Develop Operating Agreements between Service Area Director and the Deputy City Manager One of the most difficult transitions for the ELT members will be the change in reporting relationships from you to the Deputy City Manager. Meeting first individually with the Deputy City Manager and one affected Service Area Director to get a sense of concerns, issues and expectations. Then facilitate the development of an operating agreement between the Deputy City Manager and the Service Area Director. 3. Change in Contract Cost Total cost, including expenses, of $5,000. 4.
