1. Scope
This specification establishes the minimum requirements for single-phase, 60-hertz, thirty-two (32)
step, padmounted voltage regulators providing a 10% regulation range. Applicable ANSI/IEEE, IEC
and NEMA standards requirements shall apply except where specifically altered by this
Specification.
2. Electrical Requirements
a. Frequency: 60 Hertz
b. Voltage rating: 7620
a. kVA: 416.3 kVA
b. BIL: 95 kV
c. Current rating: 546 Amps
3. Construction
a. The regulator shall be rated for an average winding rise of 650C over a 300C ambient, and shall
be capable of a short circuit of twenty five times rated current for 15 cycles. The regulator shall
be provided with a 3kV under -oil, metal oxide varistor (MOV) bypass arrester connected across
the series (low voltage) winding.
b. Regulator shall be assembled as an integral unit, tamperproof and weatherproof for mounting
on a pad. There shall be no exposed screws, bolts, or other fastening devices that are externally
removable. There shall be no opening through which foreign objects such as sticks, rods, or
wires might be inserted to contact live parts. Suitable means for padlocking the compartment
door(s) shall be provided. The cabinet shall be painted Munsell Green (7GY3.29/1.5).
c. The cabinet shall be divided into two compartments defined as follows:
1) Operating Compartment: The compartment containing the high voltage cable connections
and grounding equipment.
2) Control Compartment: The compartment containing the controller, and other status -
indicating equipment.
d. The operating compartment shall be separate from the control compartment, constructed with a
full metal barrier separating the two compartments and shall contain:
1) 600A rated terminations
2) Two parking stands
3) Pads for grounding the equipment
4) Automatic pressure relief device
4. Regulator Controller
a. Housed in the control compartment shall be a microprocessor -based control capable of:
1) Communications using Cooper Power Systems DATA 2179 protocol.
2) Operation between - 40°C and +85°C.
3) Digital metering of Class 1 accuracy with instantaneous and time and date stamped demand
values.
4) Tracking Tap position.
5) Reverse power flow operation, including the ability to calculate the source voltage based on
tap position and regulatortype.
6) Voltage -limiting operation.
7) Voltage -reduction operation.
8) Tank pressure / temperature indication shall be provided within the control compartment.
5. Testing
a. The regulator shall be tested in accordance with the testing code in IEEE C57.15-1999, 'IEEE
Standard Requirements, Terminology, and Test Code for Step -Voltage Regulators." Certified
test reports shall be furnished with each unit.

Shipping
a. Units shall be prefilled with the appropriate amount of non -PCB insulating oil and shall be
shipped by open -bed truck. Units shall be packaged in such a way as to provide for ease of
handling and to protect units from shipping damage. Units shall be packaged on four-way
universal pallets with minimum opening not less than 34 inches and loaded on the truck for side
removal. The Supplier shall give 24-hour notice prior to delivery for any shipments where an
individual unit weighs over 5,000 pounds. In addition to these requirements, the Supplier shall
comply with any additional requirements or modifications shown on the purchase order and/or
supplemental instructions.
