RE: Site Specific Health and Safety Training Proposal — Aztlan Community
Center/Former Municipal Landfill Site, Fort Collins, Colorado
At the request of Maureen Scullion, Walsh Environmental Scientists and Engineers, LLC
(WALSH) is please to provide this proposal which summarizes costs associated with
providing site specific health and safety training services for City of Fort Collins
employees. The training will satisfy select training requirements specified in the March
6, 2007, Final Health and Safety Plan, Materials Management Plan, City of Fort Collins,
Aztlan Community Center (Former Municipal Landfill Site), Fort Collins, Colorado
(HASP/MMP), prepared by WALSH. Due to the presence of known soil, vapor, and
groundwater contamination in this area, special precautions are required to protect workers
and the public, and prevent release and dispersion of contamination into the environment.
Each site specific training session is anticipated to take approximately five (5) hours.
The awareness training will include review of the HASP/MMP, personnel responsible for
site health and safety, use of PPE, safe work practices, use of engineering controls,
medical surveillance requirements, signs and symptoms of exposure, and other topics that
prepares workers for their job functions and responsibilities. Individuals performing soil -
disturbing activities, in an area with potential asbestos waste or asbestos -contaminated
soil (ACS), are required to complete asbestos awareness training in accordance with the
2005 OSHA Construction Industry Standards set forth at 29 CFR 1926.1101 (k) (9) (vii).
In addition, these individuals are required to complete asbestos -contaminated soil training
that provides information necessary to perform their duties in a way that ensures
compliance with the requirements of CDPHE Hazardous Materials and Waste
Management Division (HMWMD) 6 CCR 1007-2 Section 5.5. The proposed asbestos
awareness portion of the training program will be tailored for incidental contact with
asbestos wastes or ACS by workers. It is assumed that select City employees will
complete additional training requirements which are outlined in the HASP/MMP, on an
as needed basis.

It is assumed that training will be provided to a maximum of one hundred City employees.
Furthermore, training is expected to be completed in a minimum of two separate sessions on
separate days which will be specified by City representatives. If additional training sessions are
required costs will be billed at the specified cost per session rate. WALSH assumes that the City
will coordinate and provide the classroom/facility for the training. Costs associated with the
training services will be billed on a time and materials basis.
