Matt, there would be no conflict with BAE either participating as a sub or a prime consultant. Your
response would need to let us know if your firm has the time and capacity to work on both studies. The
RFP was sent to over 200 consultant on our list for this type of project so it would be up to you to fnd

As far as possible conflict between the affordable housing stuff and the downtown Strategic Plan, I'm
going to send this over to Joe to get a reading for you. He's closer to the political reality of how this may be
perceived by others. Joe will be back in the office tomorrow. I'll let you know as soon as passible.

Happy New Year! Hope you had a good holiday time. I'm feeling very rested and relaxed, so I need to get
myself cranked up again.
Now here's some business talk -
I understand the City has issued an RFP for a downtown Strategic Plan. I looked it over and although
there are some parts that BAE would complete, we would likely prefer a sub -contractor role.
I'm curious as to whether you would see any potential conflict with us trying to participate in the Downtown
Strategic Plan study while we are involved in the Affordable Housing Study? At this point BAE is probably
perceived in Fort Collins primarily as an affordable housing consultant; however, we have good
qualifications and reputation on downtown plans.
Assuming the conflict is not a problem, I'm curious if you know of any prime contractors who might be
looking for an economic sub -consultant? If not, how do you think the City would respond to a
California -based prime consultant? There are people that we work with a lot on this sort of thing that BAE
could potentially team with.
Thanks for any guidance you can provide. If you think its better for BAE not to try to get involved with this
one, that's fine too.
