Background
Transfort procured Trapeze Computer Aided Dispatch (CAD) software in 2000, using a competitive
process The software has been installed and in production for over seven years Now Transfor
would like to upgrade the Fixed Route product form the FX-Lite product to the full application FX
In addition, theywould like to purchase the Trapeze Viewpoint Business Intelligence System that is
tightly integrated with the Trapeze product suite and the Trapeze database system Relevant transit
ridership, passenger, revenue and other operational data are data warehoused and available
through business intelligence dashboards Staying with a single vendor for these productslmakes
technical support issues simpler and eliminates the interface problems inherent with using multiple
standalone software packages
Given the advantages to using software modules from a proven reliable vendor and the cost
advantages in matching existing software, we recommend that Transfort's request be approved
Trapeze has offered the two modules to the City for $97,403, which is a fair price
Exception to Competitive Bidding Rationale
8 - 160 (d) (1) b Although there exists more than one responsible source, a competitive process
cannot reasonably be used or, if used will result in a substantially higher cost to the city, will
otherwise injure the city's financial interest, or will substantially impede the city's administrative
functions or the delivery of services to the public
