I agree with you, and I don't want to add Transportation scope at the expense of other parts of the plan. I would like to ask the consultant how to incorporate what we feel is critical and see how they respond. Then we can decide as a team whether the response is satisfactory, and if not, how we address it. I too, agree that these elements need to be done. However, in looking at the scope of services in their proposal, the budget is already heavy in parking and transportation. If we can negotiate these elements into the budget.... great. We can all work to that end. However, with the current 'heaviness' in the proposal dollars already in transportation/parking, I would be apprehensive to 'add' these elements at the expense of any others. Budgetarily, this category is already above our initial discussions. So .... while I appreciate your concerns, if we can't negotiate these into the budget, it may mean additional money is needed or parking/transportation might need to look to see which elements are the'top priorities' within the plan. I too, have elements I would like to have added, but the budget won't allow for it. It's the unfortunate part of doing these types of projects..... Walker Parking Consultants was selected to provide the functional design and parking consulting on the project. The structure provides parking for the public and hotel patrons. Walker's functional design provides three points of access and one point of egress for this four -level, 243-space garage. Providing a design that was compatible with the surrounding warehouse buildings was a particular challenge. A predominantly brick fagade with cut stone was selected for the project. Load bearing walls, arch window forms, and brick detailing were also used. Similar arch forms are found on some of the adjacent buildings. The repetition of projected steel balconies and ground level raised planters add to the architectural statement of the design. Custom shaped side beams were created to support the brick arch forms. The project both complements and enhances the architecture found in the old brick structures surrounding the site. Watry Design designed this 660-stall parking structure in downtown Pleasant Hill, California, to complement the scale and look of the overall project and will provide much needed parking for the downtown area's retail shops, restaurants, and movie theaters. After three interviews with the Civitas team, we have identified two areas of concern in the Civitas/URS proposal: 1) the lack of a visioning process (or lead transportation consultant with such a focus built into the scope) for the transportation elements, and 2) the absence of an adequate data collection process for the parking element that will provide the baseline information necessary to identify existing conditions and to build reasonable alternative futures. We feel it is important that these conditions be a part of the overall DSP effort and that in all likelihood they will be considered as "additional scope" by Civitas. Transportation Planning does not see these as additions, but rather, as necessary elements. Other consulting teams included these perspectives in their transportation efforts. So, we see several potential outcomes in the upcoming negotiations. 1) Civitas can incorporate these scope elements into the overall scope at no additional cost; 2) Civitas may request additional resources to complete these tasks; or 3) Civitas can find a new subcontractor(s) who can complete these tasks within budget. Transportation Planning will need your support to negotiate the contract with Civitas effectively and at a reasonable cost. When we get together to hammer out contract specifics, these items will be our priorities. Whether the project involves a study to determine parking needs or fea- sibility, or the design of a new structure, consultants are often crucial forces in the success or failure of a project. As many public and private parking owners have dis- covered, choosing the wrong consultants can have far- reaching — and expensive — consequences. For instance, survey and planning mistakes can lead cities and towns to spend millions of dollars on parking that they may not need. And consultant errors in the design of new structures, or the rehabilitation of existing ones, can lead to structural and architectural problems that could undermine safety and utility, and be expensive to repair. As important as the decision is, it shouldn't be difficult to find the right consultants. In fact, there are three key questions that any parking owner can ask to make it easier to find the right professional or firm. 1. Who will work on the project, and what expe- rience does the team bring to the table? This is probably the most important question for own- ers to ask. Some owners even go so far as to formally require cer- tain levels of principal -level involvement in their con- tracts. Every parking project is unique and needs to be approached in a singular fashion. No parking consultant should take a cookie - cutter approach to projects. 2. For instance, if the parking project is a study, owners should deter- mine what tools the consultants use to obtain and analyze data. Some consultants rely solely on national standards that ignore unique local considerations. As a result, those parking studies can fail to produce the desired results because they don't address local requirements. The best candidates will rely on a com- bination of tools that includes both national standards and individualized data gathering. On the other hand, if the project revolves around the design or rehabilitation of a parking structure, owners should determine what design technologies will be utilized, and how the project will be approached with respect to design, project manage- ment and quality control. Furthermore, owners should also make sure that their consultants don't rely solely on one development approach, and are open to different building systems. There are pros and cons to different building systems and technologies, and con- sultants, in the best interest of their clients, should evaluate all systems so that informed decisions can be made. When the existing ramp was completed in 1995, the design included an option for vertical expansion, adding 480 parking spaces to the 1,400-car ramp. Initially, the additional capacity wasn't anticipated until 2002, In the beginning of 1998, yearly projections were far exceeding the 1,400-car capacity and the airport was relying too heavily on outlying surface lots. The airport staff looked to Arnold and O'Sheridan to accept the challenge to meet a very aggressive goal: provide additional capacity for the peak airport -parking season —less than nine months away. The project was successfully completed and recently won a 2000 International Parking Institute Award. BA Group Undertakes Downtown Parking Study k Town -Wide Parking Management and Policy Review BA Group was retained by the Town of Oakville to undertake a comprehen- sive review of the parking system in downtown Oakville. This review included a considerable data collection process which involved not only the collection of typical parking utilization statistics, but also extensive interviews with down- town customers regarding their parking characteristics and opinions, and detailed questionnaires for business owners/employees regarding their staffing and parking characteristics. Once an accurate profile of the existing system was established, a detailed evaluation was conducted to identify problem areas and potential solutions, including the need to, and feasibility of, relocating employee parking from the residential areas of the downtown. Future projec- tions were prepared to determine the need for additional parking over various time frames, particularly the need for, and timing of, a second parking garage. A longer range parking management strategy was developed regarding the Town's existing parking resources, including a suggested land acquisition, dis- position and development strategy. A detailed financial impact assessment of the various options was undertaken in order to identify the implications for the Town's parking fund, which is mandated to operate on a self-financing basis. An evaluation of the existing parking garage was undertaken in order to identi- fy ways to reduce operating costs (through automation of the revenue collec- tion system) and increase the revenue generation of the facility through differ- ent marketing strategies. Phase Two has commenced which includes a comprehensive manage- ment review of the Town -wide parking system, including the development of a strategic plan and mission statement, and a detailed evaluation of the operational aspects of the parking system. A review of the Town -wide parking policies, regulations and enforcement procedures is also being conducted. Carl Walker The architecture of this project complements the adjacent Pearl Street Mall and a sensitive historic area of downtown Boulder. The project received the Award of Excellence from the International Parking Institute and the honor award for Architectural Excellence from the Rocky Mountain Masonry Institute for the year 2000 and the citation award from the AIA Denver Chapter for the year 2000. Home of a world-famous entertainment district (Sunset Boulevard), West Hollywood's unique on -street parking environment features 24-hour enforcement, nine residential zones, and over 2,000 meters. The City's enforcement services contract with a private company called for an inde- pendent evaluation of program effectiveness. CHANCE Management Advisors, Inc. (CMA) was retained in 2001 to conduct the evaluation. CMA's services included: • assessing contractor compliance with performance requirements; • developing an electronic data collection form —using PDAs—to cap ture on -street parking data; • producing geo-based reports on key parking management indicators using CMA's proprietary software, and • delivering a customer survey database to gauge public opinions regarding enforcement. Results indicated that enforcement services were highly effective, as demonstrated by optimal turnover, a low violation rate (3%), and an excep- tional violation capture rate (52%). West Hollywood is continuing to moni- tor the effectiveness of its parking regulations and enforcement services through the PALM -based surveys. Third Street Garage in Evansville, Indiana by Consulting Engineers Group, Chicago, Illinois. Responding to Special Client Needs Alan J. Cruickshank & Associates (AJC&A) was retained by the Parking Authority of River City (PARC) to define and specify requirements for their new revenue control system. This system has been implemented and now includes elements critical to PARC's operation including central monitoring and control of all facilities citywide, integrated positive posting of monthly payments with automatic access updates and accountability of customers attending special events. AJC&A was also retained by the City of Ann Arbor to review the opera- tion of the new revenue control system being installed and to identify how to improve the reconciliation processes, including identifying deficiencies and proposing how to effectively utilize the new system in these process- es. In addition to providing technical services in all areas of revenue con- trol, AJC&A is also expert in all forms of systems procurement, including low bid, pre -qualification, two-step and Request for Proposals. Each method has been successfully applied to conclusion, to our clients' satis- faction. 40 November 2001 ° Parking Today ° www_padcingroday_com Desman Associates was the parking consultant and is the architect and structural engineer of record for the St. Peter's University Medical Center in New Brunswick, New Jersey, DLC Consulting Audit Results in Settlement for Municipality For several years, the income from a large municipal garage operated under a management contract by a private operator showed little or no growth despite the facility being full. The city auditors reviewed the opera- tions each year, but with no findings. DLC Consulting was commissioned to conduct an "Operational Audit" of the garage. We examined the data runs of the garages' revenue and access control system and compared them to daily reports submitted by the operator. Our findings revealed a substantial number of "missing tick- ets," and more active monthly access cards than the payments reported. The operator claimed this was a unique situation and that they had terminated the employees involved in the manipulation scheme prior to our audit. The operator commissioned DLC to audit another time period to substantiate their claim to the city that the losses were limited to those employees' actions. Ultimately, our audit reviewed documents and data for the same month spanning a four-year period. The results were the same each time: a large number of missing tickets and many unaccounted monthly payments. As a result of our review, the owners received a large settlement and a new operator was installed to manage the facility. Internal Audit Seminars Reduce Theft and Fraud Employee theft is a major issue in parking operations. It can be difficult to spot and even more difficult to stop. Managers and auditors need a back- ground in fraud detection and prevention before they can do their jobs. The 35-year-old 2nd & Plankinton parking structure located in the heart of Milwaukee's growing entertainment district had deteriorated over the years to become a dark, dirty, unsafe and underutilized eyesore. Committed to supporting the district's success by providing patrons with adequate parking, the City asked HNTB to analyze the structure and determine whether repair or reconstruction was the best option. The study found that restoring the garage was financially feasible and could help the City meet the needs of surrounding businesses. As a result of an extensive restora- tion, garage usage is up significantly and there is now a waiting list to get into the structure. The availability and quality of the parking has also attracted new businesses, which use the garage for their tenants. The 2nd & Plankinton project won a 2001 Award of Excellence from the International Concrete Repair Institute. Airport Parking Expansion Wave Continues At airports around the world, parking demand is growing and new park- ing structures are being planned and built. At Phoenix Sky Harbor International Airport, Hunnicutt Davis Associates is advising on the expan- sion of the on -airport parking system, including a new terminal garage. The airport recently opened its first 2,400 space economy garage and the sec- ond 3,600 space garage is under construction. The expansion of the garage at Terminal 4 from 3,300 spaces to 6,700 spaces is due to be com- pleted, with a new pay -on -foot revenue control system, early in 2002. International Parking Design, Inc. 3Com Parking Structure II provides parking for employees and visi- tors at this growing hi -tech campus. The facility is a three-story struc- ture designed to enclose a "village green" between a series of buildings International Parking Design, Inc. continued... housing dining, fitness, training and conferencing. The structure's edge is defined by stairs, elevators and an exterior treatment that prevents strong prevalent San Francisco Bay winds from damaging the landscaping. Pedestrian circulation elements, such as custom -canopied structural steel stairways and a tube -steel elevator tower, are pulled out to the perimeter of the structure to give the building a more human scale. Zig-zag concrete walls on the east end and a curved structural steel facade on the west end combine to make the parking structure a highly visible landmark. The structural system consists of post -tensioned concrete one-way slabs supported by post -tensioned concrete beams and columns, a driven precast concrete pile foundation and a concrete shear wall for lateral force resistance. Parking Enforcement Program Study — Effective Tool As cities and universities continue to grow and develop, technology con- tinues to change and people continue to move about evolving with the times, the parking industry continues to be affected. There are issues such as additional parking lots, growth of parking meter programs, improve- ment of university permit parking programs and expansion of residential Permit parking programs. Once these issues have been addressed, parking enforcement is the glue that holds it all together. Without an effective park- ing enforcement program, a parking management program may not be completely successful. KSB Services has been busy this past year conducting Parking Enforcement Program studies for two major Universities and one California beach city. The purpose of each study was to analyze the effectiveness of the parking enforcement practices, the parking enforcement productivity and the staffing and deployment of the parking enforcement units. The six -story, 800 car facility is fully automated; there are no garage attendants. Traffic flow is one way throughout the garage, with separate helical ramped slabs for inbound and outbound traffic. The exterior was designed to blend with other buildings on the hospital grounds, yet give the garage its own identity. Barcode Access System Enhances Shelter Point Hotel and Marina SAS Access Systems recently completed an installation at The Shelter Point Hotel and Marina project in San Diego which incorporates the Federal APD Barcode Access System as a hotel guest parking access tool.
