RE: Annual Pass Purchasers with Post Office Boxes
Recently we had an incident involving a golfer purchasing a 1992 annual pass and
using a Post Office Box as his address. I would like to clarify our policy
regarding this situation.
Our City Council adopted policy states, "Annual Passes are limited only to those
users having a Fort Collins address, except, those non-residents continuing to
hold a pass which was originally purchased prior to March 4, 1981, when this
residency Policy was established by City Council."
The policy is clearly a residence policy. The word residence means "the place
in which a person resides; dwelling place; abode; house, etc." The Fort Collins
address refers more to the actual City limits or adjacent areas.
According to our records, we have 18 people in 1991 to date who have purchased
annual passes, using only a Post Office Box for their address. This will no
longer be acceptable. Effective immediately, anyone who uses a Post Office Box
as their mailing address must also provide (on the annual pass receipt form) a
home address, as well. Unless they are one of the 18 people we have identified,
we will not sell them an annual pass unless they have a Fort Collins residency
address.
I have decided to allow the existing 18 people to be excluded from the above
policy for 1992, until we more clearly define our total fees and charges and
annual pass policies However. unless these 18 people are all Fort Collins
residents, it is possible that some of them will not be allowed to purchase an
annual pass beyond 1992. Attached is a list of the 18 people exempt from this
clarified policy.
