IC-AC-'-1 Senior Utility Engineer Date Approved By N cl zt '' Utilities General Manager Date Approved By Dir P Date 49b D \FROM OFFICETt CoIMsV adeo Pond\Work ONer Form EMnbd A wN 'Z- EXHIBIT A CITY OF FORT COLLINS RODEO STORMWATER DETENTION POND PROJECT DESCRIPTION A stormwater detention pond on the west side of Overland Trail on the south side of the Hughes Stadium access road, including an outlet structure, 2 inlet structures, excavation of 330,000 cubic yards of earth material, placement of 70,000 cubic yards of embankment for new parking area, and seeding SCOPE OF SERVICES PROJECT BIDDING AND CONTRACT AWARD A General Provide assistance during the pre -bid interval to generate bidding interest, aid prospective bidders in fully understanding the scope of the project, and explaining any unusual or significant features Following the bid opening, provide assistance in evaluating the bid proposals and recommending award of contract Specific items of involvement will be as follows Coordinate protect advertisement Conduct a pre -bid conference and job -walk with contractors and suppliers to familiarize prospective bidders with actual site conditions or constraints Respond to all contractor and supplier inquiries to provide more complete understanding of the protect as required Assist City in conducting the bid opening Review bid proposals Following review of proposals, provide City with a recommendation for Award of Contract PROJECT CONSTRUCTION A RMC will establish a full understanding between the City, the Engineer, and the Contractor regarding all aspects and responsibilities on the protect as soon as practical following award of the contract Some of the major items to be established are as follows 1 Establish formal lines of communication 2 Review protect construction schedule and sequencing 3 Field offices and staging areas 4 Care and protection of private property 5 Weekly progress meetings 6 Quality control testing - bedding and other materials and compaction testing 7 OSHA regulations - competent person 8 Shop drawing submittals B During the construction of the protect, RMC will use it's best efforts to, create a well coordinated approach, minimize potential problems, and ensure a timely completion within the protect budget RMC will provide a full time resident engineer to work with the City's construction staff during the entire construction period RMC will provide the following services O\FROM OFFICE6t W hMNWeo 1un6Exhft A S.W W Se --wM Page 1 1 Provide basic horizontal and vertical control survey data 2 Review and approve shop drawing submittals 3 Review and observation of material handling and storage procedures 4 Review and observation of general construction procedures and compliance with the Contract Documents 5 Conduct weekly progress meetings 6 Observation of excavation with respect to width, depth, stability of bottom, and safety procedures (shoring) 7 Work closely with City staff and contractor to provide any special needs 8 Provide, observe, and coordinate geotechnical testing and compaction of embankment 9 Observation and enforcement of placement of all ground surface materials such as rip -rap, seeding and mulching, grading and disturbed landscaping 10 Review of partial pay requests and recommendation to City for payment to the contractor 11 Assist in review and coordination of all change orders, if necessary 12 Monitor construction progress and schedule 13 Conduct final inspection/job walk in conjunction with City staff, and prepare a "punchlist" 14 Prepare recommendation for establishing date of substantial completion, final job acceptance and final payment to the contractor 15 Prepare 'record" reproducible drawings and furnish original drawings for permanent record to the City 16 Prepare "As -Built" topographic survey of detention pond area (survey to elevation 5145) Input stage/storage data into modified SWMMhydraulic model todetermine "As -Built" function of the detention pond Edit the drainage report to reflect "As -
