The City of Fort Collins is requesting bids for fire hose appliances and nozzles, miscellaneous fire
equipment, and fire hose
Sealed bids will be received and publicly opened at the office of the Director Of Purchasing and
Risk Management, PO Box 580, 256 West Mountain Avenue, Fort Collins, Colorado 80522, at the
time and date noted on the bid proposal and/or contract documents
Bids must be received at the Purchasing Office prior to April 28, 1998, 2.30pm (our clock).

Special Instructions
All bids must be properly signed by an authorized representative of the company with the legal
capacity to bind the company to the agreement Bids may be withdrawn up to the date and hour
set for closing Once bids have been accepted by the City and closing has occurred, failure to
enter into contract or honor the purchase order will be cause for removal of supplier's name from
the City of Fort Collins' bidders list for a period of twelve months from the date of the opening The
City may also pursue any remedies available at law or in equity Bid prices must be held firm for
a period of forty-five (45) days after bid openings
Submission of a bid is deemed as acceptance of all terms, conditions and specifications contained
in the City's specifications initially provided to the bidder Any proposed modification must be
accepted in writing by the City prior to award of the bid
Only bids properly received by the Purchasing Office will be accepted All bids should be clearly
identified by the bid number and bid name contained in the bid proposal
No proposal will be accepted from, or any purchase order awarded, to any person, firm or
corporation in default on any obligation to the City

REINFORCEMENT
THE HOSE SHALL BE MANUFACTURED WITH A 100% SYNTHETIC REINFORCEMENT
ENCOMPASSED IN SYNTHETIC NITRILE RUBBER USING A THROUGH THE WEAVE
EXTRUSION PROCESS RESULTING IN ONE PIECE CONSTRUCTION THE HOSE SHALL BE
TOTALLY IMMUNE TO MILDEW
THE HOSE SHALL BE WOVEN OF 100% SYNTHETIC HIGH TENSILE YARN CIRCULAR PLAIN
WOVEN SO AS TO ELIMINATE TWIST
LINING AND COVER
THE LINING AND COVER SHALL CONSIST OF SYNTHETIC NITRILE COVER COMPOUND OF
IDENTICAL MATERIAL WITH BONDING AGENTS TO PREVENT POSSIBILITY OF
DELAMINATION
FINISHED HOSE
FINISHED HOSE SHALL COMBINE THE 100% SYNTHETIC REINFORCEMENT WITH THE
NITRILE RUBBER COMPOUND USING A THROUGH THE WEAVE EXTRUSION PROCESS
RESULTING IN A ONE PIECE CONSTRUCTION THE RUBBER SHALL BE BOTH CHEMICALLY
AND MECHANICALLY BONDED TO THE WOVEN REINFORCEMENT GLUED HOSE OR HOSE
NOT HAVING CHEMICAL ADHESION WILL NOT BE ACCEPTABLE
THE HOSE SHALL BE YELLOW IN COLOR
COUPLINGS
COUPLINGS TO BE 5 STORTZ QUICK CONNECTION WITH STREAMLINED FIELD
REPAIRABLE BINDINGS COLLAR SHALL BE DESIGNED TO PREVENT DAMAGE TO THE
HEADS OF THE BOLTS WHEN HOSE IS BEING LAID, USED OR LOADED COUPLINGS MUST
BE ASSEMBLED AND DISASSEMBLED USING AN ALLEN WRENCH ONLY SPECIAL
DISASSEMBLY TOOLS SHALL NOT BE REQUIRED

ALL FIRE HOSE IN THIS SPECIFICATION MUST MEET OR EXCEED THE CURRENT
NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 1961.
THE HOSE SHALL NOT BE DEGRADED FROM EXPOSURE TO MOST CHEMICAL
SUBSTANCES SUCH AS HYDROCARBONS, OILS, ALKALI, AND GREASE.
COMPLETE DETAILED SPECIFICATIONS, ALONG WITH A 12" SAMPLE OF THE
HOSE PROPOSED TO MEET THIS SPECIFICATION, SHALL BE SUBMITTED WITH
THE HOSE BID.
THE FIRE DEPARTMENT RESERVES THE RIGHT TO FORWARD 3 FOOT SAMPLES,
CUT FROM LENGTHS OF DELIVERED HOSE, TO A NATIONALLY RECOGNIZED
LABORATORY FOR TESTING. THE TESTS SHALL COVER THE PHYSICAL
REQUIREMENTS OF THE LININGS AS WELL AS THE JACKETS AS OUTLINED IN
THESE SPECIFICATIONS. IF THE HOSE PASSES, THE COST WILL BE PAID BY
THE FIRE DEPARTMENT. IF THE HOSE FAILS THE COST SHALL BE PAID BY
THE SUPPLIER. FAILURE TO COMPLY WITH THESE SPECIFICATIONS WILL BE
CAUSE FOR ALL HOSE TO BE REJECTED.
THE MANUFACTURER SHALL GUARANTEE THE PROPOSED FIRE HOSE SHALL MEET
THE REQUIREMENTS AND SPECIFICATIONS AS HEREIN SET FORTH. THE
MANUFACTURER SHALL ALSO, AS PART OF THIS PROPOSAL, GUARANTEE SUCH
FIRE HOSE FOR A PERIOD OF TEN (10) YEARS OR MORE AGAINST FAILURE
DUE TO DEFECTS IN MATERIAL AND WORKMANSHIP, AND SHALL PROVIDE FOR
THE REPLACEMENT OF ANY SUCH HOSES AS MAY BE DEFECTIVE IN THIS
RESPECT AT NO ADDITIONAL COST TO POUDRE FIRE AUTHORITY.
INDIVIDUAL HOSE SECTIONS LESS THAN THE SPECIFIED LENGTH WILL BE
REJECTED.
EACH LENGTH OF HOSE SHALL BE INDELIBLY MARKED IN LETTERS AND
FIGURES AT LEAST 1" HIGH. MARKING SHALL BE ACCORDANCE WITH THE
LATEST EDITION OF NFPA STANDARD 1961 FIRE HOSE.
THE COUPLINGS SUPPLIED SHALL COMPLY WITH THE CURRENT NFPA 1963
STANDARD.
HOSE BID SPECIFICATIONS 1"
SCOPE:
THIS SPECIFICATION IS FOR 200 FEET OF 1" FIRE HOSE IN 100 FOOT
LENGTHS.
THE HOSE SHALL BE PREMIUM QUALITY, ABRASION RESISTANT, CHEMICAL
RESISTANT ATTACK GRADE FIRE HOSE DESIGNED FOR PROLONGED STORAGE AND
EASE OF MAINTENANCE.
LINING AND COVER:
THE LINING AND COVER SHALL CONSIST OF SYNTHETIC NITRILE RUBBER,
COMPOUNDED TO PROVIDE MAXIMUM ADHESION TO THE REINFORCEMENT WHEN
APPLIED BY A THROUGH THE WEAVE EXTRUSION PROCESS.
REINFORCEMENT:
THE HOSE REINFORCEMENT SHALL BE WOVEN OF 100% SYNTHETIC, HIGH
TENSILE YARN SO AS TO ELIMINATE TWIST.
THE REINFORCEMENT SHALL BE TOTALLY ENCAPSULATED IN THE NITRILE
RUBBER COMPOUND UTILIZING A THROUGH THE WEAVE PROCESS RESULTING IN
A ONE-PIECE CONSTRUCTION HOSE.
FINISHED HOSE:
THE FINISHED HOSE SHALL HAVE RIBBED PATTERNS ON THE OUTSIDE TO
REDUCE WEAR ON THE COVER.
THE HOSE SHALL NOT BE DEGRADED FROM EXPOSURE TO MOST CHEMICAL
SUBSTANCES SUCH AS HYDROCARBONS, OILS, ALKALI, AND GREASE.
THE HOSE SHALL BE YELLOW IN COLOR.
COUPLINGS:
THE COUPLINGS SUPPLIED SHALL BE HARD COATED, LIGHTWEIGHT ROCKER
LUG, AND COMPLY WITH THE CURRENT NFPA 1963 STANDARD. ONE MALE AND
ONE FEMALE COUPLING WITH 1" NST THREADS ARE TO BE PROPERLY
INSTALLED ON EACH LENGTH OF HOSE BY THE MANUFACTURER.

LENGTHS.
THE FIRE HOSE SHALL BE PREMIUM QUALITY, ABRASION RESISTANT, DOUBLE
JACKET, LIGHT WEIGHT MUNICIPAL FIRE HOSE DESIGNED FOR EASE OF
HANDLING AND USE.
THE HOSE SHALL BE IN COMPLIANCE WITH NFPA 1961 (LATEST EDITION)
REQUIREMENTS FOR DOUBLE JACKET, 800 PSI PROOF TEST PRESSURE, ATTACK
GRADE FIRE HOSE.
LINING:
THE SYNTHETIC RUBBER LINING SHALL BE A SINGLE -PLY EXTRUDED TUBE
COMPOUNDED TO RESIST DETERIORATION BY OZONE. THE FINISHED FORM
SHALL BE FREE OF PITS AND OTHER IMPERFECTIONS AND SHALL HAVE A
SMOOTH INTERIOR FINISH.
JACKET:
THE WRAP YARNS AND FILER YARNS SHALL BE OF ADEQUATE NUMBER AND SIZE
TO MEET ALL OF THE HYDROSTATIC REQUIREMENTS THE NFPA 1961
SPECIFICATION. THE WRAP YARN OF BOTH JACKETS SHALL BE STRUCTURED OF
ENTANGLED FILAMENT GRADE (6-6) POLYAMIDE (DUPONT CORDURA) OR
EQUIVALENT. THERE SHALL BE NO KNOT SPLICING OF THE WRAP IN EITHER
JACKET. THE FILLER YARN SHALL BE HIGH STRENGTH, LOW ELONGATION
FILAMENT POLYESTER.
IMPREGNATION:
THE OUTSIDE JACKET SHALL BE THOROUGHLY IMPREGNATED WITH A HIGH
PERFORMANCE POLYMER. THE POLYMER COMPOUND SHALL BE HEAT SET IN THE
TEXTILE OF THE OUTSIDE JACKET. COATING APPLIED TO FINISHED HOSE AND
/OR SET WITH AMBIENT TEMPERATURE PROCESSES ARE NOT ACCEPTABLE.
THE HOSE SHALL BE YELLOW IN COLOR.
JACKET FIT:
THE OUTSIDE AND INSIDE JACKET FIT IS CRITICAL TO THE FINISHED HOSE.
AFTER THE INITIAL PROOF PRESSURE TEST, THEIR SHALL BE NO EXCESS
OUTER JACKET BAGGINESS. THE JACKETS MUST FIT SNUGLY INSIDE ONE
ANOTHER UNDER ZERO PRESSURE OR UNDER PROOF AND SERVICE TEST
PRESSURES.

Bids must be furnished exclusive of any federal excise tax, wherever applicable
Bidders must be properly licensed and secure necessary permits wherever applicable
Bidders not responding to this bid will be removed from our automated vendor listing for the subject
commodities
The City may elect where applicable, to award bids on an individual item/group basis or on a total
bid basis, whichever is most beneficial to the City The City reserves the right to accept or reject
any and all bids, and to waive any irregularities or informalities
Sales prohibited/conflict of interest no officer, employee, or their dependent or person residing in
and sharing the expenses of their household, shall have a financial interest in the sale to the City
of any real or personal property, equipment, material, supplies or services This rule also applies
to subcontracts with the City This shall not apply to members of any authority, board, committee
or commission of the city, other than the members of the City Council Soliciting or accepting any
gift, gratuity favor, entertainment, kickback or any items of monetary value from any person who
has or is seeking to do business with the City of Fort Collins is prohibited Any vendor knowing of
this type of activity is encouraged to report in confidence to the Director of Purchasing and Risk
Management, Director of Finance, City Attorney or City Manager so the matter can be dealt with
Freight terms unless otherwise noted, all freight is F O B Destination, Freight Prepaid All freight
charges must be included in prices submitted on proposal
Discounts any discounts allowed for prompt payment, etc , must be reflected in bid figures and
not entered as separate pricing on the proposal form
Purchasing restrictions your authorized signature of this bid assures your firm's compliance with
the City's purchasing restrictions A copy of the resolutions are available for review in the
Purchasing Office or the City Clerk's Office
Cement restrictions City of Fort Collins Resolution 91-121 requires that suppliers and producers
of cement or products containing cement to certify that the cement was not made in cement kilns
that burn hazardous waste as a fuel
Collusive or sham bids any bid deemed to be collusive or a sham bid will be rejected and reported
to authorities as such Your authorized signature of this bid assures that such bid is genuine and
is not a collusive or sham bid

THE WRAP YARNS AND FILER YARNS SHALL BE OF ADEQUATE NUMBER AND SIZE TO
MEET ALL OF THE HYDROSTATIC REQUIREMENTS OF THE NFPA 1961 SPECIFICATION
THE WRAP YARN OF BOTH JACKETS SHALL BE STRUCTURED OF ENTANGLED FILAMENT
GRADE (6-6) POLYAMIDE (DUPONT CORDURA) OR EQUIVALENT THERE SHALL BE NO
KNOT SPLICING OF THE WRAP IN EITHER JACKET THE INSIDE JACKET SHALL HAVE A
REVERSE TWILL WEAVE TO PRODUCE A SMOOTH WATERWAY THE FILLER YARN SHALL
BE HIGH STRENGTH, LOW ELONGATION FILAMENT POLYESTER
IMPREGNATION
THE OUTSIDE JACKET SHALL BE THOROUGHLY IMPREGNATED WITH A HIGH
PERFORMANCE POLYMER YELLOW IN COLOR THE POLYMER COMPOUND SHALL BE
HEAT SET IN THE TEXTILE OF THE OUTSIDE JACKET COATING APPLIED TO FINISHED
HOSE AND /OR SET WITH AMBIENT TEMPERATURE PROCESSES ARE NOT ACCEPTABLE
JACKET FIT
THE OUTSIDE AND INSIDE JACKET FIT IS CRITICAL TO THE FINISHED HOSE AFTER THE
INITIAL PROOF PRESSURE TEST, THEIR SHALL BE NO EXCESS OUTER JACKET
BAGGINESS THE JACKETS MUST FIT SNUGLY INSIDE ONE ANOTHER UNDER ZERO
PRESSURE OR UNDER PROOF AND SERVICE TEST PRESSURES
COUPLINGS
THE COUPLINGS SUPPLIED SHALL BE HARD COATED, LIGHTWEIGHT ROCKER LUG, AND
COMPLY WITH NFPA 1963 STANDARD ONE MALE AND ONE FEMALE COUPLING WITH 2 5"
NST THREADS ARE TO BE PROPERLY INSTALLED ON EACH LENGTH OF HOSE BY THE
MANUFACTURER
HOSE SPECIFICATIONS 5"
THIS SPECIFICATION IS FOR 400 FEET OF 5" FIRE HOSE IN 100 FOOT LENGTHS
