SCOPE OF WORK
for
SPRING CREEK BASIN
PHASE A - DAMAGE ANNALYSIS
L GENERAL
A. BACKGROUND
The Spring Creek Basin, encompassing nearly nine square miles, traverses the City of Fort
Collins generally from southwest to northeast beginning at Horsetooth Reservoir and
continuing east to the Poudre River. The watershed is generally confined to the area south of
Prospect Road and north of Horsetooth Road, except east of College Avenue where the basin
extends north to Elizabeth Street, and west of Shield Street where the basin extends south of
Harmony Road. The watershed is largely developed with land use dominated by residential
development; however, land use also includes open space, parks, and isolated areas of
commercial and industrial development.
B. PURPOSE
This phase of the master planning effort includes the identification of potential damages to
structures within the flooding areas as indicated by the results of the hydraulic/floodplain
analysis (developed conditions, existing facilities in place). It also includes the identification
of indirect damages such as potential damages to road crossings, utilities and cleanup costs.
Lastly, average annual damages and present worth -damages wilt be evaluated based on the 2-
, 10- and 100-year flood events.
II. PHASE A - DAMAGE ANNALYSIS
A. DATA COLLECTION AND REVIEW
1. The Professional shall meet with the City one (1) time for all work involved in the
damage analysis phase of this study to:
a. Insure compliance with the services required by the Agreement.
b. Obtain existing data and general information, including confirmation of known
problem areas within the drainage basin.
c. Procure information relative to potential hazards due to flooding
2. The Professional shall furnish to the City, for their review and approval, a detailed
scheduled target date for the completion of the damage analysis.
3. The Professional shall utilize the City "Storm Drainage Design Criteria and Construction
Standards" manual, FEMA contractor study guidelines, and FIA damage curve data
where appropriate and applicable.
4. The Professional shall conduct field verification visits, as necessary, to confirm the data
pertinent to the damage analysis. This fieldwork shall include estimates of first floor
elevations or minimum opening elevations for structures and/or groups of structures
within the 100-year floodplain.
B. MAPPING
The City will provide new digital and hard copy mapping of all floodplain areas to be used
for this task. The City will also provide property data such as owner, address, parcel
number, property value, structure value and other data pertinent to completing the damage
evaluation spreadsheets.
C. DAMAGE EVALUATION
1. The Professional shall obtain mapping which defines structures within the floodplain of
the study area inundated during the 100-year frequency flood.
2. The Professional shall Inventory properties located within the 2-, 10-, and 100-year
floodplains, including a tabulation of each building in relation to the appropriate
floodplain. The inventory shall include:
a. Address of property and lot and block number, if land is platted (data will be
provided by the City).
b. First floor or minimum opening elevation of buildings (to be inferred from the
available topographic mapping).
c. Subdivision name (based on City provided plat maps).
d. 2-, 10-, and 100-year flood elevation for developed condition flows, including
inundation depths at structures.
d. Type of structures
It should be noted that the original spreadsheet obtained for this analysis is the same as
used for other City Master Planning Projects. The spreadsheet utilizes residential
structure damage curves for both residential structures as well as commercial structures.
We will modify the spreadsheet to utilize the FIA commercial curve data for damage
assessments and will use this for the commercial structures along Spring Creek. The
spreadsheet will also be revised to show the designation made between commercial and
residential buildings.
3. Products from Damage Evaluation include:

a. Damage evaluation discussions of methods, assumptions, sample calculations and
results and a summary discussing the above items. Damages shall include indirect
damages such as road overtopping, utilities and cleanup costs.
b. Tabulated spreadsheets of information requested in item 2 above.
C. Calculations and presentation of Average Annual Damages and Present Worth
damages based on period of 50 years and an interest rate of 5%.
III. TECHNICAL AND BACKUP INFORMATION
A. One copy of all pertinent calculations, work maps, references to materials used and one set of
original text and a hardcopy of all spreadsheets shall be furnished to the City with the draft
submittal. Any computer -generated drawings (i.e., AutoCAD) shall also be submitted to the
City on disk with the draft report.
B. Pertinent calculations to be provided to the City shall contain only final calculations. All
non -pertinent preliminary calculations, duplications, or items that would detract from the
clarity of the submittal shall not be included.
C. All pertinent calculations, backup information, and computer printouts shall be bound in a 3-
ring binder and indexed. A table of contents describing the well -marked sections shall be
included.
IV. SCHEDULE
A. It is estimated that a Draft Submittal for the Damage Analysis will be submitted to the City
by February 28, 2002.
B. The Professional shall submit work called for to the City for written approval by the City.
The City will provide approval or the reason for the lack thereof, within forty-five (45) days
after each submittal.
C. Prior to the City furnishing such approval to the Professional, the City will obtain as
applicable, comments from any other parties to this Agreement.
