On behalf of The Carmen Group Inc., a Washington, DC -based government
relations firm, we are delighted about the possibility of being able to assist the
City of Fort Collins to secure federal transit funding in the FY 2003
appropriations bill. As such, we are submitting a proposal in response to your
request for proposals number P-283.
After reviewing the enclosed materials, I hope you and your team will agree
that we are ideally positioned, in terms of experience, knowledge, and
contacts to begin to offer immediate assistance on projects and issues of
importance to Fort Collins. We are especially excited about the prospect of
working with you on the Mason Street Corridor and CSU transit center

Hi Jim,
I reviewed the RFP and a couple items of note ... I didn't see any mention of possible contract
extensions... the Mason St Corridor project will take a minimum of 3 years in lobbying efforts ... the date of
the 28th is really cutting this close for the federal legislators... we need to be sure we ask during the
interviews what can be done in the 4-6 weeks prior to the budget subcommittees meeting ... I receive one
call from The Carmen Group wanting to know the intent of the longevity of the contract because they
couldn't get enough done on the New Starts Grant process to insure any future support ... they agreed at
least 3 extensions were appropriate... we may want to sent an e-mail to all potential responders on the
City's intent to pursue funding after this year...
