Dear Steve:
Alle►•Lingle Architects P.C. is pleased to provide you with this revised Proposal for master
planning and schematic design services for remodeling the Ricker Brothers Building for Police
Services. In response to our meeting of December 12, 2001, Phase I Scope of Work developed
by Wendy Irving -Mills, and your revised Scope of Work memo dated January 8, 2002, we
propose the following scope of services and associated fees:
Project Description
Remodeling of the Ricker Brothers Building, 200 N. Howes Street, in downtown Fort Collins for
use by the Investigative Services Division of Police Services. Uses to be relocated from 300 W.
LaPorte Avenue and the Police Annex buildings will include the following:
Investigative Services: 8,500 net sq. ft.
Evidence Storage: 2,300 net sq. ft. for
for support services.
Found Items and Bicycles: 1,500 net sq. ft.
Fitness Area: 4,750 net sq. ft.
Scope of Basic Services
The Scope of Basic Services shall be as follows:
high -density storage plus 500 net sq, ft.
Phase I
1. Site Survey: Site survey to locate the existing building on the site and identify available
utilities and connections to the building. Show site improvements and topography at one -
foot intervals. Show any easements or other restrictions to the site.
2. Field Measurements: Field measure the existing building and develop full existing condition
floor plans in CAD format. Include locations and capacities of electrical, mechanical,
plumbing and teledata systems and components.

3. Code Analysis: Perform a conceptual code review to determine the renovations necessary
to have the building and site comply with current building and zoning codes for the new
uses.
4. Planning Approval Process: Determine the level of Development Review necessary for
implementing this project (i.e. Type 1 or Type 2), and determine what documents will be
needed for that particular development review process. Develop a schematic site plan to
show the improvements required for the Development Review Process, and submit for a
Conceptual Review meeting with the City of Fort Collins.
5. Master Planning and Schematic Design: Master Planning and Schematic Design shall run
concurrently. Develop a building Master Plan and a subsequent Schematic Design floor
plan based on Operation Services' and Police Services' input. Begin master planning by
showing the approximate locations and areas of the various uses in 'bubble -diagram"
format, progressing into architectural floor plans, including electrical, mechanical, plumbing
and teledata plans to identify the upgrades needed to existing systems. Show potential
phasing, if needed to fit within funding constraints. Anticipate developing up to two (2)
design options for review by the customer in the Master Planning stage, prior to selection
of a final master plan, and up to two (2) options in Schematic Design. Anticipate up to
five (5) meetings with the customer (one to review master plan options, one to review
proposed schematic options, one to review revised options, one to review the final
approved plan and the cost estimate, and one to obtain direction to move into Design
Development). Only one (1) completelCity review will be done at the end of Schematic
Design.
6, Cost Estimating: Develop a schematic cost estimate for the site work and building
remodel, based on the plans reviewed and approved by Police Services and Operation
Services.
Work Not Included
1. Planning, landscape architecture and other related services for taking the Ricker Building
site plan through a Type 1 or 2 Preliminary Development Plan or other site plan approval
process with the City of Fort Collins.
2. Phase 2 architectural, structural, civil, mechanical/plumbing, electrical and taledata design
and engineering services for Design Development, Construction Documents,
Bidding/Negotiation and Construction Administration phases of the project.
3. CAD -generated 3-D renderings or models of the approved Schematic Design phase
solution.
4. Identify design elements where it might be co%t effective to implement substainability
goals of the 1998 City of Fort Collins/Facility Services' Green Building Criteria above and
beyond the prerequisites required for all projects. This will be implemented in the Design
Development and Construction Documents phase of the project.
Owner -Provided Information
1. Plats or other site plan documents for Block 32, including existing GIS CAD files, Civic
Center Master Plan and other relevant documents.
2. As -built or any other drawings of the Ricker Building layout, if available.

Reimbursable Expenses

6. Federal Express/Express Mail and other delivery services
7. Photography or other miscellaneous expenses

Additional Services
If the City requests additional services beyond those set forth in this Proposal, or for additional
services as described elsewhere in this Proposal, such services shall be agreed to in writing
between the City and the Architect and the fees adjusted accordingly per the following, current
hourly rates:

Contract Terms
All terms of this Proposal shall be in accordance with our master contract with the City of Fort
Collins.
Schedule
Scope of Basic Services for this project will be performed in accordance with the following
schedule, assuming notice to proceed from the City of Fort Collins by January 7, 2002:
