Description: JR contracted with the City of Fort Collins to assist with the
extension of Timberline Road from Prospect Road to Summit
View Drive (approximately 1 8 miles), including 0 5 miles of the
re-routing of Dry Creek This project, with a total cost of $7 5
Million, is the largest project ever undertaken by the City of Fort
Collins and include a team made up of City Staff and six
consultants This project incorporated roadway design, a 340-
foot bridge over the Cache La Poudre River, floodplam analysis,
a 1 5 mile re-routing of Dry Creek (including crossing an
irrigation canal and SH 14 [Mulberry Street]), the intersection of
Timberline Road and SH 14 (Mulberry Street), an airport runway
extension, local drainage design, drainage channel stabilization
and a levee design JR's role was to provide field survey,
engineering design support and full drafting for the roadway and
drainage portions of this project

provide the City of Fort Collins with Civil Engineering Design and/or Drafting Services for
various civil engineering roadway projects Cities and counties throughout the Front

Dave Klockeman, PE, will serve as the Project Manager on this project and will be

schedules Dave will be the point of contact with the City of Fort Collins and the JR
Team and will review and seal all engineering drawings and data He will also assume a
leadership role in the project to ensure that the JR Team will work efficiently as an
extension of the City of Fort Collins' staff
JR will conduct all design, drafting, and survey services in house and is immediately
prepared to begin work

OVERVIEW
The City of Fort Collins' Engineering Department experiences temporary
work overloads at times and periodically needs to retain the services of a
Consultant to assist in providing engineering design and/or drafting for the
completion of various roadway projects The project, can either be new or
underway and may require services for the conceptual, preliminary and/or
final phases In addition, some project specific surveying may also be
required The Consultant needs to work closely with City Project
Engineers and other City Staff to successfully complete the given
project(s)
As the City's Consultant for this project, JR Engineering (JR) will provide
the tollowing
JR will be responsible for producing plan documents consisting of, but not
limited to removals, plan views, profile views, cross sections, general
notes, construction notes, and details These plans will be developed
utilizing the City's current software, AutoCAD 14 and SoftDesk 8 JR will
also assist in the roadway alignment, calculation of plan quantities, and
other work related plan documents as needed
For projects currently underway by the City, JR will work with the City's
Project Engineer to complete the work by using electronic copies of the
City's existing drawings to the extent possible, filling in and adding
information as necessary For new projects, JR will work with the City's
Project Engineer to produce the desired product from beginning to end JR
will also supplement survey necessary survey data as necessary
The work will be on an "as -needed" basis and the JR should expect that
services required for individual projects could range up to 500 hours,
depending on complexity

ABILITY TO PERFORM WORK
JR has the staffing capability to immediately proceed with the City of Fort Collins
projects In addition, the size of our staff gives us the flexibility to respond in a
timely manner to the City's future needs As the company's contracted and
anticipated workload decreases, the staff availability for this assignment increases,
as shown in the Manpower Availability Chart on the following page We have
carefully evaluated our existing and projected workload and have concluded that the
proposed timing of this assignment would be a good tit for the key individuals as
well as for support staff Although we expect the available resources located in JR's
office in Fort Collins to be more than adequate to meet the demands of this project,
a high speed frame relay network interconnects all offices and will allow design and
drafting assistance to be provided from any of our office locations
JR utilizes AutoCAD R14 and Softdesk Release 8 running on Pentium, Pentium II
and Pentium III computers input and output devices for this software consists of 4
HP Designlet 1055c Plotters, 2 HP Designeet 750c plotters, I HP Designeet 755c
plotter and 2 oversized Calcomp digitizing tables These workstations and plotters,
along with the extensive networking system provides the office staff with the
required design information and the survey crews with the required information for
field procedures Software capabilities include CDOT TMOSS and MOSS,
AutoCAD R14, Softdesk 8, Pacsoft, DAST and Conspan, Consys, STAAD III, and
RISA31) for finite element modeling and bridge design In addition, JR has Haested
Methods (WaterCAD, Cybernet, StormCAD, SewerCAD), HEC-I, HEC-II, HEC-
RAS, HEC-HMS, CUHP, CDOT Cost Estimator and CDOT computer programs by
direct modem link
