Fort Collins waives the Insulation Heat Distortion Test. Table 13 (Para. 4.6) Insulation Resistance. The Insulation Resistance Test is no longer a production test in industry standards. Several years ago, the industry recognized that the insulation resistance specified in this standard are characteristic to the particular insulation. Therefore, the Insulation Resistance Test is a Type Test not a Production Test, and is done on each material and does not need be repeated unless the formulation is changed. The Insulation Resistance Test will not be performed as a Production Test. Exception denied. The insulation resistance test shall be performed as required by Table 13 and paragraph 4.8.2 of Specification 367-102 except the frequency is reduced to a minimum of three shipping reels per cable core extruder run. Para 4.7.7.2 High Voltage Time Test. We suggest substitution of this test requirement with the CV Extrusion Qualification Test per ICEA 5-94-649 Part 10.4. This Qualification Test is done on a sample of cable taken from each CV extrusion line each month; the test sample is pre -conditioned with the conductor at 90°C for 72 hours; the dissipation factor is measured at room temperature; and the HVTT test is conducted per ICEA 5-94-649 part 10.1.3. These samples are generally selected at random, but if you agree we will select a sample from your cable extrusion run and conduct the CV Extrusion Qualification Test in lieu of the HVTT specified in your specification. If you choose to maintain the requirement for the HVTT as specified in your specification please note the additional test surcharge on your quotation. The CV Extrusion Qualification Test is a standard test and can be compared to other data generated at General Cable and the industry. If you choose the CV Extrusion Qualification Test there will be no test surcharge. You will also notice in the CV Extrusion Qualification Test of ICEA S-94-649 Part 10.4.3, that there are different AC Withstand Voltage Requirements that are based on a four-year study on several hundred samples of TRXLPE from numerous cable manufacturers. The value of 620 volts/mil was based on 1/0 AWG 15kV XLPE cable only. We do know that other size cable will have a different value base on the insulation wall thickness; cables with smaller diameters and thinner insulation walls will tend to have higher voltage withstand values than cables with larger diameters and thicker insulation walls. We suggest adopting these values for pass/fail criteria. Exception denied. The High Voltage Time Test shall be performed in accordance with Specification 367-102. Fort Collins takes exception to the withstand voltages shown in Table 10-3 of ICEA 5-94-649. A sample that fails to withstand the 620v/mil step shall be considered to have failed. Fort Collins accepts the additional test surcharge of S3,500 per manufacturing run for the required HVTT. Para. 4.7.11 Shield Stripping. ICEA 5-94-649 and AEIC CS8-00 only require the adhesion test be done at the beginning, near the middle and at the end of the extrusion run. The middle sample shall be eliminated if the extruder run is to be shipped in one continuous reel. It has been recognized that adhesion on this type of cable does not vary by more than 2-3 lb in an extrusion run. Therefore, we will sample and conduct the test per ICEA 5-94-649 and AEIC CS8-00. Please note the definition of "shipping reel length" is not defined in ICEA or AEIC. The two definitions in these standards are: "Shipping Length — A completed length of cable which has passed all test requirements. It may or may not be cut into shorter lengths before it is supplied to the end use customer." "Shipping reel — A completed reel of cable shipped to the end use customers." Exception denied. Para 5 — Preparation for Delivery. Reel tare weights can vary depending on moisture content at the time of weighing. We use the tare weight that the reel manufacture specifies for a particular reel size and design. We can weigh each reel individually but this weight will not remain constant. If this weight is used to determine the length of cable left on a reel, we suggest utilizing the sequential footage number of the outer jacket instead. The beginning and ending sequential footage number for a reel length can be printed on reel tag for reference. Please advise if tare weight is not acceptable for use. Exception denied. Accurate reel tare weights are required. Fort Collins is aware of the fact that tare weights can vary with moisture content but average tare weights are NOT acceptable as a substitute for actual tare weights.
