The site comprises Lot 1, Block 11 of Westchase Subdivision (approximately 40,000-sq. ft.) located on the southeast comer of Timberline Road and Westchase Road. Included below are the basic assumptions used in preparing this proposal, a brief description of the anticipated scope of services, a tentative schedule for taking the needed applications through the City of Fort Collins "Type 1" review processes, and estimated budgets for each task. Basic Assumptions • The platted and recently annexed lot will be planned to include a 7,500 sq. ft. fire station; • The services of other consultants — civil, architectural, traffic, geotechnical and legal— will be needed and are understood to be provided under separate contracts; • The services of an irrigation consultant as needed for the preparation of construction documents is included in this proposal; • Cityscape will be provided a reliable AutoCAD (Version 14) base file including outer boundary, existing topography, flood plain information (if applicable) existing trees, existing physical improvements (including utilities), existing surrounding plats and similar basic site information — including complete digital plans for the Westchase Subdivision. If such information does not exist, the creation of -this information will be by others; • Vaught*Frye and Poudre Fire Authority will gather needed information, as listed on our "Base Data Checklist"; ■ Access to and from the site will occur on the north and south sides of the parcel. The southern access will occur from a private street. Additional access may be proposed along the eastern side of the property from Carmichael Street; • Any acquisition or negotiation of reciprocal use easements for this private street will be by others; ■ A civil engineer will be available (beginning with the initial conceptual plan) for consultation regarding utilities, drainage, etc; • Cityscape will be provided with complete building footprints, architectural elevations and other architectural information needed for the PDP and final compliance plans; ■ An initial pre -application meeting will be held with City Planning Staff to clarify some of the more ambiguous Land Use Code requirements; MyW° urban design, inc. • Vaught*Frye will prepare an updated (digital) site concept sketch showing the designated building footprint, drives, walkways, trash enclosures and the like on the site; ■ The updated sketch will be refined and presented to City Planning Staff at a Conceptual Review meeting scheduled for January 14, 2001 at 11:00 am; ■ A PDP, as required under the Land Use Code, will be prepared and submitted in conjunction with other needed consultants (traffic, civil, architectural, legal, geotechnical, etc;) ■ Vaught*Frye will provide the project site plan (in AutoCAD R14) to be used as the basis for the PDP Submittal to the City of Fort Collins; ■ City Planning will waive the Context Diagram requirement, or will provide a usable digital map for our use as a Context Diagram; ■ The fire station is a "Type 1" use. Therefore a Planning and Zoning Board hearing will not be required; No neighborhood meeting will be required: • "Additional Services" may be needed if deviations to Land Use Code standards for building location, block requirements, or other code modifications are proposed; if community/neighborhood controversy results from our application; if changes in scope are required by Vaught*Frye, the Poudre Fire Authority or the City; or due to ever changing interpretations of development regulations by City Staff; • Two rounds of City review will be adequate to allow the PDP to be scheduled for the required public hearing; ■ The Final Compliance Plan will have to deal with only minimal issues. Mylars will be submitted after PDP approval with no extensive final plan review process. ■ Vaught*Frye and Poudre Fire Authority will negotiate the Development Agreement with assistance from the civil engineer. • Entry monuments and other signage or other design details may be provided by Cityscape, if requested, but are not included in the scope of work at this time. No extensive special hardscape features are included in this proposal; One round of landscape and irrigation plan revisions will be needed as a result of Vaught*Frye and Poudre Fire Authority review; • Vaught*Frye will handle Poudre Fire Authority and Building permit review meetings and mass printing of construction documents as needed; • Landscape and Irrigation Specifications will not need to strictly conform to CSI format; Scope, Schedule, & Estimated Budgets Outlined below are the general tasks we believe are needed to complete the City of Fort Collins planning process for the subject property. I have also included a tentative schedule and estimated budgets for the projected completion of this planning effort. The budgets included here are for services typically provided by Cityscape, and do not include reimbursable expenses, "extra work," changes in scope, or the services of other consultants (civil, geotechnical, traffic, architectural, legal, etc.) The irrigation consultant's fees are included. Although we have tried to give conservative (high) budget estimates, there are a number of variables that may affect the scope, schedule, and budgets for this project. ckyw o urban design, inc. 1. CONCEPTUAL PLANNING A. This task involves Cityscape review and minor editing of a revised schematic development concept plan (to be provided by Vaught*Frye), and working with your civil engineer and architect to assess general development feasibility. The schematic plan will be taken to a City of Fort Collins Conceptual Review meeting. 1. Tentative Schedule: a) January 8 - Receive CADD base file, site plan, and any additional survey information available from civil. c) January 14 - Conceptual Review with City Staff; Begin work on PDP 2. Estimated Budget - $ 750 II. CONTEXT DIAGRAM A. If required, this plan places the proposed development in the context of the surrounding community, and is a required attachment to the PDP. The plan will illustrate transit, bike, pedestrian, and vehicular transportation links, open space systems, major drainageways, surrounding land uses, and other "big picture" planning items in an area of at least'% mile around the property. 1. Tentative Schedule a) January 11 - Review Draft Context Diagram b) February 8 - Complete Diagram for inclusion with City application 2. Estimated Budget - $ 1,250 (If required) III. PROJECT DEVELOPMENT PLAN (PDP) A. This task involves the preparation and public review of detailed site and landscape plans for the subject property, accompanied by any required drainage studies, traffic studies, lighting plans and other plans and/or required documents. 1. Tentative Schedule a) January 25 — Review 'in progress' site plans b) February 8 — Submit PDP application to City of Fort Collins. c) March 15 - Receive Staff comments on PDP. d) March 29 - Submit revised PDP to City. e) April 26 — Receive second round comments from City Staff. f) May 10 —Submit revisions to City. g) May 24 - Receive any final Staff review comments on PDP. h) June 5—Administrative Hearing 2. Estimated Budget - $ 7,750 Ckn@@ o urban design, inc. IV. FINAL COMPLIANCE PLAN A. This plan advances the PDP to include the final site and landscape plans along with final civil plans. 1. Tentative Schedule a) May 27 — Edit final PDP Plans to create Final Compliance Plans. b) June 10 - Submit Final Compliance Plan mylars to the City. g) June 21 - Finalize mylars and Development Agreement. h) July 2 - File Plat and Development Agreement. 2. Estimated Budget- $ 1,750 V. CONSTRUCTION DOCUMENTS A. Preparation of Landscape and Irrigation Construction Documents including planting plans and an edited version of our standard specifications (not in CSI format); 1. Tentative Schedule a) February 15 — Review preliminary Landscape and General Irrigation Plan in conjunction with PDP b) June 21 - Final Landscape Plan, Irrigation Plan and Specifications 2. Estimated Budget — a) Landscape Plan - $3,750 b) Irrigation Plan - $2,250 VI. EXTRA WORK We are occasionally asked to provide services beyond those ordinarily required to gain public approval of proposed zoning and/or development plans. Perspective renderings, site cross sections, other elaborate presentation graphics, landscape construction documents, entry signage, and additional planning studies are examples of such additional services. Delays caused by the City, Poudre Fire Authority or Vaught*Frye, changes in City review procedures, and/or City Staff interpretations of Development Regulations may also affect our final costs. Because these additional services may not be required, we suggest they be budgeted separately and provided only as needed on an hourly basis. Billing will be done monthly on an "hourly plus expenses" basis for the work performed during that billing period. Reimbursable expenses, including mileage at $.31/mile, long distance calls, printing, and other incidental costs incurred in providing planning services will be billed, in addition to the above fees, at cost plus ten percent. Ckm@@o urban design, inc. Payments are due within thirty (45) days of the billing date. Payments due and unpaid under this agreement shall bear interest from the date payment is due at the rate of 1 %% per month (18% per annum). If payments are not made within thirty (60) days of the billing date work will stop until payment is made. In the event of litigation regarding these fees, the party found to be in default shall be liable for the reasonable legal expenses of both parties. In accepting this proposal, Vaught*Frye warrants that funds are available to compensate Cityscape and their subcontracted consultants for the services and reimbursable expenses contracted and that these funds are neither encumbered nor contingent upon the subsequent granting of approvals, permits, or financial commitments by lending institutions or other entities. Vaught*Frye or Cityscape may stop work on landscape/planning services for this project at any time by giving seven (7) days prior written notice. In that event the Vaught*Frye shall be liable only for fees incurred up to the date work is stopped. If this proposal is acceptable to you, please sign and return the duplicate original.
