However, individuals charged with felonies can be referred to the center under special circumstances Also, while pnmanly intended for first time offenders, approximately 25% of those referred have prior offenses Referrals may come from the Fort Collins Municipal Court, 8th Judicial District Attomey's Office, police officers and school administrators The Restorative Justice program currently consists of two components- 1 Restorative Justice Conferencing (RJC) 2. RESTORE The RESTORE. component is specifically for juveniles who commit shoplifting offenses. It was designed to provide a more meaningful way for the youth to repair the harm their crime caused to his/her family and the community The goals of the RJC component are similar, however juveniles who commit all types of misdemeanors are eligible to participate Both components involve community conferences where the victims or victim representatives and community representatives share how the crone affected them and require the offender to give back to the victim and community in some way Although the FCRJ program has been in operation for over six years, they have not thoroughly evaluated their program implementation processes and overall infrastructure FCRJ has therefore asked OMNI to provide a process evaluation of the RESTORE and RJC components During initial discussions, the client noted that while she currently has an idea of where there is need for improvement, obtaining an outside, objective process evaluation would help ensure that the program is meeting its goals and strengthen their ability to demonstrate program effectiveness. The client is also interested in determining whether current assessment strategies they employ are adequately evaluating participant change and the program components. Based on the client's initial goals the following activities are proposed - Description of Proposed Work Objective 1• To develop a program logic model In order to better understand the process, implementation and intende d outcomes of RESTORE and RJC, OMNI will work with the client to develop evaluation logic models for each component. OMNI will provide a brief overview of logic models as well as example templates of each to help guide the development process OMNI will also read relevant RESTORE and FCRJ program materials to further enhance understanding of each program component. The client will develop drafts of the logic models and OIVNI will provide assistance and feedback Information obtained through staff interview, will also be useful to help inform the development efforts The final logic models will help guide the overall evaluation, as well as the selection of appropriate participant survey items This step will be completed by rrud November Objective l To evaluate the RESTORE and RJC process In order to solicit feedback on the process and implementation of the FCRJ components, key staff and volunteers will be interviewed via telephone Three to four interviews will be conducted with RESTORE and RJC key staff It is anticipated that interviews will be conduced with Peme McMllen, the program director, Mary -Claire Geiss, case manager for RJC and assistant to the director, Bernadette Martinez, RESTORE Program co -coordinator, as well as facilitators for each component (to be conducted as a group conference call) Interviews will be conducted throughout November Objective 3 To assess and assist Rl outcome evaluation capacity Based on the expected short term outcomes outlined in the logic models, OMNI will review the tools currently used and consult relevant literature regarding other tools designed to measure the expected outcomes. These tasks will enable OMNI to recommend additional evaluation instruments that could be administered to enhance the programs' evaluation capacity. Instruments will be chosen based on relevancy (e.g appropriate for the target population, solid psychometric properties) and program restraints (e g administration time, instrument cost). Since RESTORE and RJC likely address similar domains, recommended instruments will likely apply to both components. However, if after de veloping the logic model it is determined two separate assessments are needed the client will choose one component for OMNI to focus their development efforts Furthermore, so that FCRJ can compare their findings across jurisdictions, assessments used by Denier's RESTORE program will be recommended if it is discovered that both sites have the same intended outcomes OMNI will also evaluate the current data collection and analysis methods As part of this effort, OMNI will review the data collection, storage, and analysis procedures and provide relevant educational materials (e.g, pretest posttest administration manual) as well as suggestions for ways these steps could be unproved The addition of participant assessment tools and revision of data protocols is expected to enhance FCRJ's capacity to evaluate the intended effects of each program component Objective 4.
