Topograpbic SurveyFCC AIP No. 3-08-0023-22
Dear Bill,
Per your request, I have prepared a quote for a Topographic Survey on the above referenced
property. The scope of services is as per the RFP sent to Frederick Land Surveying, Inc. dated
December 18, 2007:
The Not to Exceed Fee is $13,762,50
Price is based upon the snow cover being low enough to permit reasonable foot and vehicle
access to the subject work areas and not hinder locations of grade breaks and utilities. additional
time needed to negotiate deep snow, if necessary, will be billed per the attached rate schedule.
The invoice will be made to CH2M Hill and be dui: in Net 30 days unless other arrangements are
made in advance.
If you have questions please call me in 970-669-2100 extension 13 or Doug slitter at extension
11. 1 look forward to working with you on this project.

Subject: Proposal for Professional Services, Geotechnical
Subsurface Exploration Program, 2008 Airport Improvements,
Fort Collins -Loveland Municipal Airport, FNL AIP Project
Number 3-08-0023-22, Loveland, Colorado.
Proposal Number 0712-2018 - Revised
Mr. Sill Van[lercke, P.E.
CH2M HILL
9191 South Jamaica Street
Englewood, CO 80112
Dear Mr. VanHercke,
Ground Engineering Consultants, Inc. (GROUND) is pleased to submit a proposal to conduct a subsurface
exploration program to develop geotechnical and pavement section recommendations for design and
construction Taxiway E and the rehabilitation of the existing hangar area at the Fort Collins -Loveland
Municipal Airport located in Loveland, Colorado. The hangar improvements include areas east of Taxiway
A and north of Taxiway D as shown on the provided information.
The following scope of work was based on the provided request for proposal dated Decerber 18'r, 2007
as well as our experience with similar projects at the Fort Collins -Loveland Airport.
Scope of Work
Drill a total of four (4) test holes at locations identified in the request for proposal for the
construction of Taxiway E. We anticipate the pavement test hole depths to be approximately 15
feet, below existing grade. The test holes will be drilled to determine the subsurface soil profile
including depths to bedrock and groundwater as well as obtain samples for laboratory testing.
o Core a total of (4) asphalt cores within the existing hangar area at locations identified in the request
Tot proposal, These cored sections will be used to identify pavement thickness and type as well as
thickness of any aggregate base course sections below.
➢ A total of (3) undisturbed samples will be sampled per test hole at approximate 5-foot intervals
down to the planned test mole termination depth of approximately 15 feet. Of these samples,
GROUND will perform laboratory testing on 2 of the samples per hole. This corresponds to a
testing frequency of approximately 66% of the undisturbed samples obtained. in addition,
GROUND will collect auger cuttings from the upper 5 feet of each test hole to obtain a
representative composite sample of the shallow subsurface soils. The laboratory testing is detailed
below.

Conduct a laboratory -testing program to determine the engineering characteristics of the materials
at the site. This will include in -place moisture and density, Atterberg limits, gradation, unified soils
classifications, hydrometer tests (frost classification), swell -consolidation tests, water-soluble
sulfate tests. In addition the composite sample obtained will be tested for modulus of soil reaction,
CBR, and modified proctor test. The testing procedures will be in general accordance with the
applicable testing procedures outlined in AC 150/5320-6D, Chapter 2. A schedule of the planned
laboratory testing and associated costs is attached for review.
v Analyze the results of the field and laboratory investigations to develop geotechnical
recommendations including but not limited to proposed site grading, subgrade stabilization
requirements, corrosive soils, freeze -thaw considerations, pavement section thickness design,
evaluation of groundwater affects, and surface and subsurface drainage criteria.
Prepare a report summarizing the data obtained, and present our conclusions and
recommendations. Three copies of the report will be provided in draft form initially and in a final
report after comments have been received from CH2M HILL. Fieldwork, data analysis and report
preparation will be conducted under the supervision of a registered professional engineer.
B Please note that the Client must provide legal access for GROUND's equipment. GROUND will
notify public utilities through the Utility Notification Center of Colorado (UNCC).
Our proposed scope of work does not include evaluation of the possible presence of hazardous materials.
If indications of hazardous materials are encountered during the course of the geotechnical exploration at
the site, field work will be suspended, you will be contacted, and recommendations regarding an
appropriate course of action can be provided.
Fees
Based on the proposed scope of work outlined above, we propose a maximum not to exceed time and
materials proposal of $5,500 to complete the subsurface exploration program. We assume that the project
site is accessible to conventional, track/truck-mounted drilling equipment. In the event that access is
unreasonably difficult, or should the exploration be postponed or terminated for any reason after notice to
proceed has been provided, cost incurred will be charged in accordance with our hourly and unit rates as
indicated on the attached Engineering Fee Schedule.
If additional services or meetings are required above and beyond the scope of work outlined above, we
propose that our fees for the additional services be in accordance with the hourly and unit costs presented
in the Fee Schedule. GROUND will not proceed with any additional services or out -of -scope activities,
however, without your prior approval and authorization.
Please review the General Conditions, which contain a limitation of GROUND's liability. Also note that
GROUND reserves the right to withhold data and reports until we have received a signed proposal as well
as altering the work scope items if deemed necessary.

Schedule
We propose to initiate the investigation immediately upon given notice to proceed Based on a NTP of
January 11, 2008 (as shown in the RFP), the draft report should be completed by February 8, 2008 as
requested in the RFP. Upon receipt of comments back from CF12M HILL a final report will be available
within 3 business days. GROUND will attempt to adhere to this schedule, however, this remains
dependent upon favorable weather conditions, site access and buried utility locations. In any event, we
will notify you of our progress and pertinent information, as it becomes available.
If you have any questions, concerns or comments regarding this proposal, please contact this office. If
this proposal meets with your approval, please return one signed original copy to this office or FAX it to us
for immediate consideration.
We appreciate this opportunity to work with you on this important project.
