Mulberry Pool Sunday Kayak Roll Session (Bid # 5444) As the incumbent staff, we
have represented the city well over the past five years We continue to be highly
motivated to continue this project into the next millennium In addition to comparing bid
price, we urge you to take into account many of the qualitative reasons for accepting the
bid of The Mountain Shop of Fort Collins
Strong Track Record
Over the past five years of seasonal Sundays, the Mountain Shop has heavily
promoted, organized, and efficiently managed the Sunday morning pool sessions We
have gained valuable experience on customer needs, staffing needs, and possible
areas of opportunity According to city staff, pool customer satisfaction has been
outstanding Our set-up and tear down methods have been efficient and thorough, and
our post -session cleanliness outstanding Following each session, we comb the deck
and pool for debris, and require that attendees clean all boats before entering the pool
Any problems with dirty boats were corrected immediately upon notice from staff
Although our costs of pool rental have increased 5% per year, we have succeeded in
offering the same low price of $5 per session since 1995 We have staffed each
session with ACA certified instructors in order to provide professional service, free
poolside pointers, and expertise in rescue We have supplied demo boats and
equipment at our time and expense most every session, while offering the customer the
ability sign up and rent gear on -site
Other Intangible Strengths
Although overall bid price is important to the City of Fort Collins, the level of vendor
service should be held to the highest standards in the bid process We feel several
important aspects exist The Mountain Shop has allocated time and resources
promoting these sessions for five years, establishing the best attendance levels
possible given environmental factors and attendance limits
At the pool sessions, we have offered an average of nine free kayak demos per season,
staffed by professional vendor representatives, in order to supply attendees with a taste

now Over the years, The Mountain Shop of Fort Collins has done a fine
job with management of the facility Their services in both registration and
pool management have been consistently strong Safety seems to be held
to the highest of standards, and no "horseplay" has been tolerated
Overall, I have been very pleased with these sessions
They also have made new attendees feel welcome, helping them with gear
selection, while starting them off on the right foot They supply ample
numbers of kayaks and gear to choose from, and even offer canoes for
visitors to try to rolls All in all, they make the pool sessions fun
As long as the Mountain Shop continues in its role as session coordinator,
you can count me in as a regular customer Thank you for your

of the latest in boat design In addition, every session the Mountain Shop has offered
on the average of 8 kayaks for free demo at every session, with an accompanying gear
rental service Through five years of service and promotion, attendees have become
used to registering at our shop Certainly, any change in vendor would perhaps disrupt
pool attendance figures
As the registration site, The Mountain Shop is open for business 360 days a year, and
also offers the public an on -call staff filled with product expertise We make sure to
carry the proper additional insurance liability coverage for these pool sessions In the
past few years, we started the Mountain Shop Paddle School to offer whitewater and
touring kayak & canoe lessons taught by certified instructors with quality gear The
Mountain Shop is certainly a full -service vendor Overall, our shop is regarded as one
of the finest paddling shops in Colorado
Duties of Staff and Qualifications
The Mountain Shop has experienced the duties necessary for the safe and efficient
operation of Mulberry Pool Two or more allocated staff members are scheduled to
arrive at the pool at 7 30am After meeting with the day supervisor to handle any
concerns or complaints, the door is opened, and the signup area is arranged When
registration and fund collection commences, any updates on upcoming sessions are
distributed, and supervised boat cleaning takes place At this point, any rental or demo
setup is handled The pool is then officially open for use at Sam During the sessions,
our staff assists in lifeguarding and handles rule enforcement Instructional pointers are
offered throughout the session At least 8 sets of equipment are to be available each
session Following our sessions, attendees are cleared from the pool, allowed to hot
tub & shower, and remove their equipment Finally, lane lines are run, and the building
is ready for regular pool use
Our staff is among the most experienced in the Front Range In the past few years,
regular staffers have included Tom Carter, Mike Pagel, Dennison Webb, David Zinn,
and Matt Evans Joining us in coming sessions will be JJ Hannah Our staffers have in
the area of 25 years combined instructional experience To provide consistency in
service, all have worked or currently work at The Mountain Shop on a year-round basis

Our staff is composed of ACA (American Canoe Association) certified instructors with
an estimated 10000+ hours of combined kayaking experience Each instructor has
more than two season's experience paddling whitewater kayaks Most are Swiftwater
Rescue Technicians, Wilderness First Responders, and/or are EMT Certified Some
are also Licensed Raft Guides Rest assured, with service from The Mountain Shop,
the City of Fort Collins is working with some of the most qualified, dedicated, and well -
respected staffs in Northern Colorado (see attached resumes)
Project Bid
For spring 2000 and beyond, The Mountain Shop is pleased to offer continued service
at $100 per Sunday for the period of the bid We offer to pay this in two lump -sum
installment payments per rental year, which seem to work best for your accounting staff
and our shop The payment arrangement would be negotiable As an example, total
payment based on an estimated 17 Sundays (closed Easter) from mid -January through
mid -May would total $1717
We would continue to charge the general public $5 per session, without sacrificing
quality of service The sessions tend to book very well at this rate, and no objections
have been made on the price of admittance At this rate, the sessions tend to be
completely pre -booked for 90% of the sessions, while preserving the needed walk-in
availability Overall, this rate will lust cover our costs of promotion, rental, staffing, and
rental equipment use
We have reached this bid conclusion based on benefit to The Mountain Shop of quality
exposure, and the overall service benefit to the residents of the City of Fort Collins
Through years of use, the attendees are used to paying this amount, and are aware of
the high level of service associated with it
Rules and Regulations
To provide consistency, our established kayak roll session rules will continue to apply
1) The use of helmets is required, and each participant must register and sign
waivers prior to entering the pool

2) Boats must be clean and free of debris Hose supplied water will be available
Only kayaks and canoes 14 5 feet or shorter will be allowed
3) Pool staff reserves the right to refuse admittance of any boat deemed unsafe
or unclean
4) Unruly or unsafe behavior will not be tolerated, and staff reserves the right to
eject violators of this policy
5) Participants may only sign up for one session up to a maximum of one week in
advance
6) At least 15 spaces will be reserved for each session, with at least 5 walk-in
slots available Pre -registration slots will be held for ten minutes past the start of
each session, at which time they are released to additional walk-ins
7) Participants who have attended the first session may only take part in the
second session if walk-in spaces are available after the start of the second
session
8) Reservation for outside commercial instruction firms will not be allowed
Registration will be open to the public seven days a week during regular business
hours The sessions will operate on the schedule that follows

Areas of Opportunity
The Mountain Shop will continue to offer poolside instructional pointers, numerous
vendor demos per year, and free boat demos from our rental stock However, we have
received feedback on a real need for more active instruction at the Sunday Pool
Sessions Pending your approval, we recommend the sessions also offer more in-depth
professional instruction by Mountain Shop staff in the deeper sections of the shallow
end, with additional fees collected to fund our attending staff This will allow, from time -
to -time, our staff the ability to give more personalized instruction on the Eskimo Roll
Many prospective attendees have mentioned they are seeking more individualized
instruction for beginners and we believe this to be one of the better forums to fill such

needs It certainly is not our desire to have unhappy and more importantly "improperly
prepared" kayakers heading to the Cache la Poudre following a pool session This is
just a suggestion for improvement that we would be glad to discuss with Janet or city
staff in more depth at any time
Contract Fulfillment
If awarded this contract, The Mountain Shop will strive to continue the high standards
set with past Sunday Kayak Pool Sessions We will continue forward with solid
planning and organization, quick problem solving, and only the highest level of customer
service We await your decision with great excitement

each session I attended, the staff was very friendly and organized.
They always bring a bunch of new boats for us to try, while
managing two sessions of twenty people They even have
manufacturer reps give hands on clinics from time -to -time.
They seemed to handle any strange situations that arose quickly
and decidedly. They are willing to jump in the water whenever
requested to offer pointers on roll or paddle stroke technique. And,
they seemed to keep the pool clean and organized. To my
knowledge, no problems have arisen during their tenure.
Therefore, I can only highly recommend the Mountain Shop as your
provider of service for the Sunday Pool sessions. Their service is of
great benefit to the paddlers in this area, and is really appreciated
