HomeMy WebLinkAboutCORRESPONDENCE - RFP - P815 DOWNTOWN STRATEGIC PLAN (16)ortation Services Transportation Planning MEMORANDUM DATE: February 26, 2002 TO: Randy Hensley, Transportation Planning & Parking Manager FROM: John Daggett, Senior Transportation Planner RE: Downtown Strategic Plan - Negotiation Points After the series of meetings that have been held with Civitas and its sub -consultants, there appear to be three outstanding issues still to be resolved before the City should feel comfortable in awarding a contract for the Downtown Strategic Plan. As Transportation staff has expressed throughout our discussions with Advance Planning, the land use and market elements of this proposal are outstanding. The transportation elements, however, have areas where concern over the quantity or quality of the effort still remains. They are: 1. Strategic Planning - Although this is sometimes referred to as 'visioning" and Civitas is proposing that the transportation elements, especially the Parking Plan, be incorporated into the "Public Participation process for the overall study", Civitas has not adequately addressed the concerns of the City. The primary aspect of this concern centers on identifying who w>ll `) lead this effort and in what manner that leadership will take place. I Although URS (Civitas sub -contractor) appears to have the necessary skills to complete the technical aspects of this work effort, there remains concern about their ability to provide leadership in the development of the strategic element of the Parking Plan and the other transportation elements. That concern is centered on the perceived inability of URS to convey and stimulate strategic discussions on a wide variety of transportation ideas and issues that will affect all aspects of the Downtown Strategic Plan. Certainly, the parking element (strategies) of this work effort needs to be responsive to the market and land use strategies that are developed. However, Transportation 215 N. Mason St. • P.O.
