C WORK PLAN
This section provides a one -page synopsis of the planning project and plan as requested
in the RFP, summarizes the proposed methodology and major tasks, discusses the key
benchmarks and time line, and indicates the number of consulting hours estimated for
your strategic planning project
1 PLANNING PROCESS AND PLAN SYNOPSIS
The scope of work for the planning consultant, as outlined in the Request for
Proposals, includes the following major elements
1 Assist the Library staff in analyzing current services, collections, usage patterns
geographic areas, population centers, neighborhood projections, existing library
facilities, technical and other support functions, and other relevant information
2 Facilitate the strategic planning process using a planning methodology such as
the approach provided in the forthcoming Strategic Planning for Results to be
published by the American Library Association
3 Design effective and efficient data and opinion gathering and presentation
methods to help inform the strategic planning process
4 Facilitate meetings of the planning committees such as a community planning
committee and staff planning committee
5 Assist the Library in identifying service priorities, goals, objectives activities and
organizational competencies and initiatives
6 Assist the Library with identifying gaps between identified service priorities and
the current allocation of resources for library operations
The six to eight month planning process will be based on the forthcoming Strategic
Planning for Results and the recently published Pubkc Library Service Responses 2007
Major tasks include three meetings of the planning committee, facilitated by DGA,
staff coaching by DGA in the writing of draft goals and objectives manager training
by DGA in identifying and evaluating activities and allocating resources, off -site
coaching by DGA, and DGA's preparation of the final report with service priorities,
goals, objectives organizational competencies, and imnatives

2 METHODOLOGY
Dubberly Garcia Associates, Inc will assist with the design of and will facilitate the
internal process needed to develop a successful strategic plan for the Fort Collins
Regional Library District, using the Strategic Planning for Results planning model and
other pertinent methodologies as appropriate Attention will be focused on the
respective roles of the community planning committee, the Library Board, and the
staff Sessions with other designated individuals and groups within the Library's
organization and with external key informants may also be appropriate and will be
conducted as needed within the project budget framework
DGA's facilitation methods will ensure that
• available data and information are obtained for assessing the community,
library services, and library resources
• community needs and interests are addressed by the vision and the
development of appropriate service pnonties and other important planning
outcomes
• goal and priorities are linked to measurement and evaluation tools
• pertinent and realistic objectives and activities are set
• available resources are considered for reallocation (gap analysis) for effective
activities
DGA will coach Library staff during the strategic planning process by maintaining a
Planning Web site that provides easy access by planning process participants to
documents throughout the project
June Garcia will facilitate work sessions with staff, based on mutual schedule
decisions from the project planning and orientation meeting during the consultants'
first site visit
The proposed Results model planning approach will include seven phases, as outlined
below These phases will involve the Library Board the staff and community
representatives selected by the Library We look forward to further delineating the
scope of these components in future consultations with the Fort Collins Regional
Library District

Phase 7 Write the Strategic Plan
• Prepare draft Strategic Plan based on the work of the planning committees
facilitated by DGA
• Prepare final Strategic Plan of approximately 20 pages, which will include
goals, objectives, representative activities, organizational competencies, and
representative initiatives
3 PROPOSED TIME LINE, KEY TASKS, AND RESPONSIBILITIES
The key tasks, responsibilities and general time line proposed for your strategic
planning process are provided as a table in Appendix Four Please refer to this table
for detailed information on these topics
The table, in summary provides for six (6) site visits by DGA Managing Partner
June Garcia to facilitate three meetings of the planning committee, onent the Library
Board and staff, and tram designated managers and key staff on identifying and
evaluating activities and allocating resources Off -site consulting assistance is
identified in the table for the staff s writing of goals and objectives based on selected
service responses The draft and final Strategic Plan text documents will be prepared
for the Fort Collins Regional Library District, which will be responsible for their
formatting, printing, and distribution
DGA can facilitate your planning process within your proposed time frame which is
aggressive It is our experience, however, that most library staffs need more time at
key points for planning process activities than might be possible with your proposed
time frame, especially since some of the key tasks occur during the busy holiday
season of mid November to early January
4 ESTIMATED CONSULTANT HOURS
The anticipated time required to complete the tasks outlined in this proposal is
expected to meet or exceed 125 DGA consultant hours, including travel time

D PROPOSED COSTS
This section provides proposed costs for providing strategic planning services to the Fort
Collins Regional Library District, as outlined in this proposal
1 SITE VISITS
The projected number of site visits is six (6), for a total maximum of eleven (11)
consultant days on site as detailed in Appendix Four
The estimated total reimbursable expense cost of on -site visits is $3,550 This
amount includes expenses reimbursable at consultant cost for items such as
automobile travel, lodging, meals, and incidentals
2 BASE PROJECT COST
Dubberly Garcia Associates, Inc proposes to complete the consultant tasks
described in this proposal for a lump sum professional services fee of twenty six
thousand four hundred dollars ($26 400) plus estimated reimbursable expenses
Reimbursable expenses, invoiced at cost, are not expected to exceed three thousand
five hundred fifty dollars ($3,550) The total combined cost of professional fees and
reimbursable expenses are twenty-nine thousand nine hundred fifty dollars ($29 950)
Forms, worksheets, draft and final reports, and other planning process documents
will be provided to the Fort Collins Regional Library District as electronic files in
PDF format for its printing and distribution We do not anticipate providing
supplies or printed copies of reports or interim documents We look forward to
learning more about your needs and to tailoring the project tasks dehverables, and
reimbursable expenses as appropriate
The proposed fee and reimbursable expenses amount assumes that the number of
site visits and consultant days on site will not exceed the number outlined in this
Section (D), Section C, and Appendix Four

This proposal anticipates that the Fort Collins Regional Library District will provide
to Consultant, at no expense to Consultant, pertinent library data and written reports
as may be required by Consultant for purposes related to the Work, including but
not limited to data on current services, service activity levels, and facilities Such data
and written reports, when extant, will be provided in electronic file format
compatible with "Microsoft Word" word processing software applications or
"Microsoft Excel' spreadsheet software applications as appropriate to the content,
or other mutually acceptable format
3 ADDITIONAL SERVICES OPTION
Additional services, if any provided by Consultant must be agreed to in writing by
both parties Additional services, if any, authorized by the Fort Collins Regional
Library District and performed by Consultant during the term of this agreement will
be compensated at the rate of $205 per hour or for a fixed amount(s) as mutually
agreed by the parties

June Garcia has over 35 years experience as a public hbranan Her experience includes
six years as Director of the San Antonio Public Library, where she completed planning
and construction for a 228,000 square -foot Central Library During her tenure in San
Antonio, all 18 branch libraries were renovated, expanded, or replaced Previously, she
served the Phoenix Public Library in several capacities she served twelve years as the
administrator of a branch library system, and five years as a branch manager She also has
served the Plainfield Public Library and the New Brunswick Public Library, both in New
Jersey Ms Garcia has served as CEO of the CARL Corporation, and as Vice President
and Chief Ambassador of TLC/CARL both major library automation companies
providing integrated systems to large public hbranes and consortia Ms Garcia is also a
managing partner along with Ronald Dubberly of Dubberly Garcia Associates, Inc
Ms Garcia has been an active participant for the past twenty years in the Public Library
Association s (PLA) efforts to develop tools that will enable public librarians and trustees
to effectively plan, measure and evaluate public library service She served as a member
of the committees that produced Planning and Role Setting for Public I-ibranes (1987) Output
Measures for Publu Libraries (1987), and Planning for Results The Pubhe Library Transformation

Ronald A Dubberly has nearly 40 years of experience as an urban library adirunistrator
and consultant Mr Dubberly's expertise is in developing long range plans for libraries
planning for services and their delivery, improving organizational design, analyzing
management practices, assessing library facilities and recommending capital improvement
projects, developing building programs, providing management services, and matching
senior management needs of libraries with qualified personnel
During his 22 years as director of the public library systems for Atlanta -Fulton County
and the City of Seattle, Mr Dubberly led major capital improvement programs and
several strategic planning efforts He then implemented those strategic and capital plans
Mr Dubberly was Director of Libraries of the 35 branch Atlanta Fulton County Public
Library for 10 years During his tenure he led the library system through the
development of a long range plan and guiding a massive building program of over two
dozen facilities and the build -out of the Central Library Mr Dubberly was also
responsible for the conceptualization, construction and opening of the Auburn Avenue
Research Library on African -American Culture and History, the only research facility of
its type in the Southeast fully devoted to these subjects and available for public use
During his 12-year term as Director of the Seattle Public Library, Mr Dubberly oversaw
a successful facilities bond issue for the restoration of five Carnegie branch hbranes He
renovated and remodeled the 206,000 square -foot Central Library, opened a new branch
library, and created a collection storage facility
Mr Dubberly has also been heavily involved in the development of planning processes
for public library systems Most recently he served on the Public Library Association's
steering committees for development of Planning for Results and Managing for Results
Effective Resource Allocation for Public Libranes Both of these publications are the second
generation of planning tools for public libraries He also served on the steering
committee that developed the first set of long-range planning tools for public libraries

A PROJECT SCOPE AND PURPOSE
DGA understands that as a newly formed library district, it is imperative that a strategic
plan be developed to formally establish service priorities for the next three years, develop
pertinent goals, set measurable objectives, and guide resource allocations for successfully
meeting the service needs of the Fort Collins Regional Library District's growing
population Your strategic plan will also address organizational competencies and identify
pertinent initiatives in support of your service priorities and goals
The principal consultants will be the two Managing Partners of Dubberly Garcia
Associates Inc (DGA), which has developed strategic plans for large and small libraries
Both consultants also have been public library directors, have worked together on similar
projects, and are very aware of library service and technology trends
Also, they have been involved with the development of library planning tools including
Planning for Results by the American Library Association (ALA) Ms Garcia chaired the
committees that oversaw the creation of Managing for Results Effective Resource Allocation for

The work plan for the six to eight month planning process will be based on the
forthcoming Strategic Planning for Results and Pubkc Library Service Responses 2007 Major
tasks include three meetings of the planning committee, facilitated by DGA, staff
coaching by DGA in the writing of draft goals and objectives, manager training by DGA
in identifying and evaluating activities and allocating resources, off -site coaching by
DGA, and DGA's preparation of the final report with service priorities, goals objectives,
organizational competencies, and initiatives (A proposed general time line with key tasks
and responsibilities is provided in Appendix Four)
Although the Fort Collins Regional Library District is embarking on a strategic planning
process encompassing a three year period the impact of this strategic planning effort will
extend far beyond the planning horizon for this project The strategic service plan will
grade the Library's direction and priorities, shape the allocation of its resources, mold its

A library's strategic plan should respond to the needs of the communities it serves, be
responsible in its allocation of current resources, and be sensible in its projections of
future funding and expenditures The strategic planning process should involve residents,
library staff and leadership, and community leaders It is important for the planning
process to consider a broad spectrum of opinions and strategies, along with pertinent
statistics and other relevant information
The Fort Collins Regional Library District is seeking strategic planning consultant
services to
• facilitate its strategic planning process using a planning methodology such as the
approach provided in the forthcoming Strategic Planning for Results to be published
by the American Library Association
• design effective and efficient data and opinion gathering and presentation
methods to help inform the strategic planning process
• facilitate meetings of the planning committees such as a community planning
committee and staff planning comrnittee
• assist the Library in identifying service priorities, goals, objectives activities, and
organizational competencies and initiatives
• assist the Library with identifying gaps between identified service priorities and
the current allocation of resources for library operations

using the Planmug for Results model In addition, they are facilitators for an on line
course based on this model
Also both have extensive facilities planning as library directors Ms Garcia
completed the new central library for San Antonio and renovated/expanded or
replaced all the branch libraries of that system Mr Dubberly administered over two
dozen branch library projects in Atlanta, created a public research library on African -
American culture and history, and built -out the central library In addition Ms
Garcia was CEO of a leading library automation company
Additional project personnel, if appropriate, would be added to the DGA team only
with the advance approval of the Library
2 QUALIFICATIONS
DGA works with public libraries of all sizes DGA's managing partners Ronald
Dubberly and June Garcia bring strong expertise from a combined 46 years of
successful top management and consulting experience in urban public hbranes
Mr Dubberly is the former director of the Atlanta - Fulton County Public Library
System, the Seattle Public Library, the Sioux City Public Library (Iowa), the Riverside
County Library System (California), and the Jersey City Free Public Library (New
Jersey) He also has served the Baltimore County Public Library, the Jacksonville
Public Library (Florida), and the State of Iowa (as a library development consultant)
His graduate library degree in library science is from Florida State University
Ms Garcia served as Director of the San Antonio Public Library System for six
years Previously, she served the Phoenix Public Library in several capacities,
including Library Extension Services Administrator She also has served the
Plainfield Public Library and the New Brunswick Public Library both in New Jersey
Further, she was CEO of the CARL Corporation, a major library automation
company Ms Garcia is coauthor, along with Sandra Nelson of Creatzng Poh zes for
Results From Chaos to Clanty (2003), published by the American Library Association
(ALA) Also, Ms Garcia is the associate editor for the "Results series of public
library planning evaluating and implementation books for the ALA Her graduate
library degree in library science is from Rutgers University

Our client's needs have vaned Some have wanted a "consultant light' approach,
with only the coaching of the staff project coordinator Others have wanted
complete facilitation from visioning through identification of implementation
activities and assistance with resource allocation Most have wanted a set of
facilitation services toward the middle of this spectrum and a report
Some clients have wanted extensive reports, including the analysis of selected topics
These topics have included staffing patterns, efficiency strategies, facility layout
guidelines, and facility size and location needs Other clients have preferred a brief
report that included only the community vision, service priorities, goals, objectives
and strategic initiatives developed during the planning process
3 EXPERIENCE
Three DGA strategic planning projects especially pertinent to the needs of the Fort
Collins Regional Library District are the Carroll County Public Library (Westminster,
Maryland) the Garfield Library District (Rifle, Colorado), and the Mid Columbia
Library System (Kennewick, Washington)
Provided below for each planning project is a brief outline of DGA services The
New Planning for Results was used as the model for each of these planning projects

This project to create a strategic plan for this library serving urban, suburban, and
rural residents included the following elements
• Obtaining stakeholder opinions
• Determining service priorities
• Establishing community services goals
• Identifying measurable objectives
• Identifying organizational capacity issues
To assist the Library in completing these key planning process elements, DGA
• facilitated the work sessions of the community planning committee
• facilitated staff planning committee work sessions on planning topics
• prepared meeting summaries and briefing documents
