SECOND SHEET OF ICE at EPIC
PROPOSAL NO. P-812
The City of Fort Collins is requesting proposals from firms for the design and construction of an
approximately 27,144 square feet addition to the Edora Pool Ice Center (EPIC) to house a full
size ice arena (with sand bed, glycol ice floor medium, screw compressors (minimum two) with
staging on each, cooling tower with heat reclaim to ice rink AHU or domestic water and Johnson
Controls Metasys Controller (ADX9100 or ASC) for HVAC, with dehumidifiction) and associated
facilities and equipment as depicted in the conceptual design, Scenario 2.
Written proposals, seven (7) will be received at the City of Fort Collins' Purchasing Division, 256
West Mountain Avenue, Fort Collins, Colorado 80521. Proposals will be received before 3:00
p.m. (our clock), November 29, 2001. Proposal No. P-812
Copies of the Proposal will be available October 29, 2001. Copies of the proposal
documents may be obtained at the office of the Director of Purchasing and Risk
Management, 215 North Mason St., 2nd floor, Fort Collins, Colorado, 80524 or by calling
(970) 221-6775.
No telephone communications regarding the scope of the project will be answered. City of Fort
Collins staff will not hold individual meetings with any prospective proposers. Questions
concerning the scope of the proposal will be addressed in two ways.
1. A preproposal meeting will be held on November 6, 2001 at 10:00 a.m., at EPIC, 1801
Riverside Ave. Proposers may submit questions in writing prior to the preproposal
meeting to Ron Kechter, Project Manager, City of Fort Collins, PO Box 580, Fort Collins,
Colorado 80522, FAX 970 221-6534.
2. After the preproposal meeting, questions concerning the scope of the project shall be
submitted in writing to Ron Kechter, Project Manager, City of Fort Collins, PO Box 580,
Fort Collins, Colorado 80522, FAX 970 221-6534, by November 15, 2001. Written
responses will be mailed or faxed to all known recipients of the Request for Proposal by
November 19, 2001.
Questions regarding proposals submittal or process should be directed to James B. O'Neill II,

Sales Prohibited/Conflict of Interest: No officer, employee, or member of City Council, shall have
a financial interest in the sale to the City of any real or personal property, equipment, material,
supplies or services where such officer or employee exercises directly or indirectly any decision-
making authority concerning such sale or any supervisory authority over the services to be
rendered. This rule also applies to subcontracts with the City. Soliciting or accepting any gift,
gratuity favor, entertainment, kickback or any items of monetary value from any person who has
or is seeking to do business with the City of Fort Collins is prohibited.
Collusive or sham proposals: Any proposal deemed to be collusive or a sham proposal will be
rejected and reported to authorities as such. Your authorized signature of this proposal assures
that such proposal is genuine and is not a collusive or sham proposal.
The City of Fort Collins reserves the right to reject any and all proposals and to waive any
irregularities or informalities.

To all prospective proposers under the specifications and contract documents described above,
the following changes are hereby made.
Paragraph 2 of Request for Proposal letter should read as follows:
Written proposals, seven (7) will be received at the City of Fort Collins' Purchasing Division, 215
North Mason St.. 2nd floor, Fort Collins, Colorado 80524. Proposals will be received before
5:00 p.m. (our clock), November 29, 2001. Proposal No. P-812. If delivered, they are to be
sent to 215 North Mason Street, 2nd Floor, Fort Collins, Colorado 80524. If mailed, the address
is P.O. Box 580, Fort Collins, 80522-0580.
Section 3 Project Funding:
3.1 Funds Available
$3,603,452 is available for the design and construction of the project, including any on-site and
off-site improvements required by the development review process.
All references to in-kind contributions of material and labor are removed from the proposal
including Exhibit E.
Section 10 Information Available to Proposers
B. Record Drawings for the existing EPIC facility are available for purchase at Ulrich Blueprint
111 South Meldrum.
C. Report of a Geotechnical Investigation is available at the Operations Services Department
117 North Mason St.
Plan holders list and pre-proposal attendance list has been sent to all who attended the pre-
proposal meeting and all plan holders to date. To Request a copy of these lists please call

To all prospective proposers under the specifications and contract documents described above,
the following changes are made:
The form of the Agreement, the Standard General Conditions of the Contract Between the
Owner and Design/Builder and Section 800 Supplementary Conditions are the same as have
been used for the Downtown Parking Structure and 215 N Mason Office Building. The Standard
General Conditions and Section 800 Supplementary Conditions have been modified to reflect
changes needed for Design Build construction but are essentially the same as used with all City
construction contracts. Except for the changes which follow they are not subject to modification.

Article 13. Miscellaneous
13.03 Delete the following: . . .except that the OWNER may assign all rights and responsibilities
of the OWNER under this agreement to the Fort Collins Capital Leasing Corporation (‘FCCLC”),
and FCCLC may assign the same to the Bank of Cherry Creek, N.A., as trustee under the terms
of a trust indenture between said parties in connection with OWNER’s lease Certificates of
Participation issued in connection with the Project.
2. Section 800 Supplemental Conditions
Question: SC-4, 4.02.A.1. Can the correct project be identified here and the language
“Proposed City of Fort Collins Administration Building . . .” be deleted.
Answer. Yes the language is deleted and the following is added: Report of a Geotechnical
Investigation for proposed Ice Arena and Pool, Fort Collins, CO. By Empire Laboratories Inc.,
dated January 22, 1985.
The following are answers to questions submitted:
Standard General Conditions of the Contract
3. Question: Art. 1.01 25, 38 and 41. Can the notations for these paragraphs be removed or
supplemental conditions be provided?
Answer: The notations refer to SC-1 24A, 37A and 40A.
4. Question: Art 1.01.28 General conditions do not note a revision to this article, yet the
supplemental conditions include a revision. Can these contract documents be coordinated
before submittal of RFP is required?
Answer: Article 1.01.28 is changed to note that there is a revision in the supplemental
conditions.
5. Question: Art 5. Can the language in this article be modified after award to accommodate
language acceptable to insurance underwrites?
Answer: It would depend on the change requested.
6. Question: Art 8.01.A.3. As a matter of good business practice and since a Non-Profit is also
involved in the funding of this project can the original language of this paragraph be retained
in the general conditions without modifications?
Answer: No. The contract will be between the Design/Builder and the City. The City will not
sign a contract unless funds are available.
7. Question: Art 10.02C. Can you clarify the D/B’s fee allowed for overhead and profit on
Change Orders priced in paragraph 10.01.C.1? This article has been modified with
supplemental conditions but is not noted in the general conditions.
Answer: Changes made are noted on pages 22 and 25. 10.01.C.1 refers to unit prices
contained in the Contract Documents. The Design/Builders proposal would set any unit pricing
the Design/Builder anticipates using.
8. Can we obtain a copy of the original facility specifications? – Yes, available at Operations
Services Department 117 North Mason St.
9. Is there any soils information available for the proposed new addition? – Yes, see Addendum
No. 1.
10. Can the area across the street (east side of Riverside) be used as a staging area for
construction? – Yes, Contractor will need to return to original condition at the end of project.
Temporary Power and Phones? – Arranged by the Contractor. Size? – As shown on the Site
Plan (SD1). Fenced? – No.
11. Are we to include the rubber flooring in our proposal? – Yes.
12. Will City relocate existing transformer and meters? – Yes, but the electrical service from the
transformer to the building will be installed by the Contractor.
13. Will City remove and relocate existing storage sheds? – Yes.
14. Will City remove and relocate existing trees and/or shutdown/route/rezone existing
landscape sprinkler system/clock? – Yes, the City plans to relocate six (6) of the Austrian
pines and five (5) of the deciduous trees in the addition footprint, Yes, the City will
shutdown/route/rezone existing landscape sprinkler system/clock.
15. What if any are the air temperature requirements at ice level – 32 degrees F, 3’ above ice –
55 degrees F, 6’ above ice – 55 degrees F, etc. – 55 degrees F.
16. Please advise if existing 6”- 8”- 10” storm line can be left in place – See Drawing ME1 – or
must the line be relocated. – The line must be relocated.
17. Please advise regarding sales taxes to be included. – This Project is Tax Exempt – see
Exhibit B 00670 Application for Exemption Certificate.
18. Are soil borings or foundation drawings from the original building available – Yes, see
Addendum No. 1.
19. Will Building permit & city fees be waived – No, but the City will pay the Development Fees –
see Section 3.1. The Contractor will pay Building Permit and Plan Check Fees.
20. Should scoreboard, clock & seating be included in our GMP – No, the scoreboard, clock and
seating will be purchased by the City – see Section 3.1. The Contractor should provide
electrical power for the scoreboard and clock.
21. Is the parking on the south side of riverside Ave. included in our GMP – No, see Exhibit D
Site Plan (SD1).
22. Will the exterior architectural treatments need to match the existing building character or will
the new code requirements for massing, base & top treatments and 30 foot rules apply? –
The exterior architectural treatments need to compliment the existing building and the new
code requirements for massing, base & top treatments and 30 foot rules will apply.
23. The existing ice arena has a large overhead coiling door, located in the southeast corner of
the rink. We’re wondering if this door can be removed and the opening closed up? – No,
this door will be needed to get the ice resurfacers from one arena to the other and double
doors will have to be provided for the new dasher boards for access through this door and
the new overhead door in the addition.
24. Section 3.1 of the RFP describes “seating” as being provided by the City and/or Twice the
Ice. Does this refer to the spectator seating in the arena? – Yes. If so, will the City provide
the seating and all superstructure, with the design/build team providing only a slab-on-
grade? – Yes.
25. Section 3.1 of the RFP describes “development fees” as being provided by the City and/or
Twice the Ice. Will the City consider the $750 transformer replacement charge a
“development fee”? – Yes.
26. Can the existing overhead door in the east wall of the existing ice arena be removed and the
wall infilled? - No, this door will be needed to get the ice resurfacers from one arena to the
other.
27. What is the total occupant load of the existing EPIC facility? Approximately 1415
28. Is the existing Johnson Controls system being upgraded by the City? Field observations
indicate that the existing system is nonfunctioning. – Yes, the City is currently upgrading the
system.
29. What level of PA/Sound system is desired for the new ice arena? Will the design/build team
be responsible for all equipment, speakers, microphones, wiring, etc., or just the rough-in of
conduits? Yes we want a PA/Sound system. Yes the design/build team is responsible. The
system must provide adequate voice and sound with a system comparable to the existing
arena. This should be a rack mounted system.
30. What level or type of security system is desired for the new addition? – Key locks.
31. Does the GC provide the dasher boards? – Yes.
32. If GC provides boards what type of glass should be used? Tempered or acrylic? – Acrylic.
33. If GC provides boards is there a specified manufacturer? – No.
34. If GC provides boards what height should the glass be? – Standard heights per industry
practice.
35. If GC provides boards what would the glass thickness be? – Standard acrylic thickness.
36. Does the GC provide the first sheet of ice? – Yes.
37. Should we include the cost of a performance bond? – Yes.
38. In what response section should we address the financial questions asked in section 4.2? –
Section 5.2.5 Project Experience and Qualifications.
39. Does GC provide rubber flooring? – Yes.
40. Does GC provide scoreboard? – No, see Section 3.1. GC should provide power for
scoreboard.
41. Does GC provide sound system? - Yes see answer to question 29.
42. What is the expectation on the bleachers. Does GC provide concrete platform and steps for
aluminum bleachers similar to existing? – Contractor provides concrete platform only.
43. If GC provides bleachers are aluminum collapsible rolling bleacher acceptable? – Contractor
does not provide seating, see Section 3.1.
44. Specifically – what equipment is provided by the owner and what will GC provide? – See
Section 3.1 for what the Owner provides.
45. What is the required illumination level in the arena. Current arena has a range of 25 to 57
foot-candles. IES recommends 150 foot-candles for club sports and high school level
hockey. The City requires 100 foot-candles.
46. Are the City’s current Architectural standards requiring articulation of exterior elevations
going to be required on this project? – Yes.
47. Will a firewall be required between the new and existing building? – Whatever the Code
requires for your design.
48. What specific safety requirements should be allowed for? – Whatever is required for a safe
facility.
49. Should security fencing be included, and if sot to what extent? – There is no requirement for
security fencing.
50. There may be items that do not meet the 1997 Facilities design standards referenced in the
RFP because the building type. Who do we address these? These could impact the project
budget. – Since you have not provided any specifics, it is recommended you use your best
judgement.
51. Electrical transformer will need to be moved. What are the shutdown criteria for EPIC or
should we plan on no shut down and supply a generator for temp. power? – Plan on no
shutdown and supply a generator.
52. Is there a code study for the existing building? It appears that the existing building is not in
compliance with the current code. – No, but the addition will have to meet the current code.
53. No wheelchair access is shown to the mezzanine. Is it required? – Not to the mezzanine,
but provide a handicap viewing area elsewhere as part of the design,
54. Does the GC provide a security system? – No.
