FORT COLLINS PLANNING CONSULTANT PROPOSAL FORT COLLINS REGIONAL LIBRARY DISTRICT C WORK PLAN This section provides a one -page synopsis of the planning project and plan as requested in the RFP, summarizes the proposed methodology and major tasks, discusses the key benchmarks and time line, and indicates the number of consulting hours estimated for your strategic planning project 1 PLANNING PROCESS AND PLAN SYNOPSIS The scope of work for the planning consultant, as outlined in the Request for Proposals, includes the following major elements 1 Assist the Library staff in analyzing current services, collections, usage patterns geographic areas, population centers, neighborhood projections, existing library facilities, technical and other support functions, and other relevant information 2 Facilitate the strategic planning process using a planning methodology such as the approach provided in the forthcoming Strategic Planning for Results to be published by the American Library Association 3 Design effective and efficient data and opinion gathering and presentation methods to help inform the strategic planning process 4 Facilitate meetings of the planning committees such as a community planning committee and staff planning committee 5 Assist the Library in identifying service priorities, goals, objectives activities and organizational competencies and initiatives 6 Assist the Library with identifying gaps between identified service priorities and the current allocation of resources for library operations The six to eight month planning process will be based on the forthcoming Strategic Planning for Results and the recently published Pubkc Library Service Responses 2007 Major tasks include three meetings of the planning committee, facilitated by DGA, staff coaching by DGA in the writing of draft goals and objectives manager training by DGA in identifying and evaluating activities and allocating resources, off -site coaching by DGA, and DGA's preparation of the final report with service priorities, goals, objectives organizational competencies, and imnatives OCTOBER 01 2007 DUBBERLY GARCIA ASSOCIATES INC PACE CITY OF FORT COLLINS PLANNING CONSULTANT PROPOSAL FORT COLLINS REGIONAL LIBRARY DISTRICT 2 METHODOLOGY Dubberly Garcia Associates, Inc will assist with the design of and will facilitate the internal process needed to develop a successful strategic plan for the Fort Collins Regional Library District, using the Strategic Planning for Results planning model and other pertinent methodologies as appropriate Attention will be focused on the respective roles of the community planning committee, the Library Board, and the staff Sessions with other designated individuals and groups within the Library's organization and with external key informants may also be appropriate and will be conducted as needed within the project budget framework DGA's facilitation methods will ensure that • available data and information are obtained for assessing the community, library services, and library resources • community needs and interests are addressed by the vision and the development of appropriate service pnonties and other important planning outcomes • goal and priorities are linked to measurement and evaluation tools • pertinent and realistic objectives and activities are set • available resources are considered for reallocation (gap analysis) for effective activities DGA will coach Library staff during the strategic planning process by maintaining a Planning Web site that provides easy access by planning process participants to documents throughout the project June Garcia will facilitate work sessions with staff, based on mutual schedule decisions from the project planning and orientation meeting during the consultants' first site visit The proposed Results model planning approach will include seven phases, as outlined below These phases will involve the Library Board the staff and community representatives selected by the Library We look forward to further delineating the scope of these components in future consultations with the Fort Collins Regional Library District OCTOBER01 2007 DUBBERLY GARCIA ASSOCIATES staff the Library Board members and local government officials as appropriate • Provide an effective orientation of the planning process for the staff • Identify and invite community representatives to serve on Community Planning Committee Phase 2 Determine Community Needs • Determine community needs and identification of how the library night help community residents respond to those needs (Community Planning Comnuttee) • Create a vision for the community (Community Planning Committee) • Identify the community's strengths and its weaknesses (Community Planning Committee) Phase 3 Select Service Responses • Select prehmrnary service priorities (Community Planning Committee) • Provide feedback on the preliminary service priorities selected by the Community Planning Committee (Library Board and staf fl • Select final service priorities to recommend to the Library Board (Community Planning Committee) Phase 4 Write Goals and Objectives • Identify goals and objectives to support the recommended service priorities Phase 5 Identify Effective Activities • Identify activities and allocate resources Phase 6 Identify Organizational Competencies and Initiatives • Identify organizational PAGE 11 CITY OF FORT COLLINS PLANNING CONSULTANT PROPOSAL FORT COLLINS REGIONAL LIBRARY DISTRICT Phase 7 Write the Strategic Plan • Prepare draft Strategic Plan based on the work of the planning committees facilitated by DGA • Prepare final Strategic Plan of approximately 20 pages, which will include goals, objectives, representative activities, organizational competencies, and representative initiatives 3 PROPOSED TIME LINE, KEY TASKS, AND RESPONSIBILITIES The key tasks, responsibilities and general time line proposed for your strategic planning process are provided as a table in Appendix Four Please refer to this table for detailed information on these topics The table, in summary provides for six (6) site visits by DGA Managing Partner June Garcia to facilitate three meetings of the planning committee, onent the Library Board and staff, and tram designated managers and key staff on identifying and evaluating activities and allocating resources Off -site consulting assistance is identified in the table for the staff s writing of goals and objectives based on selected service responses The draft and final Strategic Plan text documents will be prepared for the Fort Collins Regional Library District, which will be responsible for their formatting, printing, and distribution DGA can facilitate your planning process within your proposed time frame which is aggressive It is our experience, however, that most library staffs need more time at key points for planning process activities than might be possible with your proposed time frame, especially since some of the key tasks occur during the busy holiday season of mid November to early January 4 ESTIMATED CONSULTANT HOURS The anticipated time required to complete the tasks outlined in this proposal is expected to meet or exceed 125 DGA consultant hours, including travel time OCTOBER01 2007 DUBBERLY GARCIA ASSOCIATES INC PAGE 12 CITY OF FORT COLLINS PLANNING CONSULTANT PROPOSAL FORT COLLINS REGIONAL LIBRARY DISTRICT D PROPOSED COSTS This section provides proposed costs for providing strategic planning services to the Fort Collins Regional Library District, as outlined in this proposal 1 SITE VISITS The projected number of site visits is six (6), for a total maximum of eleven (11) consultant days on site as detailed in Appendix Four The estimated total reimbursable expense cost of on -site visits is $3,550 This amount includes expenses reimbursable at consultant cost for items such as automobile travel, lodging, meals, and incidentals 2 BASE PROJECT COST Dubberly Garcia Associates, Inc proposes to complete the consultant tasks described in this proposal for a lump sum professional services fee of twenty six thousand four hundred dollars ($26 400) plus estimated reimbursable expenses Reimbursable expenses, invoiced at cost, are not expected to exceed three thousand five hundred fifty dollars ($3,550) The total combined cost of professional fees and reimbursable expenses are twenty-nine thousand nine hundred fifty dollars ($29 950) Forms, worksheets, draft and final reports, and other planning process documents will be provided to the Fort Collins Regional Library District as electronic files in PDF format for its printing and distribution We do not anticipate providing supplies or printed copies of reports or interim documents We look forward to learning more about your needs and to tailoring the project tasks dehverables, and reimbursable expenses as appropriate The proposed fee and reimbursable expenses amount assumes that the number of site visits and consultant days on site will not exceed the number outlined in this Section (D), Section C, and Appendix Four OCTOBER01 2007 DUBBERLY GARCIA ASSOCIATES INC PAGE 13 CITY OF FORT COLLINS PLANNING CONSULTANT PROPOSAL FORT COLLINS REGIONAL LIBRARY DISTRICT This proposal anticipates that the Fort Collins Regional Library District will provide to Consultant, at no expense to Consultant, pertinent library data and written reports as may be required by Consultant for purposes related to the Work, including but not limited to data on current services, service activity levels, and facilities Such data and written reports, when extant, will be provided in electronic file format compatible with "Microsoft Word" word processing software applications or "Microsoft Excel' spreadsheet software applications as appropriate to the content, or other mutually acceptable format 3 ADDITIONAL SERVICES OPTION Additional services, if any provided by Consultant must be agreed to in writing by both parties Additional services, if any, authorized by the Fort Collins Regional Library District and performed by Consultant during the term of this agreement will be compensated at the rate of $205 per Appendix One DGA has a demonstrated ability to set project priorities and meet objectives on time and within budget As important, our products and services respond to individual client needs The priorities and objectives of each consulting project are developed with the client and according to the client's needs Our consulting project schedules are established with three targets in mind (1) respect for clients' time and ability to participate at critical points in the consulting project, (2) knowledge of the time needed to competently complete project tasks, and (3) awareness of how quickly results stemming from the consulting project need to be in place Our strategic and service planning engagements include full consideration of diverse community needs, types and locations of facilities and services staffing issues, funding constraints, state and regional service roles, and unique local dynamics Almost all of our long-range planning projects have required extensive interaction with groups of staff as well as with the public community representatives, and officials All of our planning projects have required analyzing complex service requirements and environments the staff project coordinator Others have wanted complete facilitation from visioning through identification of implementation activities and assistance with resource allocation Most have wanted a set of facilitation services toward the middle of this spectrum and a report Some clients have wanted extensive reports, including the analysis of selected topics These topics have included staffing patterns, efficiency strategies, facility layout guidelines, and facility size and location needs Other clients have preferred a brief report that included only the community vision, service priorities, goals, objectives and strategic initiatives developed during the planning process 3 EXPERIENCE Three DGA strategic planning projects especially pertinent to the needs of the Fort Collins Regional Library District are the Carroll County Public Library (Westminster, Maryland) the Garfield Library District (Rifle, Colorado), and the Mid Columbia Library System (Kennewick, Washington) Provided below for each planning project is a brief outline of DGA services The New Planning for Results was used as the model for each of these planning projects a Carroll County Public library Westminster, Maryland 2006 This project to create a strategic plan for this library serving urban, suburban, and rural residents included the following elements • Obtaining stakeholder opinions • Determining service priorities • Establishing community services goals • Identifying measurable objectives • Identifying organizational capacity issues To assist the Library in completing these key planning process elements, DGA • facilitated the work sessions of the community planning committee • facilitated staff planning committee work sessions on planning topics • prepared meeting summaries
