KA Associates is pleased to submit qualifications in response to the City of Fort Collins
RFP No. P-825, Transfort / Dial -A -Ride Studies. The experience and approach of KA
Associates results in a unique ability to develop new options for Dial -A -Ride participation
and review the impacts of fare adjustments on ridership, revenue, and system
performance.
Besides our technical capability, KA Associates has unique expertise in working with
transit systems and community organizations in both small urban and university
environments. Transportation is becoming an increasingly important issue in addressing
the mobility needs associated with fast growing regions such as the Fort Collins region.
This increased emphasis for finding common ground on mobility coordination and
transportation efficiencies is a key part of the KA Associates approach to this project.
KA Associates has prior experience as staff members of municipal governments
and public transit operations, working with both transit dependant and "choice"
ridership in providing access to work, commerce, and recreation. We have stood
up before citizens to discuss fare adjustments or changes in paratransit service
eligibility. We understand the issues that they face. But as transit
administrators, we have sat in the seat that must chose between service cuts
and balancing the budget; between public pressure for increased efficiency and
making sure a frail elderly can get into her home. It is this background, as well
as our personal commitment to seeing the project through, that sets KA
Associates apart from other consulting firms. Team members understand the
many nuances involved in a study such as this and can provide the professional

❑ Transit Development Plan
Project Scope
KA Associates, to identify stakeholder requirements, conducted meetings with various
groups and organizations on campus. Outcomes included creating transit routes that
doubled the service and improving customer service. Passenger amenities such as
benches, bus stops, and shelters were installed and a marketing program was developed.
The transit system measurements created as a part of the transit deTodayelment plan
Quality
garnered the prestigious Rochester Institute of Technology (RM /
Cup Award for quality improvement for The Ohio State University.
❑ Campus Plan for ADA Transportation Services
Project Scope
KA Associates prepared an ADA Transportation Policy for the University. Meetings with
disabled students and University administrators were important elements of this project.
The plan resulted in a policy paper defining paratransit services and operating budgets
for the University and coordinating University services with the local public transit
provider.

Project Scope
KA Associates assisted the University and the Transit Authority in
determining the feasibility of a multimodal transportation facility on the University of
Northern Iowa campus. Included in this study is the site selection process for the
transportation center, the development of a campus transit service, and preliminary
environmental analysis. KA Associates conducted focus group session with various
campus stakeholders and using other survey means gathered data regarding major
campus destinations and service needs. KA Associates will review existing transit
services offered by the MET. As a signature feature of KA Associates studies, other
components of the study included strategies for marketing, funding, and construction
coordination.

Project Scope
KA Associates developed a transportation plan that includes a needs assessment for the
University and City of Kent. During November 2001, KA Associates solicited, through a
variety of survey techniques input from University and community stakeholders regarding
service expectations. KA Associates reviewed existing transit services provided by the
University and those available through the community provider to maximize effectiveness
of a coordinated transit service. The project includes the improvement of mobility issues
on campus and to retail and entertainment areas surrounding the University. The final
part of the project includes siting of a multimodal transportation facility adjacent to
campus that provides seamless transportation between modes and serves as the anchor
to redevelopment activity for the City of Kent and University.

Experience
Hugh E. Kierig is Senior Partner of KA Associates, a transit planning and management -
consulting firm started in 1997 to provide transportation advisory services to business,
institutional, and government clients. He has over twenty year's experience in transportation
and land use planning. KA Associates' emphasis is on providing clients with hand -on
management and planning service that strives to see the project from initial development
through to completion. It is for this reason that KA Associates has completed projects then
been retained to insure that the projects achieve the goals set forth through the planning
and development process. This is the value-added service that a company like KA Associates
can provide.
Mr. Kierig's work experience includes:
KA Associates Projects — Since the inception of KA Associates in 1997, Mr. Kierig and
his partner, Steven C. Kiika, have been involved in a many projects dealing with transit
service for local and county governments as well as colleges and universities. These
projects are detailed in other sections of this proposal. In addition, the firm has been
involved in projects dealing with parking and transit demand of new entertainment and
cultural facilities.
Central Oklahoma Transportation and Parking Authority, Oklahoma City,
Oklahoma — In 1989, Mr. Kierig was named Director of Service Development for the
Oklahoma City region's public transit authority. In this capacity, Mr. Kierig oversaw the
following major tasks:
➢ Development and implementation of all service plans and changes.
➢ Development of a Transit Development Plan and a Performance Evaluation and
Measurement Policy.
➢ Implementation of the Americans with Disabilities Act.
➢ Development of a Major Investment Studies for a downtown rail circulator and High
Occupancy Vehicle Corridor project.
➢ Coordination with other Statewide transit providers.
Mr. Kierig served as the Authority's representative on the Metropolitan Planning
Organization technical and policy boards. During this time, the transit system went from
a city bus service to a regional transit system that included a base population of 1.2
million persons. Other projects included planning services for suburban communities,
special transportation services for elderly and disabled persons and campus transit
services for the University of Oklahoma in Norman, Oklahoma State University in
Stillwater, and the University of Central Oklahoma in Edmond.

• City of Oklahoma City Plan Implementation Division, Oklahoma City,
Oklahoma — Mr. Kierig began work in 1985 with the Oklahoma City Plan
Implementation Division as head of Subdivision and Zoning for the third largest city in
area in the country. In this capacity, Mr. Kierig oversaw a staff that reviewed all zoning
and subdivision applications as well as managed Historic Preservation activities.
• City of Oklahoma City Long Range Planning Division, Oklahoma City,
Oklahoma — Mr. Kierig started in land use and transportation planning in 1980 with the
City of Oklahoma City as an Associate Planner in long range planning. In this position,
Mr. Kierig was involved in projects that included suburban and rural area plans to
redevelopment planning for inner-city areas transitioning from residential to commercial
uses.

studies have included the University of Wisconsin, Eau Claire and the Instituto Tecnologico de
Estudios Superiores de Monterrey, Mexico.

Steven C. Klika is Senior Partner of KA Associates, a Wichita, Kansas based transit
management consulting firm started in 1997 that provides advisory services to business,
institutional, and government clients. He has over twenty-five years experience in
management of transit operations, service development, and administrative oversight. KA
Associates enjoys continued growth that includes such clients as The Ohio State University,
Reno County, Kansas, Ohio University, The City of Lawrence, Kansas, and the Indianapolis
Public Transportation Corporation. Work has included new transit starts in Reno County and
Lawrence in Kansas, to service as Chief Administrative Officer in Indianapolis, to
development of a management review and new service starts at The Ohio State University in
Columbus, work which garnered for the University the prestigious Rochester Institute of
Technology / USA Today Quality Cup for management, and at Ohio University in Athens,
Ohio. Mr. Klika is Fluent in Spanish.
Mr. Klika's work experience includes:
KA Associates Projects — Since the inception of KA Associates in 1997, Mr. Klika and
his partner Hugh E. Kierig have been involved in a series of projects dealing with transit
service for local and county governments as well as colleges and universities. These
projects are detailed in other sections of this proposal.
Mayflower Contract Services / Laidlaw Transportation Services — In 1994, Mr.
Klika began working for Mayflower Contract Services as District Director of Operations.
Laidlaw Transit Services purchased Mayflower in 1995 at which time Mr. Klika was
promoted to Division Vice President. In these positions Mr. Klika oversaw 38 transit
properties in 12 states employing over 1,100 persons and generating in excess of $70
million in revenue. This included the Grand Canyon National Park in Arizona. As part of
his work, Mr. Klika initiated new and innovative safety programs for all employees that
led to insurance claim reductions in excess of $1 million and the best safety record in the
company's operating division. Retaining existing contracts was a priority during this
period and Mr. Klika was able, through strong customer relationships, to retain 95% of
contracts and increase new business by more than $10 million. This position included
the direction of ten different union contracts managing union campaigns, negotiations,
arbitrations, and direct operational oversight during strikes. He was able to successfully
end a strike by bringing back 80% of service thereby forcing a settlement.
• Central Oklahoma Transportation and Parking Authority, Oklahoma City,
Oklahoma — Mr. Klika started in the transit field in 1980 with the Central Oklahoma
Transportation and Parking Authority as the Assistant Administrator. In this capacity, Mr.
Klika oversaw the labor contract negotiations, financing and project management of a
new downtown Oklahoma City bus transfer facility. In addition, Mr. Klika directed the

Mayor's Policy Committee for strategic regional transportation development plan, which
included all modes — highway, bus, rail, and airport.
In 1989, Mr. Klika was appointed Administrator of COTPA in a position that provided
oversight of finance, service development, operations, maintenance, marketing,
government relations, and strategic planning for the bus system as well as the municipal
owned parking facilities. Under his guidance as Administrator, the transit system grew
from an Oklahoma City based system to one that was regional in scope including over 15
communities with a base population of 1.2 million. Besides traditional bus service, the
system began the preliminary planning of a regional fixed guideway system that included
light rail and high occupancy vehicle lanes. The transit system saw double digit increases
in ridership each of the four years Mr. Klika served as Administrator. While at COTPA,
Mr. Klika directed the Authority purchase of the Union Train Station and five miles of rail
right-of-way. Professional positions during this time included President of the Southwest
Transit Association and Oklahoma Transit Association, during which the State of
Oklahoma created and funded a permanent transit fund and state insurance pool.

Besides leadership positions as president and other posts of the Southwest Transit
Association and the Oklahoma Transit Association, Mr. Klika has held a variety of other posts
in transit organizations. Mr. Klika is a member of the American Public Transit Association and
founder and past president of the Oklahoma Transit Insurance Company. He is a graduate
and alumnus of Leadership Oklahoma City, Chairman of the YMCA Board of Management of
Oklahoma City, and past Commissioner of the Oklahoma City Convention and Visitor's
Bureau.

Ms. Hoza holds a Bachelor of Fine Arts degree from The Ohio State University, Columbus,
Ohio (1977) and has completed course work towards a Masters Degree in Landscape
Architecture from The Ohio State University, Columbus, Ohio (1990).
Experience
Judith Fitch Hoza has 22 years experience in auxiliary services departments at The Ohio State
University, including four years in special project management for the Assistant Vice -
President. Ms. Hoza served on the administrative team charged with implementing expanded
transit service and designed performance measures of the new transit service
implementation. This project won the national USA Today / RIT Quality Cup Award
recognizing exceptional quality improvement processes. Ms. Hoza is experienced in
conducting focus groups interviews designed to identify customer requirements and initiated
an innovative University -wide World -Wide -Web survey to provide ongoing customer
satisfaction measurement of transit service.

Project Understanding
i lli i' ` KA Associates brings an original approach in providing a review of
the fare structure of the.Transfort system and an analysis and
creating strategies for services for mobility impaired residents of Fort Collins and the service
area of the Transfort system. KA Associates proposes a study structure that is based on a
thorough and comprehensive involvement process that ensures participation from all affected
interest groups and community leadership. The overriding emphasis of the KA Associates
approach throughout the project will be to create a consensus on service delivery that is
efficient and cost effective and develop transportation options that benefit not only the target
population but potentially other service needs and populations. This approach allows those
users of the Dial A Ride system with the opportunity to establish a sense of ownership in the
process outcome.
KA Associates has extensive experience in working with various community transportation
providers and social service institutions in the review and coordination of transit services in
small urban and rural communities. As a result of this work, KA staff understands the
influences and issues of these institutions. Through the work experience of KA Associates
personnel in public transit operations and planning, we understand the impacts of changes in
the fare structure to both budgets and ridership. We have stood in front of public meetings
and glen issues from transit patrons and understand their concerns. Finally, KA staff has
written several ADA Implementation Plans for both public transit operators as well as for
University systems and therefore has a keen understanding of the characteristics of the
Americans with Disabilities Act and the bearing that this legislation has on transit operation.

Experience of the Staff
The two Senior Partners of KA Associates have 39 combined years of experience in transit
management and planning. While the focus of this work experience has been in public
sector transit, the overall work has included private transportation management, transit and
land use planning, and transit service implementation. The quality of experience that KA
Associates brings to its projects insures that their clients receive a skilled and independent

Hugh E. Kierig, AICP. Mr. Kierig is Senior Partner in KA Associates. His experience
includes transit contract development and implementation, grant development, ADA plan
development, and transit service development. Mr. Kierig began work in the transit industry
in 1989 with the Central Oklahoma Transportation and Parking Authority in Oklahoma City
and has been an active partner in KA Associates since the inception of the firm in 1997.
Steven C. Klika. Mr. Klika has transit management experience as both a general manager
and chief operating officer for large urban transit systems as well as regional manager for a
private transit provider. He has additional experience in budgets, grant development, labor
relations, and contract administration.
Judith F. Hoza. Ms Hoza is an associate with the firm. Her experience includes survey and
data collection, customer satisfaction management, and focus group facilitation. Ms. Hoza
started with KA Associates in 2000 with previous work experience in university transit
management at The Ohio State University.
Detailed resumes are included in later part of this proposal.
Project Approach
The City of Fort Collins is requesting proposals for firms that can provide two studies to the
City: 1) An eligibility assessment and strategy for the ADA complimentary paratransit service
known locally as Dial -A -Ride, and; 2) A study of the fare structure for the Transfort system
including the Dial -A -Ride program. KA Associates has the skill and knowledge to assist the
City in the development of such planning strategies and present recommendations that are
fiscally constrained and scientifically sound.
Specific paratransit service and fare structure alternatives will be developed and their
potential impacts reviewed. We will examine methods to create a fare structure and
paratransit service that serves the needs and complements the existing transportation
infrastructure. This will require the development of a coordination plan that meets the
current organizational and funding configuration of the system. KA Associates understands
that this is a critical part of the project and therefore our efforts will be in identifying win —
win scenarios that maximize the funding resources available in the region and create
operating efficiencies the produce a more cost-effective transit service on the streets.
KA Associates has reviewed and will comply with all Federal requirements as listed in
Attachment 1 of the RFP.

options for mobility impaired residents of Fort Collins and the region that use the Dial -A -
Ride program. Emphasis will be not only on the review of those that use the service and
the current service delivery system, but also on eligibility limits in accordance with ADA
criteria, use of other transportation resources, such as elderly or disability services in the
community that can assist current Dial -A -Ride users, scheduling software that tracks
users and disability status, and integration of the fixed route system into more ADA

KA Associates staff experience transit operations and management brings a wealth of
understanding to an examination and analysis of the Transit and Dial -A -Ride fare
structure. Knowing the impact that an adjustment in the fare charged transit patrons, no
matter how slight, can significantly impact revenues and ridership. Emphasis will be not
only on the review of the existing fare classifications and contributions to the revenue

stream of those classifications, but also look at University contributions based on
ridership participation and service cost. Other emphasis areas of this study will include
farebox recovery, potential contract services for special transportation services (Medicaid,
Welfare -To -Work, etc.), and the impact of transit passes to revenue. Transfort officials
will be consulted on methodology used to develop estimates on projected revenue and
ridership impacts based on developed revenue options. KA Associates will conduct
stakeholder interviews and informal "community" meetings to gather input from the.
public and current users of the service. As an option, KA Associates is proposing to
conduct on -board surveys to determine levels of impact that fare adjustments may have
on current ridership. KA Associates will present recommendations to Transfort officials
and the City of Fort Collins for review and future implementation.

Project Scope
KA Associates designed routes and complementary ADA services,
conducted community meetings, and coordinated with the
University of Kansas transit program in developing new transit
service for the City. The Plan was designed in conjunction with a
coordinating body that reviewed and recommended all service improvements, vehicle and
service provider documents, and budgets to the City. The Project identified Downtown
Transfer location options and performance measures for future system analysis.

Reno County Public Transportation Program

Project Scope
KA Associates created routes and complementary ADA services and conducted
community meetings for both city and rural transit services. Worked with a coordinating
body that reviewed and recommended all service improvements, vehicle acquisition
departmental reorganization to the County, and secured new federal and state funding.
Identified Downtown Transfer location options and developed a marketing program with
the assistance of the local community college. KA Associates was retained by the County
to follow the plan through to service implementation. Reno County Public Transportation
was voted the 2001 Kansas Transit System of the Year.
