Scope of Services
In reference to our current scope of practice, Fleming Security has been providing a
uniformed, unarmed security officer on foot patrol for this project. We have been
successful in combating recurrent criminal activity in the downtown area since June 20"',
2007.
Fleming Security's regularly assigned officers have developed a rapport with business
owners and city employees, as well as with the citizens who frequent the area_ The
officers are easily identified by their "soft' style uniforms with the Fleming Security
logo. They have been trained in customer service, verbal judo, self-defense and human
relations. The officers assigned to cover these shifts are in excellent physical condition.
They are familiar with the physical demands of patrolling this post. Requirements of
Fleming Security hired officers; must be at least 21 years of age, have a valid Colorado
Driver's license and a minimum of a high school diploma_
We know what areas require monitoring at specific times keeping in mind we must
remain flexible to respond to any problems that may arise elsewhere. We are well area of
the constant and persistent effort required to meet the demands and adjust priorities due
to changing needs and demands from certain times of the year. Our regularly set hours
can be adjusted quickly, depending upon the needs of the Co-op.
We have had numerous encounters with bicyclists and skate boarders, along with
monitoring transients and the unlawful use of alcohol. Combining this with the assigned
patrols of the members facilities we are all too familiar with the problems this contract
seeks to resolve.
Our officers are easily contacted by cell phone (all parties involved have been supplied
this number) and carry a digital camera. Reports are completed when there is an incident
and forwarded to appropriate parties.

Our officers have been trained to treat ALL people with respect regardless of ethnicity,
appearance, behavior and social status. We patrol public areas that all are entitled to
enjoy. When a person's behavior infringes upon the freedom of others, we correct the
situation, hopefully without involving the police department. We do contact the police
when a situation warrants.
Daily reports are kept with a detailed account of the time spent at each member's
location. For ease of billing purposes these logs are forwarded to Kathy Cardona every
billing period.
The cost to provide these services will be $17.75 per hour. Weekly cost at this rate is
$1,118.25 for 63 hours.
Fleming Security has enjoyed working with the Co-op members and sincerely wishes to
continue to provide excellent security for the members.

Bob Fleming, President and CEO
Bob Fleming has over 25 years experience in Law Enforcement and Security
Management. Bob's career started with the Chicago Police Department where he was
assigned to patrol high crime areas. Bob's experience and milestones in Chicago included
the following:
• Received several department commendations for felony arrests.
• Investigated hundreds of crimes, apprehended felony suspects, and testified in
hundred's of court cases.
• Provided security at many sporting events, concerts, festivals and demonstrations.
• Was assigned to the protective detail for the Mayor's family.
• Volunteered through the Community Relations Section to work with inner city
youth.
Bob relocated to Colorado and joined the Loveland Police Department. He was soon
promoted to Investigator, handling all juvenile and sexual assault cases. Bob was also
active in crime prevention and presented many seminars to the public_ He served on the
boards of the Youth Services Bureau, and Larico Residential Homes for troubled youth.
Bob accepted a position with Hewlett-Packard's security department where he worked
several years. Upon leaving Hewlett-Packard, Bob attended Executive Security
International in Aspen, and completed their Advanced Executive Protection program. He
received his State of Colorado Certified Protection Specialist ranking. He worked around
the country, providing security to corporate officials, political and entertainment figures.
Bob returned to the Chicago area and managed the security operations for several well-
known entities, including the Sun -Times newspapers, the Congress Hotel, OTB betting
parlors and Soldier's Field. He supervised security at professional sporting events,
including the NBA Bulls, NHL Blackhawks, and NFL Bears. Additionally, Bob's
expertise in executive protection was called on frequently to provide security for
celebrities and dignitaries_
In 1997 Bob moved to Fort Collins, Colorado and opened his own security business,
Fleming Security Services, Inc- Since that time Bob has grown the business to be one of
the most widely recognized and highly regarded security firms in Northern Colorado.
