to the termination date contained in said notice unless otherwise agreed in writing by the parties. All notices provided under this Agreement shall be effective when mailed, postage prepaid and sent to the following addresses: PSA 05/01 1 Professional: City: With Copy to: In the event of any such early termination by the City, the Professional shall be paid for services rendered prior to the date of termination, subject only to the satisfactory performance of the Professional's obligations under this Agreement. Such payment shall be the Professional's sole right and remedy for such termination. 5. Design, Project Indemnity and Insurance Responsibility. The Professional shall be responsible for the professional quality, technical accuracy, timely completion and the coordination of all services rendered by the Professional, including but not limited to designs, plans, reports, specifications, and drawings and shall, without additional compensation, promptly remedy and correct any errors, omissions, or other deficiencies. The Professional shall indemnify, save and hold harmless the City, its officers and employees in accordance with Colorado law, from all damages whatsoever claimed by third parties against the City; and for the City's costs and reasonable attorneys fees, arising directly or indirectly out of the Professional's negligent performance of any of the services furnished under this Agreement. The Professional shall maintain commercial general liability insurance in the amount of $500,000 combined single limits, and errors and omissions insurance in the amount of 6. Compensation. [Use this paragraph or Option 1 below.] In consideration of the services to be performed pursuant to this Agreement, the City agrees to pay Professional a fixed fee in the amount of ($ ) plus reimbursable direct costs. All such fees and costs shall not exceed ($ ). Monthly partial payments based upon the Professional's billings and itemized statements are permissible. The amounts of all such partial payments shall be based upon the Professional's City -verified progress in completing the services to be performed pursuant hereto PSA 05/01 2 and upon the City's approval of the Professional's actual reimbursable expenses. Final payment shall be made following acceptance of the work by the City. Upon final payment, all designs, plans, reports, specifications, drawings, and other services rendered by the Professional shall become the sole property of the City. 6. Compensation. [Option 1] In consideration of the services to be performed pursuant to this Agreement, the City agrees to pay Professional on a time and reimbursable direct cost basis according to the following schedule: Hourly billing rates: Reimbursable direct costs: with maximum compensation (for both Professional's time and reimbursable direct costs) not to exceed ($ ). Monthly partial payments based upon the Professional's billings and itemized statements of reimbursable direct costs are permissible. The amounts of all such partial payments shall be based upon the Professional's City -verified progress in completing the services to be performed pursuant hereto and upon the City's approval of the Professional's reimbursable direct costs. Final payment shall be made following acceptance of the work by the City. Upon final payment, all designs, plans, reports, specifications, drawings and other services rendered by the Professional shall become the sole property of the City. 7. City Representative. The City will designate, prior to commencement of work, its project representative who shall make, within the scope of his or her authority, all necessary and proper decisions with reference to the project. All requests for contract interpretations, change orders, and other clarification or instruction shall be directed to the City Representative. 8. Project Drawings. [Optional] Upon conclusion of the project and before final payment, the Professional shall provide the City with reproducible drawings of the project containing accurate information on the project as constructed. Drawings shall be of archival quality, prepared on stable mylar base material using a non -fading process to prove for long storage and high quality reproduction. PSA 05/01 3 9. Monthly Report. Commencing thirty (30) days after the date of execution of this Agreement and every thirty (30) days thereafter, Professional is required to provide the City Representative with a written report of the status of the work with respect to the Scope of Services, Work Schedule, and other material information. Failure to provide any required monthly report may, at the option of the City, suspend the processing of any partial payment request. 10. Independent Contractor. The services to be performed by Professional are those of an independent contractor and not of an employee of the City of Fort Collins. The City shall not be responsible for withholding any portion of Professional's compensation hereunder for the payment of FICA, Workers' Compensation, other taxes or benefits or for any other purpose. 11. Personal Services. It is understood that the City enters into this Agreement based on the special abilities of the Professional and that this Agreement shall be considered as an agreement for personal services. Accordingly, the Professional shall neither assign any responsibilities nor delegate any duties arising under this Agreement without the prior written consent of the City. 12. Acceptance Not Waiver. The City's approval of drawings, designs, plans, specifications, reports, and incidental work or materials furnished hereunder shall not in any way relieve the Professional of responsibility for the quality or technical accuracy of the work. The City's approval or acceptance of, or payment for, any of the services shall not be construed to operate as a waiver of any rights or benefits provided to the City under this Agreement. 13. Default. Each and every term and condition hereof shall be deemed to be a material element of this Agreement. In the event either party should fail or refuse to perform according to the terms of this agreement, such party may be declared in default. 14. Remedies. In the event a party has been declared in default, such defaulting party shall be allowed a period often (10) days within which to cure said default. In the event the default remains uncorrected, the party declaring default may elect to (a) terminate the Agreement and seek damages; (b) treat the Agreement as continuing and require specific performance; or (c) avail PSA 05/01 4 himself of any other remedy at law or equity. If the non -defaulting party commences legal or equitable actions against the defaulting party, the defaulting party shall be liable to the non -defaulting party for the non -defaulting party's reasonable attorney fees and costs incurred because of the default. 15. Binding Effect. This writing, together with the exhibits hereto, constitutes the entire agreement between the parties and shall be binding upon said parties, their officers, employees, agents and assigns and shall inure to the benefit of the respective survivors, heirs, personal representatives, successors and assigns of said parties. 16. Law/Severability. The laws of the State of Colorado shall govern the construction, interpretation, execution and enforcement of this Agreement. In the event any provision of this Agreement shall be held invalid or unenforceable by any court of competent jurisdiction, such holding shall not invalidate or render unenforceable any other provision of this Agreement. 17. Special Provisions. This process was conducted in concert with the update to the City's Comprehensive Land Use Plan (City Plan, 1997). This update effort will again occur in parallel with the planned update to City Plan, and will require a high level of cooperation and coordination with that project's staff in terms of public outreach as well as analysis. The parallel, coordinated planning update efforts of both City Plan and the Transportation Master Plan will allow Staff to better focus on the critical link between land use and transportation issues as the City of Fort Collins decides its future path. The Transportation Master Plan update process will gauge and incorporate the relative effect and implications of plans, policies and infrastructure decisions made since 1997. It will examine key policy issues as well as assumptions and goals of City Plan, and incorporate other Plans and policy changes made since that time. Alternative land use scenarios proposed as part of the City Plan Update process and their implications for mobility and transportation infrastructure will be analyzed and tested in an iterative manner. A detailed financial analysis will be conducted that identifies future needs, costs, and anticipated revenues. Key elements of the previous Transportation Master Plan will be updated and refined. All elements of the analysis will be woven together to reflect the City's vision and goals regarding future transportation systems and land uses. Public Outreach The successful consultant or team will be expected to coordinate closely with the public outreach team chosen to facilitate the City Plan Update process. These two. projects must have a highly integrated, coordinated, consistent public outreach process. Close coordination and synchronization with the City Plan public outreach team will ensure a seamless presentation of information to, and open dialogue with, the public. A copy of the RFP/Scope for the City Plan Update process is attached for more perspective on this aspect of the proposal. The City prides itself on the ability to involve citizens in the development of comprehensive planning policies. It is therefore important that the Transportation Master Plan update process has a well designed citizen participation plan that involves the concepts of Systematic Development of Informed Consent (SDIC) to deal with controversial issues. Qualified consultants, and/or teams of consultants, must demonstrate strong ability to manage citizen participation and resolve issues where there are strong opposing perspectives. The citizen participation portion of the process is a very important component of this project and must be approached from a grass roots perspective. The successful consultant or team will need to demonstrate the ability to orchestrate a marketing/media campaign as well as incorporate strategies to effectively and proactively deal with local and regional media to help ensure clear communication of key messages and progress as the project unfolds. Finally, the successful consultant will utilize a diverse set of media to convey information and solicit citizen feedback. Media examples include but are not limited to interactive website, mailers, public announcements in utility billing and newspapers, local radio and cable access television spots. Coordination with City Plan Update The successful consultant or team will be expected to work closely with the City Plan Update team not only in terms of public outreach, but in analysis of land use and transportation issues as well. There will be substantial coordination with the City Plan Update team in areas such as identification of community vision and goals, relationship of transportation issues to City Plan principles and policies, and analysis of existing and alternative land use scenarios. It is expected that the two project teams will work together in a collaborative, iterative manner that examines issues and questions, then feeds results back into discussions of vision and implications for the future of Fort Collins. The project team for the Transportation Master Plan Update will provide travel demand forecast analysis for all modes of transportation, and other transportation -related technical support to the City Plan Update project team. Key Transportation Services Staff and consultant team members will be expected to participate on the City Plan Update Technical Advisory Committee. SCOPE OF WORK Responding consultants are requested to prepare a detailed scope of proposed work for consideration by the selection team. Consultants are encouraged to make creative recommendations concerning how to conduct these work activities. The City's review of proposals will focus in part on the expertise, experience and understanding of the project evidenced by the consultants' proposed work plans. The scope of work should identify a project schedule, describe project expenditures by task, indicate which firm(s) and/or City staff would perform which activities, and describe proposed communications and public involvement processes in detail. Time is of the essence. The entire undertaking is expected to require 12 months to complete, although specific products may be completed in phases. All efforts will be made to complete this work by March, 2003. In general, the work should include, but is not limited to, the following functions (this is not an outline for the scope of work). Public Involvement and Outreach Working closely with the Transportation Planning and Advance Planning staff, the Consultant will be expected to participate in and support an extensive and sophisticated public involvement process. This process will be based on principles and strategies of Systematic Development of Informed Consent. This process must involve specific interested components of the community (e.g., boards and commissions, business interests, City staff, environmental groups, neighborhood organizations, etc.) in the project. Some of the elements of this process should be: • Collaboration with City Plan Update process • Citizen Advisory Committee • Technical Advisory Committee • Agency and public scoping meetings and outreach • Regular coordination with Transportation Board Not only will the consultant be expected to collaborate and integrate with the City Plan Update public outreach process, but will also participate in outreach activities that involve 2 transportation -specific interests. The Transportation Master Plan team will be expected to engage appropriate focus groups comprised of affected stakeholders (Citizens Advisory Committee), City Staff (Technical Advisory Committee), as well as Boards, Councils and private interest groups. Public and agency scoping meetings will be conducted at key stages throughout the project to solicit input on study issues. Periodic (monthly or bi- monthly) update presentations will be made to the City's Transportation Board. II. Policy Basis • Community Transportation Vision and Goals (coordinated with City Plan Update process) • City Plan Transportation Principles and Policies (coordinated with City Plan Update process) • Update to reflect major planning efforts, policy changes, changes in philosophy • Environmental relationships • Incorporation of regional land use and transportation issues and their implications on local land use decisions, travel choices, jobs/housing availability, etc. This phase of the project will focus on formulation and clear statement of transportation and mobility's role and impact upon community vision and goals as defined in City Plan and the City Plan Update process. This vision will be incorporated into all subsequent analyses and discussions in the Transportation Master Plan Update process. This phase will also update the Transportation Master Plan to reflect major planning and policy efforts such as the Mason Street Transportation Corridor Plan:, the City's multi -modal Level of Service criteria and associated Adequate Public Facilities Ordinance and its implications for future development; the concept and identification of enhanced travel corridors along with transit -oriented -development; the recently updated Transfort Strategic Plan; and perhaps most importantly, incorporation and integration with any changes to the vision for the City that come out of the City Plan update effort. It is expected that this phase will be approached in a manner that embraces and focuses on the interrelationship of land use, transportation, and air quality issues and elements (LUTRAQ). III. Master Street Plan (MSP) Analysis and Update • Update incorporating changes to Master Street Plan roadway, transit network • Analysis of MSP network performance as it relates to vision and goals of City Plan and City Plan Update process • Analysis of key MSP intersection performance as it relates to vision and goals of City Plan and City Plan Update process • Expansion of map -based plan to include supporting text and documentation • Relationship of Master Street Plan to regional, County and surrounding communities' master street plans This phase of the project requires analysis of the Master Street Plan as it relates to achieving the goals and philosophy of the current version of City Plan and the update to City Plan. It is important that the adopted Master Street Plan presents as complete a picture as possible of the transportation infrastructure (roadway, transit, multi -modal) necessary to meet future mobility goals, and be consistent with the City's vision for design standards, quality of life issues, and land use data and scenarios which are part of the City Plan update process. 3 Currently the Master Street Plan is a map -based plan with little or no supporting text. It is expected that the Master Street Plan be expanded to include supporting text explaining the background and use of this information as a planning and regulatory tool. The format of the map -based plan will be expanded and revised to include updated street design classifications (per Larimer County Urban Area Street Standards), access -controlled transportation corridors, enhanced travel corridors, and incorporation of major planning efforts such as the Mason Street Transportation Corridor and the Transfort Strategic Plan. This phase of the plan update will also require updates to the Master Street Plan web page currently located on the City of Fort Collins internet site. IV. Financial Plan • Needs and Costs -capital as well as operations and maintenance • Anticipated revenues and potential shortfalls • Alternative revenue sources • Matching revenues to needs • Recommendations for funding strategies • Timeline prioritization of critical need projects • Explore the potential of public and private partnerships as they relate to transportation and land use This phase of the project requires an in-depth financial analysis of capital, operations, and maintenance needs and anticipated revenues. This effort will be highly coordinated with existing teams that are already working on financial issues. The Transportation Master Plan and associated modeling efforts will provide a base of information to aid decision -makers in an objective determination of transportation funding needs, priorities and alternatives. This discussion will include a detailed description of alternative financial scenarios and their implications on capital and operational financial planning for transportation projects in the City of Fort Collins. Some parts of this process may be "fast -track" items because of the goals and deadlines of parallel ongoing efforts (such as the need for information to support capital financial planning). V. Mobility and Access Incorporation of transportation -related planning efforts and issues, including but not limited to: • Master Street Plan • Mason Street Transportation Corridor Master Plan • Access Control Plans • Pedestrian Plan • Bicycle Plan • Transfort Strategic Plan • CSU Strategic Plan • Downtown Strategic Plan • Regional Transportation Plan and other significant regional transportation plan efforts • Local and regional TDM Plans • Special corridor/area plans (e.g. 1-25 Subarea Plan, East Mulberry Corridor Plan, Mountain Vista Subarea Plan) 4 • Truck and Freight -Related Issues/Plans • Transit and Pedestrian Oriented Design as it relates to Enhanced Transit Corridors (this effort will need to be closely coordinated with the City Plan Update and how design standards and regulations will apply) • Existing or potential conflicts between sub -elements of the Plan as well as conflicts with other City departments (e.g. CPES, Stormwater/Wastenvater, Natural Resources). • Explore criteria necessary to design a Mobility Index as a quantifiable yardstick by which mobility can be gauged as a community issue. This phase of the project requires incorporation of various existing transportation -related plans, linking them together under the vision and goals of City Plan and the City Plan Update process. Some plans, such as the local bicycle and pedestrian plans will need to be updated to reflect current conditions and needs. Rather than serve as an "encyclopedia" of existing plans, this analysis should include an examination and discussion of various issues related to the vision for system -wide mobility in Fort Collins. This portion of the project should incorporate analysis of the future functionality of major arterials and major intersections, and how physical limitations or community standards may impact our ability to provide acceptable service. This discussion should focus on the role and importance of multi -modal travel in realizing the goals and philosophy of City Plan. This includes discussion of infrastructure and cost implications if transit and other alternate modes of travel are not implemented as envisioned as per City Plan. Finally, this discussion should also incorporate and discuss the implications of relevant plans, developments, and related issues arising from surrounding communities and other portions of the region. This phase of the Transportation Master Plan Update is expected to result in an in-depth, comprehensive discussion of current and anticipated mobility issues, needs and strategies necessary to attain the vision and goals contained within City Plan. VI. Development Review This section should incorporate updates, analysis and discussion of transportation -related issues associated with the City's review of development proposals. Items for discussion include but are not limited to: • Level of Service Standards (Bicycle & Pedestrian, Transit, Vehicular) • Adequate Public Facilities Ordinance • Vested Reservation of Intersection Capacity • Transportation Impact Study Guidelines • Larimer County Urban Area Street Standards • Role and Development of transit nexus standards This discussion is not intended to be a review of the City's Development Review process, but rather an examination of key transportation -related development review issues that impact the implementation of the Transportation Master Plan and City Plan. OTHER CONSIDERATIONS Overall project management will be the responsibility of City of Fort Collins Transportation Planning Staff. The City anticipates making a commitment of transportation planning staff to this project to work cooperatively with the Consultant. Transportation Planning staff will, for example, work with the consultant team to perform travel demand forecast model analyses as necessary for the Transportation Master Plan and City Plan update processes. Transportation Services Staff will play an integral, participatory role throughout the course of this project. The successful consultant or team will be expected to work closely with Don Bachman, Transportation Services Policy & Budget Manager, Cam McNair, City Engineer, Eric Bracke, Traffic Engineer and other key Transportation Services Staff. The Consultant will also work with other Staff and consultants already working with the City on closely related efforts. The traditional form of recording and presenting City plans and elements has been printed, bound, paper documents. Consultants are encouraged to identify alternative approaches to communicating with the public and with the development community. Electronic forms of information, web pages, videos and photographic slides, innovative approaches to the printed page, and other alternatives to the traditional approach are of interest to the City. The traditional printed document has proven to be inaccessible to most citizens. Electronic and hard copy materials will be prepared using City - approved software platforms such as Microsoft Office, TransCAD 4.0, and ArCView. The consultant or team will be expected to coordinate closely with City of Fort Collins GIS Staff. City of Fort Collins GIS materials will be made available to the successful consultant or team. The City will receive both hard copy and electronic versions of all plan -related materials. As part of the electronic product the project should be provided in CD-ROM format with all aspects of the TMP in a web -based, easy to navigate format. Expected products The project will develop and produce the necessary replacement components to the Transportation Master Plan. This may include, but is not limited to: • Final Transportation Master Plan document and appendices • Master Street Plan map, text, and updated website • Updated Local Bicycle and Pedestrian Plans • Presentation and informational materials related to outreach efforts QUALIFICATIONS The successful consultant firm or team shall have a strong background in transportation planning and engineering. It is desirable that the successful consultant firm or team has experience with municipal and/or regional comprehensive transportation and land use planning. The successful consultant firm or team must also possess strong public involvement background and skills. The successful consultant firm or team should have demonstrated and documented successes in other similar efforts (to be included in their proposal). Consultants or teams submitting proposals should have expertise, experience, and capability in the following areas: 1.2 • Local government comprehensive transportation plan preparation • Impact fees, developer exaction's and other development -related revenue tools • "Adequate public facilities" or "concurrency" requirement and processes • Urban design principles as related to quality of life issues, and to mobility and accessibility • Comprehensive public involvement process design and implementation • Computer -aided design and geographical information systems technologies and applications • Advanced mapping and graphics capabilities • Electronic and on-line communications capabilities including Internet. It is expected that these skills and capabilities be used in the production of communications materials and all finished products. 7
