Draft dated: May 30, 2002 Purpose: Outline the first six months of shows Project: Production of half-hour shows for City of Fort Collins to be aired on Channel 27 Name of half-hour shows: To be determined by City of Fort Collins and MediaTech Productions Possible show features: These features could be produced at one time or in series. They would be produced as stand alone segments and when put together, they could be an entire half-hour show. 1. Tip of the Day 2. Safety Tips of the Day 3. Fun places to visit in Fort Collins 4. "Did you know" features Possible show content: Due to the need of raising sponsorship/underwriting dollars to pay for the production and marketing of the half-hour shows, the topic should reflect content that would interest possible funding sources. Some of these shows could use on -camera talent made up of experts in their fields, with the goal of giving a balanced and fair "story". We could use an interviewer who is a common element to all shows and who interviews topic experts or use topic experts to deliver the message. 1. Character stories or a show on Hometown heroes -- partner with Character Council 2. Real estate (residential or commercial) topics -- partner with topic related companies 3. Gardening, landscaping, interesting facts about our Fort Collins climate -- partner with Fort Collins landscaping companies, nurseries, experts in gardening) 4. Remodeling, home maintenance, decorating ideas -- partner with experts in this field as on - camera talent 5. Pet care and pet ownership -- partner with veterinarians, CSU vet school, experts in specific pets (dogs, cats, equine, small animals) 6. Auto or transportation related topics -- partner with local auto dealers to offer information about autos, partner with alternative transportation companies such as bike dealers, motorcycle dealers 7. Financial planning, estate planning, banking tips, investments -- partner with financial institutions, SBA and others who would provide content info 8. Technical topics on web site design, multiple uses of technology and equipment -- partner with technical companies who could provide a vast amount of expertise in technical related topics (computers, web, telephony issues) 9. Business related topics (SBA, how to start your business, marketing your company, financing your company, how to find partner companies, financial reports, leadership or management issues) 10. This price assumes a signed agreement to be renewable annually for up to five years, as long as MediaTech could obtain sponsorship and funding. The production costs would be paid by sponsors or underwriters for the shows. Sponsorship/Underwriting Levels Series Underwritinta The show would be produced in a "PBS" style, therefore no commercial breaks would be included in the half hour show. There would be three 2 minute segments in each show that include Tip of the Day, Safety Tips, Fun places to visit in FC, and "Did You Know...." segments to break up the half hour. This sponsorship covers all of "Community Show" episodes for at least one year. It would be an exclusive underwriting deal in terms of allowing only one company, product or industry to underwrite. Cost for Year 1 would be $1,000 per month or $11,000 per year (a discount if sponsor pays in one lump sum). Specific benefits to sponsor: • Company name is audibly said at the standard lead-in at the beginning of the show and at the closing or end of each TV show. "The Community Shows are made possible by XYZ company and ABC Company and DEF Company" • Company name and logo is visually stated in text form at the beginning and at the end of each TV show. • Logo and/or name will be included in at least 5 minutes of each show at the lower right corner of the TV show. There may be up to 4 Series Sponsors/underwriters with their logo maybe changing out during the show. • Company name and contact information will be included in text form at the end of each TV show in the credits. • Company name, logo and contact information will be included in text form and audibly in Fort Collin's City web site. It will be prominently located on the web site next to the TV Guide. • A link to the Series Sponsor's web site from the City's web site. Show Sponsor This level of sponsorship is offered for sponsors interested in covering three or more months of shows. It has a time limit (1 year) and is exclusive in terms of product or industry. Cost per show is less for more months sponsored. Cost for Year 1 would be $600 per month (minimum of 3 months) or $500 per month (minimum of 9 months). Specific benefits to sponsor: • Company name is audibly said at the beginning and end of each TV show after the Series Sponsor is mentioned in the lead-in. They will not have as prominent a placing on the web site as the Series Sponsor would have. • A link to the Title Sponsor's web site from the City of Fort Collins' web site would be included. Future ideas 1. Create the first 6-8 shows, monitoring the response and enhancing the shows using feedback. Use of the survey feedback from the viewing public about the cable shows would begin this process. 2. Expand the shows into other areas. 3. Eventually video stream the shows, or parts of the shows, on the City of Fort Collins' web site. Knowing that if the TV shows are video streamed on the Internet, then they become an international show. Show benefits: 1. Differentiate the City of Fort Collins with other cities with or without a city channel on cable. 2. Offer a learning outlet: Create an atmosphere of fun and enjoyment around Fort Collins. Using education, human interest stories, and useful information as a main focus so to help people learn, grow and enthused about living in Fort Collins. 3. Offer a way to highlight experts, companies, organizations and other groups in their fields and industries. 4. MediaTech normally produces in a series format of thirteen half-hour shows. • Television commercials: MediaTech's commercial producers utilize cutting edge tools, graphics and animation and video skills to create award -winning ads. • Promotional videos: MediaTech has years of experience in the production of company promotional videos for industries such as non-profit, educational institutions, economic development offices, speakers, realtors, medical facilities, school districts, business publication companies, electrical inspectors, equine trainers and others. • Specialty programs: MediaTech produces thirty and sixty minute infomercials or long program content to be aired on TV or packaged on formats such as VHS tape, CD-ROM and DVD. MediaTech is experienced in purchasing cable and satellite TV air time as well. MediaTech is extremely interested in being awarded this project in partnership with the City of Fort Collins. Project's purpose: To provide additional video programming and content for the City of Fort Collins Cable 27. MediaTech would produce quality broadcast and video productions addressing diverse topics of interest to Fort Collins citizens, including shows that are informative, helpful, fun, educational, balanced, wholesome, and multiple topics related to Fort Collins and immediate surrounding area. All content will be in accordance with the Guidelines of Programming and Operational Procedures for City Cable 27. The software called RSI: Aware'M, focuses on the computer user. It includes an interactive educational module, pop-up exercises and a administrative reporting system. The software, in CD-ROM and Internet based form, has been purchased by Hewlett Packard and Agilent, to name a few customers. MediaTech's culture encourages volunteerism and giving back to their community. An example would be in 2001, MediaTech donated a $30,000 video production project to Rotary by developing the Rotary 4-Way Test packet which is sent internationally to encourage other Rotary clubs to start a 4-Way Test program in their schools. Between the years of 2000 and 2001, MediaTech donated over $100,000 in video, web site or audio production to their local and state communities. Maury has been a leader in women owned businesses and has dedicated herself to working on programs that better women, men and youth. She was named 1995 Woman Leader of Excellence award in Colorado and nominated for the 1998 and 1999 Bravo Awards. She served as President of the Women's Development Council for Northern Colorado for 7 years, establishing many relationships all over Colorado and the U.S. Maury has attended International and National women's summits numerous times, representing women business owners. She founded the "Young Women of the West" program for high school girls in the state -- teaching young women how to think entrepreneurial and some day possibly start their own businesses. The YWOW program is still operating in several Colorado cities after 8 years. Maury has been appointed by Governor Bill Owens to serve on the Colorado Women's Economic Development Council. She is currently co-chair of WEDC, a council made up of 40+ women business owners in the state of Colorado. Her involvement with co-founding various programs are a reflection of this dedication to helping companies succeed. Maury is a member, by Governor appointment, on the Motion Picture and Film Commission. Maury has a Business Administration degree. She serves on the United Way Board of Directors, is a member of Rotary International, and has founded numerous youth projects especially emphasizing entrepreneurial programs. Hobbies include working on her private airplane pilot's license, skiing, working out and recreational forms of exercise. Maury earned a second degree black belt in Taekwondo, a martial art she studied for 18 years, earning a spot on the U.S. Olympic Taekwondo Team and traveling on a demonstration team. His music credits include recording contracts with Atlantic Records and Warner Brothers Records as a keyboardist and vocalist throughout the 1980's. His career now spans over 18 years in the field of audio production. Previous voiceover credits include national fortune 500 firms like Blockbuster Video, Dominos Pizza, and American Airlines, Nick, and more, Anthony has also voiced various impressions and characters for children films, videos, and cartoon animation programs. His significant experience in radio includes positions as disc jockey, production director, music director and program director. Throughout his career Anthony has launched several start-up radio stations, including his last effort VoiceARTO from 1995 to May 2001 based in Fort Collins CO and his prior effort, the creation of the first private top 40 radio station on Grand Cayman in the Cayman Islands. For the past 6 years Mr. Reece has used this in depth knowledge of the internet, web radio, advertising, music, live performance and broadcast programming to establish himself as one of the leading multimedia producers in the nation. All the key staff listed above have been a part of many of the productions. MediaTech has produced over 45 half hour made - for -TV shows that have aired on various channels and stations on different content including equine training, cooking, electrical inspection, and other training or promotional shows. MediaTech's reputation of producing creative professional shows has gained them respect as a leader in Northern Colorado. The archived shows and other program information can be viewed at www.kl2radionetworkcom Another example partnership has been created between MediaTech and Northern Colorado Business Report by producing short 2-3 minute "How Tos" about business related topics. MediaTech is currently producing 13 Small Business Administration "HowTos" through a joint partnership developed between SBA, MediaTech and NCBR. Insurance Company MediaTech carries various forms of insurance (this packet includes a copy of both policies). Coverage can be extended for work on this project. All productions performed by MediaTech are covered under the Professional Media and General Liability insurances. The City can be listed as an additional insured, however the cost must be covered through sponsorship/underwriting dollars collected by MediaTech. There are no current claims that will affect coverage limits available to the city for this project. 1. Develop proposal for show format & topics under the guidance of City's assigned staff person. Timeline: It is believed it will take approximately 1-2 weeks to develop a proposal by MediaTech. MediaTech is prepared to begin this process as soon as contracts between both parties are signed. Resources required: The strategy development stage will be covered in the project through sponsorships/underwriters. MediaTech is prepared to cover costs associated with the planning sessions. 2. Establish funding sources, which may include soliciting underwriters and developing/selling sponsorship packages under the counsel of the City's assigned staff person. MediaTech will prepare documents outlining the strategy of sponsorship levels. Timeline: It is believed it will take approximately 1 week to finalize the marketing and sales packet to be used as a tool to solicit sponsors or underwriters. The sales cycle is expected to take 4-6 weeks, depending on the reception given from potential companies. The City would assist in practical ways, such as collaborative meetings when necessary with potential sponsors or underwriters. Resources required: MediaTech has estimated a cost per half-hour show starting at $4,500 to $8,000 depending upon the complexity of the production. It is not known at this time the travel, talent fees and other costs until the show script and strategy has been decided. A show will not be produced before sponsorship or underwriting dollars have been found through the efforts of MediaTech. The City would provide counsel to ensure that sponsorship packages and program subject matter are in compliance with Guidelines for Programming and Operational Procedures for City Cable 27. 3. Provide equipment and staff to produce the program. MediaTech has all the necessary video and audio production equipment needed to produce show(s). Timeline: MediaTech is prepared to produce show(s) when all contracts are signed, strategy is developed, shows are scripted, and sponsorship/underwriting dollars are collected. Resources required: MediaTech will utilize their equipment and necessary qualified personnel or vendors to accomplish the task of creating a production. 4. Develop timelines. MediaTech will prepare timelines for the shows as the strategy documents are created. Timeline: The timelines will be decided upon and included as the project progresses. Resources required: MediaTech will include the strategy development costs with the initial project foundation development and as the project continues. 5. Coordinate a marketing campaign to create viewership for the program. MediaTech will draft a marketing campaign jointly with the City's assigned staff person. Both parties will implement the campaign for the new program(s). MediaTech would produce a pilot show for the purpose of creating a sample to show sponsors. The pilot would be paid for by pre -selling to a few sponsors that would be "early adopters" for the first show. Timeline: The marketing campaign will be created at the beginning of the project, which is expected to take approximately 1-3 weeks. The marketing campaign will include the following: • market the show's airing times using trailers and other promotional snippets on Channel 27 (Example: MediaTech would create a 15 or 30 second production advertising the show "Watch the show every Tuesday at 8:00 pm and Thursdays at 6:00 pin .... where this week's show is about........" • send out joint (City and MediaTech) Press Releases on the show. • print a TV guide in local papers such as Coloradoan, Northern Colorado Business Report, others. • market the shows through the City's mailings • market when the shows will air through the Fort Collins Chamber of Commerce and other organizations • TV guide on Channel 33 (Weather Channel) indicates the show times being aired -- "crawl" of up to 280 characters • Direct e-mailing 1630 South College Ave. Suite 2B Fort Collins, CO 80525 Phone 970-472-0756 Fax 970-472-0753 www.mediatechproductions.com' • Strategic partnerships with other e-mail strategies, such as NCBR's daily email to approx. 3,000 viewers. Resources required: It will be determined at the time who will cover the costs to roll out the marketing campaign. MediaTech will cover the costs of creation. 6. Evaluate program effectiveness. MediaTech will create a document for viewer feedback with the assistance of the City's assigned staff person. This will be used when there is feedback through the City or through MediaTech. It will be determined by both parties if a survey or other means of soliciting viewer feedback will be utilized as the shows begin to air on Channel 27. Timeline: MediaTech will create the document in approximately 1 week. Resources required: The creation of the document will be covered by MediaTech. If there are print costs, it will be determined at that time who will pay for the printing. Ideas generated by MediaTech Productions regarding this project with the City of Fort Collins Show Objectives • offer more content on the current Channel 27 site that is educational, wholesome, entertaining, uplifting, interesting, relevant to Fort Collins and its people, balanced, broad topics to capture everyone's interest, and other content. • MediaTech Productions, a local company, would produce the shows, handle the "project management" of the shows, thereby helping the City offer new content without taxing their current video production staff and department. • to create shows that can be timeless and used throughout the year, airing on Channel 27. • create shows that are seasonal and can be shown for several years. • to utilize the City of Fort Collins' web site for more information, "How Tos", tips, interesting facts, etc. Because there is limited time on each TV show, it is important that follow-up information is on the City's web site. This will also drive traffic to the web site where the viewer can learn more, purchase products and services. • to link City site to other web sites that would drive traffic to the City web site as well as viewers to the TV shows on Channel 27 (examples: Northern Colorado Business Report, Coloradoan) • offer a venue for other participants in each show with someone as the main host, adding variety and interest. • strategically partner with other organizations such as CSU, PVH, Downtown Business Association, Fort Collins Visitors Bureau, Fort Collins Chamber of Commerce, Northern Colorado Economic Development Corporation and others. By working with them, we can create more interesting content that benefits Fort Collins. Some may be underwriters and others may be involved with content. Show Format of "Community Show" a. Each show would be 1/2 hour in length to be aired throughout the week at different times. b. Shows would be produced in a "PBS" format without commercial breaks. Other beneficial exposure for the sponsor/underwriter would include their logo at the bottom right of the TV screen for at least 5 minutes within a half hour show. d. Shows would be shot on location around Fort Collins and surrounding area. Some interviews could be shot on a set or on location depending on content. Pre- and post - production would be handled by MediaTech Productions. Future plans for the show would be localized in Fort Collins expanding the topics and content. e. The City of Fort Collins would assign a staff person to help set up shows and offer ideas and direction. f. Produce only a monthly show at the beginning of the project, securing dollars with underwriters to pay for production costs. g. Underwriting sponsorship sales: MediaTech would work with the City of Fort Collins in the development of marketing material for the shows. They would both work together in securing underwriters from a sales standpoint. h. Percentage share of underwriting sales: MediaTech would receive 100% from any actual sponsorship or actual revenue sales to pay for production, marketing and sales costs. L Percentage ownership of the content and final production of all shows: MediaTech would own the copyright and Publishing Rights to the half-hour shows unless City of Fort Collins were to pay for some or all of the production costs. j.
