HomeMy WebLinkAboutCH2M HILL CITY OF LOVELAND - CONTRACT - CONTRACT - INTERGOVERNMENTAL AGREEMENT AIRPORTCKM HILL AMENDMENT cn Amendment No. Four to Contract Dated February 1, 2007 Between CH2M HILL, INC. and The Cities of Fort Collins and Loveland The Cities and the Engineer agree to amend their contract for improvements to Fort Collins - Loveland Municipal Airport, Loveland, to include fees for engineering services. The improvement items are included in the Scope of Work of the original contract. The items covered by this amendment are as described on the attached: SCOPE OF SERVICES FORT COLLINS — LOVELAND MUNICIPAL AIRPORT 2008 AIRPORT IMPROVEMENTS DESIGN AND BIDDING SERVICES BID PACKAGE #1: SECURITY FENCING PHASE 1 AND 2 BID PACKAGE #2: LOWER UTILITIES AND CONSTRUCT WEST PORTION OF TAXIWAY E BID PACKAGE #3: ACQUIRE SNOW REMOVAL EQUIPMENT (SRE) - AIRPORT STYLE LOADER WITH 3,000 TPH BLOWER, 20 FOOT RAMP PLOW WITH WINGS, 6 CUBIC YARD BUCKET, AND FORKLIFT AIP 3-08-0023-22 The Scope of Services and Cost Proposal for this Amendment No. Four are attached hereto as Attachments A and B respectively and incorporated herein by reference. The Cities agree to pay the Engineer for the engineering services related to these additional improvements in the following manner: PART A — BASIC SERVICES A lump sum for Design Services ............................ $158,237.00 Notwithstanding anything herein to the contrary, the Engineer understands and acknowledges that full payment for work performed Colder this Part A is contingent upon the Cities' receipt of a sufficient grant from the FAA in 2008 for the purpose of completing those services set forth in Part A hereof. The Engineer further understands and acknowledges that payment for services rendered under this Part A will be paid for after the issuance of a grant from the FAA. PART B — SPECIAL SERVICES (FIELD ENGINEERING) The maximum estimated SPECIAL SERVICES engineering is as follows: TOPOGRAPHIC SURVEYS (FOR DESIGN) Maximum Not to Exceed for 2008 AIRPORT IMPROVEMENTS: $13,763.00 GEOTECHNICAL INVESTIGATION (FOR DESIGN) Maximum Not to Exceed for 2008 AIRPORT IMPROVEMENTS: $5,500.00 3.3.5 Preliminary layouts and Drawings. Consultant shall prepare the necessary layouts and drawings to depict preliminary design efforts. The drawings will be divided into two separate bid packages, one for the Security Improvements and one for the 'Taxiway E utilities and T-Hangar work. 'Phew drawings shall include: 3.3.5.1 Civil (pavement, grading, drainage, utilities, phasing/staging and pavement marking), electrical and other drawings deemed necessary to describe the developed design. Specifications to be used include Advisory Circular 150/5370-1013, Standards for Specifying Construction of Airports and FNL standards. 3.3.6.2 Consultant shall prepare preliminary contract documents. Consultant shall use General Provisions prepared for previous FNh projects and shall modify as applicable for all three projects. Specifications shall describe the character and quality of the entire Project in its essentials as to kinds and locations of materials. Documents to include consist of the following: Security Improvements (Bid Package #1) Invitation for Bids Instruction to Bidders Proposal Bid Documents Notice of Award Contract Agreement Performance and Payment Bonds Notice to Proceed Notice of Contractor's Settlement Wage Rates Special Provisions General Provisions Technical Specifications Taxiway E Utilities and T-Hanpar (Bid Package #2) Invitation for Bids Instruction to Bidders Proposal Bid Documents Notice of Award Contract Agreement Performance and Payment Bonds Notice to Proceed Notice of Contractor's Settlement Wage Rates SCOPE OF SERVICES - 2008 AMENDMEN @4 (2).00C Special Provisions General Provisions Technical Specifications Acquire SRE Loader with Attachments (Bid Package #3) Invitation for Bids Instruction to Bidders Proposal Bid Documents Notice of Award Contract Agreement Technical Specifications 3.3.7 Preliminary Estimates of Construction Cost 3.3.7.1 Consultant shall prepare preliminary estimate of construction and/or acquisition costs for each project. 3.3.7.2 The Consultant will track each project and prepare AIP and State grant funding summaries to track available funds on the project. 3.3.8 Peer Review 3.3.8.1 Consultant shall conduct a Peer and Quality Control Review for the efforts performed in all phases of the project. Consultant shall assign an individual who has not worked on the development of the Drawings and Specifications and who has not played a significant role in their development. However, the individuals assigned to the Peer and Quality Control Review shall be thoroughly familiar with the intent of the Drawings and Specifications. 3.3.9 Deliverables. Consultant shall submit three (3) copies of the deliverables to Owner. Deliverables include: Security improvements - Plans — Half Size (1.1" x 1.7") Security Improvements - List of Specifications Security Improvements - Cost Estimate Taxiway E - Plans — Half Size (11" x 17") Taxiway E - List of Specifications Taxiway E - Cost Estimate Preliminary Construction Operational Safety Plan (one combined) 3.3.10 Consultant shall conduct a Plan -in -Hand review at the 35% design completion with Airport personnel to solicit comments on preliminary design. The Consultant shall schedule an inspection of the project site with the Airport and the FAA (if available) to review other elements of the design. 3.4 75% Design Phase SCOPE OF SERVICES - 2008 AMENDMEN 9#4 (2).DOC 3.4.1 Period of Service. After receipt of the Airport's review comments of the 35% submittal, Consultant shall proceed with the performance of the services called for in the 751% Design Phase. This Phase shall be completed and the required deliverables submitted within the stipulated period of time indicated in the Schedule. 3.4.2 The Consultant shall finalize plan and details for the Security Fencing plans, gate locations, easement description and width, and gate details. 3.4.3 The Consultant shall finalize plan and profiles for Taxiway E, and all utility lowering plans. 3.4.4 The Consultant shall prepare final grading plans for the electrical slide gate area and the Taxiway E area. An analysis of the on -site waste material and quantity of available material will be completed, with all waste material being hauled to the future Taxiway A-4. 3.4.5 Consultant shall address the Airport's 35% review comments and respond as necessary to requests for additional information. 3.4.6 75% Design Documents. Consultant shall: 3.4.6.1 Update preliminary design drawings, contract documents and technical specifications to a 75% design level for all three projects. 3.4.6.2 Update the Estimate of Construction cost to a 75% design level. 3.4.6.3 Update the AIP grant and State grant summary sheets to track the availability of funds for the entire project. 3.4.6.4 Prepare the engineer's opinion of construction duration/schedule for use in the contract documents. 3.4.6.5 Consultant shall prepare one Preliminary Construction Operational Safety Plans to be submitted to the Airport, the COSP will encompass both projects, the Security Improvements project and the Taxiway E and T-Hangar project. 3.4.7 Engineering Design Report (EDR) 3.4.7.1 Consultant shall, in a narrative form, present preliminary findings of engineering studies representing approximately seventy-five (75) percent design completion directed towards the development of the airfield improvements. This report shall document preliminary studies in areas such as data collection including the geotechnical investigation and topographical survey, grading, drainage, geometries, edge reflectors, operational considerations, cost analyses and comparisons, pavement section design, and construction phasing/staging and scheduling recommendations. One EDR will be supplied to handle both the Security Improvement project and the 'Taxiway E project. 3.4.8 Peer Review SCOFF. Consultant shall submit four (4) copies of the deliverables to Owner. Deliverables include: Security improvements - Plans - Ralf Size (11" x 17") Security Improvements - Specifications edited in Red Line mode Security Improvements - Cost Estimate Security Improvements - Project Schedule 'Taxiway E - Plans - Half Size (11" x 17") Taxiway E - Specifications edited in Red Line mode Taxiway E - Cost Estimate Taxiway E - Project Schedule 75% Construction Operational Safety Plan (one combined) Draft Engineering Design Report and Geotechnical Report 3.4.10 Consultant shall conduct a Plan -in -Hand review meeting at 75% Complete with the Owner and FAA to solicit comments oil 75% design. 3.5 Bid Design Phase (100%) 3.5.1 Period of Service 3.5.1.1 After receipt of the Owner's review comments of the 75% Design Phase plans and specifications, Consultant shall proceed with the performance of the services called for in the Bid Design Phase and shall deliver required deliverables under this phase, within the stipulated period indicated in the Schedule. 3.5.2 Filial Drawings, Specifications and Other Deliverables 3.5.2.1 Consultant shall prepare, for incorporation in the Contract Documents, final drawings (hereafter called "Drawings"), contract documents, technical specifications, General Provisions and Special Provisions to show the work to be furnished and performed by the Contractor. On the basis of the accepted 75% Design documents, Drawings and Specifications shall be revised to address comments from the 75% review. 3.5.2.1.1 Final Drawings will be required for both the Security Improvements project and the Taxiway E and T-Hangar project. SCOPE OF SERVICES- 2008 AIAENDMEMll4 (2).DOC 12 3.5.2.1.2 Final Specifications will be required for three projects, the Security Improvements project, the Taxiway E and T-Hangar project, and the Acquire Airport Style Loader with attachments project. 3.5.2.2 Consultant shall complete final quantity calculations for use in construction bid schedules. 3.5.2.3 Consultant shall provide a final cost estimate. Consultant shall update the estimates of Construction Costs, and determine a cost Schedule breakdown based on expected funding. The Cost estimate, bid quantities, proposal form, and drawings shall incorporate up to 3 separate schedules of work for both the Security Improvement project and the Taxiway E project. Quantities and costs shall be divided by schedule and phase. Consultant shall also provide justifications for the probable project construction cost. 3.5.2.4 Consultant shall provide a .final modification to standards and submit it to the FAA for approval. Consultant shall provide the modifications to FAA design standards and modifications to FAA technical specifications on standard FAA forms 3.5.2.5 Consultant shall provide a final construction operational safety plan and submit to the FAA. 3.5.2.6 Consultant shall prepare a final Engineer's Design Report and submit it to the FAA. The report shall include a Summary of the Projects, DBE goals, Schedule, Construction Operation Safety Plan, Modification of Standards, Design Analysis, Geotechnical Investigation Report, and Construction Cost Estimate. 3.5.2.7 Consultant shall prepare a Project Certification to the FAA that design of the project included the Grant Assurances and that grant eligible/ineligible items have been identified prior to issuance of documents for bid. 3.5.2.8 Consultant shall provide a revised construction duration/schedule for the individual projects. Consultant shall also provide justifications for the construction duration/schedule. 3.5.2.9 Consultant shall provide written response to Airports submitted written comments on the 75% deliverable. 3.5.3 Reproduce Plans and Specifications for Project Bid. Security mprovements (Bid Package #1) - Fifteen (15) copies shall be prepared for distribution to Contractors, three (3) copies for the Owner and one copy for the FAA. Furnish complete sets of approved drawings, specifications, contracting documents, and construction operational safety plan to the Airport for the bidding of the project. The fifteen (15) copies for Contractor distribution will include full-size drawings, the three (3) copies to the owner will include half-size drawing sets, the one set to the FAA will include a half-size drawing set. It is SCOPE Of SERVICES 2000 AMENOMENTII4 (2).DOC 13 assumed that there will not be any review of the Plans and Specifications for Project Bid by the Airport or the FAA prior to their being reproduced for distribution to Contractors. Taxiway E and T-Hangar (Bid Package #2) - Fifteen (15) copies shall be prepared for distribution to Contractors, three (3) copies for the Owner and one copy for fine FAA. Furnish complete sets of approved drawings, specifications, contracting documents, and construction operational safety plan to the Airport for the bidding of the project. The Fifteen (15) copies for Contractor distribution will include full-size drawings, the three (3) copies to the owner will include half-size drawing sets, the one set to the FAA will include a half-size drawing set. It is assumed that there will not be any review of the Plans and Specifications for Project Bid by the Airport or the FAA prior to their being reproduced for distribution to Contractors. Acquire Airport Style Loader with Attachments (Bid Package #3) - Ten (10) copies shall be prepared for distribution to Contractors, three (3) copies for the Owner and one copy for the FAA. Furnish complete sets of approved specifications and contracting documents to the Airport for the bidding of the project. It is assumed that there will not be any review of the Specifications for Project Bid by the Airport or the FAA prior to their being reproduced for distribution to Contractors. BIDDING PHASE 4.1 Bid Assistance. The Consultant shall: 4.1.1 Assist Owner in advertising the projects by preparing and submitting three separate advertisements for the local newspaper. Owner will be responsible for payment: of any advertising costs. 4.1.2 Conduct Pre -Bid conference and Pre -Bid site visit in concert with the Airport staff at the Airport. Three separate pre -bid conferences will be held, but they will all be held on the same day at the same location at the airport. 4.1.3 Issue written addenda as appropriate to interpret, clarify or expand the bidding documents, including allowable substitutions of materials and equipment. 4.1.4 Assist Owner in evaluating all three bids or proposals for each separate prime contract for construction, materials, equipment and services. 4.1.5 Assist Owner in preparing a bid tabulation following the bid opening for all three projects. 4.1.6 Consultant shall consult with and advise Owner as to the acceptability of subcontractors, DBE subcontractors, and other persons and organizations proposed by the prime contractor(s) - (hereinafter called "Contractor [s]") for those portions of the work as to which such acceptability is required by the bidding documents. Consultant shall make recommendations for SCOPE OF SERVICES - 2008 AMENDIAENT414 (2).00C award and assist in assembling and awarding the contracts for construction, materials, equipment and services. 4.1.7 Where Bids Exceed Budget: Consultant shall advise the Owner of possible action should the lowest responsible, responsive bid received from a contractor exceed the Owner's budget for the work to be performed by that Contractor. 4.2 Construction Drawing Reproduction. 4.2.1 Security Improvements (Bid Package #1) - Consultant shall conform bidding documents to incorporate all addenda and reproduce two full- size drawing sets for the Contractor, three half-size drawing sets for the Contractor, and three half-size drawing sets for the Owner. 4.2.2 Taxiway E and T-Hangar (Bid Package #2) - Consultant shall conform bidding documents to incorporate all addenda and reproduce four full- size drawing sets for the Contractor, four half-size drawing sets for the Contractor, and three half-size drawing sets for the Owner. 5 SERVICES DURING CONSTRUCITON 5.1 No services during construction are included in this scope of services. 6 PERIOD OF PERFORMANCE 6.1. (GROUND) is pleased to submit a proposal to conduct a subsurface exploration program to develop geotechnical and pavement section recommendations for design and construction Taxiway E and the rehabilitation of the existing hangar area at the Fort Collins -Loveland Municipal Airport located in Loveland, Colorado. The hangar improvements include areas east of Taxiway A and north of Taxiway D as shown on the provided information. The following scope of work was based on the provided request for proposal dated Decerber 18'r, 2007 as well as our experience with similar projects at the Fort Collins -Loveland Airport. Scope of Work Drill a total of four (4) test holes at locations identified in the request for proposal for the construction of Taxiway E. We anticipate the pavement test hole depths to be approximately 15 feet, below existing grade. The test holes will be drilled to determine the subsurface soil profile including depths to bedrock and groundwater as well as obtain samples for laboratory testing. o Core a total of (4) asphalt cores within the existing hangar area at locations identified in the request Tot proposal, These cored sections will be used to identify pavement thickness and type as well as thickness of any aggregate base course sections below. ➢ A total of (3) undisturbed samples will be sampled per test hole at approximate 5-foot intervals down to the planned test mole termination depth of approximately 15 feet. Of these samples, GROUND will perform laboratory testing on 2 of the samples per hole. This corresponds to a testing frequency of approximately 66% of the undisturbed samples obtained. in addition, GROUND will collect auger cuttings from the upper 5 feet of each test hole to obtain a representative composite sample of the shallow subsurface soils. This will include in -place moisture and density, Atterberg limits, gradation, unified soils classifications, hydrometer tests (frost classification), swell -consolidation tests, water-soluble sulfate tests. In addition the composite sample obtained will be tested for modulus of soil reaction, CBR, and modified proctor test. The testing procedures will be in general accordance with the applicable testing procedures outlined in AC 150/5320-6D, Chapter 2. A schedule of the planned laboratory testing and associated costs is attached for review. v Analyze the results of the field and laboratory investigations to develop geotechnical recommendations including but not limited to proposed site grading, subgrade stabilization requirements, corrosive soils, freeze -thaw considerations, pavement section thickness design, evaluation of groundwater affects, and surface and subsurface drainage criteria. Prepare a report summarizing the data obtained, and present our conclusions and recommendations. Three copies of the report will be provided in draft form initially and in a final report after comments have been received from CH2M HILL. Fieldwork, data analysis and report preparation will be conducted under the supervision of a registered professional engineer. B Please note that the Client must provide legal access for GROUND's equipment. GROUND will notify public utilities through the Utility Notification Center of Colorado (UNCC). Our proposed scope of work does not include evaluation of the possible presence of hazardous materials. If indications of hazardous materials are encountered during the course of the geotechnical exploration at the site, field work will be suspended, you will be contacted, and recommendations regarding an appropriate course of action can be provided. Fees Based on the proposed scope of work outlined above, we propose a maximum not to exceed time and materials proposal of $5,500 to complete the subsurface exploration program. We assume that the project site is accessible to conventional, track/truck-mounted drilling equipment. In the event that access is unreasonably difficult, or should the exploration be postponed or terminated for any reason after notice to proceed has been provided, cost incurred will be charged in accordance with our hourly and unit rates as indicated on the attached Engineering Fee Schedule. Invoices will show charges for different personnel and expense classifications. A more detailed separation of charges and backup data, such as timesheets and invoices, is available. Each invoice is due on presentation and is past -due thirty (30) days from invoice date. Client agrees to pay a finance charge of one and one-half percent (1.5%) per month, or the maximum rate allowed by law, on past -due accounts. Should Consultant bring suit to recover past due payment for services rendered to Client, Consultant shall be entitled to recover all costs of collection, including reasonable attorneys' fees. SAMPLES All samples of soil and rock will be discarded thirty (30) days after report submittal. Upon Client's request and authorization, samples will be delivered in accordance with Client's instructions, or stored for an agreed charge. RIGHT -OF -ENTRY Unless otherwise agreed, Client will furnish right -of -entry for Consultant to make borings, surveys and/or explorations. Consultant will take reasonable precautions to reduce damage to property. However, cost of restoration or damage that may result from field operations is not included in the fee unless otherwise stated. UTILITIES We will not be liable for damage to subterranean structures (pipes, tanks, telephone wires, etc.) if the locations are not shown on the site plans furnished to us. Reports, plans and other work prepared by Consultant remain the property of Consultant until all fees for Consultant's services have been paid. Client agrees that all reports and other work furnished to the Client and his agents not paid for will be returned upon demand, and will not be used for licensing, permits, design and/or construction. Upon payments, records will be retained by consultant for 3 years, after which availability cannot be guaranteed. LIMITATION OF LIABILITY Consultant agrees in connection with services performed under this Agreement that such services are performed with the care and skill ordinarily exercised by members of the profession practicing under similar conditions at the same time and in the, same or a similar locality. No warranty, expressed or implied, is made or intended by rendition of consulting services or by furnishing oral or written reports of the findings made. Liability of Consultant, its officers, directors, subconsultants, agents and employees for damages due to or arising from professional negligence, breach of contract, or any cause of action, shall be limited to the Consultant's fee. Any exploration, testing, specific observations and analysis associated with the work will be performed by Consultant solely io fulfill the purpose of this Service Agreement and Consultant is not responsible for interpretation by others of the information developed. Client recognizes that subsurface conditions beneath the project site may vary from those encountered in borings, surveys of explorations and that information and recornmendations developed by Consultant are based solely on the information available to him at the time and location of such exploration. 12/28/2007 Proposal No. 07,12.-2018 Page 5 of 5 ATTACHME NT A — AMENDMENT #4 SCOPE OF SERVICES FORT COLLINS — LOVELAND MUNICIPAL AIRPORT 2008 AIRPORT IMPROVEMENTS DESIGN AND BIDDING SERVICES BID PACKAGE #1: SECURITY FENCING PHASE 1 AND 2 BID PACKAGE #2: LOWER UTILITIES AND CONSTRUCT WEST PORTION OF TAXIWAY E BID PACKAGE #3: ACQUIRE SNOW REMOVAL EQUIPMENT (SRE) - AIRPORT STYLE LOADER WITH 3,000 TPH BLOWER, 20 FOOT RAMP PLOW WITH WINGS, 6 CUBIC YARD BUCKET, AND FORKLIFT AIP 3-08-0023-22 'This is an Appendix attached to, made a part of and incorporated by reference with the Agreement between Cl I2M HILL, Inc. and'Ihe Cities of Fort Collins and Loveland, dated 02-01-2007, for professional services. This Scope of Services is an attachment to Amendment #4 to the Contract. For the remainder of this scope of services, the Cities of Fort Collins and Loveland are collectively referred to as "Owner' and CH2M HILL,, Inc. is referred to as "Consultant". 1. PROJECT DESCRIPTION 1.1 General. The work is to occur at the Fort Collins — Loveland Municipal Airport (FNL) in Loveland, Colorado. The work will be performed and constructed under a Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant to the airport. The project consists of three separate bid packages, one for the construction of Security Fencing for Phase 1 and 2 of the Airports Security CIP, one for the Design and Bidding of the West Portion of Taxiway E, and one to acquire an Airport Style Loader with attachments. 2. CRITERIA 2.1 Reference Information. The Consultant shall utilize the topographic base information and design survey performed under CH2M HILL's Amendment # 1 to the contract for the West portion of Taxiway E project. A design survey will be accomplished to aid in the security fencing project. FAA Advisory Circular AC 150/5220-20 "Airport Snow and Ice Control Equipment" will be utilized as a basis for the acquire SIZE project. The Owner will make available for review previous studies addressing pavement, drainage, sub -surface and other issues deemed pertinent by the Consultant. Consultant shall incorporate these previous designs to the extent possible. 2.2 Design Criteria. The Consultant shall develop the design to meet the latest FAA design criteria. Additionally, all improvements should be designed in accordance with the FNL, AASHTO, The South Fort Collins Loveland Sanitary District, Xcel Energy, City of Loveland Power, and CDOT'standards as applicable. Where criteria established by the SCOPE OF SERVICES - 2008 AMENDMENTM (2).DOC agencies listed above contradict one another, the order shown above will set the precedent of criteria to be used. 3. SCOPE OF SERVICES This scope of services will develop three distinct bid documents. One for the Security Fencing Project, one for the Taxiway E, utilities and T-Hangar work, and one for the acquisition of an Airport style Snow Removal Loader with Attachments Security Fencing Phase 1 and 2 (Bid Package #1). The project consists of the preparation of construction plans, technical specifications, and contract documents for the Security Fencing Phase 1 and 2. The fencing project will include approximately 16,000 linear feet of 6 foot chain link fence with 1 foot of barbed wire on top. Three 20 foot vertical pivot gates are included and several 20 foot manual swing gates. The three vertical pivot gates were already designed under a previous project and will be updated and bid into this project. Finally, an electrical slide gate capable of providing access for a Gulfstream V will be designed and bid as a separate schedule. Total project budget is $350,000 for the fencing and gates, not including the cost of the electrical slide gate. Lower Utilities and Construct West Portion of Taxiway E (Bid Package #2). The project consists of the preparation of construction plans, technical specifications, and contract documents for the future Taxiway E project. This project will lower several utilities in the area to allow for Taxiway E to be constructed. Utilities to be lowered include two water lines, two electrical lines, a sanitary sewer line, and a gas line. All lines have already been potholed for location and depth. Master plamning of the rehabilitation of the existing T-Hangar and adjacent ramp areas will be included with this project. Design and bidding of the enhanced taxiway centerline marking at the Runway 15/33 hold limes will also be part of this project. Acquire Snow Removal Equipment with Attachments (Bid Package #3). The project consists of the preparation of technical specifications and contract documents to aid the Airport in acquiring an Airport style loader with the following attachments: 3,000 ton per hour snow blower, 20 foot ramp plow with wings, 6 cubic yard bucket, and forklift. Update Exhibit "A" Property Map. 11ne project consists of updating the Airport's "Exhibit A" property Map to include the legal description of land along Rocky Mountain Boulevard. The existing AutoCAD file of the property map from Barnard Dunkelberg, last updated in 2005, will be used as a basis. Update Airport Layout Plan (ALP) and Disadvantaged Business Enterprise (DBE) Plan for 2008. The Consultant shall update the ALP at the conclusion of the project and incorporate revisions necessary to reflect the Consultant's design. The Consultant will also update the DBE Plan for incorporation into the 2008 project. Update Capital Improvement Plan (CIP) for 2008 - 2013. The Consultant shall update the CIP plan to incorporate the revision made in the FAA and Cities plan to provide the Owner with a concise document to show stakeholders. The plan will include updates to the Security CIP plan, the FAA -eligible plan and the non -eligible for FAA participation SCOPEOPSERVICES 2008AMENDMENIPM(a.00C plan. Cost updates for each project will be included based on updated construction costs. 3.1 Project Administration. Consultant shall provide project management services to ensure the completion of the design within the conditions of this agreement. Internal management duties shall include, but are not limited to: 1. Program Development 2. Project start up meeting (kickoff) 3. Project Budget setup 4. Bi-weekly budget review/projections 5. Billing 6. Once Monthly internal meetings 3.1.1 Performance of services requires the Consultant to work with, meet with, and attend meetings with the Owner, Airport tenants, local governmental agencies, The South Port Collins — Loveland Sanitary District, City of Loveland Power, XCEL Energy, the FAA, Contractors, and other such consultants to the extent the Consultant determines reasonably necessary for the design and construction of the Project and performance of Consultant's duties under this Agreement. The Consultant's PM shall participate freely in these discussions, answer questions and respond to requests for ,information. The Consultant's PM shall maintain records of these discussions and keep the Owner unformed of any pertinent information. However, Consultant's PM shall not accept any direction or take additional work that is beyond the scope of this contract. During discussions with partner agencies the Consultant's PM shall not suggest performance of additional work that is beyond the scope of this task order. The Owner is the only representative that has the authority to revise or add work under the requirements of this contract. Consultant shall coordinate with airport management to minimize impacts on day-to-day airport operations. 3.1.2 Consultant shall prepare, submit for Owner acceptance, and maintain a detailed design schedule detailing the Consultant's scheduled performance of the Work. 3.1.3 Consultant shall provide the Owner with a Monthly Progress Report, in writing, reporting on Consultant's progress and any problems in performing the Work of which the Consultant becomes aware. The Monthly Progress Report shall include an update of the project schedule as described in Section 3.1.2, when schedule changes are expected. 31.4 Consultant shall develop a Quality Control Plan (QCP) for the Project. The QCP shall include project milestone checking and peer review procedures at each phase of the project. 3.1.5 Project Closeout to include the following items: 3.1.5.1 Archive Project Information including files, electronic documents and drawings. Provide Owner all electronic drawings in AutoCAD Format. SCOPE OF SERVICES 2008 AMENDMENT44 (2).DOC 3.1.5.2 Set up and attend a project closeout meeting to discuss project performance and lessons learned with the client and other stakeholders as necessary. 3.2 Pre -Design Phase The pre -design phase will begin upon a signed Contract between the Consultant and the Owner. The pre -design phase will be completed prior to the completion of the Preliminary Engineering Phase and the investigation findings will be included with the Preliminary Engineering submittal. 3.2.1 Site Visit, Investigations and Data Collection 3.2.'L1 Consultant shall investigate existing conditions through site visits and as -built drawings supplied by the Airport, to determine scope of work and effects on design construction. It is estimated that one site visit totaling 6 hours, for both a staff engineer and the project manager, will be necessary, as well as reproduction of as -built documentation by the Consultant for the Consultant's use. 3.2.1.2 Consultant shall compile existing data, including existing and proposed utility data, required to develop the project current conditions and to form the basis for design. She utility investigation will be based on the compiled utility map from city entities prepared by CH2M HILL, as provided by the Cities, plus utility pothole information previously gathered by the Consultant during the 2007 Improvements project. It is assumed that the Consultant shall not perform any additional subsurface investigations to verify the locations of underground utilities. 3.2.1.3 Consultant shall advise the Airport as to the necessity of obtaining additional information related to the site, necessary for purposes of design_ 3.2.2 Geoteclunical Investigation. Geotechnical work in the project vicinity will be performed by a local geotecluiical firm as a sub -consultant to the Consultant. The scope of services is as described in the Cost Proposal from Ground Engineering dated December 28, 2008. 3.2.3 Topographical Survey. Surveying work in the project vicinity will be performed by a local surveying firm as a sub -consultant to the Consultant. The scope of services is as described in the Cost Proposal from Frederick Land Surveying dated December 28, 2008. 3.2.4 Consultant will develop a plan that clearly shows the future security fence location and the future easement inside of the airport property. The easement width will be determined through meetings with the utility owners and City of SCOPE Of SERVICES 2008AMENUMEW#4(2).DOC Loveland Drainage. The easement will contain a corridor for utilities to include sanitary, water, electrical and storm. The easement will also include a drainage swale. A preliminary section of the utilities with proper separation will be shown to minimize the size of the required easement. The Consultant will be required to research the required separation between utilities for each entity. 3.2.5 Consultant shall meet with at least two members of the FAA "G-15 Airport Snow and Ice Control Equipment Committee" to discuss the exact requirements for the SIZE Equipment to be purchased. Recommendations and model types will be shown to the Owner for decisions in arranging the SIZE specifications. 3.2.6 Consultant shall update the Exhibit "A" map and submit to the Owner for approval. Upon approval, a total of 2 full size 22" X 34" Exhibit "A" property maps will be sent to the Owner. An adobe acrobat .pdf file in color will also be sent to the client for reproduction. 3.2.7 Consultant shall update the Airport Layout Plan (ALP) with the new construction on the project. It is assumed that no modification of the ALP to areas outside of the proposed construction areas will be made by the Consultant. 3.2.8 Consultant shall develop and submit the Airport DBE annual goals summary and report for 2007 (summary) and 2008 (goals). Consultant shall also submit a copy of the summary and report to the FAA. Consultant shall place a Notice of DBE goals in the paper(s) but the fees will be billed to the Owner. 3.2.9 Consultant shall develop and submit the FAA project application. The updated Exhibit "A" Property Map will be attached to the project application. 3.2.10 An update to the Airport's existing CIP plan will be performed. The Consultant will meet with the Owner and FAA to discuss the future projects and projected funding, and then prepare three 11" X 17" color exhibits and cost estimates for the projects discussed. The CIP will be detailed for the years 2008 through 2013. The Consultant will attend the Joint Planning Conference with the Owner, FAA and tenants to support the Owners presentation of the CIP plan. The consultant will than update and prepare a second set of exhibits to meet the comments supplied at the JPC meeting. 3.2.11 Consultant shall research and prepare the environmental "categorical exclusion" checklist necessary for this project to be programmed with the FAA. 3.2.11.11,7he area to be included in the documentation for the categorical exclusion checklist is as shown in the attached Exhibit 1 - Request for Proposal for Surveying Services. 3.2.11..2'This effort shall include one site visit, evaluation of existing data, preparation of a draft checklist for review by the Airport, and issuance of a final checklist for submittal to the FAA. 3.2.11.3A11 review comments shall be collected via email and conference calls and responded to in the final Environmental Checklist submitted to the FAA_ SCOPE OF SERVICES - 2008 AMENDMENT4 (2).DOC 3.3 Preliminary Engineering Phase (35%) 3.3.1 Period of Service. The services called for in the Preliminary Engineering Phase shall begin with the Pre -Design Phase and shalt be completed and the ,required deliverables submitted within the stipulated period of time indicated in the Schedule. 3.3.2 Preliminary Design of Utility Easement. The required casement width and description will be determined and formalized in a legal description Exhibit A and a legal map Exhibit 13. The legal description will be forwarded to the utility companies, Owner and the City of Loveland for comment and approval. 3.3.3 Preliminary Design of Electric Slide Gate. An electric slide gate will be designed to secure the "through the fence" tenants off the east end of Runway 6/24. The electric slide gate will be sized to open wide enough to handle a Gulfstream V aircraft. Preliminary site plans for grading modifications to allow for this gate, as well as structural plans for the gate, will be developed during this phase. The cost analysis for the Electric Slide gate will be separated out into a non-federal schedule. 3.3.4 Preliminary Engineering Studies 3.3.4.1 Taxiway E and'P-Hangar Area Pavement Design. Consultant shall use 1,500 annual passes of a 30,000 pound dual wheel aircraft for the pavement design of the Taxiway E project. The design aircraft will be a Group C-I.1 Aircraft. Design criteria shall be in accordance with the FAA Advisory Circular 150/5300- 13, "Airport Design" and 150/5320-6D "Airport Pavement Design and Evaluation". 3.3.4.1.1 Standard FAA design for new pavement sections. Consultant shall explore the possibility of using updated pavement technologies for drainage bases. Local material suppliers, sources and capabilities will be inventoried. 3.3.4.2 Horizontal Layout. Consultant shall establish and station the centerlines for the Taxiway E and the T-hangar access taxi lanes. Taxiway Safety Areas (TSA) and Taxiway Object Free Area width will be included with the Preliminary Horizontal analysis 3.3.4.3 Vertical Layout. Consultant shall prepare preliminary vertical control profiles for Taxiway E and each connector taxilane in the T-hangar area. The connections will all tie into the as -built survey information for the rehabilitated Grumman Taxilane and the future grades planned for the Grumman Taxilane to the East. Preparation of the profiles shall address: 3.3.4.3.1 Evaluation of Taxiway Profiles to meet FAA grade requirements. 3.3.4.3.2 Subsurface drainage options if pavement reconstruction is required. SCOPE OF SERVICES 2008 NMENUMEMA4 (2).DOC 3.3.4.4 Security Improvements - Consultant shall prepare a Contractor Staging, Access, Phasing, and Work Schedule Breakdown that addresses the following: 3.3.4.4.1 Preliminary analysis of Contractor staging, access and construction phasing plan. 3.3.4.4.2 Work Schedule breakdown to include three separate schedules: Schedule I — FAA AIP eligible portion of work in Phase 1 and 2, maximum budget $250,000, Schedule II — State grant Eligible portion, maximum construction budget $100,000, and Schedule III —private funding for the electric slide gate. 3.3.4.5 Taxiway E and T-Hangars - Consultant shall prepare a Contractor Staging, Access, Phasing, and Work Schedule Breakdown that addresses the following: 3.3.4.5.1 Preliminary analysis of Contractor staging, access and construction phasing plan. 3.3.4.5.2 Analysis of the utility lowering requirements and plan and profiles to lower utilities as discussed in Section 3. 3.3.4.5.3 Work Schedule breakdown to include two separate schedules: Schedule I — Taxiway E lower utilities, paving and striping, Schedule II — Rehabilitate taxilane in T-Hangar area (area to be determined with the Owners input). 3.3.4.6 Master plan future work along Taxiway E and'T-I Iangars - Consultant shall prepare a detailed grading and drainage plan for the entire T- hangar area, to include all six connectors between the hangars. The plan will set the future grades for proper surface drainage in the area to acconvnodate the future Taxiway E full build out and to allow for rehabilitation the T-Hangar connectors as money becomes available: 3.3.4.6.1 A detailed cost analysis of the work involved will be prepared, dividing each connector taxilane into a separate budget. 3.3.4.6.2 A detailed phasing plan will be performed to help the Owner determine which pieces of pavement to rehabilitate first, in order to correct the worst pavement first and to minimize the impact on tenant access to the hangars. 3.3.4.6.3 The deliverable for the master plan of Taxiway E and T- Hangars will be a detailed cost estimate of each connector and phase, a grading plan and profile of each connector taxilane, a grading plan and profile of Taxiway E, and a phasing plan of the entire area.
