HomeMy WebLinkAboutCORRESPONDENCE - GENERAL CORRESPONDENCE - TOURNAMENT POLICYJerryBrown -- Toumameot Policy, et at Page 1 ;1 From: Jerry Brown To: Patty Carroll Date 10/18/02 12 07PM Subject: Tournament Policy, et al MEMORANDUM DT October 17, 2002 TO Golf Board Members FIR Jerry P Brown, Manager of Golf RE Tournament Reservation Policy and Changes to the Collmdale Men's Golf Association Special Privileges At your September 18 meeting we reviewed and discussed the Tournament Reservation Policy, and it was agreed that we would continue the discussion at the October 23 meeting, with staff making its recommendations As you recall from our previous discussion, we have historically operated with two separate Tournament Reservation Policies for many years, one policy for SouthRidge and a different policy for Collindale/City Park Nine The reason that we decided to review these policies is because we will be opening the new Collmdale Clubhouse next season and staff felt it might be an appropriate time to review and potentially consider revising our policies in this area Also there has been an expectation among some folks that we will greatly expand our number of tournaments at Collmdale so we wanted to discuss the matter to see if that is what we really want to do Based upon those discussions at the last meeting, and the collective opinions of myself and our three golf professionals, staff is proposing the following - City Park Nine will continue with its existing Tournament Policy as we described last month, and do 9-Hole Tournaments with the same restrictions that we have used In the past 18-Hole events are allowed at City Park Nine but are strongly discouraged Generally we don't do a large number of tournaments at City Park Nine - SouthRidge will continue with its existing Tournament Policy as we described last month Again, I have put a "freeze" on bringing any new or additional annual private weekend tournaments to SouthRidge, and those annual weekend tournaments that have dropped -out will not be allowed back as long as the freeze is in place, as we will strive to open up more weekend tee times at SouthRidge for regular daily green fee golfers The freeze will probably remain in place until we achieve a "balance" that seems appropriate, including the impact of Collmdale tournament dates We still may allow a few one-time tournaments, (such as high school reunions, etc ) at SouthRidge as long as there is no conflicts and at least one other City Golf Course has open tee times available - Collmdale will also continue with most of its existing Tournament Policy as we described last month, but we feel we can do up to 12 shotgun tournaments per year in addition to our existing annual private weekend tournaments and the Collmdale Men's Golf Association events These new shotgun tournaments must be full, meaning at least 112+ golfers We will not allow any partial shotgun tournaments, although two or more partial shotguns can go together to makeup the 112 minimum number of players If someone wants to have a shotgun event, they will be paying for a minimum of 112 players even if they have less than that number, paid in advance as per our policy Collmdale and SouthRidge will coordinate the calendar in order to not "double -up" on shotgun tournament days Also, Collmdale and SouthRidge will charge the same prices and provide the same Jerry Brown - Toumament Pohic I et al Page 2 I services that we previously described at SouthRidge Therefore, I request that you vote to accept our proposed modifications to our Tournament Reservation Policy With regard to issue of the Collindale Men's Golf Association vis-a-vis special privileges As it was noted last month, the Collindale Men's Golf Association (CMGA) helped Collindale to get started in the 1970's, and over the years they have made many cash or in -kind donations annually of between $1,000 to $2,000 for course improvements They have also supported and sponsored many Junior Golf activities As recently as 1997 the Golf Board agreed with our current Policy to allow the CMGA to continue to have the special privileges of conducting up to 13 events annually on the weekends with up to eight such events held during May through Labor Day in Prime Time, and their members/guests are allowed to use their Annual Passes or 10-Play Punch Cards to pay their City fees To the best of my knowledge, the CMGA is the only group that receives this double special privilege of guaranteed advanced Prime Time tee reservations similiar to a tournament, and are also allowed to use their Annual Passes to pay City fees which is then is a fee discount during Prime Time Since we are now getting ready to open the new Collindale Clubhouse, and we are expanding our number of Tournaments to be played at Collindale, I felt that we should re -visit our special privileges to the CMGA especially during Prime Time As I noted last month, I do not have an issue with the number of events that the CIv1GA currently conducts on weekends at Collindale, but I do have an issue that they (or anybody else) should reveive double special privileges in Prime Time The CMGA is the only group who receives this double special privilege to the best of my knowledge Therefore, I am recommending eliminating their special privilege of being able to use Annual Passes to pay for their Prime Time tournaments/events between May through Labor Day I believe that this is a fairness and equity issue, and we have stated many times over the years that we should not allow discounts during Prime Time I feel that this special privilege of allowing the CMGA to guarantee their dates/tee times is enough of a special privilege, and that no group should receive more than one special privilege, especially during Prime Time However, I fully recognize that asking the CMGA golfers who have been using their Annual Passes to pay for their events to go from paying only a $7 00 maximum as a Per Play Fee to now pay the full $24 in 2003 as a Green Fee is a significant increase and in my estimation is too steep of an , increase all at once Therefore, as a part of my proposal, I suggest that we "phase" the increases to the CMGA Annual Pass cardholders/guests playing in the CMGA tournaments/events by adding only $4 00 annually until they reach our Green Fee rate in the future That means in 2003 we would charge these Annual Pass cardholders an $11 Per Play Fee, with $15 in 2004, $19 in 2005, $23 in 2006, and then whatever the Green Fee is in 2007 1 feel very strongly that we should make a change and the above seems the most equitible to me In 2002 there are 62 Annual Pass cardholders who are members of the CMGA, and normally about 30 to 50 such cardholders may play in any of the CMGA events I no longer see a logical reason to allow golfers to receive a double special privilege in Prime Time, and I don't believe that it is necessary to try and satisfy maybe 62 folks who might be upset with my recommendation I request that you vote to accept my above recommendations cc Charles Ogren, Collindale Men's Golf Association President
